Liddy and Dean Fight to a Draw

Although a federal judge dismissed John Dean's lawsuit against G.
Gordon Liddy, charges and countercharges still are flying between
the two men a quarter-century later.

Who ordered the Watergate break-ins and what were the burglars
hoping to find? Most historians thought these questions were
answered a long time ago, but for convicted Watergate
conspirators John Dean and G. Gordon Liddy the issue is far from
resolved. The two have been fighting an eight-year legal battle -
rife with incendiary charges of sex, lies and cover-ups - hoping
to prove their versions of what happened. It's a fight that
seemed to end in June when a federal district court dismissed the
lawsuit by mutual agreement, leaving Dean and Liddy to battle it
out in the court of public opinion.

   The dispute centers on comments Liddy made in speeches and
on his nationally syndicated radio program in which he accused
Dean of masterminding the Watergate break-ins and of lying under
oath when he testified about the affair. Also at issue are
Liddy's claims that Dean's alleged lies sent innocent people to
jail, as well as his claim that Dean's wife, Maureen, was linked
to a call-girl ring.

   The charges led the Deans to file a defamation lawsuit
against Liddy, whose comments they claim were false and malicious
and which they say hurt Maureen Dean's book sales and caused her
intense emotional suffering. Liddy isn't the first to make
sensational claims about the Deans. Many of his accusations are
part of a broader look at the 1972 Watergate break-ins ad-vanced
by Len Colodny and Robert Gettlin in Silent Coup, a best-selling
book on Watergate. The Deans also sued Colodny but dropped the
case when Colodny's libel insurance company paid both Colodny and
Dean to walk away from the case.

   Silent Coup attacks the conventional understanding of
Watergate, based on the work of Washington Post reporters Bob
Woodward and Carl Bernstein, in which Attorney General John R.
Mitchell, manager of Richard Nixon's Committee to Re-elect the
President, ordered the break-ins. Instead, the book claims, it
was John Dean who ordered the burglary, allegedly because he knew
of a call-girl ring operating out of the Democratic National
Committee, or DNC, headquarters and hoped the break-ins would
uncover dirt on the Democrats. By exposing the ring, Colodny
alleges, Dean thought he could impress his superiors and advance
his career.

   If Colodny is correct, the Watergate burglars weren't
looking for the office of DNC Chairman Lawrence S. O'Brien, who
traditionally is believed to be the target. Instead, they
allegedly wanted to monitor calls from the phone of Ida Wells, a
secretary to the director of the office of the state chairmen,
Robert S. Oliver, and the DNC employee who allegedly helped
operate the call-girl ring.

   But it's not what the burglars heard on Wells' phone that
changed history, says Colodny. In Wells' desk, he claims, the
burglars found pictures of prostitutes that DNC officials
allegedly offered to their guests. And with these pictures,
Colodny adds, the burglars found a photograph of Dean's
then-girlfriend, Maureen Biner. Colodny says Dean then ordered a
second break-in to destroy the evidence of Maureen's alleged
involvement in the ring. Here is where Colodny's account differs
most notably from Liddy's. According to Colodny, Maureen Biner
was only a friend of the call-girl madam, Heidi Rikan; Liddy has
accused her of being a prostitute. Dean responded by denying the
charges but refused repeated attempts by Insight to talk about
the lawsuit. Initially, Dean's Los Angeles attorney John Garrick
said that the Deans would not comment on the case but later
indicated they would be willing to answer Insight's questions via
e-mail. When Insight sent him a list of questions, however,
Garrick waited several days and then sent a nine-page response
announcing in legalese that the Deans had asked him to respond on
their behalf.

   In the response, Garrick indicated that the allegations
against Maureen Dean are nothing more than ranting by a lunatic.
"Try to find someone with credible information that Mrs. Dean has
ever been involved in prostitution," he wrote. "She wasn't. It's
an outrageously false claim." Moreover, Garrick claimed in a
telephone interview, the only source for the accusations is an
attorney named Phillip Bailley - a convicted felon who supposedly
was a pimp for the call-girl ring and whom Garrick alleges has a
long history of mental illness.

   But Colodny and Liddy say that Bailley was far from their
only source and point to a list of hundreds of sources at the end
of Silent Coup. Credible or not, these sources have been
insufficient to win either Colodny or Liddy a definitive court
verdict.

   The court order, which U.S. District Court Judge Emmet
Sullivan proposed and to which both sides agreed, dismissed

US sued over missile strike on Sudan

The United States government is to be sued over its missile
attack on a Sudanese pharmaceutical factory in 1998 in a lawsuit
that will revive an embarrassment for America and for President
Bill Clinton.

On 20 August 1998, the US launched the attack in retaliation for
the bombing of its embassies in Nairobi and Dar es Salaam, which
America blamed on the Islamist leader Osama bin Laden.

The attack destroyed the al-Shifa Pharmaceutical Factory in
Khartoum. US officials said the facility was used to produce
chemicals for the deadly nerve agent VX.But the factory was owned
by Salah Idris, a Sudanese businessman.  He was labelled a
terrorist by the US, which froze his bank account.  He sued and
the US unfroze the account, while not admitting any mistake.
America did, however, admit that its intelligence on the plant
had been wrong, and that it did not know who owned it.

Now Mr Idris wants compensation.  He had been debating the merits
of a suit for a year, not just because he wants to be repaid for
the destruction of the facility but because he wants to clear his
name.

Mr Idris appeared in London yesterday to announce the law suit.
That is, in itself, significant: though America continues to
maintain that he is linked to terrorism, Britain apparently does
not believe this. Publicly, British officials continue to back
theUS strikes; in private, they believe the attack on Sudan was
mistaken.

The case may provide damaging details of the errors the US made
and the attempts to hide them afterwards.  The New York Times
reported last year: "Some senior officials moved to suppress
internal dissent. Secretary of State Madeleine Albright ...
encouraged State Department analysts to kill a report being
drafted that said the bombing was not justified."

First lady says embassy should move to Jerusalem

 NEW YORK, July 29 (UPI) -- First lady Hillary Rodham Clinton,
running for the U.S. Senate in New York, said Saturday she blamed
Palestinian leader Yasser Arafat for the lack of progress in the
Camp David peace talks and that she favors moving the U.S.
embassy in Israel from Tel Aviv to Jerusalem.

 "It's clear that (Israeli) Prime Minister (Ehud) Barak came
committed to reaching a deal that would guarantee peace and
security for Israel and the entire region, and I'm sorry that
Chairman Arafat didn't show the same commitment," Clinton said in
a radio interview with WCBS-AM. "Now, I am pleased the talks are
going to resume again. But, this is a historic moment, and it's
time that Chairman Arafat step forward and conclusively
demonstrate his willingness to forge a real, lasting peace
agreement."

 Clinton, the Democratic candidate for the seat being vacated by
Sen. Daniel Patrick Moynihan, also said for the first time, she
favored moving the U.S. embassy by the end of year.  "I am
pleased that the president has announced he'll review the
decision about moving our embassy to Jerusalem," said Clinton.
"That's absolutely the right thing to do. But I'd like to see
that move be made before the end of the year."

 Hillary Clinton is seeking Jewish support -- about 11-14 percent
of the electorate in New York is Jewish -- in her bid for the
Senate.

 Some Jewish leaders in New York have called Hillary Clinton
"horrible" on Jewish issues.  Her initial call for a Palestinian
state and her kiss of Arafat's wife have left some Jews wary of
the first lady, and she currently has 25 percent less Jewish
support than other successful Democratic candidates have had.

Her Senate opponent, Republican Rick Lazio, said that Clinton's
statement on the embassy is "another flip-flop of the first lady
who said nine months ago she could not support moving the
embassy."

 "I support a united and undivided Jerusalem," said Lazio. "I
have repeatedly called for and voted for placing the U.S. embassy
in the eternal city of Israel -- Jerusalem."

 "At the start of the listening tour last year Hillary made it
very clear that she supported moving the U.S. embassy to Israel,"
said Clinton campaign spokesman Howard Wolfson, who claimed Lazio
has his facts wrong.

 The Washington Times wrote a years ago about a Clinton speech
that she supported moving the U.S. Embassy in Israel to Jerusalem
and vowed that the United States will always stand behind the
Jewish state "We all look forward to the day when Jerusalem will
be home to the embassy of the United States and all other
nations,"  Clinton was quoted as saying.

The United States and many other countries have retained their
embassies in Tel Aviv while Jerusalem's status remained
unresolved, however, moving the U.S. embassy would be considered
a major victory by Jews around the world.

According to a report in The New York Times, Barak lost his
majority in Parliament when three parties left his coalition to
protest the 14-day Middle East Summit at Camp David that broke
down last week, and the Israeli prime minister, who faces a
no-confidence vote on Monday, asked President Bill Clinton for
his help.

 In a half-hour television interview telecast in Israel Saturday,
where the president spoke favorably about Barak, Bill Clinton
introduced the moving of the embassy himself in response to a
question.

 "You know, I have always wanted to move our embassy to West
Jerusalem. We have a designated site there," said President
Clinton. "I have not done so because I didn't want to do anything
to undermine our ability to help broker a secure and fair and
lasting peace for Israelis and for Palestinians."

 The U.S. Congress has called for moving the embassy for the past
several years, but the Clinton administration had said the Middle
East peace process was its top priority; however, the president
said he will make a decision on moving the embassy by the end of
this year.

Spitzer Accused of Threat in Talk-Radio Spat

New York State Attorney General Elliot Spitzer was accused of
threatening unspecified action against talk-radio station
WABC/770 AM Thursday evening after getting embroiled in an on-air
quarrel with talk-show host Sean Hannity and author and Clinton
critic Laura Ingraham. A spokesman for Spitzer denied the charge
leveled by producer Eric Stanger.

The fracas began during the regular program featuring Hannity, a
host with conservative leanings. Spitzer appeared via telephone
as the Democratic participant in a discussion with Hannity and
Ingraham, author of "The Hillary Trap: Looking for Power in All
the Wrong Places." Spitzer spokesman Scott Brown said Spitzer had
been told the subject was to be Republican vice presidential
candidate Richard Cheney. The debate grew heated, straying from
the subject of Cheney.

But as Hannity continued talking over his responses, Spitzer
attacked Rep.

Bob Barr (R-Ga.) as a hypocrite who had fathered an illegitimate
child, apparently mistaking Barr for Rep. Dan Burton (R-Ind.),
who has admitted an extramarital affair. Spitzer kept to that
position, although Hannity gave him a chance to step back.

Spitzer hung up when the show went to a commercial. But shortly
afterward, according to Stanger, Spitzer called the station
control room and began speaking with him. "At one point," Stanger
said, "he says to me, 'Let me assure you, I intend to use my
capacity of the office of attorney general to act on this.'" "My
eyebrows went up," Stanger said. "I said, 'Sir, is that a
threat?'" Stanger said Spitzer immediately responded, "No, no,
no. What I meant is that I am going to call my friends in
government to tell them to boycott the show." Brown denied that
Spitzer had threatened the station.  Spitzer felt "sandbagged,"
Brown said, because he expected to talk about Cheney and did not
know Ingraham would be on the show. Brown also acknowledged the
reference to Barr was a mistake.

LITTLE ROCK, Ark.  –– Even before the first shovelful of earth is
turned, the planned Bill Clinton Presidential Library has become
entangled in a dispute that threatens to embarrass city leaders.

There's little chance the $80 million-plus library won't be
built, but the Arkansas Supreme Court is considering a taxpayer's
lawsuit claiming the city illegally tapped tax accounts to buy
the land for the project. There's no word on when a ruling might
come from the court, which is on its annual summer recess until
September.

It's just one more dig at the president by his opponents, said
Clinton's library project leader, Skip Rutherford.

"They think, 'I can't vote against him any more, but I sure can
mess with his library,'" Rutherford said.

Although some people criticized any effort to honor the impeached
president, the city wanted the library so badly that it agreed to
buy a 27-acre site for $8.5 million.

Voters weren't asked.  Other cities were vying for the library,
and Rutherford said there wasn't time for an election.

"We had offers in state and out of state that were ready to go,"
Rutherford said.  "We didn't care what fund it was coming out of,
we just didn't want a contingent offer."

The dispute arose because Little Rock dedicated park revenues –
including fees from the zoo and golf courses – to pay off bonds
to fund the library land purchase.

However, those revenues often are supplemented by city general
fund revenues to pay for park operations.  And part of the
general fund comes from taxes, which can't be used to pay off
bonds.

The city made a $470,000 bond payment at the beginning of July.
It used only parks revenue but city leaders said they would
likely have to tap the general fund later for park operations.

The lawsuit was filed by Nora Harris, a resident who has sued the
city on other tax issues and who calls the land purchase
arrangement a shell game.

"They can't look at anyone and say they're not using tax money to
pay off the bonds," said her lawyer, David Henry.

A local judge upheld the city's payment arrangement, and Harris
appealed directly to the state's highest court.

Harris supporters include Miles King, a real estate developer,
who said he would have liked to see the land acquired
differently.

"I'm not opposed to the library and its concept.  It's the method
by which they went about trying to pull off the deal to get it
financed that I'm opposed to," he said.

Construction will be funded by donations.  Rutherford said the
project will cost $80 million to $125 million.

No matter how the Arkansas Supreme Court rules, the city intends
to keep its commitment on the land but will have to find another
way to pay off the bonds.

The library site is in the city's booming River Market district,
overlooking the Arkansas River downtown.  Long-mothballed
warehouses have been turned into bars, restaurants, shops and
apartments.  An amphitheater presents concerts.

Even without a construction timetable, the Clinton Library
already has influenced other development in the area.  Acxiom
Corp., a Conway-based data warehousing company, plans a $25
million, 12-story building there.

"Knowing that the library was going to be here was a key factor
in our decision because it demonstrated to us that there would be
continued development in this area," Acxiom chairman Charles
Morgan said.

The library would include a museum, a repository for Clinton's
official records and classrooms.  An academic wing would offer
public policy degrees with the University of Arkansas.

