Up here in North Jersey they take this stuff very seriously - some 
towns have laws controlling lighting.

The NJ Astronomical Association is very active.

From what I remember of my AP visit there are some really intrusive 
lights around. Should be an easy fix.

Glad to hear you think the one on the Berkeley is crazy, certainly
not a marketing ploy, just plain ignorance on their part.

The feeling you get between dark and light areas is just programmed
human response. We are primarily daylight creatures. But to paint it
as a black/white issue is an error on your part.

Dark/lighted... off/on... misses the point of appropriate lighting for
the task while addressing negative effects such as energy waste,
glare, ambiance, safety... etc.

Brighter lighting is not safer. Just think of driving and encountering
an oncoming vehicle with its high-beams on. The glare decreases your
ability to see whats around you. Not very safe...

Overly bright lighting creates a stark contrast between light and dark
areas allowing undesired activity to occur in the darkness. Glare is
the greatest detriment to uniform visual acuity and the safety issue
you are concerned about.

Look at any bright light source and then look away, your vision is
degraded until the eyes readjust. Its very easy to address all the
effects/consequences of lighting by proper design and installation.

Thank you for the reply, That particular Council Meeting was the first
I had attended after being in jail. The Shining came to mind as in
Heeere's Johnny in the axe through the door scene.

The 'deer-caught-in-headlights' look displayed by our leaders is all
too familiar. They never address my questions and seem to breath a
sigh of relief at he 3 minute buzzer.

I've been degenerated from a respected Public Official to losing
everything I have worked 30 years for. Whats that line... Absolute
power corrupts absolutely...

Bad lighting and Light pollution are among the easiest and most cost
effective problems to fix. Lets see if we can make Asbury Park better.

Your observations are right on the mark. I have also seen the lights
at the Heating Plant, Unbelievable that it's permitted.

As to the boardwalk lighting, I attempted to get that fixed a long
time ago, even creating some polls here to get people into discussion
about it.

My meetings with the City Planner and Engineer resulted in finding
replicas of the appropriate lighting fixtures from the time the
ConHall and CAS were constructed. They are clearly visible in vintage
photos and postcards.

City Council approved the highway lighting in spite of the obvious.
There is renewed concern now due to the tenancy of the pavilions so
perhaps the damage can be repaired. Although I hear that the tenants
my be allowed to chose the fixtures...another road to disaster.

The Berkeley light points west down Sunset Park toward Main Street. As
to the parking lots.. they have shields installed due to my Planning
Board testimony. However they are still inappropriate and temporary is
considered to be 5 years.

I'm familiar with that one also and am glad you raised the issue.

The primary problem is that there is no specific Lighting Code or
Ordinance to address the issue.

If City employees are not responsive or unable to address the issue
one must rely on the 'nuisance ordinance' and actually file a
complaint in Court.

In the long term we must encourage the City to adopt a Uniform
Lighting Standards Ordinance. Preferably one that is retroactive and
compels the removal of non-compliant fixtures.

There are also areas that are over-illuminated and have redundant
fixtures. The train platform come to mind. As does the
Baronet/Fastlane block.

In this time of the City economic deficit one would think that saving
money by eliminating unnecessary fixtures would be a simple choice.

Until the crime goes down in AP, I say Light Up the City! I know 
when I park in the lots; I try and park under the brightest light. 
Bright lights make me feel safe when I can see who/what is lurking 
around. Werner you can say all evidence points to this not being 
true, but it is how I feel. I avoid parking on dark streets. Asbury 
just isn't there yet to dim the lights. And trust me I like dim 
lights; I tried getting a dimmer for my fridge once. However, the 
Berkley one is crazy. When I saw that thing lit up, I walked down to 
the beach to see what was going on. Maybe it's another marketing 
ploy to get people to the beachfront?

the Berkeley.
  
  I live on the block North of the Berkeley on Sixth Avenue (North 
Beach).  A few months 
  ago, they installed industrial lighting on the North side of the 
hotel which shines 
 directly 
  into my bedroom windows.  I've contacted and spoke with Bill 
Gray and Angel Milette in 
  code enforcement and Barbara Van Wagner in Planning/Zoning for 
the City.  The light 
  continues to shine in my windows.
  
  Any thoughts on how I can get the lights turned off?

Mark,

I think (and I don't know for sure) that the idea is to get lighting
that is for safety AND all the good things Werner knows about. Like
someone else mentioned it is probably past that point, but there are
places and people all over the place doing creative and visionary
things. Werner know about them.

Do you really feel that unsafe here?
