TAKE ACTION FOR DIRECT DEMOCRACY: ELECTION DAY, NOVEMBER 7, 2000

The Republican and Democratic Party Conventions, the presidential debates
and the national elections are all part of a publicity spectacle designed to
mask a fundamentally undemocratic political and economic system and the
corporate power behind it. We are taking action this Election Day to create
a real public debate about who should make decisions about the issues that
affect our communities -- unaccountable politicians and corporations or
people in the communities who are affected by the decisions? Voting every
two or four years between unaccountable, pre-selected politicians is not
democracy. Even without the influence of wealthy corporations, even with
campaign finance reform, even with third parties or well-meaning political
candidates, the US political system isn't capable of being genuinely
democratic. It will not give us the power to better our communities or our
lives.

We want real, direct democracy that gives everyone power over the decisions
and resources that matter in our neighborhoods, towns, schools, and
workplaces. This is the only way we can the make lasting, positive social
and ecological changes that will rebuild our communities and our
environment.  We can and will create direct democracy in our community
organizations, town meetings, neighborhood groups, rank and file unions and
grassroots movements.

Poverty and cuts in welfare, healthcare, education, public transportation
and social services while the rich get richer; police brutality, racism and
corruption; repression of grassroots activism; locking up of more and more
youth; gentrification of our neighborhoods; skyrocketing rents and
harassment of homeless people; political prisoners -- like Mumia Abu
Jamal-- and the death penalty; poisoning of our air and water and killing
of our forests; low wages, lousy, meaningless jobs, sweatshops and union
busting;
the World Trade Organization, International Monetary Fund, and World Bank
forcing poverty, misery and environmental destruction around the globe for
corporate profits.

These problems are all rooted in the same undemocratic political and
economic system, controlled by big corporations, that hides behind staged
political elections.  It's time we came together to stand up to this system
and create directly democratic positive alternatives! A new world is
possible and we are part of a global movement that is rising up to make it
happen. Join us.

NOV 7: ELECTION DAY ACTIONS
Street theater, conduct "exit poll" real questions for voters, leaflet
polling booths, hold a direct democracy town meeting, relate your activity
to local issues and struggles, graphic visibility postering, street party,
public forums, direct democracy skills workshops, funeral for democracy --

New international cybersnooping treaty
is all-out attack on privacy, says Browne

WASHINGTON, DC -- A new international computer-crime treaty the
U.S. government expects to sign this year is an "all-out attack on
computer privacy" and should be rejected, Libertarian presidential
candidate Harry Browne said today.

"This treaty doesn't attack crime," he said. "Instead, it
attacks privacy, the Fifth Amendment, and certain kinds of software --
while giving the government awesome new powers to cybersnoop on
innocent Americans."

The so-called "Draft Convention On Cybercrime" -- the first
international computer crime agreement -- is currently being negotiated
by the United States and the 41-nation Council of Europe.

The treaty, which went through 19 drafts before the Justice
Department revealed its existence earlier this year, could be finalized
as soon as December, reported Wired.com.

However, the U.S. Senate, which must approve all international
treaties, should reject it outright, said Browne.

"This treaty is just the latest example of politicians trying
to prove they are tough on crime," he said. "As usual, they want to
give bureaucrats and law enforcement new powers to appear to be
fighting crime. And, as usual, it is innocent Americans who will bear
the brunt of these new police powers."

For example, the treaty would:

* Give law enforcement the power to order Americans to reveal a
computer password or encryption key -- in apparent violation of the
Fifth Amendment's protection against self-incrimination.

* Require Internet service providers (ISPs) to conduct real-
time surveillance of customers' e-mail messages, at government request.
In July, the FBI admitted it had already created a cybersnooping device
code-named "Carnivore" that could scan millions of e-mails a second.

* Effectively abolish anonymous e-mail by requiring "remailer"
websites (which automatically distribute messages after stripping out
the sender's name and return address) to collect information about
their users.

* Require ISPs to store at least 40 days worth of customer
data, including e-mails, chat-room transcripts, and website visits, for
possible review by the government.

* Make illegal certain kinds of common software -- including
network security utilities used by computer technicians -- on the
grounds that it could be criminally misused by hackers.

Although some of those provisions may be dropped in
negotiations, Justice Department officials have privately said it is
too late to make "major" changes to the treaty, according to the Wall
Street Journal.

That's why the U.S. Senate should reject the entire document,
said Browne.

"This treaty was negotiated in secret, with the approval of the
same politicians who supported the Communications Decency Act, Know
Your Customer, anti-encryption laws, the FBI's Carnivore system, the
Clipper Chip, and innumerable other attacks on your privacy," he said.
"And this treaty may be even worse than those previous anti-privacy
initiatives because it globalizes the government's power to spy on you.

"If the U.S. Senate cares about privacy, the civil liberties
guaranteed in the Bill of Rights, and the Constitutional limitations on
government, it will unanimously reject this Draft Convention On
Cybercrime."

But for individual Americans concerned about privacy, the
problem is bigger than this one treaty, said Browne.

"Unfortunately, stopping this treaty won't stop the relentless
attacks on your civil liberties, because the same Republican and
Democratic politicians will remain in power," he said. "Neither of
those parties is dedicated to preserving an airtight individual right
to privacy. Only the Libertarian Party is."

That's why your vote on November 7 may be the most powerful
pro-privacy statement you can make, said Browne.

"Libertarians understand that we can't stop government snooping
by fighting every new intrusion on your privacy," he said. "Our
opponents will win too many of those battles, and government will get
more and more intrusive.

  Only 33 witnesses were judged to have reported observing the
  origin of the streak of light (see Appendix A, item 12). Of
  these, 18 indicated that it originated from the surface, 2
  reported that they saw it originate in the air, 7 said it
  originated at the horizon, and 6 reported that it originated
  behind an obstruction (see Appendix A, item 13).


   IAN: So, of the 33 eyewitnesses who reported an origin of
   the streak of light, 27 did not have a visual obstruction
   blocking their view of the streak's origin. Of the 27 with
   a clear view, 92% said the streak originated from a point
   that was below Flight 800 (on the surface or horizon).

   The math: 18 indicated from surface, 7 from horizon = 25
   from surface or horizon (both locations below Flight 800).
   2 said from air. Of those 27 witnesses with a clear view,
   25 indicated the streak came from surface/horizon, since
   25 is 92% of 27, 92% indicated it came from below Flight
   800 (the 2 air origins may have also been below FL800).

   So, of 27 witnesses who observed an origin of the streak
   and had a clear view, 92% contradict the official story.

   The original version of NTSB Exhibit 4A stated this:

   "Of the 183 who observed a streak of light, 102 gave
   information about the origin of the streak. Six said
   the streak originated from the air, and 96 said that
   it originated from the surface.

   Of the 102 witnesses who gave information about the streak,
   * 05.88% said it originated from the air.
   * 94.11% said it originated from the surface." (end)

   The new streak-origin analysis in Exhibit 4B appears to
   attempt to obscure the high percentage of surface streak
   origins by using new definitions while re-reviewing the
   reports to reduce the number of witnesses in the origin
   group from 102 down to 33, and then by breaking streak
   origins from the surface into "surface" and "horizon."
   But once we put "surface" and "horizon" back together,
   as they should be, we once again find that over 90% of
   relevant witnesses saw the streak come from below FL800.

don't have any hospitalization. Mine increases 50 cents per hour next week
and they informed us it will go up another 20 cents per hour next June.

You're gonna have to get back in this reality. Something has to be done
here. In Michigan we've had a bustling economy but...in our local area alone
we've lost a General Motors Plant 8000 workers, most of the production
facilities at Kellogg's Cereals, we had a Monsanto merger with
Pharmacia/Upjohn with over 2000 jobs lost and we're waiting on the rumored
American Home Products buyout/merger where they buyout and trash what they
don't want. But then that's Ok cause we keep getting these Fast Food
Restaurants on every street corner for job security.

I remember when James Blanchard (democrat) was last Governor here, things
seemed peachy until our 16 billion dollar debt caught up with us. John
Engler(republican) found the "books were cooked" cleaned up the debt and put
us on a surplus. We could have a rude awakening if Bush gets in and has a
bunch of "Pro's" sort through the books that were handled by Clinton's
Cronie's. Bush is smart enough to surround himself with qualified
professionals and not "good old buddies".

I still like to say I'm non-partisan but enough is enough. We need a little
bit of both but it's time to get a republican in there to sort through it
all and see what we've really got. Gore's making too many promises and
trying to be too many things to too many people just like Clinton did. He's
telling us what we want to hear.

U.S. Oil Co. Drills Near Indian Land

BOGOTA, Colombia (AP) -- In a step a Colombia Indian
tribe says spells death for its culture, an American
oil company began test drilling on Friday just outside
the tribe's reservation, the state-run oil company
announced.

Leaders of the U'wa Indian tribe have protested the
Occidental Petroleum Corp. project for years, at one
point even threatening a mass suicide should the
company be allowed to drill in the area near
Colombia's eastern border with Venezuela.

The 8,000-member U'wa nation has likened oil
exploration to draining the ''blood of mother earth.''
The group also fears that oil exploration close to its
home will bring violence.

In a statement Friday, the government-run oil company
Ecopetrol said Occidental's project is critical for
Colombia's economy. It could produce 1.4 billion
barrels of crude and bring federal and state
governments up to $14 billion from contracts with Los
Angeles-based Occidental, Ecopetrol said.

There was no immediate reaction from the U'wa, who
have staged protests outside the drilling site all
year.

Courts cleared the way for the exploratory drilling in
May. Occidental originally proposed drilling directly
on U'wa lands, but the drill site was moved just
outside the group's officially recognized territory.

U.S.-based environmental and indigenous rights
activists have raised the issue in the American
presidential campaign, holding protests and urging
Vice President Al Gore to divest family stock holdings
in Occidental. Green Party candidate Ralph Nader
issued a statement Monday urging Occidental to cancel
the project.

''The human rights and lives of the U'wa are worth
more than the commercial interests of Occidental
Petroleum,'' Nader said.

Colombia's armed factions congregate around areas rich
in valuable resources, and its 36-year conflict has
already spilled over onto U'wa territory. Last year,
leftist guerrillas kidnapped and killed three American
activists who had come to Colombia to work with the
U'wa.

Guerrillas frequently bomb oil pipelines as part of an
extortion scheme and to protest foreign
''exploitation'' of Colombia's resources. The military
stations large numbers of troops at oil installations
to protect them from rebel attacks.

NADER MOVEMENT AIMS TO PULL PLUG ON CORPORATE POWER

A well-organized campaign of fear and loathing is attempting to
frighten people from voting their own consciences.  Recently a group
calling itself 'Nader's Raiders for Gore'  has been leading the
fearmongering to dissuade citizens from voting for Ralph.  Liberal Democrat
and big business lobbyist Toby Moffett, recently a Monsanto vice president
and now with a major DC lobby firm, is coordinating the effort to smear and
attack Nader.  Moffett and other  lobbyists love Al Gore because, while
Gore did not invent the internet, he is the techno-pol responsible for
forcing Americans to eat Monsanto's inadequately tested, potentially
dangerous and unlabeled genetically engineered foods.

I agree that a Bush/Cheney administration would be bad news for
most of what I personally hold sacred.  However, voting for Al Gore is not
the answer.  Every four years there now comes the less reprehensible
corporate candidate.  This year it's Al Gore playing the role.  If he wins,
in four years he would star in a repeat performance, and then maybe the
esteemed senator of the insurance and prescription drug cartels, Joe
Lieberman, would step up from his understudy position.

Forget that.  I'm working and voting for Ralph Nader because he is
giving voice and leadership to the growing pro-democracy movement needed to
bust the stranglehold that corporations have over our lives and our system
of government.  If Nader were running as the DemocratBut of course,
that would never happen because the system is so rigged that only a
candidate beholden to corporate special interest money can today win either
party's presidential nomination.

Even if Bush wins the White House there is some light in that dark
cloud.It would mean that Nader has probably succeeded in winning enough
votes to jump-start a national progressive third party and he has certainly
galvanized the grassroots to confront and blunt either candidate's
pro-business agenda.  A voter rejection of the Democrat ticket might  also
inspire some inside that party to question and re-think its partnerships
with big business.

Bush in the White House would also guarantee that four years from
now we will not have to endure the apologists' excuses about how 'Yes,
President Gore has been a major disappointment but he had to compromise to
win a second term.  Re-elect him because he will move in our direction.'

I'm joyfully casting my vote for Ralph Nader and the growing grass
roots movement to reclaim American democracy.  No matter who wins on
November 7th I will celebrate what the Nader/LaDuke campaign has
accomplished in forcing the single biggest issue of our time -- corporate
domination -- to a much higher level of awareness and action.  Nader/LaDuke
has succeeded in this despite a pittance of campaign money,  hostile news
media awash in political advertising lucre, the enforced censorship that
kept the duo out of the debates, and now, desperate outpourings of fear and
loathing on the campaign trail, courtesy of corporate lobbyists for Gore
such as Toby Moffett.

Be warned however that merely voting for anyone is not enough.
Commit yourself to the understanding that the growing pro-democracy
movement sparked by Ralph Nader's candidacy is just the beginning.  Commit
yourself to personally helping it succeed with both your time and money in
the months and years ahead, long after November 7th.

but because this race is so tight, the crusader could turn electoral table.

rethinking in 2004."