"Scholars will travel to Little Rock whether they like Clinton or
don't like Clinton and they will stay in the city's hotels," said
Roger Hartley, an associate professor of public affairs at
Roanoke College in Salem, Va. "This presidency has had a lot of
attention – not all of it good attention – which should attract
more people to study." Among other presidential libraries, the
Nixon Library in Yorba Linda, Calif., had 144,500 visitors in
1998, and the Johnson Library near Austin, Texas, attracted
240,000 that year.

In the long run, Hartley said, Little Rock will be happy to turn
an old riverside warehouse district into a political attraction.

"It will be built somewhere," he said.  "Why not Little Rock?"

(IAMAW) Analysis and Recommendations Regarding TWA Flight 800 The
international Asssociation of Machinists and Aerospace Workers
has submitted their report to the NTSB as Parties to the
investigation. As such they had access to all the information
available to the NTSB and other Parties and have formed some
opinions that are at odds with the official NTSB line.  The Full

It is obvious from the IAMAW's report that they clearly do not
buy the NTSB's trumped up explanation that the Center Wing Tank
blew itself up, spontaneously.  It was blown up by some external
event.  In fact, they point out that if the CWT explosion was the
initiating event, there is no indication that the force of the
explosion could have been enough to rupture the hull, much less
decapitate the strongest aricraft ever built.

One might ask, why is the IAMAW challenging the NTSB's official
line while TWA and Boeing have taken a more diplomatic approach
to questioning the theory?  Good question.  Probably because they
do not rely on the good graces of the Federal Government.for all
manner of oversight.  Boeing needed the government's approval to
merge with McDonnall Douglass and help with sales of aricraft to
China.  TWA is highly regulated and subject to the NTSB and FAA
oversight on a daily basis.  The government could bring TWA to
its knees by selective application of the hundreds of regulations
they administer.

It is significant to note that the NTSB did not make this
document available on its website for a mass audience.  It was
found on an obsecure "reading room" computer at the NTSB
headquarters along with thousands of document, buried in the
shear volume of information.  In addition, it is not possible to
make electronic copies from that computer, you must print it page
by page.  We obtained a printed copy, scanned it and converted
the document to Acrobat for mass distribution.  This is something
the NTSB should be doing and has a legal obligation to do under
their charter.

NTSB MEETING: FINAL REPORT ON CRASH OF TWA FLIGHT 800



The National Transportation Safety Board will consider the final
report on the investigation into the crash of TWA flight 800 at a
two-day meeting beginning Tuesday, August 22, at 9:30 a.m., in
the NTSB's new Boardroom/Conference Center located at 429
L'Enfant Plaza, SW, Washington, DC, 20594.

TWA 800, a Boeing 747-131 on a scheduled flight from John F.
Kennedy Airport, New York, to Charles DeGaulle Airport, Paris,
France, crashed into the Atlantic Ocean near East Moriches, New
York on July 17, 1996. All 230 passengers and crew aboard were
killed and the aircraft was destroyed.

Because of the high degree of media interest in this Board
meeting, television coverage will be pooled. The NBC network will

Threat by Hillary Pit Bull Spitzer Could Be a Crime, Says Top Lawyer

New York State Attorney General Elliot Spitzer may have committed
a crime when he allegedly threatened to use the powers of his
office to take revenge on WABC-NY talk radio host Sean Hannity
after an interview went badly, a noted New York civil rights
attorney said on Friday.

Spitzer made the alleged threat Thursday afternoon after a
contentious debate with Hannity and author Laura Ingraham about
Ingraham's book on the first lady, "The Hillary Trap."

The attorney general, a key New York state ally of Hillary
Clinton who has recently brought the weight of his office to bear
on issues important to her Senate campaign, was hand-picked to
defend the first lady by the Democratic Party's media operation.

"[Spitzer's threat] is arguably a criminal offense, it is
arguably an impeachable offense," said Ron Kuby, reknowned New
York civil rights attorney who co-hosts his own WABC-NY radio
show with Curtis Sliwa.

After a heated on-air exchange about the merits of Ingraham's
book, Spitzer called Hannity Show producer Eric Stanger to
complain.  He was livid about what he charged was rude treatment
by Hannity during the interview, according to Stanger, who gave
NewsMax.com this account of the attorney general's off-air
warning:

SPITZER: I fully intend to use the capacity of the Office of
Attorney General to act on this.

STANGER: Sir, is that a threat?

SPITZER: You can take that however you want. Well, no, what I
meant was that I'm going call my friends in local government and
tell them to boycott the show.

Kuby described Spitzer's alleged comments to Stanger as
"threatening, menacing and an outrageous abuse of power," adding
that he should immediately apologize.

During the on-air debate, New York's top lawman also tried to
smear Georgia congressman Bob Barr, a staunch opponent of the
Clintons, by mistakenly claiming that Barr had once fathered an
illegitimate child.

"When I was down in Congress recently, I had to sit there and see
Congressman Barr, who is the hypocrite of all hypocrites,"
charged Spitzer.  "Here's a guy who has a child out of wedlock,
who wants to impeach the president because the president didn't
live up to Bob Barr's moral standards."

Asked if Barr had an actionable basis for a libel or slander
claim against the attorney general, Kuby told NewsMax.com:

"Technically, he does have a case, at least in the state of New
York and any other state in which that statement was originally
heard.  Any untrue statement of material fact can sustain a
defamation action."

But the chances of Barr winning damages were slim, said the
lawyer, because his reputation is unlikely to be seriously hurt
by the attorney general's remark.  "I just hope Spitzer is more
careful in his criminal indictments than he is in his public
ones," Kuby added.

Barr's office did not respond to a request for comment.

Mr.  Stanger told NewsMax.com that he had first booked noted
Washington, D.C., attorney Keith Waters on the show to defend
Mrs.  Clinton.  But at the insistence of the Democratic National
Committee's radio services operation, he substituted Spitzer at
the last minute.

"They told me he really wanted to come on the air and talk to
Laura Ingraham," Stanger said.

In December Spitzer released a report suggesting that New York
City police were guilty of racial profiling, a document that Mrs.
Clinton's boosters used to attack her then-Senate race opponent,
New York Mayor Rudy Giuliani.

Clinton and Spitzer joined forces to battle Giuliani in February
in an effort to prevent a housing developer from bulldozing a
Manhattan community garden.

Spitzer refused an invitation Friday to clarify his remarks on
Hannity's show, Stanger told NewsMax.com.

The attorney general's office did not respond to a request for
comment from NewsMax.com by press time.

Stringent regulations cause loss of millions for children's
medical care

A federal children's health insurance program has such stringent
regulations that states involved in the plan are unable to get
their spending plans approved by the government, resulting in
denial of health-care coverage for millions of poor children --
the very purpose of the program.

Meanwhile, as the November presidential election draws near, the
Clinton-Gore administration is trumpeting the $24 billion,
10-year program as being among its greatest accomplishments.

Documents from the federal government obtained by WorldNetDaily
show that in just a few weeks, states will lose almost $2 billion
in federal money set aside for the program due to a failure to
meet strict Clinton administration guidelines.

The loss of money by the states has already become an issue in
the presidential race, with Vice President Al Gore attacking
Texas Gov. George W.  Bush and his administration for not
spending $449 million of the funds set aside for uninsured
children.  But critics are responding that the Clinton-Gore
administration may be more to blame than Texas lawmakers for not
using the money.

The State Children's Health Insurance Program was developed by
Hillary Clinton and her health-care advisors in the wake of the
devastating political loss of her national health-care system
campaign in the first term of the Clinton-Gore administration.

The intent of SCHIP was to expand public health insurance
programs, particularly Medicaid, to cover children under 200
percent of the Federal Poverty Limit that did not meet
traditional Medicaid coverage requirements.

Backed by organizations pushing for a universal health-care
system, such as the Children's Defense Fund, legislation
authorizing the program was sponsored by Sen.  Orrin Hatch,
R-Utah, and Sen.  Ted Kennedy, D-Mass., and passed as part of the
Balanced Budget Act of 1997.

But several years after Congress approved the SCHIP program, many
states are unable to draw down funds for the program in part
because officials from the Health Care Financing Administration
who oversee the program delayed approval of many state programs,
preventing them from utilizing the money.

Another reason states are failing to spend the federal money is
that they are finding it difficult to locate children in need of
the benefit.  While the Clinton administration anticipated
covering an additional 5 million children through the SCHIP
program, Health and Human Services Secretary Donna Shalala
admitted recently that less than 2.5 million children have been
enrolled.

Due to these factors, states are spending less than 20 percent of
the money Congress allocated to them for the SCHIP program.
According to documents obtained by WorldNetDaily, 41 states will
lose more than $1.9 billion for their 1998 SCHIP allotments on
Sept.  30 as a result of the states' inability to get their
programs up and running in time.  During 1998, 32 states were not
able to spend any of their designated SCHIP allotments.

Other problems with the SCHIP program have also developed.
WorldNetDaily recently reported that a new study by the Center
for Studying Health System Change found that the SCHIP program
has resulted in millions of low-income children being forced off
their private insurance coverage as employers look to shift
health-care costs to taxpayers.

The study also shows that there has been no net reduction in the
percentage of children that are uninsured.  Thus, the SCHIP
program may be exacerbating the problem it was designed to solve,
calling into question the success of the program that the
Clinton-Gore administration is heralding as one of its biggest
success stories.

The administration advocated for expansion of state Medicaid
programs under SCHIP to enlarge the prospects for universal
health-care coverage, rather than allowing states to experiment
with less-costly public and private initiatives to cover

Many states were reluctant to pursue Medicaid expansion because
federal rules and coverage requirements make Medicaid coverage
very expensive, frequently at a greater cost than private
insurance plans.

Grace-Marie Arnett, president of the Galen Institute -- a
not-for-profit research and education organization that focuses
on free-market tax and health-care reform initiatives -- told
WorldNetDaily that the unused SCHIP money is a testament to
numerous obstacles that the Clinton administration erected for
states who wanted to assist uninsured children, but didn't want
to use Medicaid as the vehicle to do it.

WASHINGTON--Leonard Garment, former law partner and White House
confidant to Richard Nixon, thinks he's unmasked Deep Throat.

It's former Nixon campaign operative and White House aide John
Sears, Garment concludes in a new book.

Sears says no.

"I categorically deny this," Sears said Monday in a prepared
statement. "I offered to take a lie detector test to prove my
innocence of this charge. Neither the author nor his publisher
were willing to accept this offer."

Over the years, Garment has made something of a hobby of trying
to put a face on Deep Throat, the secret source of Bob Woodward
and Carl Bernstein. They were reporters for the Washington Post
who pursued the story about the Watergate scandal--burglaries,
wiretapping, violations of campaign finance laws, attempts to use
government agencies to harm political opponents--that forced
Richard Nixon from the White House.

"This is a very strong, well-researched belief, but it's not a
slam dunk," Garment said about his book In Search of Deep Throat.
"I think I've come as close to making an identification as can be
made."

Garment, 76, who was Nixon's White House counsel, interviewed
political insiders and dissected Woodward and Bernstein's
reporting.

The identity of Deep Throat has puzzled journalists, pundits,
historians and politicians for years. Among Nixon administration
suspects: chief of staff Alexander Haig; White House staffer, now
television host Diane Sawyer; Assistant Attorney General Henry
Petersen; Deputy White House Counsel Fred Fielding; FBI Director
L. Patrick Gray; the late William Casey, a government official
who later became CIA director, and even Garment himself.

One theory maintains that "Deep Throat" was a fictional composite
of numerous Nixon White House leakers. Woodward and Bernstein
insist that Deep Throat was a real person, and that they'll
protect the source's name until he dies.

 The first televised election debates, in 1960 between a
skittish Richard Nixon and a "telegenic" John F. Kennedy,
are widely thought to have heralded TVs supposed degradation
of American politics. Whether the government "represented"
the populace more properly or pristinely before then is
beside the point--for as the syrupy, superconducting medium
that is TV began to course through the veins of the body
politic, which began to drown itself in an informational
emphysema, American political culture became a giant
dysfunctional brain: politicians, formerly faceless in the
print media, became visible impulses, political programs
became pathological tendencies, and political rituals became
compulsive reflexes--and from somewhere in this
socioelectrical swamp emerged a new figure, as defining and
elusive as the Loch Ness monster: the political media
consultant.
 These consultants, auteurs who formulate divisive "wedge"
issues and engineer rosily vacuous gestalts for their client
candidates, struggle to make recognizably desirable
politicians from the ghoulish robots scurrying around the
morass of American politics. But they've done this not so
much by shaping candidates positively as by shaping the
electorate negatively. The "candidate"--a larval stage in
the politician's life-cycle--isn't putty in their hands,
rather he or she is wax, which is lost when the electoral
kiln is fired up; and his or her "character" (which exists
solely to be maligned) isn't well-rounded in the old-fangled
sense, rather it's faceted, like a counterfeit diamond whose
surfaces crystallize under the forces of the special- or
single-interest pressure groups into which the electorate is
gleefully watching itself stratify.
 But don't attribute too much power to media consultants:
they hardly invented (let alone enforce) the
pseudo-political demographic categories that citizens
ever-more zealously embrace as their essential "identity."
And don't assume, merely because consultants work in a
political milieu, that power is the best rubric under which
to think about their work. That something much like power
has fallen to them is undeniable--but whether that's the
point is debatable.
 As more moments of life are documented and made instantly
retrievable, what once would have been the politicians past
now comes back to him or her like an accursed instant
replay; and not only is his or her present always subject to
assault by this eternal return, but his or her every word
and deed is shaped in the here and now by the excruciating
knowledge that it is being documented, shredded into
decontextualized snippets as possibly meaningful as Lego
blocks. Videotapes, interviews, memos, wiretaps, tax forms,
offhand remarks, even friendships take on a lethal aspect,
for multitudes of idle viewer-voters lie dormantly vigilant,
ever-ready to be roused like paper tigers from their slumber
and infer universal principles from every half-legible scrap
of anothers life that comes their way.
 No wonder, then, that from within such a culture should
arise an inscrutable figure whose purpose it is to
frantically piece together from this infornado a
quasi-plausible scrapbook--one so mushy that the most
regressive electorate can happily consume it whole. If
teaching slogans to infants ("Read my lips") amounts to
power, then one wonders what monstrous name could possibly
do justice to the murderous force that others exercise in
other circumstances. We could arrive at such an
M.C.-Escherian crossroads, though, only in an era when the
best that any popular critique of power can muster is a call
for empowerment, i.e., _more_ power. If the solution is to
distribute the problem more equitably--to collectivize the
hair of the dog, as it were--then, clearly, either the
problem or the solution has been poorly stated.
 Political power has traditionally brought with it a
protocol whose complexity increases as one rises through the
ranks of officialdom--and it was nearly the most rigorous
form of this protocol that Roger Ailes, king of the
kingmakers, shattered in a crowded room when he screamed at
then-Vice President George Bush,"_There you go with that
fucking hand again! You look like a fucking pansy!_"--and
was thanked for it.
 So, without trivializing the media consultant's influence,
one can say that power doesn't adequately describe the
curious process of engineering the outward appearance of
those whom the electorate has charged with representing it
(to the King of England? to itself?), and thereby
orchestrating the ways in which the American electorate
_divides and conquers itself_.