MILWAUKEE--Ralph Nader a spoiler?
Maybe. But if you want a real spoiler, check out Teddy Roosevelt, whose
renegade Bull Moose Party split the Republican presidential vote in 1912 and
put Democrat Woodrow Wilson in the White House. Or George C. Wallace, whose
1968 American Independent campaign may have helped Republican Richard
Nixon's ascension to power.
Third-party presidential candidates historically attract little attention
and even less voter support. But sometimes, the right candidate riding the
right issue can vault a third party to the front of the national political
stage. Texas businessman Ross Perot ranted about budget deficits and racked
up 19% of the vote in the 1992 election.
Nader's campaign, however, stands as an anomaly in American politics.
Nationally he's struggling to grab 5% of the popular vote, within the usual
vote range of minor candidates. But the election itself is so tight,
particularly in states where Nader's support is relatively high, that Nader
could turn the electoral table.
If that happens, he'll play a history-making role.
"If this race weren't within 5 [percentage] points, no one would pay the
slightest bit of attention to him. This could be unique," said Roy L. Behr,
a Los Angeles political consultant and co-author of "Third Parties in
America: Citizen Response to Major Party Failure."
Historically, Behr said, races in which third-party candidates gather
relatively strong support are so lopsided that their campaigns have no
ultimate effect.

Charismatic Leaders Find the Most Success
Perot took a chunk of the popular vote in 1992. His supporters were
independents as well as defectors from both parties, and scholars still
debate whether his campaign affected the outcome. In 1924, Progressive
Robert LaFollette polled 31% of the popular vote and carried his native
state of Wisconsin--with its 13 electoral votes--yet failed to derail Calvin
Coolidge's trudge to the White House.
In 1900s, the biggest splash was made by Roosevelt's Bull Moose Party--the
popular name for the Progressive Party. Roosevelt came in second behind
Wilson, outpolling incumbent Republican William H. Taft, whom Roosevelt
accused of turning his back on progressivism.
Key to those campaigns, Behr said, was charismatic leaders embracing
grass-roots issues overlooked by mainstream parties. The Nader campaign
falls under the same pattern.
"This isn't a movement, it's an individual following," Behr said. "If
somebody else became the Green Party candidate, it would go back to its
historical levels of [low] support. Like Perot, he wasn't a movement. He was
an individual with a loyal following."
That contrasts with third-party candidates in the 1800s, who rode such
issues as slavery and the gold standard to the political forefront, he said.
Independent John B. Anderson also was an individual rather than the
figurehead of a movement, drawing support in 1980 from people frustrated
with the two-party system. And after his quixotic bid--in which he won
nearly 7% of the popular vote--it was 12 years before another viable
third-party candidate emerged.
"I fault myself for not really forging ahead and trying to form a new
party," Anderson said, wearing a green Nader/LaDuke button, with one of his
old Anderson buttons tucked away in a pocket.
Anderson, who spoke Wednesday at a Nader rally in Milwaukee, remains a
believer in attacking the duopoly of political power from the outside. Third
parties, he said, are the best vehicle for airing unpopular but critical new
ideas, such as his own proposal to raise gasoline taxes to spur mass transit
investment.
"I think the capacity third-party candidates have is to elicit some response
from the people who are disenfranchised and out of politics, get them
excited about a new way of doing things," Anderson said.
And as for being a spoiler, he says that label does not apply.
"I'm satisfied that what I did was being true to my own conscience, and,
more importantly for the nation, it was true to the desire to see an
alternative to the two major parties," Anderson said.
"And I've always rejected the idea that I was a spoiler. I took as many
votes from Reagan as I did from Carter, and I got a lot of young people and
people who wouldn't have voted otherwise. . . . My candidacy stirred up
interest in the whole idea of an alternative to the two-party system, and I
think that was important."

Seattle, WA. November 2-Ralph Nader urged voters concerned with the
environment to reconsider support for Al Gore after testimony revealed
that the Vice President had intervened in support of an environmentally
unsafe incinerator in East Liverpool, Ohio.

Former EPA Administrator William Reilly testified on Tuesday that a top
Gore aide encouraged him to issue a trial-burn permit for the WTI
incinerator located in East Liverpool-despite Gore’s promises not to
before the people of the Ohio River Valley.

“No issue better symbolizes Gore’s environmental record than the WTI
incinerator,” Nader said this morning.  “Gore made the sensible decision
to oppose the incinerator in 1992, promised that a test-burn permit
would not be issued, and then turned around and told the Bush
Administration to issue the permit before he took office.  For eight
years, Al Gore has flat-out lied to environmentalists about his role in
issuing a test-burn permit on the WTI incinerator.”

Nader sent letters to Carl Pope of the Sierra Club and Brent Blackwelder
of Friends of the Earth asking them to rescind their organizations’
endorsements of Gore based upon Reilly’s testimony.

Reilly told the EPA National Ombudsman that Kathleen McGinty, the top
environmental aide to the Vice-President elect, told him in a January 6,
1993 meeting that “the Vice-President elect had second thoughts on the
issue” and “would be grateful if [William Reilly] made the decision [to
issue a permit] before leaving office.”  McGinty has testified that she
does not “recall” any meetings about the incinerator.  The trial-burn
permit was issued on January 8.

During the 1992 campaign, Al Gore called the incinerator “unbelievable,”
adding: “The Clinton-Gore administration is going to give you an
environmental presidency to deal with these problems.  We’ll be on your
side for a change.”  On December 7, 1992 Gore’s office issued a press
release headlined: “CLINTON-GORE ADMINISTRATION WOULD NOT ISSUE TEST
BURN PERMIT.”  Gore has cited the Bush Administration’s issuing of the
trial-burn permit as the reason that the Clinton Administration could
not intervene in the matter.  In a March 13, 2000 interview with
Pittsburgh TV station KDKA, Gore stated that his “legal ability to stop
the permit was removed” because the Bush Administration issued the
permit during the transition period.

In the letter to Pope and Blackwelder, Nader wrote that the incinerator
is symbolic of Gore’s record on environmental issues.  “Even on issues
where the Republican Congress cannot influence Gore’s accomplishments as
the head of the Administration’s environmental portfolio,

we see stunning failures, masked by rosy rhetoric - take the 50% decline
in prosecutions of environmental crime, accompanied by a startling
reduction in conviction rate reported by PEER, or Gore’s failure to take
positions on numerous local issues, from mountaintop removal in West
Virginia in Kentucky to the proposed airport bordering the Everglades.”

“This marks a major betrayal of the public trust,” Nader wrote, “and
particularly the trust of environmentalists who have been told year
after year, on issue after issue that they have a friend in the White
House, even as trade agreements have passed with no environmental
protection standards, the salvage rider was signed, and EPA and FDA
regulation has become weaker and weaker under the rubric of reinventing
government.”

“Gore’s actions on the WTI incinerator seriously undermine the argument
that a vote for him is worthwhile simply to keep Bush out of office.
For eight years, Gore’s lies have prevented citizen groups from having
knowledge about why the test-burn permit was passed, about whom they
should be protesting.  We should remember that whatever the consequence
of this testimony for Gore’s campaign, they do not match the
consequences faced by the citizens of the Ohio River Valley, and
particularly the children at the elementary school 400 yards from the
smokestack.”

“[Reilly’s testimony] says we haven’t been told the truth since the
beginning,” said Terri Swearingen, a citizen of Chester, West Virginia,
located just across the Ohio River from East Liverpool, and a leading
opponent of the WTI incinerator.  “We don’t really know who to trust,”
Swearingen stated.

The hazardous waste incinerator in East Liverpool burns 60,000 tons of
hazardous waste every year, making it one of the largest incinerators of
its type in the world, despite the fact that its permit expired in
1995.  It is located in an

  anywhere in the world and uses the Green Party's name to do so. Quoted in the 
  UK "Independent" on Sunday newspaper, Warman said of David: 
  
"His writings may be the work 
of a madman, or of a genuine racist. Either way they are very dangerous. If 
he's unstable then so are his followers, who hang on his every word. What 
benefit can there be in allowing him to speak?" 
  If someone in Warman's misguided and uniformed opinion is 
  unstable, then so, by definition, must be everyone who listens to him. Now 
  that is truly terrifying and truly, truly, dangerous. Think of the 
  implications of that statement. The Soviet Union psychiatric hospitals were 
  filled with perfectly sane dissidents of that fascist/communist system because 
  the very same attitudes expressed there by Mr. Warman were used to justify 
  their imprisonment. And even more sinister:

  The arrogance of that question beggars belief. No fascist in 
  Nazi Germany, no Communist in China or the Soviet Union, could ever have said 
  it better. Green Party members of the world, this man claims to speak for you.

  vilification be promoted in your name? By your silence, you are responsible 
  for everything he says and does. How many more venue owners are going to ban 
  David Icke events after being contacted by such a fundamental enemy of

WASHINGTON, Nov 1 (IPS) - A US attorney who warns that voting for
the US Green Party candidate Ralph Nader will hurt a tribe in
Colombia, is coming under fire by activists who say the lawyer is
misrepresenting the indigenous group.

In an opinion piece submitted to large US college newspapers in
states where presidential candidates Al Gore and Governor George
W. Bush are running neck and neck, Spencer Adler, a Washington-based
lawyer, wrote that voting for Nader instead of Vice President Gore
would not benefit the U'wa tribe.

Adler, who said in the article that he was the original attorney
who took up the tribe's case against Occidental, argues that Nader's
campaign will only take votes away from Gore and help elect Republican
candidate Bush. Gore, has been hounded by environmentalists who
are blasting the Democratic candidate's ties to a US oil company
that is planning on drilling for oil on land claimed by the U'wa.

''You'll be sacrificing the tribe's best interests for Ralph
Nader's,'' says Adler's letter. ''And the U'wa won't owe you their
thanks. You'll owe them your apology.''

Adler's piece was widely circulated by the Democratic National
Committee and distributed electronically by the Sierra Club, an
environmental group here that has endorsed Gore.

Environmental activists working close with the tribe immediately
condemned the article as misleading, saying that the true attorney
for the U'wa is in fact Martin Wagner, who works with Earthjustice,
an environmental law group in California.

''The Democratic National Committee, by widely circulating this
false and misleading statement, has deliberately used the U'wa
people for their own political gain,'' says Steve Kretzmann, an
activist with Amazon Watch.

The 5,000-strong U'wa tribe, which lives in the tropical rainforest
of the Andes near the Venezuelan border, has threatened mass suicide
if Los Angeles-based Occidental Petroleum proceeds with its oil
operations on land claimed by the tribe.

In a later statement, Adler clarified his relationship with the
U'wa, saying that he does not represent the tribe. He told IPS that
he did at one time represent the tribe against Occidental and he
helped draft a shareholder resolution to protect the tribe.

''The primary lawyer for the U'wa from the very beginning - well
before I'd even heard of the case - is Martin Wagner,'' said Adler's
later statement. The attorney added that he would give a 5,000
dollar cheque to Amazon Watch's campaign to help the tribe.

When asked what his relationship to the Democratic National Committee
was, he replied: '' I'm just a private attorney, speaking as an
individual.''

Kretzmann acknowledged that Adler worked with activists to help
draft the shareholder resolution. ''But at best, Adler has been a
peripheral ally,'' he told IPS.

Kretzmann is part of the U'wa Defense Working Group which formed
after three US citizens working with the tribe were killed in
Colombia by a rebel guerrilla organisation. In a statement released
Wednesday, the working group underlined that it is non-partisan
and does not endorse any political candidate.

For more than two years, however, several organisations that are
part of the working group, like Rainforest Action Network and Amazon
Watch, have been conducting a campaign to bring the tribe's plight
to the attention of Gore.

''The Vice President's failure to respond in any substantive way
is a direct threat to the survival of the U'wa people,'' says
Shannon Wright of the Rainforest Action Network.

Gore's father spent 28 years as an Occidental employee and the
former CEO of the company, Armand Hammer, was a close family friend.
According to the Vice President's latest personal financial disclosure
form, Gore also holds up to 1 million dollars of the company's
stock.

The Center for Public Integrity, a non-partisan group that tracks
money's influence on politics, said ''there is probably no company
in America today that is as close personally and financially to
the Vice President as Occidental Petroleum''.

Gore said that he has directed Secretary of State Madeleine Albright
to raise the U'wa land dispute with Colombian President Andres
Pastrana.  But activists say that Gore should immediately endorse
a suspension of drilling on land claimed by the tribe.

In late September, more than 90 trucks transporting oil drilling
machinery went onto land which the U'wa say is ''ancestral territory''.

I am another one who vividly remembers Gore being unable to identify a bust
of George Washington at Montecello when it originally happened.  Am I lying,
too, Bill Shannon?  I have not seen the recent showing of this disgraceful
film clip but I am certainly glad that it is being shown again.  Remember
Dan Quayle spelling "potatoe" (sic) and what a field day the opposition had
with that?  I will bet even Dan could identify Washington! he is on the
dollar bill, for heavens sake! The part I enjoyed was the look on Clinton's
face as Gore made such a complete ass of himself.  He could have just kept
quiet but no--he had to ASK who it was of their guide.

Also, anybody who thinks the current economy is as good as it is because of
the Clinton/Gore administration must be taking their word for it as the
facts say it is the result of the efforts of the Republican congress, the
"contract with America" and even the efforts of Ross Perot before the past
administration had any hand in it.

I live in an area devastated by all the textile jobs being sent abroad
thanks to the unratified NAFTA of Clinton's doings.  Clinton single-handedly
signed that mess--it has NEVER been ratified!  yet thousands in this area
lost their jobs with no federal compensation nor training nor assistance in
finding other jobs.  There are no other jobs for them and working families
have lost everything they had worked years to obtain.  An example is
Champion that makes athletic wear.  The workers here worked really heard and
got the Olympic contract only to have it snatched away and sent to Mexico at
the last minute.  Made possible by one person and one person only--Clinton.
And Gore is a member of his administration.

I also remember hearing with my own ears Gore using the phrase within a
sentence "when I invented the Internet" so do not tell me that is a media
exaggeration.  This man apparently thinks he  did this when he is barely
computer literate!  That is being delusional or else he is a terrible
pathological liar.  I also read an article stating that he claims to make
$600,000 every two weeks from royalties he gets from his part in making the
Internet possible.  That is a government-funded project so why should he be
getting royalties?