Low Friends in High Places

Like a Norma Rae, U.S. Senate candidate Hillary Rodham Clinton captured the
official support of the New York State AFL-CIO last week. But like the first
lady of Wal-Mart that she actually is, Clinton has close ties to anti-labor
forces, according to her newly released campaign-finance report.
But there's something for everybody‹including privacy advocates and those
battling racial discrimination‹to dislike in a campaign that raised $4.8
million in just the past three months while spending $5.5 million. And her
enemies in the vast right-wing conspiracy will be happy to find out that her
contributors include a former United States senator linked to a current
Arkansas scandal involving purported Chinese sex slaves.
Here are some lowlights from Clinton's July 15 quarterly report.

The Senator Who Won't Leave
David Pryor, a longtime buddy of the Clintons and former senator and
Arkansas governor, hasn't been a member of Congress since 1996, but he's
still doling out campaign contributions from his David Pryor for U.S. Senate
Committee. On May 8, his committee gave $1000 to Hillary's campaign‹the day
after yet another ex-senator from Arkansas, Dale Bumpers, also gave Hillary
$1000. 
But that's probably the last thing on Pryor's mind now. David J. Jones, a
former Arkansas TV mogul, is on trial in federal court in Little Rock for
allegedly importing Chinese women for sexual purposes while rounding up
favorable treatment for them from immigration officials and other people in
government. The indictment doesn't name the "public officials" who wrote
letters for Jones or offered other aid, according to a recent story in the
Arkansas Democrat-Gazette. However, the paper reports that court documents
have named Pryor, who calls Jones a good friend, as an official from whom
Jones sought help in 1992, and Pryor has told reporters that he may be
called as a witness.
As if that's not enough to keep the pensioned ex-senator scrambling, Pryor
founded the Clinton Legal Expense Trust, which has retired "more than half"
of the first family's $11 million legal debt, according to news reports. And
he's a trustee of the Clinton Presidential Library, a Little Rock project
that has sparked jeers and protests over its secretive funding and free use
of public land. 
All of which will give Pryor plenty to talk about starting next month, when
he takes over as director of the Institute of Politics at the John F.
Kennedy School of Government at Harvard. He was a fellow in the program last
year but dropped out in midsemester. Pryor told the Arkansas
Democrat-Gazette in April that he hopes his new job will enable him to help
combat some of the cynicism about politicians' thirst for power and personal
gain that causes young people to drop out of the political system. "If I can
have even a very, very minor role in helping reverse that trend, I think
that's what it's all about," he said.
Look for Pryor to have a very, very minor role in reversing that trend.
Labor Pains 
The infamous Dr. Allan Zarkin carved his initials on the belly of an
obstetrics patient at Beth Israel Medical Center, and the hospital was fined
$14,000 by state health officials, but patients and workers at Beth Israel
have reason to worry about other slashes.
Last month, officials of Continuum Health Partners, owner of Beth Israel and
of St. Luke's in Harlem, pleaded poverty and announced layoffs. Newspaper
reports said the cuts, strongly protested by Local 1199 workers, likely will
have the most impact on obstetrical services for the poor.
Luckily, Continuum had enough money to ship $2000 to Hillary Clinton's
campaign on May 2. 
The Prying Game 
Hillary Clinton, who has so far rarely granted interviews in the Senate race
and has stoutly defended her family's privacy, would face some tough
decisions in Congress regarding the ever increasing electronic snooping into
Americans' business by private companies collecting data. But as a former
board member of Wal-Mart and hobnobber with corporate types, she's already
friendly with Acxiom Corporation, referred to recently as "the largest
data-mining company in America." Its executives have been heavy supporters
of Democrats, including Bill Clinton.
Acxiom, based in Little Rock, does nearly $1 billion worth of business a
year by performing such tasks as purchasing information about unwitting
consumers and selling it to debt collectors and other businesses. Last
month, however, the Federal Trade Commission issued regulations cracking
down on the trade in such data. "Congress simply said that it's time for
consumers to regain some control over their personal financial information,"
an FTC spokesman was quoted as saying.
In the area of corporate welfare, Acxiom is still out of control. Last
spring, according to press reports, municipal officials in Little Rock
agreed to finance a $

Although a federal judge dismissed John Dean’s lawsuit against G. Gordon
Liddy, charges and countercharges still are flying between the two men a
quarter-century later.

Who ordered the Watergate break-ins and what were the burglars hoping to
find? Most historians thought these questions were answered a long time ago,
but for convicted Watergate conspirators John Dean and G. Gordon Liddy the
issue is far from resolved. The two have been fighting an eight-year legal
battle — rife with incendiary charges of sex, lies and cover-ups — hoping to
prove their versions of what happened. It’s a fight that seemed to end in
June when a federal district court dismissed the lawsuit by mutual
agreement, leaving Dean and Liddy to battle it out in the court of public
opinion.
   The dispute centers on comments Liddy made in speeches and on his
nationally syndicated radio program in which he accused Dean of
masterminding the Watergate break-ins and of lying under oath when he
testified about the affair. Also at issue are Liddy’s claims that Dean’s
alleged lies sent innocent people to jail, as well as his claim that Dean’s
wife, Maureen, was linked to a call-girl ring.
   The charges led the Deans to file a defamation lawsuit against Liddy,
whose comments they claim were false and malicious and which they say hurt
Maureen Dean’s book sales and caused her intense emotional suffering. Liddy
isn’t the first to make sensational claims about the Deans. Many of his
accusations are part of a broader look at the 1972 Watergate break-ins
ad-vanced by Len Colodny and Robert Gettlin in Silent Coup, a best-selling
book on Watergate. The Deans also sued Colodny but dropped the case when
Colodny’s libel insurance company paid both Colodny and Dean to walk away
from the case.
   Silent Coup attacks the conventional understanding of Watergate,
based on the work of Washington Post reporters Bob Woodward and Carl
Bernstein, in which Attorney General John R. Mitchell, manager of Richard
Nixon’s Committee to Re-elect the President, ordered the break-ins. Instead,
the book claims, it was John Dean who ordered the burglary, allegedly
because he knew of a call-girl ring operating out of the Democratic National
Committee, or DNC, headquarters and hoped the break-ins would uncover dirt
on the Democrats. By exposing the ring, Colodny alleges, Dean thought he
could impress his superiors and advance his career.
   If Colodny is correct, the Watergate burglars weren’t looking for the
office of DNC Chairman Lawrence S. O’Brien, who traditionally is believed to
be the target. Instead, they allegedly wanted to monitor calls from the
phone of Ida Wells, a secretary to the director of the office of the state
chairmen, Robert S. Oliver, and the DNC employee who allegedly helped
operate the call-girl ring.
   But it’s not what the burglars heard on Wells’ phone that changed
history, says Colodny. In Wells’ desk, he claims, the burglars found
pictures of prostitutes that DNC officials allegedly offered to their
guests. And with these pictures, Colodny adds, the burglars found a
photograph of Dean’s then-girlfriend, Maureen Biner. Colodny says Dean then
ordered a second break-in to destroy the evidence of Maureen’s alleged
involvement in the ring. Here is where Colodny’s account differs most
notably from Liddy’s. According to Colodny, Maureen Biner was only a friend
of the call-girl madam, Heidi Rikan; Liddy has accused her of being a
prostitute. Dean responded by denying the charges but refused repeated
attempts by Insight to talk about the lawsuit. Initially, Dean’s Los Angeles
attorney John Garrick said that the Deans would not comment on the case but
later indicated they would be willing to answer Insight’s questions via
e-mail. When Insight sent him a list of questions, however, Garrick waited
several days and then sent a nine-page response announcing in legalese that
the Deans had asked him to respond on their behalf.
   In the response, Garrick indicated that the allegations against
Maureen Dean are nothing more than ranting by a lunatic. “Try to find
someone with credible information that Mrs. Dean has ever been involved in
prostitution,” he wrote. “She wasn’t. It’s an outrageously false claim.”
Moreover, Garrick claimed in a telephone interview, the only source for the
accusations is an attorney named Phillip Bailley — a convicted felon who
supposedly was a pimp for the call-girl ring and whom Garrick alleges has a
long history of mental illness.
   But Colodny and Liddy say that Bailley was far from their only source
and point to a list of hundreds of sources at the end of Silent Coup.
Credible or not, these sources have been insufficient to win either Colodny
or Liddy a definitive court verdict.

SV40 AS A POTENTIAL CARCINOGEN IN HUMANS 
The research of Drs. Bocchetta and Carbone focuses on the molecular biology
of simian virus 40 (SV40).  This virus is highly oncogenic in rodents, but
the biologic effects in humans are still unclear.  In recent years they have
identified SV40 sequences in several human tumors such as osteosarcomas,
mesotheliomas, ependymomas, and choroid plexus tumors.  Mesothelioma is a
malignancy of the membrane lining the serous cavities.  This tumor has been
associated to asbestos exposure.  Yet the mechanism by which asbestos
induces mesothelioma is unknown.  Moreover, at least 20% of mesotheliomas in
the United States are not associated with asbestos exposure, and only a
minority of people exposed to high concentrations of asbestos develop
mesothelioma.   This suggests that additional factors render certain
individuals more susceptible to asbestos carcinogenicity.
They have found the presence of SV40 in 60 to 83% of mesotheliomas in the
U.S.  They have also demonstrated that SV40 Tag, isolated from frozen
biopsies of human mesothelioma, binds each of the retinoblastoma family
proteins:   pRb, p107, and pRb2/p130.  These proteins are phosphorylated in
a cell cycle-dependent manner, have cell growth suppressive properties, and
bind to specific members of the E2F family and various cyclins. 
Furthermore, in SV40-positive mesothelioma cell extracts, SV40 Tag retains
its ability to bind and to inactivate p53, a cellular protein that when
normally expressed, plays an important role in suppressing tumor growth. 
These findings raised the possibility that SV40 may play a central role
(alone or in combination with asbestos) in the onset and/or the progression
of mesothelioma.  Presently, they are investigating the molecular mechanisms
by which SV40 and asbestos may interact during the process of mesothelial
cell transformation.

I think, Prudy, Bundy involved in a little more than just murdering
innocent women with connections.   This sharpshooter graduate of West
Point - to go to FBI is quite a demotion.   Is that all he is a paid
killer - what else does he do for FBI and for whom does he really work.

But remember, they let the son of Meyer Lansky into West Point - he
might be a good kid, but one does wonder for it takes influence toget

Researchers at the Cheshire-based British UFO Studies Centre, which recently
celebrated its 20th birthday, have been shocked by the emergence of a new
and remarkable video film of an anomalous object captured by a Northwich man
last on Sunday afternoon, July 9th 2000.

The man saw the strange object in the sky at around 1400 and asked his wife
to bring his video camera out so he could try and film the phenomenon. He
was able to capture what experts at the British UFO Studies Centre say is
the "best ever UFO film". UFO Magazine's Russ Callaghan saw the footage on
16th July and says that it is best footage I have ever seen.

The witness also recorded traffic using his frequency scanner which clearly
indicates the presence of civilian passenger aircraft in the immediate
vicinity at that time. There is a suggestion that aircraft may have been
diverted away from the area. BUFOSC believes that this raises urgent issues
relating to air safety.

This sighting was followed on 12th July by a major incident over nearby
Stoke-on-Trent, where witnesses report seeing a UFO being chased by three
aircraft and a Chinook helicopter. There are a number of major military
exercises currently underway in the UK.

Eric Morris - BUFOSC Director - and Tim Matthews, well-known author and
researcher of mysteries both ancient and modern - have both been amazed by
the quality of the images, the clarity of the material and the object
itself. Morris notes the incidence of strange phenomena in the South
Manchester area and adds that Air Traffic Controllers they have spoken to
are aware that, in the past, military test vehicles strayed into civilian
airspace.

"The best-known similar case was the so-called Manchester Near-Miss in
January 1995 where two airline pilots made an official report to the Civil
Aviation Authority about a wedge-shaped object that shot past their plane
whilst on approach to Manchester International" said Morris.

But the researchers are not coming to any conclusions yet; they have
contacted the Ministry of Defence's Nick Pope, the man who shot to
prominence after challenging his employer's official line that UFOs are of
"no defence significance." Morris, Matthews and Pope, who is actively
assisting BUFOSC with its enquiries, all believe that UFOs are of Extreme
Defence Significance.

There does not appear to be a prosaic explanation for the object seen on
film - and it is very similar to UFOs captured on film in and around the
Nellis Test Range, home to Area 51 in the Nevada Desert.

Although the vast majority of UFO sightings - around 95% - are
misidentifications of mundane phenomena, occasionally something like this
fires the imagination. Checks with Manchester Air Traffic Control, the MOD
and other official bodies are continuing but thus far nobody has been able
to shed light on this mystery.

It is, of course, BUFOSC's view that if objects like this are able to appear
at will and operate in or near busy and restricted airspace, then somebody
must have an answer. Nevertheless, answers are not often forthcoming...

This may become the most famous UFO footage of all time.

POLICE officers face being forced to declare whether they are Freemasons
after two thirds of them refused to co-operate with a voluntary system of
recording membership.
Of the 43 forces in England and Wales, 32 have set up voluntary registers.
The Government said that unless the response improved, disclosure would be
made compulsory.