I was going to vote for Nadar until this DUI business.  At least Bush is
admitting it unlike Gore's lies about his pot smoking days.  And Daddy did
not fix it for Bush as he did for Gore.  If you do not think Gore or his
staff are behind this little last minute dirty trick, I have some swamp land
I would like to sell you.

Check the national debt if you think we have a "surplus."  And those that
believe there is a surplus probably believe in a social security trust fund
about which BOTH candidates lie.  There is not one of those, either.  I
would not be surprised this weekend to see a surprise played on Big Al to
counter the 25 yr. old DUI charge.  These two are scratching out the eyes of
each other when neither is fit to serve and the real problem is that the
Office of the President has given itself far too much power.  That is the
real problem and one that should be corrected immediately before more of
these megalomaniacs can do more damage.

BUENOS AIRES, Nov 1 (IPS) - Delegates from 175 countries are to
meet at The Hague in mid-November to hammer out details for
satisfying commitments made for curbing emissions of climate-
changing greenhouse gases, but environmental activists warn that
the discussions leading up to the conference look more like
business deals.

Juan Carlos Villalonga, in charge of energy affairs for the
Argentine office of Greenpeace, the international environmental
watchdog, told IPS that on the eve of the Sixth Conference of
Parties (COP6) to the United Nations Framework Convention on
Climate Change, ''the debate does not involve the commitments, but
rather how to evade them without having to pay.''

''We environmentalists have a position in the debate that
cannot be considered trivial, because the European Union (EU) and
island nations agree with our proposals. But there is a very
strong mercantilist conception among those who want to participate
in the convention to do business or make money,'' Villalonga said.

''The Convention (on climate change) is no longer a forum about
a very serious global environmental issue - the warming of the
atmosphere - but has become an arena in which one can sell
commodities and do business with sales of forests, land and
technologies,'' he pointed out.

Most scientists around the world agree that several types of
gases, especially carbon dioxide, accumulate in the earth's
atmosphere and cause the so-called greenhouse effect. In other
words, they trap solar radiation, causing average global
temperatures to rise.

This warming causes polar ice to melt and sea levels to rise,
which in turn produces flooding. The process also provokes extreme
weather phenomena, such as droughts and hurricanes, and
contributes to the spread of warm-climate diseases like malaria,
and to the extinction of plant and animal species.

The concentration of emissions produced by human activities has
meant that the average temperature increase over the last decade
was the highest of the millennium, say experts in climate change
research.

The objective of COP6 is to push for compliance with
commitments to reduce greenhouse gas emissions agreed in a series
of meetings beginning in 1995.

The United Nations Framework Convention on Climate Change
(UNFCCC) was approved in 1992, at the United Nations Earth Summit
in Rio de Janeiro, and entered into force in 1994. One year later,
a series of annual meetings began with the participation of the
Convention's signatories.

In the third meeting of the parties, held in 1997 in the
Japanese city of Kyoto, delegates established quantitative
emissions reduction goals for the industrialised North, but this
agreement, known as the Kyoto Protocol, has yet to be ratified.

Carbon dioxide is responsible for 72 percent of the global
warming process and is produced by a wide range of economic
activities and in all countries, though volumes of emissions vary
depending on each country's level of development.

Methane and nitrous oxide also contribute to global warming, as
do other gases originating from activities in industry, trade,
farming and livestock.

''Unlike the emissions that affect the ozone layer, which are
limited to a few controllable economic activities, carbon dioxide,
which is released in the combustion of fossil fuels - coal,
petroleum, gasoline -, affects an enormous range of interests in
all countries,'' said Villalonga.

Industries such as steel, air-conditioning and heating,
aluminium casting, cement, petroleum and gasoline production, and
transportation are among the leading producers of carbon dioxide.

In 1999, 175 countries ratified the UNFCCC. The maximum body of
the Convention is the Conference of Parties, which meets once each
year to evaluate the accords and compliance with meeting emissions
reduction targets.

The Kyoto Protocol, meanwhile, requires the nations of the
industrialised North to reduce their greenhouse gas emissions by
the period 2008 to 2012 to at least five percent below the levels
recorded in 1990 in each country.

But the only ones that have ratified the Protocol so far are
developing countries, and even they have done so in insufficient
numbers to give the document the force of international law.

For Villalonga, if there were greater political will to curb
emissions, the Protocol could be a simple list in which
industrialised countries would set abatement percentages and
timeframes.

But the document is complex, given that, among other measures,
it creates ''flexible mechanisms'' for meeting the

ANGER BIOGRAPHY

 Kenneth Anger was born in Southern California in 1930. He
played the role of a child prince in the lavish 1935 film version
of "A Midsummer Night's Dream."  He also had Shirley Temple as a
dancing partner at cotillions of the Maurice Kossloff Dancing
School.  He grew up in a fairly well off family that had some
ties to Hollywood and its film industry.
 He began making films when he was just 11 years old,
beginning with "Who Has Been Rocking My Dreamboat" in 1941. He
would make about five more films, about one per year, before he
would finally make one in 1947 titled "Fireworks" that would be
released and remain in distribution. He was then only 17 years
old. Unfortunately, of his early films there are no descriptions
in print.
 As he moved into his teens, his work began to take on
defiantly original and many times, openly gay themes. The first
of these statements was 1947's "Fireworks." Anger appears and
plays roles in many of his films.
 From his late teens onward, he became fascinated by the
supernatural and the occult.  He became a disciple of world
famous satanist and occultist Aleistar Crowley.  This interest of
his had a great influence on his films and on his life in
general.
 Ironically he gained the most fame, or notoriety, in 1958
when he wrote the book "Hollywood Babylon," a tell-all book
revealing scandals in Hollywood among the rich and famous.
 In 1966, in Anger's booklet of notes on his Magick Lantern
Cycle, his collection of films from 1947, he provided a schematic
autobiography.

 ` INVOCATION OF MY DEMON BROTHER

 "Invocation of My Demon Brother" was Kenneth Anger's return
to filmmaking after a brief two year retirement from the
business. He always dealt with controversial, provocative, and
even taboo subjects, and this film follows suit. The first image
is of three white dots arranged in a pyramid on a black
background. A white haired man is then shown raising his head and
opening his eyes, like he is waking up. The shots then go back
and forth between his gaze around the room he is in and the
things or people he sees in the room, such as a cross-legged
figure with a dagger, two boys lounging on a couch, and a tattoo
that looks to be on his forearm. After he sees this he raises a
clear stick of glass to his forehead. A shot of soldiers being
deployed from a helicopter is shown, followed by superimposition
of the man's face, the tattoo, and an Egyptian eye (an image
which is repeated many times during the film). A shot of a band
is flashed on the screen, and then the cross-legged figures is
shown again with his hand on his knees.
 The scene and focus seems to change here.  Now we see two
men and a woman sharing a marijuana joint and smoking it out of a
skull.  The band is flashed again, as is a cat and a dog.
Someone is then shown peering through the leaves of a plant,
probably watching the smokers.
 A man known as the Magus is introduced dressed in a long,
decorated robe.  This shot has fire falling from the sky
superimposed on it.  The Magus is played by Kenneth Anger
himself, and is shown in accelerated motion performing some kind
of ritual on stage.  Some of the ritual scenes are overlapped
with others, so you see two events happening at the same time.
Images with the top half of the screen reflected upside down on
the bottom half are introduced, one of which shows a man's torso
and arms but ends up looking like there are eight arms moving.
 A door is opened and a horned devil in a cape walks in with
a skull which he places on the floor.  Scenes of Hell's Angels
bikers are superimposed over more scenes of the devil, as well as
of the ritual.  Another devil with brown curly hair is shown.

 How did you come in touch with Jack Parsons?
 K.A.: He was working here at the Jet Propulsion
Laboratories. He actually invented the fuel that took the
Apollo-rocket to the moon. He has a crater on the moon named
after him, which is rather thrilling. I'm convinced that he was
murdered by Howard Hughes. Howard Hughes wanted him to work for
him, and he simply didn't want to. When you work for Howard
Hughes, you lose your freedom. In other words, he tells you what
to do. He was very much like L. Ron Hubbard.  Jack Parsons was
kidnapped by Howard Hughes. They followed him in a limousine, and
two big, strong bodyguard-types hopped out and physically picked
up Jack Parsons and put him in the limo and drove him around.
That's physically kidnapping! It's a crime! To physically
interfere with someone and to do something with their body is a
felony crime, whether you physically harm them or not. In the
limo, there was a representative of Mr. Hughes.  He said "Mr.
Hughes admires your talent, and we're sorry to pick you up like
this. We want to forcefully get the message across that Mr.
Hughes wants you to quit JPL and work for him."; They had spies
out, and knew that he was doing some really interesting
scientific work.  Jack played it cool, and said "Well, I'll have
to think about it. Please let me out by my home in Pasadena..."
But they drove him around for about an hour, and it was
definitely intimidation. Anyway, he then decided that the time
had come for him and Marjorie Cameron to leave for Mexico,
because his life was in danger.  He was packing up to leave when
his house exploded, and he was killed.  He knew how to handle
explosives and things like that, and also the explosion was so
strong that the whole house was destroyed - a big house with two
stories! His wife had gone around the corner to do some shopping
for a picknick. They were going to drive without stopping from
Pasadena to Mexico, and it was like they were escaping from this
monster who was Howard Hughes. Instead of that, the house blew
up, and she heard the explosion and went back. There was no
house! She was like one block away...

 This was in [1952]. Do you know if Crowley reacted to the
incident? Did he get the news?
 K.A.: Well, he must have got the news. I've never read a
letter or anything about his reaction to the news. But he was
dying practically, so these were his last months. But he had
already quarelled with Jack, because Crowley was great at
quarelling with people.

 About the Moonchild-operation?
 K.A.: Yeah, and he thought they'd done something stupid. In
a way, he was right, but Jack was so talented that it was a pity
that they had to have a falling out. It would have been better if
he'd said "You're going too slow, you're going too fast, or
you've done something wrong..." It's unusual with that kind of
talent. It's one man in a million with a true talent for Ritual
Magick. Jack had that talent. But there were some technical
mistakes in that ceremony, and in some of his rituals. I don't
know if he got the wrong numbers or something, or if he paid for
this with his life... I don't know. But the fact is that he was
jumping the gun. He wanted to become a Magus before he was really
qualified. In a sense, he was repeasting what Crowley did with
Mathers...

 And I guess squabblings like that have continued all
along...
 K.A.: Unfortunately. That's why I never wanted to join. I
prefer to be detached.

 So you've always worked by yourself?
 K.A.: Yeah. I'm a member of the A.'.A.'., but not the O.T.O.

 Did you become an A.'.A.'. Magus through the performance at
the Haight Theatre in 1967?
 K.A.: Well, that was the public thing. My real rituals are
private. It's also a psychic thing. I consider myself on the
path, but I've never tried to belong to a group or to have a
group around me. It's just my own choice.  If you have to choose
a Tarot Arcana of what is your thing, I'm a Hermit.

 What originally made you interested in Thelema? Were you
introduced to Parsons, and he told you about the books or--?
 K.A.: As soon as I heard about it, something clicked and I
said "This is mine!"  My family is Scottish-Presbyterian from an
ethnic background of German and Scottish. I never was attracted
to their church. They tried to take me when I was twelve or
something, and I told them "No!"  I was the first child to do
that, and my brother and sister were both very happy to go along
in the footsteps. I refused to go to church on Sundays, and I got
my allowance cut because I was rebelling in a way that
embarrassed them. But then they left me alone. So I had rejected
Christianity at an early age, and I never believed in Santa Claus
either! (laughs)
 I find Christianity repellant. I don't like the story, I
don't feel I need someone to get nailed to a cross to pay for my
sins. It's ugly! I don't know how much longer it'll last... It's

 Kenneth Anger's fireworks --magic works, committed to
celluloid-- light up to reveal portions of a personalized
universe.  A silent universe, soundtracked by potent music
(1971's "Rabbit's Moon" features Mary Wells's obscure, fierce
"Bye Bye Baby"), a universe of explosive ritual, populated and
powered by machines and powder puffs, hard deities and fluffy
bunnies -- all alluring, all charged with meaning.  And Anger the
author has accomplished what Anger the filmmaker hasn't had the
means to do: create a grand narrative tale.  His "Hollywood
Babylon" and "Hollywood Babylon II" use the historical materials
--private and public lives-- of the film industry to create a
renegade epic to end all epics: a meta-Hollywood saga that
illustrates greed and countless other deadly sins.
 The 73-year-old Aquarius (with, of course, Scorpio rising)
Anger says he misses the late Boyd MacDonald (author of "Cruising
the Movies"), whom I'd consider his closest peer as a writer;
movie-wise, his disdain for Hollywood grows by the year, but he's
keenly aware of film's endangered state, avidly noting the good
works and bad taste of preservationists like "old playboy" Hugh
Hefner and Hewlett-Packard inheritor David Hewlett.  Half a
century has passed since Anger's "Fireworks" (1947) first lit up
a screen, but the director premiered a video (titled "Don't Smoke
that Cigarette") last month at the Silverlake Film Festival, and
he has other works planned, including a long-awaited filmed
version of Aleister Crowley's Gnostic Mass.  At a different kind
of ceremony, in conjunction with this year's Film Arts Festival,
Anger --ironically, along with Matthew Barney***, whose works owe
a major debt to Anger-- will receive a James T. Phelan Art Award
and introduce screenings of two of his works.

 Bay Guardian: What's the status of Gnostic Mass?
 Kenneth Anger: It is all scripted and planned using a temple
in Austin, Texas, with a group there -- a lodge of the OTO [Ordo
Templi Orientis]-- that do it once a week.  They're completely
familiar with all the moves and the meaning. I just have a
problem with funding, because I really wanna do it on 35mm.

 I've read that various directors [Olivier Assayas, Paul
Schrader] have been interviewed for a documentary about you.
 KA: The [documentary's] director is connected to the OTO.
He's not a cameraman; he's what you would call an enabler. It was
his idea to do a documentary, [interviewing] people like
Alexandro Jodorowsky without me present. I've known Jodorowsky
for 20 years or more; I'm thinking back to when I was living in
London and he came by to see me with Dennis Hopper when I was
filming "Lucifer Rising."

 Do you like Jodorowsky's films?
 KA: I admire him as an artist. I believe strongly in animal
rights, so his scenes of slaughtering chickens and so forth -- I
don't find that at all funny; I find it disturbing. I'm not
myself a chicken, in the sense that I'm not squeamish. I've been
through wars and revolutions and riots, but I happen to draw the
line with animals. We remain friends, though we have a big
difference on that concept. I've talked it over with him several
times, and we decided that was his artistic adolescence. As
someone who had a beloved rabbit when I was four years old, I'm
not going to just sit back and smile at slaughter. I consider his
films to all be one film -- they're a river named Jodorowsky. You
raft your way down it, there's rapids and whirlpools and all
kinds of things.

 How would you characterize your films?
 KA: They're like a coded autobiography, I suppose. Not that
I'm being coy. The regret I have is that I've only made one
["Rabbit's Moon" on 35mm -- that was in Paris when some Russians
making a documentary for Ionesco gave me some leftover
black-and-white film. I always try to make my 16mm look as 35mm
as possible. I appreciate the opposite aesthetic, which I guess
you could call the Jack Smith aesthetic, but it's not my
aesthetic.

 Can you think of a contemporary version of "Fireworks'"
sailor, or [1965's] "Kustom Kar Kommandos'" biker? Do current
masculinity types hold any interest for you?
 KA: No. I've seen a number of films, usually shorts --in
Out-fests and things like that-- where the filmmaker has
personally called me, saying, "Oh, you were my great
inspiration." I see the result, and I'm kinda chagrined; I wanna
crawl under the seat, because it's too wimpy. It's not that I
want violent things. Film as a medium is so easy to turn into
mush; I want structure, I want intellect. It can be a very
anti-intellectual subject, but I want some thought, and I don't
see it much.
 These guys --I don't know where they find the money, maybe
they blackmail their parents-- often work on 35mm. I don't want
to sound like sour grapes, but as a matter of fact I am pissed
off. [Laughs] Because they

Crowley en film

 Op 25 september 1920, het was op een zaterdag, schreef
Aleister Crowley in zijn dagboek:
 "I had an idea for a film, 'The Tailor', where a mean meek
little man, say the girl's father, despised and forgotten in the
course of the film, strikes a cunning blow at the end.  The
interest is absorbed by the fight of two men for the girl, and
then the tailor pops up, and sticks his scissors in her jugular."
 Hij was in films en het schrijven van scenario's
geïnteresseerd geraakt, onder andere door de aanwezigheid, op
zijn Abdij, van Jane Wolfe, een filmactrice. Hij legde haar zijn
probeersels voor en was tevreden over zichzelf toen zij ze goed
keurde. Voor zover ik heb kunnen achterhalen is er van die
scenario's maar één over, van een film die 'Odd Boots' moest gaan
heten.

Film en Magie I

 Film is het magisch medium bij uitstek. In een vage
gelijkenis met het oeroude schaduwspel in Plato's grot
volvoeren op mensen gelijkende wezens als in een trance de wil
van een onzichtbaar blijvende verhalenverteller. De regisseur is
de magiër bij uitstek, die al naar gelang de gecompliceerdheid
van zijn ritueel, al dan niet ingewikkelde handelingen kan laten
verrichten. De spelers lijken vaak niet meer dan marionetten.
 Filmmakers kan men over het algemeen ruwweg in twee groepen
indelen: 
 Zij die menen een 'eigen' werkelijkheid te scheppen
(subjectief);
 Zij die menen 'de' werkelijkheid weer te geven (objectief).

 In beide gevallen kan men stellen dat de filmmaker probeert
de kijk op de werkelijkheid van de toeschouwer te veranderen, in
het eerste geval direct door middel van het medium film zelf, in
het tweede geval door middel van hetgeen men laat zien. In dat
tweede geval praat men onder andere ook over de documentaire, het
lijkt op een 'officiële' versie van gebeurtenissen.  Dezelfde
indeling kunnen we ook maken als we kijken naar de middelen die
een filmmaker ten dienste staan.
 Misschien is het juist om te zeggen dat hoe primitiever de
middelen zijn, hoe persoonlijker het eindproduct over het
algemeen is. Stijl zal een hoop moeten vergoeden? Het is in dat
geval de persoonlijkheid van de filmmaker die van doorslaggevend
belang is. Hij zal ons moeten 'dwingen' om naar zijn film te
kijken.

Undergroundfilm

 In de jaren vijftig van de twintigste eeuw ontstond er in de
Verenigde Staten een toenemende beweging van jongeren die meer
persoonlijke vrijheid wilden. De eerste sporen daarvan waren al
in de tweede helft van de jaren veertig merkbaar. Toen waren het
enkelingen die hun onrustgevoelens trachtten kwijt te raken door
te reizen, drugs te gebruiken of naar jazzmuziek te luisteren.
Het was het ontstaan van de 'Beat Generation'. De interesse in
oosterse mystiek nam toe. Men wilde op allerlei manieren het

wereld 'rijp' was voor een nieuw soort mens, ruimdenkender,

als Aleister Crowley nam explosief toe.
 Analoog aan die ontwikkeling was er ook een beweging van wat
'Undergroundfilms' werden genoemd.  Geïnspireerd door vroegere
stromingen als Dada en het Surrealisme, ontdekte men als het ware
opnieuw het medium film. Men dwong het publiek als het ware om
opnieuw naar films te leren kijken. Een nieuw soort symbolisme
leek te ontstaan, waarbij de kunstenaar het publiek wilde leren
om de zaken te zien zoals hij ze zag. Daarbij ging de intentie
voor de kwaliteit. De films werden gemaakt met vaak uiterst
primitieve middelen.

 Een andere drijfveer was om te breken met het monopolie wat
'Hollywood' leek te hebben op wat een film moest zijn en hoe die
er moest uit zien. De Undergroundfilms waren niet commercieel.
Men wilde niet in de eerste plaats het publiek vermaken. Daarbij
kwam dat men in feite alles zelf deed en niet onderworpen was
aan het gezag of de ideeën van een producer of geldschieter die
uit naam van een grote maatschappij de film vooral wilde
verkopen. In tegendeel, doordat de films ongecensureerd waren en
vaak ook experimenteerden met het tijd-ruimte idee, veroorzaakte
een aantal van de eerste Undergroundfilms nogal wat rellen.

 De films waren veelal een verslag van spontane

 Legislation approved by Congress criminalizes the flow of
information from government whistle-blowers to citizens


 President Clinton should veto a bill vastly increasing
government secrecy at the expense of the public's right to know.
The provision, part of the Intelligence Authorization Act of
2001, was sought by the Central Intelligence Agency.
 The ostensible rationale for the legislation is that too
many national secrets are being leaked to the press and their
disclosure has created grave dangers to the national security.
 Advocates of free speech believe the real reason is that
government wants no interference with those of its initiatives
that may be unpopular, unethical or, in some cases, illegal.

 If the bill becomes law, it would create an official secrets
act of a kind that exists in totalitarian regimes but has never
been tolerated in this country.
 Government officials who disclose classified information -
even inadvertently - could be prosecuted for a criminal offense.

 Laws protecting national security already exist. They are
sufficient to protect the nation's real interests in safeguarding
real secrets.
 In the new legislation, whistle-blowers are not the only
group targeted.  News organizations would be inhibited in
gathering and publishing information about government activities.
 And the real losers would be American citizens, whose
ability to learn about what their government is doing would be
decisively curtailed.
 Democracy demands an informed citizenry. It also demands, to
the greatest degree possible, that government functions be
conducted in an open and accessible manner. The tyrannies of
despots are possible, in part, because of secrecy.

 Former President Eisenhower's warning about the
then-emerging military-industrial state wasn't merely a caution
about the conjunction of power, influence and high finance. It
was an admonition to beware of a hidden network of relationships
that he believed threatened to subvert democratic institutions.
 Consideration of news stories that, had there been an
official secrets act, might not have been published in the past
is disheartening.
 The Pentagon Papers is in that class. Watergate might
qualify. Iran-contra certainly would.
 So would radiation and biological experiments on American
citizens, fraud by defense contractors, industrial spying abroad
by the government, and abuses by the CIA.
 The new legislation raises many questions. Who defines what
is classified?  What's to prevent government from classifying
everything, including school lunch menus and subsidies to hog
farmers? Will government officials become so gun-shy that they
won't disclose even the time of day?
 One of the bill's opponents is Pentagon spokesman Kenneth
Bacon. He says it makes his job nearly impossible.
 None of us can afford to give government a blanket to hide
its misdeeds.
 Trust and verify, former President Reagan used to say about
dealing with foreign powers. That's a good strategy, too, for
citizens in their relations with the government.
 Unless President Clinton intervenes, however, the second
part of that formulaton will be lost under a shroud of official
secrecy.
 A presidential veto is in everyone's interest. And that's no
secret.

MOSCOW, Nov 3, 2000 -- (The Russia Journal) In Russia, an acting president
can decline to participate in television debates.

It’s enough to speak with a serious face the ridiculous phrase thought up by
some speechwriter – "I don’t want to discuss in public the difference between
Tampax and Snickers."

It’s not clear who the acting president thought he was in this case, Tampax
or Snickers. But it is only in Russia that voters can elect a man who no one
knows to be their president and then spend the next few years asking each
other: "Who is Mr. Putin?"

America’s Mr. Putins would, maybe, just love to avoid participating in TV
debates and all the other wearying trials that await them on the road to the
White House. But, in the United States, this would be equivalent to political
suicide.

The team of Texas Gov. George Bush was anxious as the three-round debate
between the presidential candidates drew near. Before the debates, Bush
lagged behind his Democratic rival, Al Gore, by several points. Most experts,
both American and foreign, figured that as a more experienced polemicist and
orator, Gore would easily win the debates and decide the fate of the
presidential campaign.

The self-confident Gore flew onto the stage with a beaming smile and blew a
kiss at the crowd. He revealed an arsenal that included dozens of similar
images worked out in the finest detail, each one a marvel of perfection and
chef d’oeuvre of the spin doctor’s craft.

The range of masks was extraordinary – decisive intonations, wise nods of the
head, ironic glances hiding seemingly bottomless depths of secret knowledge
and competence not given to the common mortal. There were skeptical sighs and
condescending mimicry during his opponent’s replies; solemn sorrow, carefully
rehearsed stage movements, touching concern for the little old lady and her
poodle who came from the back of beyond to hear how Gore planned to defend
her prescription drugs, and the modesty of the brave as he recalled his
"military feats" in Vietnam.

But the very perfection of these masks unmistakably gives away their
artificial nature, making their falseness visible to any observant viewer and
voter. This kind of "virtual" or "plastic" politician who is nothing more
than a collection of images reflects not a purely American phenomenon but a
general world trend. (British Prime Minister Tony Blair is an example, as is
Vladimir Putin in many respects. This is why robot-President Putin,
programmed by his PR specialists, looked so helpless and unconvincing when he
came face to face with the Kursk disaster, not foreseen by his spin doctors.)

George Bush looked less polished and more on the defensive. He allowed
himself to seem vulnerable, and this made him seem much more natural and
human.

The snap poll, asking who won the debate after the first round, gave the
following results: 48 percent for Gore and 41 percent for Bush. But winning
debates is not the same as winning hearts, and after the first debate, the
drift began in the other direction.

Al Gore also "won" the final debate, by a margin of 48 percent to 46 percent.
But when voters were asked, in the same survey, which candidate they thought
was more believable, the outcome wasn’t even close. It was Bush by a 50
percent to 41 percent margin; more honest and straightforward – Bush by 45
percent to 29 percent; more likeable – Bush by 60 percent to 31 percent. This
was a verdict that now only remains to be sealed by the Nov. 7 elections.

Napster fans rue day free music died

Music-loving Internet users are deserting the pirate Web site Napster,
accusing it of selling out to big business and betraying the community that
built it into an online icon.

"Here you guys were, the underground music-moving underdogs. Now you're
corporate. What the hell happened?" demanded one user in the Napster chat
room, under siege as members vented their spleen at a deal cut with media
giant Bertelsmann this week.

Music fans fear the deal will end their online music free-for-all. The
Napster site has allowed about 38million people on home computers around the
world to swap recordings - free of charge - in the form of digital MP3 files.

The number of Australian Napster users has doubled since June to 220,000 a
month, according to the research firm ACNielsen. It says legal battles with
the traditional record industry over copyright violation have only served to
increase Napster's popularity.

But this week's deal with the owner of the BMG label may prove more effective
in killing off the Web site than any court-ordered shutdown. Tens of
thousands of users logged on to say goodbye yesterday as Napster's management
posted a defence of the deal, under which Bertelsmann will lend it money to
build a paid subscription service and potentially take a stake in Napster.

"I will never pay for an MP3," was the cry from Net users. They are heading
off to spongspy.com and napigator, among a long list of alternative, and
free, song-trading sites.

Shawn Fanning, the 19-year-old college student who created the Napster
software last year, is accused of selling out. Conspiracy theories abound.

"The romanticism of Napster was based on the fact it was a non-profit
organisation," said one formerly loyal fan.

Seeking to stem the exodus, Napster responded. Yes, there will be a new
fee-paying service but the free material will remain.

Mr Rob Appel, founder of the local site Chaosmusic.com.au, says it will be
difficult to balance the record industry's concerns about digital piracy with
the demands of Internet users.

"BMG will see a marketing advantage in aligning itself to Napster's huge user
base," he says. "But the downside is Napster will be deserted by its users."