Jack Straw praised the response from the judiciary and magistracy, saying
that it proved that registration could be achieved without its being
mandatory.

The Government had hoped that a voluntary system of recording membership
would allay public fears that Masonic networks exist in the criminal justice
system. Home Office figures show that only 36 per cent of officers in forces
operating voluntary registration provided information about membership. The
figure for judges was 96 per cent.

Having ensured the continued flow of cheap oil from the Gulf by waging a war
with Iraq, and after his boss, George Bush's ouster from office by Clinton in
1992, Dick Cheney turned his attention to the corporate world. In 1993 he
joined the American Enterprise Institute in Washington as a senior fellow. In
October of 1995 he became president and chief executive officer of the
Halliburton Company in Dallas, Texas. He also serves on the boards of Procter
& Gamble, Union Pacific and Electronic Data Systems Corp.

Halliburton Co. is the leader amongst the world's diversified energy services
companies. Oil & Gas Journal's list of top energy companies in the world,
ranks Halliburton 24th by market value at $18.2 billion (1). In 1999, its
consolidated revenues were $14.9 billion and it had a workforce of about 100
000 in more than 120 countries. It provides equipment and other services to
oil and natural gas companies for exploration and production.

TRACK RECORD
Under Cheney's leadership, Halliburton has been accused of involvement in
human rights violations most notably an incident reported by the group,
Environmental Rights Action (ERA) which occurred in September of 1997 when
eighteen Nigeria's Mobile Police (MOPOL) officers on the orders of
Halliburton (contracting for Chevron Oil Co.) shot and killed Gidikumo Sule
at the Opuama flow station at Egbema in the city of Warri (2).

Cheney's record on environmental issues is dismal too: as a house rep from
Wyoming from 1978 to 1989, he cosponsored a measure to open up the Arctic
National Wildlife Refuge in Alaska to oil drilling and voted against the
Clean Water Act which required industries to release publicly their records
on toxic emissions. The Sierra Club quoting from a 1997 EPA data point out
that, Halliburton's facility in Duncan, Okla., was in the top 20 percent of
the dirtiest in the United States.

Brown & Root – Murphy LLC, a joint venture equally owned by Halliburton's
Brown & Root Energy Services business unit are involved in a controversial
pipeline construction, the so-called Bolivia – Brazil Gas Pipeline Project.
Brazilian environmental groups, Defense of Pantanal Association and Brazilian
Institute of Cultural Heritage have expressed concern over the project. Trade
unions in both countries have expressed anger over the private sector role in
the project. Several environmental groups from the United States, have asked
why the project is proceeding without allowing communities to respond to the
company proposals (3).

Cheney is a member of a group called COMPASS (Committee to Preserve American
Security and Sovereignty) that is affiliated with the conservative George C.
Marshall Institute. COMPASS members including Cheney wrote to President
Clinton in 1998 to protest the Kyoto climate change treaty, concluding with

BACKGROUND
Cheney once drew parallels between his role as CEO of Halliburton to his role
as defense secretary. Addressing the Gulf Coast Association of Geological
Societies convention in Corpus Christie in 1998, he stated; "In the oil and
gas business, I deal with many of the same people." (5) With a $45.5 million
stake, he is the company's biggest individual stockholder. Last month he sold
100 000 shares of stock for an estimated $5.1 million, cashing in on the high
price of oil. The company has also been active on the political front giving
almost $200 000 in the 2000 Republican campaign.

According to an examination of regulatory filings showed on Monday (July 24),
as CEO he raked in $1.28 million in salary and $640, 914 in other
compensation last year plus stock options worth $7.4 to $18.8 million
depending on the company's future stock performance (6). Comparing this to
the $181,400 salary of a vice president raises interesting questions.

His motivations are clearly guided by his stated philosophy. In October 1999
speaking at the Louisiana Gulf Coast Oil Exposition he said that members of
the oil business could help the industry to become more effective by becoming
active in the political arena and helping elect the right people to office.
He also noted that the oil industry needed to do a better job of telling its
story to the public, such as the importance of the oil and gas industry, and
the task of finding, producing, refining and distributing energy at a bargain
price (7).

He therefore brings to the Bush campaign and possible presidency an agenda of
helping increase the oil industry's public profile and bridging the divide
between politics and oil money. Cheney is clearly forward-looking and
maximization of oil profits is a stated goal of his. He was quoted in "Corpus

NEW YORK (AP) - Oliver Stone has his sights set on another conspiracy.
The "JFK" director wants to make a movie about an alleged plot by rich
Republicans to topple President Franklin D. Roosevelt in 1933, according to
Friday's Daily News.

"The coup d'etat planned against President Roosevelt has amazingly
disappeared from the history books," Stone writes in the introduction to the
newly published book, "Oliver Stone's USA: Film, History and Controversy."

Stone cites J.P. Morgan Jr., Douglas MacArthur, the media and others as
conspirators in their unsuccessful attempt to overthrow the president, the
Daily News reported.

Stone is still working on the script. He is basing it partly on William
Corson and Joseph Trento's book, "The Last President," due out in 2002.

PRAGUE, July 27 (Reuters) - Czech officials insist that
the IMF-World Bank meetings they are due to host in September
will not become "another Seattle" but anti-capitalist groups
say the violence in Prague may be worse.

Czech government organisers have said they will take sweeping
steps to protect September's IMF-World Bank annual meetings
from the clashes that have become a feature of global economic
summits.

Radical groups have taken to the Internet aiming to "Turn
Prague into Seattle!," recalling wild scenes last December
when 40,000 demonstrators, protesting against everything from
the killing of sea turtles to the concentration of economic
power, paralysed World Trade Organisation (WTO) talks and the
U.S. city in days of clashes with police.

Washington police appeared better prepared in April for the
International Monetary Fund/World Bank spring meeting, but
that did not stop protesters from preventing some delegates
from entering the venues. Hundreds of demonstrators were
arrested.

About 11,000 regular Czech police will be on duty for the
nine-day Prague event which will bring together an estimated
15,000 participants from more than 180 countries, including
senior government ministers, central bankers and business
leaders.

At least that many protestors are expected to descend on the
1,000-year-old Bohemian capital, straining its infrastructure
and testing its young post-communist police force.

Organisers will close off a swath of land surrounding the
Prague Congress Centre, a former communist convention hall
rebuilt for the September 19-28 meetings at a cost of $60
million which the battered Czech economy can ill afford.

Prague has not seen so many foreigners since Warsaw Pact
troops invaded the Czech capital in 1968 to end the "Prague
Spring" democracy movement. This time Czech leaders say they
will be ready.

"Certainly many scenarios exist, but we don't expect any
Seattle," chief organiser Zdenek Hruby told Czech Television
this week.

WEB NOISE

After leaders of the Group of Eight, the world's leading
industrial powers, failed to approve new debt relief for poor
countries at a relatively subdued summit in Japan last weekend,
protesters vowed to take their fight to Prague.

At the Okinawa summit, Ann Pettifor, the British director of
the Jubilee 2000 group, which campaigns for debt relief for
developing countries, said that protest groups might vent their
frustration in the Czech Republic.

"It will help to mobilise many more thousands of people in
Prague than would have intended to go," Pettifor said. "They
have triggered a tidal wave of anger and outrage."

A spin around the Internet may bear this out, with some of the
more radical groups claiming that Seattle was insignificant
compared with what could happen.

One site -- http://www.destroyimf.org -- calls for "a mass
working class protest against the IMF summit in Prague."

"The challenge to the workers' movement is to shutdown that
summit with the biggest international demo Europe has ever
seen," it says.

An anarchist news agency on the Internet, A-Info [sic], has
denounced non-governmental organisations that have tried to
protest against globalisation as too soft, and called for
more aggressive tactics.

"They (protest groups) believe that imperialism and blood-sucking
international institutions can somehow 'reform' themselves... An
absolute delusion," A-info writes.

Many plan to organise a counter summit with workshops and street
marches in Prague. A-Info calls for "sweeping away the illusions"
and "smashing" the IMF and World Bank which they blame for a long
list of the planet's ills.

The diverse groups on the Internet, most of which are based in the
United States and western Europe, range from passive
environmentalists to radical anarchists vowing to destroy
capitalism.

PRAGUE RESIDENTS TO FLEE

The daily talk of trouble and paralysis has made many Prague
residents fearful enough to plan to move their families out of
town for the last week of September. Schools will be shut and
many businesses will be on skeleton staffing.

Czech officials say privately that Prague, a relatively cheap
destination, was likely to attract demonstrators wanting to
disrupt the first major global conference in Europe since
Seattle.

The country has already seen daily battles with environmentalists
at the controversial Temelin nuclear power plant in southern
Bohemia where fuel was loaded this summer for test firing which
is expected to start before the IMF meeting.

Another hero of the anti-globalisation groups, the French farmer
Jose Bove, is due to be sentenced on September 13 for destroying
a McDonald's restaura

UN offers firms 'logo for human rights' deal to companies giants

The United Nations secretary general, Kofi Annan, has been accused of
offering Nike, Royal Dutch Shell and other global corporations the right to
use the UN emblem and logo to help them rebrand their image.

Chief executives of 50 corporate giants have been invited by Mr Annan to the
UN headquarters in New York today to sign up to a voluntary "partnership"
scheme aimed at persuading them to end Third World sweatshops and corporate
environmental abuses.

The list of companies invited includes the global giants Nike, Shell, and
mining company Rio Tinto, all accused in the past of human rights violations.

The scheme in theory commits them to upholding nine human rights principles
including the rights of workers to unionise, the elimination of child labour
and the development of environmentally friendly technologies.

But the plan, which the UN is calling "the global compact", has provoked the
fury of a coalition of aid and environmental agencies and leading development
academics. They claim it will allow companies accused of human rights
violations to win UN endorsement and use the UN emblem to give their
corporate activities a branding makeover, while doing nothing of substance to
clean up conditions in their factories and industrial sites.

"It allows companies like Nike ... to wrap themselves in the UN flag without
any binding committment to change," said Joshua Karliner, executive director
of the San Francisco-based corporate monitoring group Trac (Transnational
Resource and Action). "This will enhance the Nike brand name and could be a
powerful marketing tool."

The scheme will require companies to post on a UN website regular information
about the steps they are taking to end sweatshop conditions and environmental
degradation. But they will be under no obligation to observe a code of
conduct or set minimum standards.

A letter to the secretarygeneral signed by 20 nongovernmental agencies
including Greenpeace said the initiative implied that UN official policy was
to supportcorporate-driven globalisation.

The voluntary nature of the initiative, without any monitoring or enforcement
procedures, would allow corporations to "wrap themselves in the flag of the
United Nations in order to 'bluewash' their public image while at the same
time avoiding significant changes to their behaviour", the letter said.
"Without monitoring, the public will be no better able to assess the
behaviour as opposed to the rhetoric of corporations."

John Ruggie, chief adviserto Mr Annan, said the initiative reflected concern
in the United Nations at the unfettered growth of globalisation.

He said labour organisations such as the International Confederation of Free
Trade Unions, human rights groups including Amnesty International, and
environmental groups such as the World Wide Fund, which have agreed to take
part, would not allow corporations to "hoodwink" the public. "It's about
making the world a better place," Mr Ruggie said.

 Five months after the drowning death of Brian Jones, a music festival
 held near San Francisco turned murderous, smothering Aquarius and its
 political anthems with a handful of apocalyptic screen images, "restless
 youth" seemingly devouring itself.  The rolling Stones were the
 centerpiece of the hellish fiasco at Atlamont on December 6, 1969. The
 band would forevermore be tainted by the surreal violence of Gimme
 Shelter, the documentary film that chronicled the disaster, and so would
 the counterculture the Stones had done much to inspire.

 The festival was conceived in the first place to redeem the group's
 flagging image.  The press had laid into Jagger and crew, emphasizing
 their greed.  "The stories of the Stones' avarice spread," journalist
 Robert Sam Anson reported, and critics pointed to Mick's $250,000
 townhouse, the collection of glittering Rolls Royces, "and [they]
 wondered how revolutionary `a man of wealth and taste' could be.  A
 token free appearance would still those critics.  The concert, problems
 and all, was going to happen.  For the Stones' sake, it had to."

 The group's management set out to select a site for the event.  They
 consulted Jan Wenner, the editor of Rolling Stone, who sent them to
 several professional concert promoters, and they in turn put them in
 touch with famed San Francisco attorney Melvin Belli, fixture of
 California's well-heeled "conservative" power base.

 This was the first Big Mistake.  Belli was summed up at his funeral in
 July, 1996 by Bishop William Swing, in a eulogy stitched with irony in
 the context of Operation CHAOS, at Grace Cathedral. Over the infamous
 attorney's pale cadaver, the Bishop bid farewell to Belli:

 A man of law against the chaos of life,
 A man of chaos against the laws of life.1

 A cartoon that appeared after Belli's death in the San Diego Union
 Tribune was an eloquent expression of his ethical standards.  It
 depicted St. Peter on the telephone, reported in, "I've got a guy here
 claiming he was struck and injured by one of the Pearly Gates,"  and
 there, smiling like an angel, stood a well-groomed soul identified by
 the nametag on his briefcase: "M. Belli." 2  The San Francisco Chronicle
 bid him farewell with a letter to the editor that appeared on the Op Ed
 page: "Melvin Belli helped establish the principles of the plaintiff
 attorney: avarice, immunity to logic, self- aggrandizement and perfect
 contempt for the interests of society."3

 He was not only an ambulance chase par excellence.  The legendary Melvin
 Belli was one of the CIA's most trusted courtroom wonders until
 hypertension and cardiovascular disease claimed him on July 9, 1996.
 His client roster included Jack Ruby, Sirhan Sirhan, Martha Mitchell and
 Jim Bakker.  His first high-profile client was Errol Flynn, who,
 according to documents released under FOIA to biographer Charles Higham,
 was an avid admirer of Adolph Hitler, recruited by Dr. Hermann Friedrich
 Erben, an Abwher intelligence agency, to spy on the United States.  The
 FBI, Higham discovered in the midst of poring through the many boxes of
 FOIA documents dropped on his doorstep, pestered Flynn and the studio
 employing him over his wartime association with a Nazi, "but there was
 little doubt that Will Hays and Colonel William Guthrie, a high-ranking
 Army officer on the studio payroll as Jack Warner's troubleshoot in all
 matters connected with politics, were responsible for the cover-up...
 Hays and Guthrie managed to smother the numerous inquiries that began
 seriously to threaten Errol's career." 4  Melvin Belli, Flynn's
 attorney, could also be counted on to button his lip, and he did
 repeatedly as a CIA-Mafia legal counsel in a number of assassination
 cover-ups." 5

 festival.  "As a staging ground for a rock concert," Anson concluded,
 "especially one expected to draw 300,000 people or more, Altamont could

Can a deadly spider replace chemical pesticides? Could this be a threat to
human livers and human health?