Dear friends,   With the revelation last night of the drunk driving arrest and conviction in 1976 of George W. Bush, this marks the THIRD arrest -- that we know of -- involving this man who would be President.   Let me ask you, the readers of this letter: How many times have YOU been arrested? Me, none. Most of you -- once? twice? This guy has been arrested AT LEAST THREE TIMES! How many people do you know have been arrested three times? Go ahead, do a quick count on your fingers. The answer? NONE!   Yet, we are being asked on Tuesday to vote for a man who has been arrested THREE TIMES. For President of the United States! Are they kidding? The Republicans must take us all for idiots.   The first arrest of George W. Bush was for theft at a hotel. The second arrest was for disorderly conduct at a football game. The third arrest, we've now learned, is for a very serious crime -- drunk driving. What's the next crime committed by George W. Bush that we will learn of? When will we learn it? It is time for everyone to demand the truth from Governor Bush. I'm telling you, we haven't heard the last of his criminal behavior.   But next Wednesday will be too late to find out.   The press should be ashamed of itself for its laziness. I cannot believe it took a young woman, Erin Fehlau -- at a FOX affiliate, no less -- up in Maine to stumble onto this story and do the necessary work to uncover it. Where have the big networks' investigative reporters been?   I'll tell you where: ASLEEP AT THE WHEEL!   After seeing this local Maine reporter on "Nightline" last night explain how a policewoman told her she overheard a conversation between a lawyer and a judge, and then the reporter started digging around and found out the facts, it was clear the story was not planted by the Gore campaign, as Bush and his people have been insinuating.   The real story here is how did this conviction get covered up for so many years? I spoke to a lawyer last night familiar with these kinds of cases. She said that a D.U.I., in and of itself, is not something worth covering up. Had Bush revealed this himself, he would have found the public forgiving of his infraction.   No, my lawyer friend continued, the only reason to cover it up would be that there was something ELSE connected to the arrest that night -- e.g., drugs or resisting arrest. This other potential charge could have been dropped and expunged. The reporter was shown only the court docket which listed Bush's name, address, and the charge to which he pleaded guilty. What we need to see is the actual POLICE REPORT from that night. Assuming it hasn't been doctored, that will tell us the truth.   The Bush people have already lied about the nature of the D.U.I. arrest (they said the cop pulled Bush over because he was "driving too slowly"; the arresting officer last night said it was because Bush had "swerved off on the shoulder of the road"). Bush himself lied last night when asked about the night he spent in jail. "I didn't spend time in jail," he insisted. The officer told the local reporter that Bush, in fact, was handcuffed, taken to the station, and held in custody for at least an hour and a half.   This is not just some simple traffic ticket. I don't want to hear one word comparing this drunk driving conviction to Clinton's transgressions. Lying about consensual sex you had with another adult is NOT the same as getting behind the wheel of a car when you are drunk and endangering the lives of others (including the life of your own sister, Mr. Bush, who was in the car with you that night).   It is NOT the same as Gore volunteering he smoked pot in his youth. That act endangered no one's life and he did not try to cover it up.   And don't tell us that the drunk driving and the "drinking problem" was just a "youthful indiscretion." You were NOT a "youth" when you were in your THIRTIES on the night you were arrested while careening off the road. The fact is, according to your own admission (if not in these words), you were a drunk and a bum 'til the age of 40, living off your rich daddy who spent his time bailing you out of trouble.   For crying out loud -- if any Republican is reading this, I implore you: this man does not deserve to be placed in the highest and most respected office in the land! Bush voters, come to your senses! Lance Trimmer who went to Burma to the secret Tiger Camp of
General Khun Sa on the second Burma trip showed up in the
DAILY NEWS DIGEST office of Johnny Johnson in June of 1986.
Gritz had been back in the US a few weeks and lightning
bolts were falling.

I was doing research for the DIGEST on our nation's advanced
space development program.  Johnny Johnson became so enraged
after he called 24 of General John Singlaub's mercenary
pilots and reluctantly all of them confessed that they knew
massive loads of cocaine were being flown into the US on
military transports.  How did he know all these mercenary
pilots?  For the first time Johnny revealed that he was the
secret publicist for General Singlaub, for more than 20
years!  All this was big news to me.  Johnny was the guy who
signed Singlaub's checks http://www.dcia.com/de-prop.html.

The bottom line of all this is that I have not found anyone
who feels this information is useful to know.  The top staff
members of Maxine Waters and Militier-McDonald could not
brush me off fast enough.  Water's CIA staffer took half an
hour on the phone to explain to me how he did not have 20
minutes to see me in his office while I was in LA.  I have
probably written over a hundred congressmen and senators

with Senators Goldwater, DeConcini, McCain and Kyl on this.

I write a great deal about intelligence fronts and people do
not seem to understand what I mean.  Look how I was working
essentially for US intelligence and I did not have a clue.

Many say that they know wonderful people in the JOHN BIRCH
SOCIETY, AMNESTY INTERNATIONAL, LIBERTY LOBBY, ACLU, DRUG
POLICY FOUNDATION, PACIFICA RADIO and the many other fronts
I have defrocked.  But I have gone to the very top officers
of these organizations and I know they have no interest in
addressing the problem of the US government's dominance of
world narcotics trafficking.

There are not many willing to acknowledge that the problem
is as bad as it is defined in these short paragraphs or in
its blue lines.  Researchers do not want to assimilate this
information because it is too frightening.

It is Gritz's account as it was unfolding that Perot asked
him to go to SE Asia and determine if there were still
American POWs.  When Gritz returned and said that there were
Gritz said Perot turned his back to the problem.  Perot
wanted to be told there were no POWs.

One thing that made Gritz see red at the time was his
discovery that Richard Armatage was using the MIA

Bo Gritz was James Bond 007 licenced to kill for the US government.  He is a
great story teller and a gifted speaker.  He tells of killing 300 "communists"
personally, many of them close in.  His tight knit circle looks down on those
who are not professional assassins.

Look at all the foreign metals on the Colonel's chest that are from Europe
where
Gritz was never officially stationed.  How do you suppose he earned those?

He told me how he officially eliminated a deputy sheriff in a southern US
state
by being infiltrated in as another officer working in the department.  This
was
a US citizen on US soil.  Bo did not feel right about it but he would always
pray that if a hit was not supposed to happen God would do something to stop
it.  That kept him covered with the man upstairs.

I feel that all that Gritz says about Armatage and Shackley is true, although
it
is rearranged and simplified by top intelligence czars to be made easier for
everyone to understand.

You see as I viewed the 40 hours of video tape (taken with a borrored CBS NEWS
camcorder)  of Gritz and Weekly with Khun Sa I was struck by a document that
was
visible in front of Gritz as he was preparing to speak with Khun Sa.  It was
the
Dan Sheahan affidavit of the CHRISTIC INSTITUTE that was not released publicly
for another 2 months.  Every word that came out of Khun Sa's mouth was
readable
from those paragraphs as video taped.

Now it seems a bit disingenuous for the Colonel to say he was shocked to hear
General Khun Sa say the nanes of Theodore Shackley, Richard Armatage and
Santos
Trafacanti.

Before Gritz came to the offices of Johnny Johnson in June of 1987 he had
already spoken publicly with Daniel Sheahan.  Gritz, Johnson and Sheahan are
all
high level assets of US intelligence.  Is it possible for those outside the
intelligence community to understand what is going on here?

Now if that is not thick enough, consider this.  Scott Weekly was sent to jail
for shipping 200 lbs of C-4 plastic explosives that he got from Fort Sill in
Oklahoma to be used by Gritz and Weekly to train Mujahadene general staff
officers at a remote EVERGREEN base in Nevada.  Here is a letter Trimmer

Bohnan is a news director who is a friend of Ted Shackley's who snuffed major
evidence in the OKC bombing.  The OKC bombing is super saturated with

I have just a few problems with this DUI story. One, Dubya's verbal evasions
refer to it only as the "mistakes" made in his "youth."  Despite the fact
that, as we get older, we tend to see all significantly younger people as
"young," I think most people, myself included, don't include age 30--the age
at which Dubya drank and drove (and got caught, because if he got caught
once, statistics say he did it a hundred times more) in the concept of
"youth." Gosh, those "youngsters" are usually thought of as teenagers. I
think we need to investigate the Texas troupers' records of later
years--including arrests that Daddy Bush had wiped--rather than just
reacting to this one report.
Second, Bush has said he stopped drinking '14 years ago"--which would
make him 40--10 years AFTER the arrest. He says of the arrest "I learned my
lesson!" but apparently the learning took 10 years to sink in. In between
times, he appears to have been adrinkin' and adrivin', and just not atellin'
Ole Daddy Bush. If dumbbell Dubya is elected, and it takes him ten years to
learn a lesson, he'll be out of office before he "larns his lesson!" if he
makes mistakes that cause disaster to the country wrong-headed enough to
elect him.
Why is this important?  For one thing,  WHERE ARE THE MOTHERS AGAINST
DRUNK DRIVERS--MADD--IN THIS DISCUSSION?  HOW HAVE THEY BEEN SILENCED?
Presently, drinking and driving is viewed as a heinous and irresponsible
crime. In California, where I live, ONE DUI ARREST ( at only .08 blood
alcohol--Dubya's was .12--half again as high) will cost drivers automatic
license revocation for three months, AND they need to go to behaviorial
school, AND they get mopped through the court system for a year, the
insurance company cancels them and they need special insurance policies.
'Two friends told me ruefully that their (first and only) DUIs cost them
$10,000 apiece. Jail is also a possibility for the judge to impose.
Why aren't these "concerned mothers" speaking up? Have they been either
bought off--or terrorized into silence--by Dubya's campaign coerscion
specialists?
Parallel question:  what about Dubya's compulsive tastes for cocaine?
WHERE ARE ALL THE PEOPLE WHO SOLD IT TO HIM WHERE ARE ALL THE
ACQUAINTANCES WHO KNEW DAMN WELL WHAT HE WAS DOING!!! Same question: by what
strongarm methods have THEY  been silenced during the election?
The first election I remember directly is the 1960 one, Kennedy vs.
Nixon. Every election from that one forward has eloquently demonstrated that
each side plays dirty pool; I cheerfully admit that the political process
largely disgusts me. Yet I cannot EVER remember a candidate so OBVIOUSLY
DERELICT, lamebrained, owned-by-conniving-corporate-interests and
MOTIVATIONALLY AND INTELLECTUALLY unqualified as Bush is. I can only assume
that the largescale corporate ownership of the media has put a blockade
between the truth about this degenerate scumbag and the public's need to
know, and a falsifying spin on every embarassing fact that nevertheless
manages (as this DUI story did) to escape the censorship barricade. I only
wish all the mothers and neighborhood activists who scream so loudly against
"drunk drivers!" and "protecting our children against drugs!" would scream
now.

U.S. Attorney General Janet Reno said Thursday that a controversial measure that
would increase the penalties for leaking classified information will not lead to
a dramatic increase in prosecutions.

The provision would make the willful disclosure of classified information a
felony punishable by up to three years in prison and a $10,000 fine. It cleared
the House and Senate as part of the spending bill for intelligence agencies, and
President Clinton has until Friday to either sign it or veto.
When asked about the bill in her weekly news briefing, Reno said it was needed
because current law only covers leaks related to national defense.

piece of space debris that they say has a 1-in-500 chance of colliding with
the Earth in 30 years - far greater odds than any similar object ever
discovered.

If it is an asteroid and it hits the planet, "it would be equivalent to a fairly
sizable nuclear blast," said Donald Yeomans, manager of the Near-Earth
Object Program Office at NASA's Jet Propulsion Laboratory. For now,
though, that is "fairly low in terms of concern," he said.

The object, designated 2000 SG344, is believed to be 98 to 230 feet long.
It was discovered Sept. 29 through a telescope in Hawaii.

The chance of a collision is about a thousand times greater than for any
other asteroid-like object yet discovered, said Paul Chodas, principal
engineer of the NASA office.

Current projections are that it will make its closest approach to Earth on
Sept. 21, 2030, but miss the planet by 15 times the distance between the
Earth and moon. However, scientists are uncertain about the exact orbit
and cannot rule out the possibility of a collision.

More observations are needed to pin down the object's size; right now, it is
just a bright spot in space. But if it turns out to be an asteroid, more than
23,000 tons of rocks could come hurtling through the atmosphere.

The orbit - circular, close to the sun and in about the same plane as Earth's -
 is unusual for an asteroid, leading to suspicions that it might be a used
rocket stage, possibly one jettisoned from an Apollo launch in the 1970s,
scientists said.

In that case, the object would have much less mass and would not pose any
danger to Earth because it would burn up in the atmosphere.

The object is about 8.4 million miles from Earth.

The object's discovery is the product of an asteroid-hunting program that
found more than 8,600 more benign objects in September alone.

Some Army, Navy personnel unable to vote for new commander in chief

Members of the military who are currently stationed overseas have
complained that the Pentagon has not yet sent out absentee
ballots this year, meaning they will not get to vote for a new
commander in chief on Tuesday.

Specifically, members of U.S.  Navy units who are stationed
overseas and aboard the USS Cole -- the destroyer recently
attacked by terrorists while it was undergoing refueling in the
port of Aden, Yemen -- have either not received ballots or won't
get them in time because of current deployment circumstances,
Pentagon officials said yesterday.

"I've heard about this within the past week," said Lt.  Dave Guy,
a spokesman for the Army.  "We are trying to get more
information.  We don't know if they were delayed through the
mail."

He added that due to current deployment considerations, some
military members overseas likely would not get their ballots in
time.

"The support team for the USS Cole may not get their ballots due
to intermittent mail," Guy said.  "Some ballots could very well
be delayed for a number of reasons."

A Maine resident -- who asked not to be identified -- said her
Navy daughter who is stationed in Tokyo has received her absentee
ballot for every election except this one.

"No one at the base will be voting because all the absentee
ballots are missing," she told WorldNetDaily.

Navy officials were also contacted but did not return phone
calls.

Critics have suggested that the Clinton administration may have
purposely delayed sending absentee ballots to military personnel
overseas because most, according to recent surveys, will vote
Republican.  The White House has denied those charges.

According to Guy, officials with the Federal Voting Assistance
Program -- which helps manage balloting for overseas service
members -- "was not aware of any group non-delivery."

Guy said depending on the home state of the member, ballots can
be sent via Standard Form 136, which is a write-in ballot.
States have different deadlines for such ballots, he added.

Each ballot "is unit specific and handled individually," he said.

Guy noted that "the military has a much higher participation [of
overall voters] in the voting process" than does the general
voting public.  In the 1996 election, he said 64 percent of
service members participated; 40 percent of those were absentee
ballots.  Twelve percent could not vote for various reasons,
including because ballots were either sent late or otherwise not
received on time.

Pamela Churchill Harriman, Averil's wife, is one of the Democratic Party's
biggest fund-raisers. She once gave Bill a job as director of her "PAM PAC"
when he was defeated for governor in 1980. Bill paid her back by appointing
her as Ambassador to France.

Another Harriman/Bush friend, Eugene Stetson ('34), was an assistant manager
for Prescott Bush at Brown Brothers, Harriman's New York office. He organized
the H. Smith Richardson Foundation. The foundation, in the late 1950s,
participated in the MKULTRA, the CIA's domestic covert psychological warfare
operation. The Richardson Foundation helped to finance the testing of
psychotropic drugs, including LSD, at Bridgewater Hospital in Massachusetts,
the center of some of the most brutal MK-ULTRA experiments.

During the Iran-Contra operations, the H. Smith Richardson Foundation was a
"private donors steering committee," working with the National Security
Council to co-ordinate the Office of Public Diplomacy. This was an effort to
propagandize in favor of and run cover for the Iran-Contra operations, and to
coordinate published attacks on opponents of the program.

The H. Smith Richardson Foundation also runs the Center for Creative
Leadership at Langley to "train leaders of the CIA," as well as another
center near Greensboro, North Carolina, that trains CIA and Secret Service
Agents. Almost everyone who achieves the military rank of general also gets
this training.

This is just the tip of an iceberg. You also have eugenics and population
control, suppressed history and technology, yearly retreats, profitable
partnerships with brutal dictators, deals with "terrorists", the involvement
of the Knights of Malta, war-mongering and profiteering, mind-control, secret
societies for teens, ritual magic and more -- all spinning the dark threads

appears to me to be massive 'bending', not 'cutting', around the

The term "narcoterrorism" also soon became an essential adjunct to the
doctrine of national security developed by right-wing Latin American
military forces to rationalize their repressive domestic activities and
seizures of power. At the Fourteenth Bilateral Intelligence Conference of
the general staffs of the Argentine and Bolivian armies, held in Buenos
Aires in late August 1988, military leaders concluded that "the
relationship between drugs and subversion, which generates narcoterrorism,
has become part of the East-West confrontation, with a real impact on the
national-international security of the West." They declared that
"narcoterrorism now constitutes a means of Revolutionary War" and that "the
MCI [International Communist Movement] uses narcoterrorism as a
socio-ideological procedure for provoking social imbalance, eroding
community morale, and corrupting and disintegrating Western society as part
of the strategic objective of promoting the new Marxist order." Combating
narcoterrorism would justify repressing a whole range of familiar enemies:
"trade unions, religious, student groups, etc." Above all, it would require

GEORGE HERBERT WALKER BUSH

Like Richard Nixon, George Bush was a strong anti-marijuana/hemp president,
escalating the so-called "war on drugs" begun by Nixon. And, like Nixon,
George Bush was deeply involved with supporting the Nazis in the Republican's
closet. In fact, support for the Nazis was a Bush family tradition which goes
back more than six decades and, once again, to Allen Dulles.

Loftus and Aarons write: "The real story of George Bush starts well before he
launched his own career. It goes back to the 1920s, when the Dulles brothers
and the other pirates of Wall Street were making their deals with the Nazis.
. . ."

THE BUSH-DULLES-NAZI CONNECTION

"George Bush's problems were inherited from his namesake and maternal
grandfather, George Herbert 'Bert' Walker, a native of St. Louis, who founded
the banking and investment firm of G. H. Walker and Company in 1900. Later
the company shifted from St. Louis to the prestigious address of 1 Wall
Street. . . .

"Walker was one of Hitler's most powerful financial supporters in the United
States. The relationship went all the way back to 1924, when Fritz Thyssen,
the German industrialist, was financing Hitler's infant Nazi party. As
mentioned in earlier chapters, there were American contributors as well.

"Some Americans were just bigots and made their connections to Germany
through Allen Dulles's firm of Sullivan and Cromwell because they supported
Fascism. The Dulles brothers, who were in it for profit more than ideology,
arranged American investments in Nazi Germany in the 1930s to ensure that
their clients did well out of the German economic recovery. . . .

"Sullivan & Cromwell was not the only firm engaged in funding Germany.
According to 'The Splendid Blond Beast,' Christopher Simpson's seminal
history of the politics of genocide and profit, Brown Brothers, Harriman was
another bank that specialized in investments in Germany. The key figure was
Averill Harriman, a dominating figure in the American establishment. . . .

"The firm originally was known as W. A. Harriman & Company. The link between
Harriman & Company's American investors and Thyssen started in the 1920s,
through the Union Banking Corporation, which began trading in 1924. In just
one three-year period, the Harriman firm sold more than $50 million of German
bonds to American investors. 'Bert' Walker was Union Banking's president, and

The more I hear and read these ridiculous accusations and 
gross exaggerations by the Gore crowd, the more I think I will vote for Bush 
instead of Nadar. A kid stealing a wreath at a hotel is hardly a hardened 
criminal. His parents forced him to deal with the consequences of his 
behavior which I think is admirable unlike the dope-smoking Gore who got away 
with breaking the law. I think I would rather trust somebody who has "been 
caught" and dealt with it than somebody who is accustomed toconsidering 
themselves to be above the law. 

I have not but I know honest people who have been arrested for 
"crimes" similar to Bush. I do not know anybody who sold national security 
secrets to the Chinese in exchange for money which Gore personally collected 
from the Buddhist--oh, no wait! He was in the restroom from drinking tea, 
wasn't he? And his '95 deal with the Russians is now well documented. 
These acts of open treason just somehow seem worse to me that an argument at a 
ball game or a 25 year old DUI. It is the Democrats who are asking us to 
vote for a traitor.

G.O.P. Operatives Assist Nader's Raid on Al Gore

The long, strange trip of Ralph Nader across the fruitless plain
of third-party politics has finally arrived at its logical
destination: a brazen alliance with the Reagan-Bush Republicans
whose right-wing corporatist policies he still claims to oppose.
What at first seemed like mere tactical coincidence is taking on
a more sinister aspect, with advertising in support of Mr.
Nader's candidacy suddenly appearing on television screens in
swing states, courtesy of the Republican Leadership Council--a
soft-money committee that has supported George W. Bush from the
beginning of this campaign.

Mr. Nader, a longtime champion of clean politics and
campaign-finance reform, has uttered not a peep of protest
against that outfit's misuse of his image and speech to denigrate
Al Gore. And why should he, when what the Green crusader truly
craves is a victory for Mr. Bush?

Saying so would be bad public relations--and a bit too honest for
this reincarnated Diogenes--but there is no longer any doubt that
Mr. Nader prefers Republicans to Democrats for reasons both
opportunistic and ideological. He declared this preference to an
interviewer for Outside magazine months ago, then hastened to
deny what he had clearly said.

More recently, Mr. Nader and his surrogates have crafted a
variety of thin justifications for what would be the inevitable
effect of his own electoral "success." Just the other day, he
declared that he eagerly anticipates Mr. Bush's appointment of
"provocateurs" like James Watt, the Reagan administration's
phenomenally destructive Interior Secretary, as a stimulus to the
environmental movement. Actual ecological ruin, such as the
promised opening of Alaska's wildlife refuge to the oil industry,
is evidently of little concern to Mr. Nader if the resulting
public anguish increases his speaking fees and direct-mail
proceeds.

That may sound harsh, especially coming from a journalist who has
admired Mr. Nader and his works for many years. It is not quite
as strident, however, as the nasty personal rhetoric he has been
using lately against Mr. Gore, whom he has derided as "cowardly,"
a "liar" and a man with "a serious character problem." He has
gone almost as far in his denunciations of progressives who dare
to publicly back the Democrat--accusing dedicated environmental
leaders of being "servile," and insinuating that former Nader
aides who urged him to drop out are somehow self-serving.

Fortunately for him, mainstream journalists have spared the
consumer advocate any of the cynical, nit-picking scrutiny
endured by Mr. Gore during this campaign. It is true that Mr.
Nader has lived an unusually virtuous and public-spirited life,
but it is also true that, at the age of 66, he is not without
imperfections and hypocrisies. He refuses to release his personal
tax returns, but the scant information he has provided indicates
that he has become a multi-millionaire by shrewdly investing in
the very same corporations he regularly excoriates. He lives in a
million-dollar townhouse in Washington, D.C., but claims
residency in Connecticut, where income taxes happen to be
agreeably lower. He professes to be the champion of organized
labor everywhere, but he is in fact the only candidate who has
blocked unionization efforts more than once among his own
minimum-wage employees.

It would, of course, be a terrible injustice to portray Mr. Nader
as some sort of public-interest plutocrat, although that is
certainly how he used to be depicted by the conservative and
business press, before they realized that this fierce former
adversary had transformed himself into their single most useful
political ally. The worst to be said of him is that he has become
a self-aggrandizing crank who--like most of his well-upholstered
celebrity supporters--stands to lose nothing in a Republican
ascendancy that will punish poor people, women, minorities and
workers.

Do he and his supporters really think that it doesn't matter who
Mr. Bush will appoint to the Supreme Court, where abortion rights
and so much more will be at stake in the coming decade? Do they
believe that it will make no difference to working families how
the surplus is apportioned among the rich and the rest of us? Do
they expect somehow to undo the damage to the planet done by an
administration that disdains global warming as a myth?

Any and all social sacrifices will prove worthwhile in the long
run, according to Mr. Nader, because he (and not the Green Party

FYI, I don't watch much TV at all. 
Don't have time for it. IF and when I do watch TV, I'm usually 
watching a rented movie or a prime movie channel. I get my news, 
online, as I hate the forcedcommercials, and nearly 
refuse to watch TV because of the marketing circus. 
My TV time is very limited, as I do work 
for a living.

Neither has the guts, nor the brains to stand up

SACRAMENTO, Calif. (APBnews.com) -- State officials are putting the finishing touches on the nation's first hate crime computer database, which will help police track criminals who are motivated by prejudice.
The statewide database, which is scheduled to be up and running by summer's end, will offer an unprecedented amount of information to law enforcement, said Sandra Michioku, spokeswoman for the state attorney general's office.
Currently, there is no centralized statewide repository of information about hate crimes. A sheriff's deputy investigating a hate crime in Northern California may have no idea that a similar incident occurred in San Diego, Michioku said.
The database will change that, she said. It will include information about the crimes committed, the suspects and other information such as vehicles spotted at the scene of an attack.
"You might have information on a firebombing, such as a description of what kind of accelerant was used," Michioku said.
Sophisticated suspect sketches
Police officers will be able to create high- tech suspect lineups by filling a computer screen with various mug shots from the database.
California already has a computer database that provides information on stolen cars, criminal records and wanted suspects. But the hate crimes database will be the most elaborate of its kind in the state, Michioku said.
The database will be called HATE -- Hate crime Analysis Tracking  Evaluation.
California allows prosecutors to file extra charges in crimes that target victims because of their race, national origin, religion, gender, disability or sexual orientation. The gender provision also covers transsexuals.
Matching hate groups' tech savvy
Hector Jimenez, a San Diego assistant district attorney who runs a hate crime unit, said the database would help law enforcement match the technological expertise of hate groups.
"Those people who advocate that others commit crimes are technologically savvy," he said. "It's time for us in law enforcement to use technology in our efforts to combat intolerance."
Virginia Black, California's first elected female sheriff, is also a fan of the database. She is sheriff of Northern California's Yuba County. "As we in law enforcement know, hate crimes are not perpetuated by people who live next door all the time," she said. "[There] are professional hate crime perpetrators who travel from city to city and site to site across the United States."
The database will allow authorities easy access to information about similar crimes, Black said.
"Currently, if we had a hate crime, we might put out a statewide or nationwide teletype to all law enforcement agencies asking for others who had similar incidents. It's just a much slower, more cumbersome journey to the same point," she said.
High-profile cases
Yuba County, with a population of about 58,000, had only one reported hate crime last year. But Black suspects that more occurred but were not reported.
California has been hit by several high- profile hate crimes in recent years:
Two white supremacist brothers stand accused of killing a gay couple in Northern California. The brothers are awaiting trial. A San Diego man was convicted this year of committing gender-based hate crimes in connection with his random, brutalassaults on five women, including the daughter of the city's police chief. He received a six-year sentence for that attack and several others. In a case that attracted national attention, five white men attacked a black man outside a Memorial Day party two years ago in Santee, a suburb of San Diego. The victim was left paralyzed. One attacker received a 9-year sentence while the other four, who had a lesser involvement, received one-year terms. Last July, someone threw a tear-gas grenade into the crowd at San Diego's annual gay and lesbian pride parade. Dozens of spectators were gassed, as was a marching contingent of parents and young children. No one has been arrested in the case.
In 1998, according to state statistics, 1,750 hate crimes were reported. Of those, 1,134 were motivated by race, 226 by religion and 387 by sexual orientation.
Within those categories, the largest number of attacks came against blacks, Jews and gay men. In three other cases, victims were attacked because of their disability.
The state later added gender to its hate crime statutes. --