Viruses given a gene for a toxin from one of the world's deadliest spiders
could replace chemical pesticides, say researchers in the US. They plan to
carry out field trials, although there are fears about the wisdom of
releasing such viruses.

Glenn King of the University of Connecticut Health Center in Farmington and
his colleagues recently identified a unique family of toxins in the venom of
a funnel-web spider. These neurotoxins are lethal when injected into insect
tissues, yet have no effect if eaten by insects or other animals (Nature
Structural Biology, vol 7, p 505).

King's team is now engineering the gene for one of these toxins into
baculoviruses, common viruses that infect certain moths and butterflies, and
have long been used as "biopesticides." When the modified baculovirus infects
a butterfly or moth, the insect's cells should start to produce the toxin,
killing it faster than wild viruses. Because the host butterfly or moth) dies
quickly, before much virus can replicate, the modified virus shouldn't
persist in the environment, say the researchers. Critics contend that the
risk to butterfly and human populations and survival is not worth taking

"I welcome a potentially environmentally friendly pest control but it's
abundantly clear we need to be more firm about risk issues," comments George
McGavin, an entomologist at Oxford University. "If we are not 100 per cent
sure, it shouldn't be in the field."

There have already been several field trials worldwide of baculoviruses given
a gene for a scorpion toxin (New Scientist, 21 January 1995, p 6). However,
most of the scorpion toxin made in infected insects fails to fold into the
correct shape, says King. By contrast, tests in bacteria suggest that almost
100 per cent of the spider toxin should fold properly, making the virus
deadlier.

King thinks engineering toxin genes into viruses is preferable to adding them
to plants, such as Bt maize. Not only does it mean that people do not have to
eat plants that produce insecticidal toxins, but only target insects will be
affected, he says. "These viruses can be exquisitely specific, right down to
infecting individual species," King claims. "This means that only the pest
insects will be killed whilst beneficial insects such as bees remain
unaffected."

However, critics fear that the virus will spread into the environment and
affect other kinds of butterflies and moths. "A containment environment could
not possibly hold a virus," says McGavin, who opposed trials of a scorpion
toxin virus in Oxfordshire in the 1990s. "If you could get a specific
baculovirus it would be great, but baculoviruses do pass on {to other
species}."

"This is problem that really concerns us," said Alan Moore of the Butterfly
Gardeners Association, a local group that advocates for the conservation of
butterflies and their habits. This is at least the third time that
Genetically Modified Organisms, GMOs have been targeted against butterflies.

Bt-corn has genes from the bacterium Bacillus thuringiensis spliced into the
plant genes and its toxin is carried by wind-driven pollen to the leaves of
milkweed where they can poison monarch caterpillars feeding on milkweed. "I
think this clearly shows transgenic corn could be a serious threat to
monarchs," said Rebecca Goldburg, a senior scientist with the New York-based
Environmental Defense Fund in a story published by the San Francisco
Chronicle about Bt-corn . "I doubt if it would push them over the edge by
itself, but it adds substantially to the other risks they face."

Moore makes the point that the industry states that Bt-corn alone could not
push monarchs and other butterflies over the edge, but a combination of other
Monsanto and industry innovations just might. "Now we have Roundup ready
crops and spider poison enhanced butterfly pathogens to deal with. Roundup
ready crops are a direct threat in that they target milkweed, the monarch's
host plant, as well as a whole spectrum of annual and perennial weeds for
elimination. Many of these weeds are host plants for other butterflies as
well," says Moore

There are also fears that the toxin gene might be transferred to other

Dear Congressman Turner:

I have quite a story to tell in this letter and I will try to cover all
bases. The beginning of the story concerns my search for  answers for my
son's illness and you may wonder what that has to do with the mycoplasma
experiments; but, if you please  bear with me you will tie it all together
at the end. I will be asking you to initiate an epidemiologic investigation
of this area  concerning the rare illnesses which were reported in 1994 and
continue today. The information I give to you in this letter is  compelling
enough for an investigation.
My son was 10 1/2 years old when he became ill on February 6, 1997. His
symptoms were flu-like. Within a short time he  was unable to bear weight on
his knees which rendered him unable to walk. He was in a wheelchair and I
was told he had a  viral illness and to allow it to run its course.

I kept searching for answers which meant "doctor shopping". Please
understand, it was very difficult to watch my son go from  healthy to
watching his muscles waste away while he was in the wheelchair. Finally,
late in March he was diagnosed with  human parvovirus B19. I did not know at
that time that humans could contract parvo. When the doctor told me what my
son  had I asked that he prescribe an antibiotic because I knew from having
animals that dogs and cats are given an antibiotic  when they contract
parvo. He stated that the standard protocol was the use of steroids, NSAIDs
(non-steroidal anti-inflammatories), immuno-suppressives and immunoglobulin
IVIG. So, there was nothing to do at that time except go with the standard
protocol. My son was prescribed steroids and NSAIDs.

I didn't like the idea of using steroids and I especially didn't like the
idea of physicians having very little knowledge of this  particular viral
illness. I began to research on my own looking for answers for my son. I had
to give myself crash courses in  immunology, virology, microbiology,
rheumatology, hematology, etc. It was not an easy task, but I knew no one
cared as  much for my son as I did and it would be up to me to find the
answer. At this same time, since he didn't fit the "perfect square  of cause
and effect" for human parvovirus B19, the physicians turned to my son as
being the problem. I was even told by one  physician if my son tested
positive for human parvovirus B19 he would not be able to diagnose it as
such because my son did  not fit the "perfect square of cause and effect."
My son was immediately evaluated to lay this ludicrous idea to rest, but
even  after being verified "sane" the doctors kept pointing at my son as the
problem. In the end my son was evaluated three times  and was still not
believed by some of the doctors we had seen.

I think it appropriate that I share a few of the symptoms which my son was
experiencing. He suffered with severe headaches,  gastrointestinal problems,
blurred vision, throat spasms, ring worms, rashes that would come and go,
vomiting, knee pain episodes, esophagus spasms, chest pain, fevers that
would come and go, incontinence, extreme fatigue, dental problems, etc.

This is not a complete list, but you can imagine watching a child of your
own going through such symptoms and no physician  able to explain why this
was happening and unable to stop them.

When I was told, more or less, that the physicians were going to wait until
he fit the "perfect square of cause and effect" for  Juvenile Rheumatoid
Arthritis (JRA) I began searching everything I could find regarding
arthritis. I came across an article written by Dr. Thomas McPherson Brown,
et al which described an infectious etiology known as mycoplasma. Dr. Brown
treated his Rheumatoid Arthritis (RA) patients with tetracycline and/or
tetracycline derivatives. Dr. Brown's background was impressive. He worked
with Dr. Sabin who was one of the developers of the polio vaccine. He was
the first to identify and culture the mycoplasma from mice and this work was
published in 1939. Mycoplasmas were also called L-forms, virus-like forms
and PPLO (pleuropneumonia-like forms).

Mycoplasmas are bacteria which lacked a cell-wall. The definition of virus
states viruses also lack a cell wall. They seem to complement each other.

Dr. Brown was achieving remission in cases of RA with his long-term
antibiotic treatment. He was also achieving remission in  scleroderma, which
had previously been a death sent

Two Italian customs police murdered

Over the last week, the Italian police have engaged in a series of
high-profile swoops on the organised banditry which floods drugs,
prostitutes, contraband cigarettes and illegal immigrants into the country
and into Europe as a whole. The Italian press has been filled with horrific
stories about the sex slave trade which has blossomed throughout the county,
controlled by the Albanian and Kosovar Mafias. In this context, there has
been outrage as two Albanians have been arrested on suspicion of being the
motorboat drivers who killed two customs officers by driving their boat into
the police boat and causing them to drown. The drowned men were aged 22 and
26 years respectively and were childhood friends. In the search for their
bodies, the police found the bodies of two other men, probably Kurds, who
may have been illegal immigrants thrown overboard by the Albanian boatmen

Kosovar refugees fear being murdered by KLA

As Serbs continue to be killed in Kosovo by Albanians, and as their
suspected murderers continue to be set free by Nato, Kosovar refugees in the
United Kingdom have claimed that they risk being killed as traitors for
seeking asylum in the UK if they return to Kosovo. The Scottish Refugee
Council (SRC) claims that 11 families of more than 50 individuals had
reluctantly applied for asylum although it may mean a death sentence should
they be forced to return to Kosovo. Peter Barry, director of the SRC's
dedicated Kosovar programme, said the refugees fear the Home Office will not
extend their initial year's stay in the UK after others were refused an
extension, and so have applied for asylum. Their decision leaves them
vulnerable to attack by the Kosovo Liberation Army (KLA) if they return to
Kosovo. Mr. Barry said, "If it was found out that a person applied for
asylum when the family returned to Kosovo, it could rebound on them." No
doubt such claims are an example of special pleading and perhaps the asylum
seekers are guilty of exaggerating their plight in order to strengthen their
asylum claims. However, it is noteworthy that they consider it at least a
plausible argument that the KLA remains a threat, even to Albanians, despite
Nato's pretence that the terrorist force has been disbanded. [Albanian Daily

Hague prepares to indict Croatian generals

The spokesman for the Prosecutor's Office at the International Criminal
Tribunal in the Hague has confirmed that investigations are being carried
out into the activities of three Croatian generals and that these
investigations might lead to indictments being issued next month. Generals
Ivan Cermak, Ante Gotovina and Mirko Norc are being investigated for crimes
allegedly committed during the 1995 Operation "Storm" when the Croatian army
ethnically cleansed some 200,000 Serbs from the Krajina region in Southern
Croatia. Although the Prosecutor herself had recently told the Croatian
government that there were no charges outstanding against the generals, her
spokesman confirmed on Monday that investigations were under way. It is
speculated in Zagreb, however, that this may be a mere political manoeuvre
by the Tribunal, either to force the Croatian courts themselves to act in
this and other investigations, or perhaps even to extract some other
political concession. It is certain that the government would not like to

APPEALS CLAIM OF CIA DRUG INVOLVEMENT -

IT'S ALL BACK IN PLAY IN TIME FOR THE ELECTION

THE "SAN FRANCISCO EXAMINER" today reported that the U.S. Ninth Circuit
Court of Appeals has found valid evidence that former Contra supporter
Renato Pena's claims of CIA involvement in protecting drug trafficking to
support the Contras were credible. The court also ruled that Pena's
assertions of CIA authorization for drug trafficking in the San Francisco
bay area were sufficiently grounded in fact to warrant a remand of Pena's
deportation case for an evidentiary hearing in U.S. District Court (the full
story follows).

Pena's attorney, Stephen Shaikin, contacted by FTW, doubted that the U.S.
Attorney would risk an evidentiary hearing in which Pena could introduce
into evidence Volume II of the 1998 CIA Inspector General's report that
would prove his case, outright. FTW agrees. Additional facts supporting
Pena's assertion contained in Volume I of the CIA IG Report by Frederick P.
Hitz and a subsequent Department of Justice Inspector General's report by
Michael Bromwich were drawn to Shaikin's attention in an interview this
afternoon. FTW has offered to make all of our research available in
preparation for the hearing. No date for the evidentiary hearing has been
set.

The language used by the Ninth Circuit was unequivocal and stunning for it's
directness:

"Pena and his allies supporting the contras became involved in selling
cocaine in order to circumvent the congressional ban on non-humanitarian aid
to the contras," the three-judge panel said. "Pena states that he was told
that leading contra military commanders, with ties to the CIA, knew about
the drug dealing. Pena believed that the sole purpose of these drug
transactions was to help the contras, and he believed the United States
government would not seek to prosecute.

"The circumstances surrounding Pena's case, including his belief that his
activity was supported by the U.S. government and his alleged reliance on
the assurances of the assistant U.S. attorney regarding his immigration
status, raise important questions about public confidence in the
administration of justice."

San Francisco attorney Bill Simpich, acting as lead counsel for class action
suits filed against the CIA in 1999 based on the same issues and evidence
told FTW, "This is the best break we've had since we filed our suits. This
opens an important new vein of evidence with one of the highest courts in
the land, saying, in effect, that this issue needs to be addressed."

It is all back in play and everyone please notice that this is happening,
just like Dark Alliance first did, in a Presidential election year in time
to influence votes  before the election. We will probably see Congresswoman
Maxine Waters break her deafening silence on Volume II and the infamous
actions of the House Intelligence Committee this May in closing out their
investigation and ignoring the blatant evidence of CIA involvement contained
CIA's own report.

This trial will allow Pena to put Volume II and all of the  available
documentation on trial. If the U.S. Attorney's office doesn't drop this, it
gives us all of Volume II and Gary Webb right back again in a way that
Porter Goss can't lie about because it now becomes non-disputable evidence,
openly submitted in a court of law for public scrutiny. And that is exactly
what the House intelligence Committee should have done more than a year ago.

We wonder how quickly Congressman Porter Goss and the CIA will be in touch
with the U.S. Attorney in San Francisco telling them to drop the case and
give Pena a permanent green card.

Should federal agents who killed a woman and child and wounded two men at
Ruby Ridge be immune from prosecution or lawsuits simply because they were
doing their jobs?

The 9th Circuit Court of Appeals has answered that question two different
ways -- and it's now being asked to rule again.

"The case is highly significant, and raises issues of the greatest importance
and of national concern," said Stephen Yagman, a Los Angeles attorney. He is
working with Boundary County Prosecutor Denise Woodbury in an attempt to
prosecute FBI sniper Lon Horiuchi for manslaughter.