in and has abunch of "Pro's" sort through the books that were handled by

Nov. 04, 2000 | The last 24 hours have proved once again that moralizing right-wingers can dish it out, but they can't take it. 
For the past eight years, an endless procession of conservative moralists -- politicians, journalists, commentators and general blowhards -- have denounced President Clinton as the most disgraceful, lying, conniving, lascivious, hippified, stoned, intern-groping, morally relativist president ever to disgrace the Oval Office. Many of them were seething with righteous indignation the moment the skirt-chasing, draft-dodging, non-inhaling good ol' boy took the oath, but when the Monica Lewinsky affair broke their wrath assumed towering, Jonathan Edwards-like proportions. 
The impeachment leaders in the House and Senate led the way, intoning pious denunciations of the president as a truth-evading, slippery, slimy scoundrel. The most vociferous was Rep. Bob Barr, R-Ga., who did a superb imitation of a Southern Baptist minister preaching with a nasty hangover, spewing out a stream of invective against the cancerous, satanic lizard coiled up in the West Wing. Fellow Republicans Alan Simpson, Trent Lott and Tom DeLay thundered on and on about the president's disgraceful behavior. Rep. Henry Hyde invoked the great battles of the past as he implored his fellow congressmen to do the right thing and impeach the lawbreaker. 
The juiciest invective, however, came from outside the corridors of power. Moralist without portfolio William Bennett, almost apoplectic with rage that a sheep-like nation was letting the Great Satyr off the hook, sent forth a vein-bulging screed titled "The Death of Outrage." Rush Limbaugh flogged his Dittoheads daily with rapid-fire denunciations of the equivocating hound from Arkansas. And, of course, much of the rest of the press -- especially the pack-followers in the Beltway -- hastily doffed their reporters' fedoras to don the black wigs of cut-rate moral judgment. 
I often wished, watching this endless orgy of moral condemnation, that I could live to see what these worthies would do if the equivocating, evasive, cunning, legalistic good ol' party boy they were eviscerating suddenly turned out to be a Republican. Call me cynical, call me a victim of decades of morally relativistic brainwashing at permissive public schools, but I had a sneaking feeling that the whole moral-outrage thing was a complete fraud, a sham, merely a handy technique used by partisan hacks. 
If it was their boy, I suspected, the "outrage" would magically disappear. The thunderbolts of opprobrium would suddenly become a nudge-nudge, boys-will-be-boys wink and nod. The miscreant's evasive, slimily legalistic behavior would -- kazaam! -- be transformed into a high-minded concern for the feelings of one's family. And the revelation itself would -- press avail! -- be attacked as a political dirty trick. 
I never thought I'd see it happen so soon, before the current POTUS had even vacated the White House. But it just did. And guess what? The whole moral outrage thing wasa complete sham. 
Here's what we know. We know that Clinton is an equivocating, evasive, cunning, legalistic good ol' boy who tried to cover up his misdeeds -- in other words, a typical human being. 
Now we know (if we didn't already) that George W. Bush is also an equivocating, evasive, cunning, legalistic good ol' boy who tried to cover up his misdeeds -- another typical human being. 
But the people who were braying for Clinton's head then are silent now. It's a world-class demonstration of hypocrisy. 
Of course, being arrested for drunken driving 24 years ago isn't a mortal sin. It shouldn't disqualify you to be president. It's a human failing, like Bush's rumored youthful drug use (or Gore's admitted drug use), or like Clinton's inability to keep his hands off Monica Lewinsky. Still, one would have a little more compassion for Bush if he demonstrated that he had learned something from his youthful indiscretions -- if, for instance, he showed some compassion for the thousands of people locked up for minor substance-abuse violations in Texas jails. (Violations it's hard to believe he himself didn't engage in.) But all that he seems to have learned is that if you get away with it, it's OK. 
Nor is Bush's failure to reveal the arrest a mortal sin, although that failure raises serious questions about his judgment. Not revealing that one was arrested for a serious crime, when one is running for president, is both foolish and arrogant -- qualities that in Bush's case seem linked to his silver-spoon background. He's always gotten away with everything -- hell, he became the GOP's candidate for president with fewer qualifications than any candidate in modern history -- so why shouldn't he get away with hiding a li'l ol' arrest?

Members of the military who are currently stationed overseas have complained
that the Pentagon has not yet sent out absentee ballots this year, meaning
they will not get to vote for a new commander in chief on Tuesday.

Specifically, members of U.S. Navy units who are stationed overseas and
aboard the USS Cole -- the destroyer recently attacked by terrorists while
it was undergoing refueling in the port of Aden, Yemen -- have either not
received ballots or won't get them in time because of current deployment
circumstances, Pentagon officials said yesterday.

"I've heard about this within the past week," said Lt. Dave Guy, a spokesman
for the Army. "We are trying to get more information. We don't know if they
were delayed through the mail."

He added that due to current deployment considerations, some military
members overseas likely would not get their ballots in time.

"The support team for the USS Cole may not get their ballots due to
intermittent mail," Guy said. "Some ballots could very well be delayed for a
number of reasons."

A Maine resident -- who asked not to be identified -- said her Navy daughter
who is stationed in Tokyo has received her absentee ballot for every
election except this one.

"No one at the base will be voting because all the absentee ballots are
missing," she told WorldNetDaily.

Navy officials were also contacted but did not return phone calls.

Critics have suggested that the Clinton administration may have purposely
delayed sending absentee ballots to military personnel overseas because
most, according to recent surveys, will vote Republican. The White House has
denied those charges.

According to Guy, officials with the Federal Voting Assistance Program --
which helps manage balloting for overseas service members -- "was not aware
of any group non-delivery."

Guy said depending on the home state of the member, ballots can be sent via
Standard Form 136, which is a write-in ballot. States have different
deadlines for such ballots, he added.

Each ballot "is unit specific and handled individually," he said.

Guy noted that "the military has a much higher participation [of overall
voters] in the voting process" than does the general voting public. In the
1996 election, he said 64 percent of service members participated; 40
percent of those were absentee ballots. Twelve percent could not vote for
various reasons, including because ballots were either sent late or
otherwise not received on time.

Rather than being diverted by endless debate over which of the two
corporate-sponsored candidates is the dumbest or the biggest liar, we might
instead act as if we know that this is a 'dog and pony show' designed to give
the impression of a contest  —  an extravaganza for the media and brainwashed
masses  —  obscuring issues that will impact us greatly while manipulating
public opinion with tabloid tactics, while corporate fascist globalism proceeds
smoothly, and will continue to, regardless of which candidate 'wins'.

Leaked facts from the past  — political scandals for today's headlines  —  do
not represent reality in its entirety.  What about all the information that has
not or will not emerge due to the protection that influence and money ensures?
Ever wonder about all you don't know and never will about these priviledged candidates?

Why waste time and energy arguing over the illusions of smoke and mirrors?  The
compliant denizens of Plato's cave were sure the the shadows were reality,
enslaved by the false perceptions they themselves continued to defend. Perhaps
the unknown, however better it may be, is too great a threat for most.

You want to know how the corporate candidates perceive you  —  the citizen, the
voter, the public?  They are interested only in how they can use you, your
energy, emotions, money and vote to further their personal and political
agendas.  Do you think the issues that will negatively impact your life will
effect their lives?  If so, think again.  They believe they are exceptions to
the rules and see to it they are, with only each other to contend with.  They
are immune from the consequences of diminishing prosperity and liberty.  But you
will not be.  Enacted and pending legislation, under the guise of wars on
terrorism, drugs, hate, gun violence or disease are building an infrastructure
that allows for legally unquestionable persecution of all who speak out against
corporate government policy.

Has either 'major' candidate addressed his commitment to the rights guaranteed
US citizens by the US Constitution and Bill of Rights?  Or the issue of US
sovereignty over global policy agendas such as are being promulgated by the WTO,
IMF, UN, etc.?  Have either of them even been asked by the media to comment on
these issues?

What about the fact that allopathic medicine in this country is the 3rd or 4th
leading cause of death and debilitation of US citizens, thanks to the
industrial/military/pharmaceutical complex with the complicity of our elected
representatives and federal agencies?  Who profits from the medical deathmill?
Certainly not the citizens of this country.  Yet first amendment rights are
ignored as the corporate/government medical complex seeks to limit and control
access to and information about alternative health treatments.  While second
amendment rights are threatened with erasure by hypocritical feigned concern
over gun deaths and injuries  —  a mere drop in the proverbial bucket compared
with the devastation done by our traditional allopathic 'health' system.

Has either candidate taken a stand on genetically engineered food?  We recently
have seen unnatural and repugnant GE foods surreptitiously integrated into the
food supply without the benefit of truth in labeling, which hasn't been imposed
by the USDA in spite of great demand expressed by informed consumers.  This, of
course, is to our great disadvantage but to the advantage of the multi-national
corporations that seek ultimate control of the food supply and the engineered
default of the bounty of nature to their profit driven agendas.   Where are our
elected representatives or governmental public health and welfare institution
officials that 30 to 50% of our incomes are extorted to support?  Who among them
administers on behalf of the health and welfare of the population and the
environment?  Or even listens to concerns of the public it serves?  The FDA, the
USDA, the NIH, the EPA, the BLM, your elected representatives?  All but a
handful of individuals have made it abundantly clear they have no interest in
our concerns, health and future, but instead represent the interests of the
corporate power complex.

What about escalating government secrecy and the development of
biowarfare/genocidal/biocidal programs funded with US taxpayers' money?  Who
profits from the control of amoral science?  The war machine.  We work 4 to 5
months of our work year to pay for our own demise and the end of representative
democracy in exchange for an encroaching corporate totalitarianism. The
corporate elite intends to continue to rule us with diminishing subtlety,
relying on systematic state 'education' and our dysfunctional tendency to trust
and believe the 'feel-good' lies and media theather we are being fed by their
bought-and-paid-for agents and agencies.

 BOGOTA, Colombia (AP) -- In a step a Colombia Indian
 tribe says spells death for its culture, an American
 oil company began test drilling on Friday just outside
 the tribe's reservation, the state-run oil company
 announced.

 Leaders of the U'wa Indian tribe have protested the
 Occidental Petroleum Corp. project for years, at one
 point even threatening a mass suicide should the
 company be allowed to drill in the area near
 Colombia's eastern border with Venezuela. 

Okay, now we know why there is all this interest in Columbia.  It's a target
for oil drilling.  Why don't they just go in and shoot all the natives and
start drilling right from the beginning instead of all this fol-de-rol about
drugs and all that crap.  Most of us know that if our oil companies want
profit, the whole world should step out of the way.  They really don't have
to go to all the trouble of drug wars, spreading strange fungal diseases
around and all that stuff.  Just speed things up.  Dutch Shell has the idea.
Send in "police" to kill everybody and shag them out of the area, then drill,
pollute and do what you want to do.  If anyone protests, hang 'em.  Prudy

I saw this film in l975.  It played on television in Okinawa, Japan.  Mr.
Anger as a child was one of the most beautiful beings it's ever been my
pleasure to see.  The film also had Mickey Rooney playing Puck.  He was
arresting, and I'm not sure he ever did a role I liked better until he played
the trainer in National Velvet.  He did a bangup job there too.  Merle Oberon
and Gene (somebody or other) were Titania and Oberon.  The film was
spellbinding.  I've never seen any of his other work, but his "Hollywood
Babylon" books were interesting and amusing.  I can still giggle if I think
of the story about Tallula Bankhead and Gary and Jacky Cooper.  Prudy

An analysis by an environmental research
group shows that the African AIDS epidemic is reducing life expectancy,
raising mortality, lowering fertility, leaving more men alive than women, and
producing millions of orphans.

Worldwatch Institute chairman Lester Brown said that unless a medical
miracle occurs, almost all the 24 million Africans infected with the virus at
the beginning of 2000 will die. Each day 6,000 Africans die from AIDS, and
an additional 11,000 are infected.

Brown said the epidemic is not being given the priority it deserves, either
within countries most affected or in the rich nations and other countries
outside Africa.

Some hope is offered in Uganda, one of the earliest-hit countries, which
has managed to give AIDS a high priority, and Zambia may be turning the
tide in lowering infection rates as well, Brown said in his report, based on
research by Worldwatch and other private and government agencies.

Brown noted that life expectancy, a key indicator of economic growth, is
falling fast in Africa.

In Zimbabwe, without AIDS, life expectancy in 2010 would be 70. With
AIDS, it is expected to fall below 35 years. For South Africa it will fall from
68 to 48, and for Zambia from 60 to 30.

"These life expectancies are more akin to those of the Middle Ages than
the modern age," Brown said.

New research also indicates the virus reduces fertility, Brown said. The
research is limited but indicates that from the time of HIV infection onward
fertility among infected women slowly declines.

The report said that by the time symptoms appear, women are 70 percent
less likely to be pregnant than those who were not infected.

Because African women most often have sexual relations with older men
who are more likely to be infected, the females get the disease earlier and
die before completing their reproductive years, which further reduces
births.

Worldwatch said Africa faces a shortage of women that is unique in the
world.

After wars, countries often face shortages of males, as France did after
World War I and Russia after World War II.

"This epidemic, however, is claiming more females than males in Africa,
promising a future where men will outnumber women 11 to 9. This will leave
many men bachelors or forced to migrate to other countries in search of a
wife," the report said.

The death of many young parents in Africa from AIDS is creating millions of
orphans as well, with 40 million expected by 2010, it said.

"Although Africa's extended family system is highly resilient and capable of
caring for" these children, "it will be staggered by this challenge," the
report
said. "There is a real possibility that millions of orphans will become street
children."

Worldwatch is a nonprofit, independently funded environmental and social
research group.

Congratulations are due to the anti-drug officers involved in last week's
huge haul of heroin in Fiji. They seized more than 300 kilogrammes of the
drug, most of it bound for Australia where it had a street value of around
US$150 million. The shipment had been tracked by authorities of four
nations. It originated in Burma, and two ethnic Chinese couriers were
arrested when the drug payload was seized in Suva on Saturday.