If Horiuchi can't be charged, Yagman said, "This changes the entire law with
respect to the use of force."

During a standoff between federal agents and separatist Randy Weaver at
Weaver's remote Ruby Ridge cabin in 1992, Horiuchi fired a single shot that
killed Weaver's wife, Vicki, and wounded family friend Kevin Harris. The shot
came as Vicki Weaver was holding open the cabin door, her 10-month-old baby
in her arms, to let Harris, Randy Weaver and his daughter Sara back inside.

In its petition for rehearing, the county said it could have charged Horiuchi
with second-degree murder instead of manslaughter. When Horiuchi fired, he
was "mindlessly shooting to kill on sight, firing blindly a 200-yard shot
through a door," the petition states. "Mrs. Weaver was killed by a
wild-headed government sniper in violation of our Constitution, and still is
dead."

The county tried to prosecute Horiuchi for Vicki Weaver's death, but a
three-judge panel of the 9th Circuit Court ruled in June that Horiuchi
couldn't be charged. The county has asked the full federal appeals court to
rehear that 2-1 decision, which included a sharply worded dissent.

Dissenting Judge Alex Kozinski wrote that the decision "throws a monkey
wrench into our law governing the proper use of deadly force." He added,
"Perhaps most troubling, the opinion waters down the constitutional standard
for the use of deadly force by giving officers a license to kill even when
there is no immediate threat to human life, so long as the suspect is
retreating to `take up a defensive position.' This has never been the law in
this circuit, or anywhere else I'm aware of, except in James Bond movies. I
fear this change in our long-standing law."

If the court agrees to rehear the case, it could take several months.

At the same time, Harris' $10 million civil lawsuit against the federal
government is also headed back to the 9th Circuit, after a U.S. district
judge ruled last month that five of the eight agents Harris sued, including
Horiuchi, must stand trial.

All five appealed that ruling, and Harris in turn appealed the decision to
release three of the eight defendants.

To complicate the issue further, the 9th Circuit has already ruled that the
agents aren't immune from Harris' lawsuit.

Horiuchi appealed that ruling to the U.S. Supreme Court, but the high court
declined to review it. The earlier ruling came in a slightly different legal
context, involving a motion to dismiss the case, while the current maneuver
is a motion for summary judgment.

Ellison Matthews, attorney for Harris, said, "I'm confident that we'll
prevail on appeal."

Harris' case had been scheduled to go to trial in Boise in two weeks. Now,
because of the appeals, it will be delayed until next year.

The 9th Circuit's Horiuchi ruling came under the Supremacy Clause of the
Constitution, saying the state couldn't prosecute Horiuchi for "actions taken
in pursuit of his duties as a federal law enforcement officer."

Its earlier decision in the Harris case dealt with "qualified immunity," a
similar concept. In the June ruling, the majority of the court argued, "The
two immunities are not the same, nor do they serve the same purposes.
Immunity under the Supremacy Clause from state criminal prosecution may cover
instances in which qualified immunity does not apply."

Kozinski responded, "This might be a plausible argument but for the fact that
precisely the same test applies as to both: Did the officer act
constitutionally? What protects an officer from civil and criminal liability
is the lawfulness of his actions." If the officer does something unlawful,
Kozinski said, states should be able to enforce their criminal laws.

French Officer Says NATO Deliberately Bombed China Embassy


VIENNA - A former French intelligence officer who served at the
headquarters of the North Atlantic Treaty Organization (NATO) forces
during the Kosovo crisis said in an interview with a German magazine
that the NATO bombing of the Chinese Embassy in Belgrade in May 1999
was done on purpose.

Maj. Pierre Bunel, who is facing trial for leaking intelligence
material to Yugoslavia while working at the NATO headquarters, told
the German monthly Konkret that he had seen a NATO intelligence list
of diplomatic missions in Belgrade showing the correct location of
China’s embassy.

The United States, which carried out the bombing mission, has called
the attack a mistake, saying the U.S. Central Intelligence Agency
selected the bombing target using an outdated map that did not show
the embassy on the site bombed by U.S. warplanes.

According to Bunel, preparations for the NATO bombing operation had
been completed by the fall of 1998 and NATO chose the targets and
prepared the ammunition based on U.S.-supplied maps.

“I know where the Chinese Embassy was located because it was on...the
list I got from the intelligence department of NATO,” Bunel told
Konkret. The magazine will be on sale Friday.

“The embassy was hit by five laser-guided rockets, five! If it had
been a single Tomahawk (cruise missile), you could have believed it
was a mistake,” he said.

Bunel was arrested in October 1998 for passing secret NATO maps to
Belgrade. He was released on bail in September last year pending trial
on charges on high treason. (Kyodo news agency)

On July 14, an advisory jury of five persons answered interrogatories
assessing no blame on the federal government for actions taken against the Branch 
Davidians sect in 1993. As might be expected in a high-profile case where the 
defendant is the U.S. government, the trial became heavily politicized.

[Editor's note: On Friday, an independent investigative commission headed by former 
U.S. Sen. John Danforth issued a preliminary report exonerating the
government of responsiblity for the Branch Davidian tragedy.]

Under the circumstances, the trial had little to do with such lofty virtues as
finding truth or championing justice. With their already tarnished reputations
on the line, the FBI, U.S. Bureau of Alcohol, Tobacco and Firearms and Justice
Department officials marshaled an impressive array of resources to overwhelm
questions of liability.

Michael Bradford, the lead co-counsel for the government, boasted after the
verdict: "What this shows is that the responsibility for the tragedy that
happened at Waco is with David Koresh and the Branch Davidians." He added
that, "It's time to put this to rest and move on."

But few scholars and observers think this latest verdict will put the Waco
incident to rest. There are too many disturbing questions about the civil
trial. Consider the first interrogatory posed to the jury. The jurors were asked if 
the ATF used excessive force in executing the warrants in either of the following 
respects: 1) by firing at the Mount Carmel compound without provocation; and 2) by 
using indiscriminate gunfire at Mount Carmel on Feb. 28, 1993. Unanimously, the jury 
said no to both parts. But the response was largely a product of severely narrowed 
questions in the interrogatories. Key evidence was not heard.

Judge Walter Smith granted "discretionary function" exemptions to federal
officials, essentially giving them immunity for making bad decisions, and
restricted evidence and arguments to the 51-day period between the failed ATF
raid on Feb. 28 and the final FBI assault on April 19.

The jury was not privy to the damning evidence that the ATF had ample
opportunity to serve the warrants to Koresh when he was alone. Why was this
important? Because by isolating Koresh, ATF could have avoided imperiling the
lives of 130 other residents, including infants, women and elderly persons, at
the Mount Carmel compound in a dangerous, high-risk "dynamic entry."

U.S. Treasury Department officials and congressional subcommittees reviewing
the Waco debacle subsequently castigated ATF commanders for shoddy planning
and a bungled surveillance operation that failed to apprehend Koresh away from
the residence. Indeed, ATF initially claimed that Koresh never left the
complex. But later investigations determined that this information was
obtained second-hand from an unreliable source.

What else did the jury not hear? Evidence that the ATF manufactured claims
about Davidian drug trafficking to the military in order to obtain Close
Quarters Combat training at Ft. Hood and secure aerial surveillance and support from 
the Texas National Guard in an effort to circumvent the Posse Comitatus Act. The law 
prohibits the use of the military to enforce domestic law, except in cases of drug 
trafficking. It did not hear evidence that the ATF raid commanders were told to call 
off the raid if they lost the element of surprise. An ATF undercover agent, Robert 
Rodriguez, was inside the Mount Carmel compound the morning of the raid and learned 
that the Davidians had been forewarned. Agent Rodriguez left the complex and informed 
his superiors that the element of surprise had been lost. The raid commanders ignored 
orders and proceeded anyway. As well, the jury did not hear evidence that the warrants 
were filled with numerous errors of fact and false statements.

The truth is, the entire incident on Feb. 28 was avoidable. Had ATF agents
served the warrants while Koresh was jogging down Double E Ranch Road or
while he was in town on other business, the raid would have been unnecessary.

Other law enforcement agencies, including members of the McLennan County
Sheriff's Department and the Texas Rangers, have made the same observation.
The Treasury Department report puzzled over this question, noting that those
in charge ignored less lethal options, acting as if they were on a
"pre-ordained road."

The final report on the Waco hearings by the joint House Committee on
Government Oversight and Reform and the Senate Judiciary Committee was less
kind: "The ATF's investigation of the Branch Davidians was grossly
incompetent. It lacked the minimum professionalism expected of a major
federal law enforcement agency."

If It Isn't Voluntary
Maybe It Isn't Treatment

Imagine that you are sitting home watching television with your family. You hear a 
knock at your door and think it is odd that someone is knocking this late at night. 
You answer the door and it's a police officer coming to take you to a psychiatric 
hospital. You have not hurt anyone. Your family is safe and happy. The only "crime" 
you committed was that you did not want to continue to live with the side effects of 
Lithium and you chose to stop taking the drug prescribed for your bi-polar disorder.


Does this sound incredulous? Hardly. Situations like this are happening nationwide and 
they are happening every day. Not only that, these numbers will continue to rise as 
states increase efforts to force people with mental illness to be committed to 
institutions against their will and/or force them to adhere to a prescribed treatment 
plan.


Several high-profile media cases about crimes committed by people with mental illness 
are feeding into a stereotype that they are dangerous to the community. Actually, 
according to a recent study, the prevalence of violence among people discharged from a 
psychiatric hospital who do not have symptoms of substance abuse is about the same as 
the prevalence of violence among other people living in their communities who do not 
have symptoms of substance abuse.(1)


People with mental illness who live in the community are capable of making informed 
treatment decisions. In 1998, officials at Bellevue, a psychiatric hospital in New 
York, traced people with mental illness who were being released into the community 
after being at the institution. (2) There were two groups in this study: one group 
consisted of people who were given a court order to receive a specific treatment plan 
in their community, called outpatient commitment. If this treatment plan was not 
followed, the police could enforce that person to adhere to the plan. The other group 
did not have a court order and could choose their own treatment. The study found that, 
"there is no indication that, overall, the court order for outpatient commitment 
produces better outcomes for clients in the community than enhanced services alone."


Despite this research, more than 35 states currently have laws which permit the 
government to order individuals with mental illness to comply with forced psychiatric 
treatment while residing in the community. These court orders are known as 
"Involuntary Outpatient Commitment" (IOC).


Involuntary Outpatient Commitment: Prescription or Persecution

IOC can provide either general guidelines for treatment regimens and conditions, or 
place the individual in the care of a specific individual or facility that assumes 
responsibility for a treatment plan. IOC can be enforced in three different ways and 
they are: conditional release from inpatient hospitalization; commitment to an 
outpatient program as a less restrictive setting for a person who meets inpatient 
commitment criteria; and commitment to outpatient treatment based on less stringent 
criteria than are required for inpatient commitment, sometimes called preventive 
commitment.


The fear of forced treatment causes people with mental illness not to seek treatment 
voluntarily. Forced treatment could include being involuntarily committed to a 
psychiatric hospital; being required to take medications even though they may cause 
side effects; or becoming subjected to electric shock treatment without proper consent.


A handful of high-profile cases has led to public support of IOC. This support has 
resulted in IOC legislation becoming the quick-fix solution for making individuals 
with mental illness submit to a psychiatric treatment regimen against their will in 
order to put at ease the fears and anxiety of the "what if" and "this would not have 
happened" conventions.


The Problems with Involuntary Outpatient Commitment


Singles out a class of individuals and mandates submission to forced psychiatric.
Forced treatment based upon mental diagnosis infringes upon the individual's civil 
liberties.
Expansion of involuntary commitment laws to cover outpatient commitment is a direct 
attack on and leads to the imposition of forced treatment on individuals who do not 
present a danger to themselves or others.
Outpatient commitment interferes with a person's right to choice. People recover when 
they have choice among alternative treatments and services, when they are empowered to 
make their own decisions and take responsibility for their lives, and when they are 
offered hope.
The ability for individuals with mental illness to exercise their right to refuse 
treatment is non-existent in the confines of Involuntary Outpatient Commitment.

A review of Harvard's website shows some facts worth noting:

1. Pug joined the board of Harvard Management Company in 1995. Harvard
Management manages the Harvard Endowment. That means he was on the Endowment
management board when NHP did their IPO in 1995, when the investigation was
started in 1996, and when NHP was sold to AIMCO and HUD cancelled Hamilton's
contract in 1997. (Again, Pug was Chairman and through Capricorn
approximately a 40% investor in Dyncorp until mid 1997, when he sold all but
what looks to  be about 5% and moved out of the Chairmanship, staying on the
board as Chairman of the Compensation Committee---the group that determines
the Chair/CEO and senior management salaries).

2. Harvard Endowment has one of its best capital gains years in 1997, the
year that NHP was sold to AIMCO...22.1%. The Private Equity portfolio
reported gains of 23% that year. This means that the change in policies that
included the targeting of Hamilton were important in terms of the Private
Equity portfolio's performance. The article notes that their performance was
6% ahead of the market averages. My trading partner at Dillon Dick Bianco
used to use outperforming the market as potential indicators of insider
trading or fraud. He would always investigate with."SO...tell me how
come I'm so lucky?"

3. An article about compensation to another Harvard Management portfolio
manager gives a sense of how Eisenson's compensation may have been improved
from a strong portfolio performance from the sale of NHP in 1997. After
1997, the private equity group spun out into a separate group so I am
assuming that their compensation from the sale of WMF would be less likely
to be announced then if through Harvard Management directly.

4. With the sale of WMF done, I should be able to estimate the total profits
to Harvard and Capricorn of the NHP and WMF investments.

Background: Exfiltration and the CIA

When briefing the CIA's Directorate of Operations (DO) or other components of
the Intelligence Community (IC) about the Office of Technical Services' (OTS)
exfiltration capability, I always made a point to remind them that
"readiness" is the key. This is one of the full-time concerns of my former
OTS office, the Graphics and Authentication Division (GAD).

In arranging for the escape of refugees and other people of potential
intelligence value who are subject to political persecution and hostile
pursuit, prior planning is not always possible because they show up at odd
hours in out-of-the-way places. Current surveys and collection of up-to-date
intelligence regarding travel controls and procedures are vital. OTS engages
in this activity worldwide.

The readiness to move clandestine agents out of harm's way using quasi-legal
methods is equally important. CIA's policy and practice are to bring its
valuable human assets in from the cold when they can no longer remain in
place. Sometimes this includes their families. Public Law 110 gives the IC
the authority to resettle these people in the United States as US persons
when the time comes and the quota allows.

OTS/GAD and its successor components have serviced these kinds of operations
since OSS days. The "authentication" of operations officers and their agents
by providing them with personal documentation and disguise, cover legends and
supporting data, "pocket litter," and so forth is fundamental deception
tradecraft in clandestine operations. Personal documentation and disguise
specialists, graphic artists, and other graphics specialists spend hundreds
of hours preparing the materials, tailoring the cover legends, and
coordinating the plan.

Infiltrating and exfiltrating people into and out of hostile areas are the
most perilous applications of this tradecraft. The mental attitude and
demeanor of the subject is as important as the technical accuracy of the
tradecraft items. Sometimes, technical operations officers actually lead the
escapees through the checkpoints to ensure that their confidence does not
falter at the crucial moment.

Operation in Iran: Going Public

The operational involvement of GAD officers in the exfiltration from Iran of
six US State Department personnel on 28 January 1980 was a closely held
secret until the CIA decided to reveal it as part of the Agency's 50th
anniversary celebrations in 1997.

David Martin, the CBS News correspondent covering national security issues in
Washington, DC, had the story early on, as did Mike Ruane of The Philadelphia
Inquirer. The Canadian Broadcasting Company and Reader's Digest both have
done serious pieces since the CIA opened the files on this important success
story.

Jean Pelletier's book, Canadian Caper, published in 1980, mentions that
Canada--whose diplomats in Tehran had hidden and cared for the six American
"houseguests" after Iranian militants seized the US Embassy--had received CIA
help in the form of forged entries in Canadian passports to enable Canadian
Ambassador to Iran Kenneth Taylor to engineer the escape of the six from
Iran. A brief passage in Hamilton Jordan's book, Crisis, alludes to CIA
officers on the scene in Tehran. After he left office, former President
Carter, in statements to the media, gave hints of even more credit due his
administration for the only true operational success of the hostage crisis.

My recollections of the long national emergency--which began on 4 Nov-ember
1979 with the US Embassy takeover and ended with the release of the 52
hostages 1 on Inauguration Day in January 1981--encompass several major plans
and operational actions focused on Iran that were supported by OTS. These
included intelligence-gathering, deception options, the hostage rescue
effort, secret negotiations with the Iranian Govern-ment; and exfiltrations
of agents and the "Canadian six."

In those days, the atmosphere in CIA was one of full alert. OTS, like many
Agency components, was buzzing with intense activity. There are numerous
stories about technical and operational innovations resulting from the
emergency-like environment; the rescue of the six is one of many such
stories.

New Job, New Challenge

On 11 December 1979, about a month after the takeover of our Embassy in
Tehran, I moved from my job as Chief, OTS, Disguise Section, to Chief, OTS,
Authentication Branch. I had operational responsibility worldwide for
disguise, false documentation, and forensic monitoring of questioned
documents for counterterrorism or counterintelligence purposes.

Oligarchs: Go Play with Your Money


The past is forgiven. Now get lost, billionaires.

PRESIDENT PUTIN met 21 of Russia's oligarchs yesterday to tell them that
their political power was at an end. He said the businessmen, many of them
billionaires, would not be allowed to wield influence in the Kremlin, but
offered them the olive branch of keeping the companies they won during
Russia's privatisations.

Boris Nemtsov, leader of the Union of Right Forces party and a reformer who
helped to organise the meeting, said: "This is the end of the oligarchs in
Russia. All the businessmen present agreed to live under equal conditions and
that there would be no more special conditions for anyone."

The meeting came at the end of two months that have seen several leading
businessmen come under attack, causing rising tension among Russia's rich and
powerful. Mr Putin told the heads of industry that he was calling a
ceasefire, but would give no guarantees that legal actions against them would
not be resumed. Mr Nemtsov said: "The revolutionary period of the
redistribution of property has come to an end. The oligarchs are tired of
being oligarchs and want to be loyal citizens instead."

Vladimir Potanin, a leading oligarch, said: "Mr Putin confirmed that he will
meet the businessmen on a regular basis. I think he perceives the businessmen
more as partners than as enemies." Mr Potanin, a former first deputy prime
minister, is credited with initiating the loans-for-shares privatisation
scheme, from which he was the biggest beneficiary. His Interros company
controls some of Russia's largest oil and metal producers.

The small band of top businessmen have amassed vast fortunes over the past 10
years through their close connection with the Kremlin and former president
Yeltsin. Mr Putin had pledged to end the cosy relations between business and
the Kremlin after he was elected in March, saying he would "rid Russia of the
oligarchs as a class". His opening volley came in June when the media mogul,
Vladimir Gusinsky, was thrown in jail for three days on graft charges, later
dropped.

After Mr Gusinsky's arrest several other businessmen found themselves and
their companies under investigation. But the campaign against the oligarchs
has largely settled old scores against the Kremlin's political opponents,
leaving those oligarchs thought to be closest to the Kremlin untouched. The
notable absentees from yesterday's meeting and the attacks of the last two
months were Boris Berezovsky and Roman Abramovich.

Both are thought to have been in Mr Yeltsin's innermost circle, and Mr
Berezovsky is credited with masterminding Mr Putin's election campaign. The
pair's apparent exemption raises questions as to how independent Mr Putin
really is. Mr Gusinsky also did not attend the meeting.

 Prosecutors dropped proceedings against him on Wednesday and he immediately
left for Spain to join his family. What is clear is that Mr Putin has been
pulling back from the oligarchs.

Sergei Karaganov, the deputy director of the Council on Foreign and Defence Po
licy, said: "By withdrawing his support from the oligarchs, Mr Putin is
giving a signal to various interested groups that they can take actions
against these businessmen with impunity." There is little love lost between
the largest oligarch groups. Under Mr Yeltsin the most powerful was "the
Family", led by Mr Berezovsky and Mr Abramovich. Although this group has lost
its prime position, it remains influential and has many allies in the
Kremlin.

Mr Putin, already doing battle against regional governors, may have decided
the fighting was getting out of hand and called yesterday's meeting to
declare victory and a ceasefire.

In Part One of this series, we drew a comparison between Madame Chiang
Kai-shek and Madame Hillary Rodham Clinton. The power behind her husband, the
Generalissimo, as dictator of China, Madame Chiang was highly skilled at
using private secret police. They black-mailed, terrorized, and strong-armed
the criminal bankers of Shanghai, to fund and solidify her husband's
political ambitions. Madame Chiang used them against her enemies, perceived
and actual. Murder and mayhem were just another way of means to an end.

In a like manner, Madame Clinton reportedly uses her private secret police to
strong-arm and blackmail the criminal bankers on the commodity and currency
markets in Chicago. It is an open secret that the Red Chinese, overlapping on
the Taiwanese, have a dominant presence on the Chicago futures and options
exchanges, the Chicago Mercantile Exchange, the Chicago Board of Trade, the

The monopoly press has near totally censored the open secret of the Red
Chinese laundering billions of dollars through the Chicago markets, in open
defiance of U.S. Treasury regulations requiring records of where cash over
ten thousand dollars comes from. The cash torrent is the reported proceeds of
"China White", high quality heroin from Southwest China, flooding into the
U.S. via Chicago as an intake point, through small airports encircling the

human body organs from young, healthy dissidents in mainland China, condemned
to death as the parts are ordered reportedly by the Rockefeller hospitals in

Madame Clinton's private secret police are headquartered, among other places,
in Chicago, as Investigative Group International, also called Investigative

the reputed private spy operation has been Terry Lenzner. He has powerful
friends, such as in the monopoly press. Such as Cokie Roberts. Another crony
has been Strobe Talbott and his wife Brooke Shearer.[Time Magazine,
7/10/2000, page 95.] Talbott was Deputy U.S. Secretary of State in the
Clinton Administration. Of course, the pressfakers leave out revealing
details. Talbott with Bill Clinton endeared themselves at an early age to the
American CIA. Under the auspices of the CIA Station Chief in London, they
went to Moscow as purported American dissidents and somehow extracted a
secret transcript of Krushchev lambasting the old-line Stalinists.

For reportedly helping cover up a political murder, Cokie Roberts was
rewarded with a million and a half dollar a year a job as ABC Anchor Face on
the network's Sunday morning propaganda hour. Her father, Cong.Hale Boggs
[D., La.], sat on the Warren Commission proclaiming a lone assassin murdered
President John F. Kennedy. In later years, her father began to have
misgivings about the lone assassin story, some of which he started to make
public. He disappeared a month before Nixon was re-elected President, 1972.
The press whores say his plane disappeared on a flight to Alaska and was
never found. Cokie Roberts made a public statement that she was satisfied on
the story that her father's plane was not found. Yet, she reportedly was in a
position to know that the U.S. Military recovered the plane which apparently
had been sabotaged. That is, her father had been murdered. [Cong.Boggs knew
about Tricky Dick's role in and near Dallas leading up to the cabal to murder
JFK.] Cokie's mother, the widow Boggs, was rewarded for her silence by being
paid off as apparently the first U.S. Ambassador to the Vatican. Being a
theocracy, the Vatican previously did not have a U.S. Ambassador, only an
unofficial Delegate.

Head of the Alaska Military District, General David McCloud was apparently
murdered for two reasons [1] He knew the details of the Boggs plane and [2]
he was reportedly part of a group of 24 flag officers, Admirals and Generals,
who vowed to arrest their Commander-in-Chief Clinton pursuant to documents
they had showing his treason with the Red Chinese. If charged with mutiny,
these flag officers planned to defend themselves, if not assassinated, at
Courts Martial with their proof of Clinton's high crimes. As we have stated
in earlier stories, 10 of the 24 have already been murdered, their patriotic
plan and sacred honor

...  AT&T, Time-Warner and other companies are building new differentiated
levels of service for Internet content, and mechanisms to control and
manage Internet data.

  The cable companies are buying technology from firms like Cisco
Systems.  In its 1999 White paper, "Controlling Your Network - A Must for
Cable Operators," (http://www.cptech.org/ecom/openaccess/cisco1.html)
Cisco tells cable operators to build a "New World network," to replace
"the Internet" as it exists today.

  The ability to prioritize and control traffic levels is
  a distinguishing factor and critical difference between
  New World networks employing Internet Technologies, and
  "the Internet."

Part of the "New World" architecture is Cisco's Quality of Service "QoS"
model.  According to Cisco:

  . . . traffic-type identification allows you to isolate
  different traffic types in your IP network. Through
  Cisco QoS, you can identify each traffic type - Web,
  e-mail, voice, video. Tools such as type-of-service
  (ToS) bits identification allow you to isolate network
  traffic by the type of application, even down to
  specific brands, by the interface used, by the user
  type and individual user identification, or by the site
  address.

  Admission control and policing is the way you develop
  and enforce traffic policies. These controls allow you
  to limit the amount of traffic coming into the network
  with policy-based decisions on whether the network can
  support the requirements of an incoming application.
  Additionally, you are able to police or monitor each
  admitted application to ensure that it honors its
  allocated bandwidth reservation.

  Preferential queuing gives you the ability to specify
  packet types - Web, e-mail, voice, video - and create
  policies for the way they are prioritized and handled.
  For example, although voice and video traffic are
  intolerant of delays and drops, you still might want to
  ensure that lower-priority residential Web browsing is
  allocated enough bandwidth to deliver an acceptable
  level of service during peak usage.

Among other things, Cisco points out that:

  QoS can also propel you forward by giving you the
  information you need to offer advanced differentiated
  services at a profit. For example, time-and usage-based
  billing via NetFlow measurements provide you with a
  means of encouraging (or shifting) demand during
  periods of light network loading by offering off-peak
  discount pricing.

And, with the new levels of service:

  marketing "express" services to premium customers ready
  to pay for superior network performance.

  To appreciate the significance of this new approach to Internet
traffic, consider the Cisco discussion of its Committed access rate (CAR)
technology, and its use to enhance or diminish the performance of content
services:

  Committed access rate (CAR) is an edge-focused QoS
  mechanism provided by selected Cisco IOS-based network
  devices. The controlled-access rate capabilities of CAR
  allow you to specify the user access speed of any given
  packet by allocating the bandwidth it receives,
  depending on its IP address, application, precedence,
  port, or even Media Access Control (MAC) address.

  For example, if a "push" information service that
  delivers frequent broadcasts to its subscribers is seen
  as causing a high amount of undesirable network
  traffic, you can direct CAR to limit subscriber-access

French Officer Says NATO Deliberately Bombed China Embassy

VIENNA - A former French intelligence officer who served at the
headquarters of the North Atlantic Treaty Organization (NATO) forces
during the Kosovo crisis said in an interview with a German magazine
that the NATO bombing of the Chinese Embassy in Belgrade in May 1999
was done on purpose.

Maj. Pierre Bunel, who is facing trial for leaking intelligence
material to Yugoslavia while working at the NATO headquarters, told
the German monthly Konkret that he had seen a NATO intelligence list
of diplomatic missions in Belgrade showing the correct location of
China’s embassy.

The United States, which carried out the bombing mission, has called
the attack a mistake, saying the U.S. Central Intelligence Agency
selected the bombing target using an outdated map that did not show
the embassy on the site bombed by U.S. warplanes.

According to Bunel, preparations for the NATO bombing operation had
been completed by the fall of 1998 and NATO chose the targets and
prepared the ammunition based on U.S.-supplied maps.

“I know where the Chinese Embassy was located because it was on...the
list I got from the intelligence department of NATO,” Bunel told
Konkret. The magazine will be on sale Friday.

“The embassy was hit by five laser-guided rockets, five! If it had
been a single Tomahawk (cruise missile), you could have believed it
was a mistake,” he said.

Bunel was arrested in October 1998 for passing secret NATO maps to
Belgrade. He was released on bail in September last year pending trial
on charges on high treason. (Kyodo news agency)

   THE REAL "PEACE PROCESS" AND THE REAL PROSPECTS

"By definition, the 'peace process' is whatever the US
government happens to be pursuing.  Having grasped
that essential principle, one can understand that a
peace process can be advanced by Washington's
clearly-proclaimed efforts to undermine peace...
From 1971 the US has been virtually alone in the
international arena in barring a negotiated diplomatic
settlement of the Israel-Palestine conflict: the
"peace process" is the record of these developments."


The latest AP report from Camp David (evening, July 25)
begins: "The Middle East peace talks at Camp David collapsed
Tuesday over rival claims to East Jerusalem. Disappointed,
President Clinton said he tried several approaches but could
not come up with a solution." Clinton expressed hope that
the process would continue to a resolution of the East
Jerusalem problem, at which point the fundamental
outstanding issue would have been overcome.

To have a sense of what is taking place, it is useful to
back off a few steps and to look at the immediate events
from a somewhat broader perspective.

Any discussion of what is called a "peace process" --
whether the one underway at Camp David or any other --
should keep in mind the operative meaning of the phrase:
by definition, the "peace process" is whatever the US
government happens to be pursuing.

Having grasped that essential principle, one can understand
that a peace process can be advanced by Washington's
clearly-proclaimed efforts to undermine peace.  To
illustrate, in January 1988 the press reported Secretary of
State George Shultz's "peace trip" to Central America under
the headline "Latin Peace Trip by Shultz Planned." The
subheading explained the goal: "Mission Would Be Last-Ditch
Effort to Defuse Opposition on Contra Aid." Administration
officials elaborated that the "peace mission" was "the only
way to save" aid to the contras in the face of "growing
congressional opposition."

The timing is important. In August 1987, over strong US
objections, the Central American presidents had reached a
peace agreement for the bitter Central American conflicts:
the Esquipulas Accords. The US acted at once to undermine
them, and by January, had largely succeeded. It had
effectively excluded the sole "indispensable element" cited
in the Accords: an end to US support for the contras (CIA
supply flights instantly tripled, and contra terror
increased). Washington had also eliminated the second basic
principle of the Accords: that the human rights provisions
should apply to US clients as well as to Nicaragua (by US
fiat, they were to apply to Nicaragua alone). Washington had
also managed to terminate the despised international
monitoring mission, which had committed the crime of
describing truthfully what had been happening since the
adoption of the plan in August. To the consternation of the
Reagan Administration, Nicaragua nevertheless accepted the
version of the accords crafted by US power, leading to the
Shultz "peace mission," undertaken to advance the "peace
process" by ensuring that there would be no backsliding from
the demolition operation.

Globalisation erases frontiers as boom hurtles on

PARIS, July 28 (AFP) -

Soft landing or crash landing? Even the longest boom has to end some time,
and the course of the world economy in the coming century will depend in
part on whether the present above-average rates of growth ease gradually
to lower levels or slump catastrophically into recession.

The problem for policy-makers is the ability of finance and technology to
ignore borders, now so sweeping that governments are increasingly
powerless to control the forces that guide their national economies.

A return to some form of international regulation of the world economy is
widely seen as necessary as a counter to corporate finance.

The key factors that will shape economic development over the coming
decades have already been identified.

They are continuing globalisation, leading to increased interdependence,
the transition to a knowledge-based highly-networked economy, ageing
populations in the industrialised countries allied to growing young
populations in most of the developing world, and a trend towards a
multi-polar world economy.

The level of economic well-being that the new century will bring will also
depend on the answers to such questions as: can the consequences of
galloping technological advance be contained? can lasting damage to the
environment be averted? can the world's political leaders avoid the
murderous conflicts that scarred the last century?

The present mood regarding globalisation is divided between hope and
apprehension, with the official optimism of governments and international
bodies offset by the mounting unease expressed by a motley coalition of
non-government organisations and grass-roots "anti-capitalist" movements
campaigning on such varied issues as third world debt relief or
organically modified foods.

For analysts such as Wolfgang Michalski, futures director at the
Organisation for Economic Cooperation and Development, the current
economic boom is likely to be sustained for several years yet.

"All the signs are positive," he told AFP. The US Federal Reserve Board,
he believed, is even now busily engineering a soft-landing.

While acknowledging that globalisation has brought increasing divergencies
in wealth, he stressed the importance of considering absolute levels:
"there has been an overall increase in living standards, even among the
poorest. The number of people in the developing world living on less than
one dollar a day is constantly falling."

However a new approach to international cooperation is necessary,
Michalski warned. "We do not yet have the kind of structures at the global
level that are needed to deal with global issues."

The risks entailed in giving free-market capitalism its head are vividly
described by writers such as John Gray and Edward Luttwak who -- both
arguing from the position of free-market supporters -- see trouble ahead.

Left unchecked, argues Gray, professor of European thought at the London
School of Economics and author of "False Dawn: The Delusions of Global
Capitalism", an unfettered free-market economy "could well destroy liberal
civilisation."

"A worldwide free market," he warns, "is no more self-regulating than the
national free markets of the past. ... Unless it is reformed radically,
the world economy risks falling apart in a replay ... of the trade wars,
competitive devaluations, economic collapses and political upheavals of
the 1930s."

Placing himself firmly in the camp of the pessimists, Gray believes that
the drive towards global free trade is so advanced that the process is
irreversible and the prospect now is for "deepening international
anarchy."

Luttwak, a senior fellow at the Centre for Strategic and International
Studies in Washington, is similarly disposed, predicting that what he
calls "turbo-capitalism" will create massive increases in poverty, crime
and unemployment, especially in the developing world, unless governments
find some way of checking its excesses.

He believes the state must change "either turbo-capitalism or its results
by redistributing income" in order that the economy serve the needs of
society rather than society serve the needs of the economy.

But for Luttwak too the option of a return to "controlled capitalism" has
been overtaken by the speed of events.

In the absence of coordination between US, European and Japanese economic
authorities, there is no way to prevent the machine careering ahead, with
disastrous likely results, he believes. "We have a global economy with no
global financial control mechanism, and therefore a crash is only a matter
of time."

Michalski by contrast believes "there is nothing inevitable about the
effects of globalisation. The issue is whether we can get our policies
right."

If you want to blame someone for the mess in the former Yugoslavia, blame
George Bush.  Beograd started very,very slowly to see what the reaction would
be.  When President Bush didn't say one tiny word, they went on with the
program.  We were given the pleasure of watching the killings of Bosnian
Moslems and the various Croatians right on television.  It became very
difficult for me to watch the mess when they shot the two old men who were
trying to care for the zoo animals in Sarajevo, and I stopped watching
altogether when the lovers (crossing with permission to the Serbian side)
were shot.   Yugoslavia (as one unit or as a group of smaller countries) had
enormous potential.  I crossed the country many times and stopped for a day
or two on a number of occasions.  It was a place of great beauty, good food
and wonderful music.  My friends rushed there to ski, because they said the
skiing there was wonderful.  The cities were modern, and there was an air of
moving forward about them.  To make it even better, it was a place where
people of mixed heritage and religion lived together in a progressive and
harmonious way.  What happened to that wonderful place is a crime, but the
crime does not lie at Clinton's door.  That bed was on fire when he lay down
on it.  It was George Bush's business interests, noted by Mr. Eagleburger,
that gave us the horrendous wound to Europe that will probably never heal.

Villa Grove resident observed a large, silent black jet that flew
low over Hayden Pass and headed SW at tree top level over Highway
285.  Witness called the craft, "the strangest looking plane I've
ever seen."  A couple of minutes later, two fighter jets followed

Multiple witnesses observed an extremely low-flying gunmetal
colored 4-engine jet power cargo plane.  One witness called it
"C-17" which he thought was a new NATO plane that is "replacing
the C-4."  The plane arrived at tree-top level from the north,
made a dangerous low left-hand turn, just above the treetops on
N.Crestone Creek.  Plane "seemed unusually quiet fro a jet," and
was between 100 and 200 feet in altitude.

no flashing, even from behind it looked the same !  It was well
into the Southeast when I heard a rumble, in the northwest, like
a jet would make, but I honestly don't belevie it to be a jet, as
there were no flashing lights, it was brilliant white light, like

black, flat-bottomed, seemingly *armed* military helicopter would
be out here in the middle of the day?  At about 3:12 PM we were
on our way into Alamosa.  Had just turned off Road K in Mesita,
north onto Road 10 when we noticed it coming out of the
north/northeast heading for Ute Mountain area, south/southeast.
It could not have been more than 100 feet above the top of my
truck, and if he'd been going any more slowly he would have had
to land.  There were no other craft in sight either in the air or
on roads or pasture.  Perhaps it was just an exercise, but as far

A witness while skywatching east of town observed
seven or 8 blinking lights.  They alternated green, red and white
and were in a spherical formation, approximately 15 degrees above
the western horizon.  The formation of lights seemed to be
hovering out over the Valley and after approximately 20-30
minutes appeared to lights slowly lights west.  Then they
appeared to stop and start heading back east toward his vantage
point.  The witness estimated the light formation was about 10
miles away when he first noticed them.  At one point mid way
through the sighting a helicopter "approached from the west,
flanked the formation to the NE and then headed east over the
Sangres."  The chopper was flying at an altitude of of

WASHINGTON (Reuters) - The chairman of the House Intelligence
Committee on Wednesday said he would push for passage of
legislation this year aimed at reducing the burden on CIA
declassifiers overwhelmed by numerous special requests from
government officials.

Those special requests from administration officials and members
of Congress have asked CIA declassifiers to search for documents
on everything from UFOs to murdered churchwomen in El Salvador to
the assassination of President John F. Kennedy.

House Intelligence Committee Chairman Porter Goss, a Florida
Republican, and Sen. Daniel Patrick Moynihan, a New York
Democrat, have sponsored legislation to create a nine-member
board to prioritize such special requests.

``The purpose of the bill is to bring some order to the chaos,''
Goss said at a Senate Governmental Affairs Committee hearing on
the legislation. He said he would seek passage of the legislation
this year.

``It's a push and shove, it's who has the sharper elbows,'' Goss
said. Right now, a special request for a search of documents by
the person with the most political clout is likely to be put on
top of the pile, he added.

Streamline Responses

Such requests at times end up resulting in duplicative work for
the CIA declassifiers because they are made by different people
at different times, Goss and Moynihan said. The proposed board
would aim to reduce repetitive requests and streamline agency
responses.

The CIA's 230 to 300 employees at its ``declassification
factory'' are stretched by the sheer amount of records they must
review, Moynihan said. The spy agency has in the past said it
processes about 8 million pages of classified records a year.

Aside from the special requests, the declassification efforts
include a presidential executive order requiring information
older than 25 years be declassified unless the government decides
it needs to stay secret.

Also the public requests declassification of documents under the
Freedom of Information Act and the Privacy Act.

The CIA budget for declassification efforts itself is classified.

Included with Moynihan's testimony was a letter from CIA's
director of congressional affairs, John Moseman, on the impact of
special searches and a list detailing the types of searches that
have been requested.

The list and letter, dated Oct. 18, 1999, were declassified last
Friday, July 21. ``In sum, special searches are a growth industry
and compete with the mandates of the many existing information
review and release programs,'' Moseman said.

Search For Ufos And

>From 1993 to September 1999, the CIA conducted nine separate
special searches for documents on El Salvador, mainly related to
four churchwomen murdered there in 1980. There were 12 on
Guatemala related to the deaths of several Americans and for
records on the 1954 CIA-backed coup, the list said.

CIA Director George Tenet requested a search for documents
related to convicted spy Jonathan Pollard on the damage done to
national security by his espionage activities.

The request was made in late 1998 when President Clinton, during
the Wye River Middle East peace conference, said he would review
the case of Pollard, a former naval intelligence official jailed
for life in 1986 for selling military secrets to Israel.

Israel has been seeking Pollard's release, reportedly as recently
as the just-ended Camp David summit that collapsed. Tenet has
opposed releasing the spy.

Other special searches were done in response to congressional
requests for documents on parapsychology studies, and satellite
imagery on the presence of Noah's Ark, on which after spending
1,000 hours the CIA concluded ``no definitive information
identified.''

A CIA director also requested information on UFO sightings and
Roswell, New Mexico, a subject on which more than 2,700 pages
have been released, according to the list.

Several items for which special search requests had been made
were blacked out.

WASHINGTON (Reuters) - Days after the government was absolved of
wrongdoing in the 1993 siege and fire at the Branch Davidian
compound, the White House released Monday testimony from
President Clinton in April that he "felt personally responsible"
for the roughly 80 deaths.

Clinton believed he "made a terrible mistake" in allowing FBI
agents to storm the sect's compound to end a seven-week standoff,
according to testimony during an April 21 interview with Justice
Department investigators probing alleged campaign finance
violations.

The president was asked specifically about a meeting with
Indonesian businessman James Riady at the White House on April
19, 1993, the day of the siege at Waco, but he said he could not
recall much about the meeting since he was preoccupied with the
events in Texas.

Clinton's thoughts on the Waco siege were made public after an
outside investigator last week completely absolved Attorney
General Janet Reno and the government of wrongdoing, saying the
group's leaders set the fire and shot at their own people.

Former Sen.  John Danforth, a Republican from Missouri, told a
news conference Friday there was "no evidence of wrongdoing" by
the government.

But in his testimony in April, Clinton indicated that he still
struggled with what happened in Waco that day.

"Once this thing happened, I was totally preoccupied with it,
because I felt responsible for it," Clinton said, citing a
similar situation that occurred while he was serving as governor
of Arkansas.

SWAYED BY JUSTICE DEPARTMENT

In that case, he said he argued successfully against a storming
of the compound in question, located in the mountains of north
Arkansas.  The area was evacuated and arrests were made without
any deaths.

"And that's what I thought we should have done.  And I gave in to
the people in the Justice Department who were pleading to go in
early, and I felt personally responsible for what had happened,
and I still do," Clinton told the investigators.

About 80 sect members, including the group's leader, David
Koresh, died in the fire which followed the FBI raid.

The standoff began on Feb.  28, 1993, when agents from the Bureau
of Alcohol, Tobacco and Firearms tried to serve Koresh a warrant.
A gunfight erupted, killing four of the agents and six of the
cult members.