The seizure itself is a success for the men and women who put their lives on
the line against international drug traffickers.

NO CONTROLLING LEGAL AUTHORITY -- INTERNATIONAL: According to testimony by
State Department officials before Senate subcommittees last week, in 1995
Vice President Gore entered into an agreement with Russia -- a treaty with a
foreign government to ignore U.S. law that requires the imposition of
sanctions for continuing weapons sales to Iran. A Vice President has no
Constitutional authority to enter into treaties with foreign governments, and
calling the agreement an "aide memoire" or a "Memorandum of Understanding"
instead of a "treaty" doesn't make it any more legitimate. If the President
delegates his treaty authority to his Vice President, it remains the
President's Constitutional obligation to submit such agreements to the Senate
for ratification. Not only was Gore's deal not submitted to the Senate for
ratification, it was kept secret from the Congress. And the administration
still refuses to release the details to congressional oversight. The reaction
from democrats and the media has been -- How dare those nasty republicans
bring this up right before the election. If the administration hadn't kept
the deal secret from Congress initially, it wouldn't be an issue now. The
only concern in the media and among democrats is that Gore's claims to
foreign policy expertise go unchallenged until after his election. Disregard
for U.S. law and the Constitution, potential risks to the lives of American
service men and women -- none of that matters to democrats or the media.

According to the New York Times, the weapons sold to Iran by Russia included
anti-ship sea mines, advanced Kilo class diesel-electric submarines, and
long-range torpedoes, precisely the types of weapon systems that could be
used -- WILL be used -- to threaten American warships in the Persian Gulf.
State Department representatives insisted that such weapons do not threaten
American forces in the region. The U.S. Navy disagrees. "Diesel-electric
submarines, and sea mines of all types, are the two most prevalent of today's
undersea threats -- and perhaps the most difficult to counter. Modern diesel
submarines, such as the Russian-built Kilo class.use advanced battery designs
and air-independent propulsion, enabling them to operate with low radiated
noise and relatively high submerged endurance. These factors.make them very
difficult to detect." -- from a former U.S. Navy surface warfare and
antisubmarine warfare officer, writing in the January 19, 2000 issue of Sea
Power magazine. Eleven former senior national security officials issued a
statement that they were "deeply disturbed by the agreement" that "acquiesced
in the sale by Russia to Iran of highly threatening military equipment".
Those luminaries included former Secretaries of State George Shultz, Henry
Kissinger, James Baker, and Lawrence Eagleburger; former Clinton CIA
Director, James Woolsey; National Security Adviser to President Carter,
Zbigniew Bzezinski; presidential assistant for National Security Affairs to
Presidents Ford and Bush, Brent Scowcroft; and former Secretaries of Defense
Caspar Weinberger, Donald Rumsfeld, James Schlesinger, and Frank Carlucci.
According to George Shultz, the Russian sales "upset the strategic balance"
in the region and pose a "real threat" to U.S. forces there. Shultz also said
the deal reflects poorly on Gore's supposed foreign policy expertise: "His
foreign policy experience is experience with catastrophe."

Past democrat outrage at American weapons going to freedom fighters combating
a communist tyrant in Nicaragua (the Iran-Contra affair); but no outrage at
advanced American nuclear warhead and missile technology making its way to
communist China, or Russian weapons being sold to Iran with Gore's
concurrence. Abandoning the traditional U.S. policy toward democratic Taiwan,
in deference to militaristic threats from communist China. Excessively
friendly relations with a former (?) Middle East terrorist accompanied by
pressure on America's only democratic ally in the region to give up its land
and surrender its defensible borders. The pursuit of friendly relations with
communist dictatorships from China to North Korea to Vietnam to Cuba. Does
anyone detect a pattern here? A State Department official said that decisions
such as Gore's deal with the Russians were "hard calls". Perhaps. But why is
it that, with Clinton-Gore, those "hard calls" always come down on the side
favoring communist dictators and other tyrannical leaders and terrorists
around the world, and weakening American national security and endangering
American lives?

The irony of Gore's Russia scheme is that the law he allegedly ignored was
the Iran-Iraq Arms Non-Proliferation Act of 1992 -- co-sponsored by none
other than then-Senator Albert Gore, Jr., along with Senator John McCain.

001655.  Air-quality tests show no harmful contaminant exposure

VANDENBERG AIR FORCE BASE, Calif. (AFPN) -- Personal air sample tests
conducted throughout October on people working near the Barka Slough Peat
Bog fire displayed no signs of harmful levels of contaminants, said
bioenvironmental officials here Nov. 1.

"Preliminary air sample results for the personal breathing zones of support
crews and firefighter personnel working to suppress the peat bog show that
contaminants of concern were all non-detected or below the worker exposure
standards," said Maj. Roger Nelson, commander of the 30th Aeromedical
Operations Squadron bioenvironmental engineering flight here.  "Therefore,
the results received so far show that our response personnel have not been
exposed to any hazardous pollutants above acceptable worker limits."

Vandenberg Air Force Base and Santa Barbara county, Calif., officials
stepped up air quality testing in October to ensure the well-being of
firefighters, support crews and residents in surrounding communities
stemming from a Sept. 14 fire.  The fire consumed more than 9,700 acres of
wildland between the California communities of Lompoc and Casmalia,
including the 65-acre peat bog.

The peat bog fire took firefighters more than a month to completely
extinguish.  People working in the peat bog wore personal air-quality
monitors to test the air they were breathing at the fire.  Air-quality
measurement devices were also placed throughout the bog area and in the
surrounding communities.

Extensive particulate air-quality testing of the communities around the fire
area, including Vandenberg Village, Los Alamos, Santa Maria and Lompoc is
being conducted by the Santa Barbara County Air Pollution Control District
and the California Air Resources Board.

Particulate matter refers to particles suspended in the air, and is
typically considered the pollutant in wildfire smoke that is of greatest
concern to people, said Kathy Patton, Santa Barbara County Air Pollution
Control District technology and environmental assessment division manager.

National and state standards apply to fine particulate matter. The smallest
particles of these sizes can stay in the lungs, diminishing lung function
and aggravating respiratory illness.

County officials issued a health advisory Sept. 18, stating that if there is
smoke in the area, individuals should try to stay inside and avoid outdoor
activity.  This is considered especially important for people with existing
lung or heart problems, Patton said.

Base officials will continue to monitor the air quality daily in cooperation
with state and county officials.  The results of ambient air-quality tests
will be released to the public in mid-November.



001658.  Troops on food stamps may get special allowance

WASHINGTON (AFPN) -- Service members currently receiving food stamps may
soon be eligible for a special Department of Defense subsistence allowance.

The Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001,
signed by President Clinton Oct. 30, provides for the allowance to partially
address the issue of service members receiving food stamps.
The act allows for a cash allowance in the amount of the food stamp
allotment or $500, whichever is less, said Navy Capt. Elliott Bloxom, the
DOD's director of military compensation. The allowance is scheduled to begin
in spring or summer 2001. Defense Department and service officials are still
working out the details of how it will be implemented.

"For instance, if a person gets $350 a month in food stamp allotments, he
would get a $350 cash payment," Bloxom said. Individuals who receive more
than $500 in food stamps would get $500 cash.
There is one major caveat to this example, Bloxom said. The value of base
housing will be added to the income of members in computing their
eligibility for the new allowance.

"For example, for someone living in government quarters in Jacksonville,
Fla., we'd have to count the value of what somebody in Jacksonville at that
pay grade and dependency status would get in (basic allowance for housing)
into determining whether they would still be eligible for food stamps, and
what their allotment would be if that value counted," Bloxom explained.

He said this provision wouldn't effect whether those individuals still
qualified for food stamps, just whether they qualified for the additional
DOD allowance.

"Many of those living on base and receiving food stamps may not be eligible
for this special subsistence allowance," Bloxom said.

Receiving the special subsistence allowance doesn't disqualify an individual
from receiving food stamps, although it could lower the member's food stamp
entitlement because it's paid in cash.

WASHINGTON (AP) -- The American woman held for five years in a Peru prison
for treason insisted in an interview with The Washington Post that she is
innocent.

Berenson, 30, of New York City, was convicted in 1996 and sentenced to life
in prison on charges of helping the Tupac Amaru Revolutionary Movement plan
an attack on Peru's congress. Officials have granted her a new trial by a
civil court and moved her to a new prison in Lima.

But she does not have high hopes. "I cannot imagine that I can get a fair
trial here," she told the Post in the interview published Saturday. "I am
innocent of all the charges against me, earlier and current."

She wore thick eyeglasses because her vision has eroded after years in tiny,
dark cells. She wrung her hands constantly, perhaps trying to hide the
swollen red blotches she acquired through exposure during two years in
Yanamayo, a freezing Andean prison with thin air and no heating.

But she showed no signs that prison had eroded her confidence. Seated
between two prison guards in a high-backed chair in a warden's office, she
was positioned under a slogan of the national police, "God, Fatherland,
Law." When a guard quietly suggested to a journalist that Berenson be
photographed with the logo, she quickly retorted, "No!" and frowned at them
with disdain, the Post said.

Berenson was arrested on a Lima bus on Nov. 30, 1995. That evening, a
10-hour shootout ensued between police and MRTA rebels at the house in which
Berenson and a group of rebels had lived in the fashionable Lima suburb of
La Molina. Police discovered a sketch of the layout of the Peruvian congress
which they claim was in Berenson's handwriting.

Berenson, who was accredited as a free-lance journalist in Peru, has
insisted that she did not know that her housemates were rebels engaged in
trying to overthrow the Peruvian government.

She was tried in an anti-terrorism court presided over by hooded military
judges who don't allow defendants to examine or rebut the evidence against
them.

What most Peruvians remember was Berenson's wild speech to the press before
her life sentence. She condemned injustice in Peru and said, "In the Tupac
Amaru Movement, there are no delinquent terrorists. It is a revolutionary
movement." Many thought that was an admission of guilt.

"That is freedom of speech," she told the Post. "There is nothing illegal
about that. In fact, I think I should have said more. Had I known I would
have had more time, I would have said more."

WASHINGTON (AP) -- The government is offering to examine Cold War American
troops who served in Korea three decades ago for possible exposure to the
defoliant Agent Orange.

In a little-publicized initiative, the Veterans Affairs Department expanded
a program previously offered to Vietnam War veterans to include people who
served in Korea in 1968-69.

The rule change follows by a year the Pentagon's disclosure that South
Korean troops sprayed Agent Orange, which contained the toxic herbicide
dioxin, during that time along the demilitarized zone between North and
South Korea.

The decision to give vets free Agent Orange Registry exams, for diseases and
medical conditions associated with exposure to the herbicide, is set out in
a directive issued Sept. 5 and posted on the department's http://www.va.gov
World Wide Web site.

Agent Orange and other similar herbicides were used during the Vietnam War
to eliminate forest cover by defoliating broad sections of jungle mainly to
facilitate pursuit of infiltrators and supplies moving into South Vietnam
from the north. After it appeared probable that the defoliant caused
numerous serious illnesses and birth defects, the VA set up the Agent Orange
Registry in 1978, three years after the war ended, for U.S. veterans with
in-country Vietnam War military service. More than 300,000 veterans have
participated so far.

"Now that we understand that it was sprayed there," said VA spokesman Jim
Benson, "we can say, `If you were in Korea, you may be exposed, and we would
like you to come in."'

The Defense Department has always known it was used along the Korean DMZ,
but it wasn't until last December that the information was publicly known.

Following news reports quoting unclassified U.S. documents about the usage,
the Pentagon and South Korea's government admitted that the chemical and two
others were used in 1968-69 to kill dense foliage that North Korean
infiltrators used for cover heading south.

Around 50,000 South Korean soldiers did the spraying by hand.

"However, it is plausible that U.S. service members in the area near
spraying operations may have been exposed," the directive said, adding that
as many as 80,000 troops served in the country during the two years. A
smaller number would have been near the DMZ.

The new directive does not entitle veterans to compensation for diseases,
offering mainly physical examinations and counseling. Specifically, it opens
to Korean veterans registration on the registry's computerized index of all
examinations taken by Vietnam vets who worried they had illnesses caused by
exposure to the chemical.

Like Vietnam vets in the registry, the Korea-based veterans will be tracked
in Agent Orange research and get newsletters and other information that
Vietnam vets get, Benson said.

A law passed a decade ago assumes exposure for any American who served in
Vietnam during a certain period. The VA has compensated veterans who have
some forms of cancer and a limited number of other diseases presumed,
although not proven, to have been caused by the exposure.

After Korean vets register and are examined, the government would have to
take further action to add their names to the list of people eligible for
compensation, Benson said.

Under the law governing Agent Orange, Vietnam veterans need not prove a
direct causal relationship to receive service-based compensation for certain
diseases. The diseases currently on the list include Hodgkin's disease,
multiple myeloma, respiratory cancers, soft-tissue sarcoma and prostate
cancer. Veterans' children with spina bifida, a congenital birth defect of
the spine, are also eligible for benefits and health care.

WASHINGTON (AP) -- The State Department said Friday that foreign aircraft
flying into Iraq should avoid the "no-fly zones" in northern and southern
Iraq because of "aggressive Iraqi activities" in these areas.

Spokesman Richard Boucher said aircraft flying anywhere in Iraq could face
danger but that the "no-fly zones" are a particular concern.

"We caution that the areas of Iraq, south of 33 degrees north latitude, and
north of 36 degrees north latitude, are areas of continuous military
operations and present significant dangers to aircraft and passengers,"
Boucher said.

In recent weeks, there has been an upsurge of flights into Iraq, many from
Arab countries, delivering donated food and medical aid. Iraq has been under
U.N.-imposed economic sanctions for 10 years. There also have been a number
of flights carrying people who want to show solidarity with Iraq in its
opposition to the sanctions.

U.N. rules require permission for foreign flights to land in Iraq but this
obligation is sometimes ignored.

The United States and allied countries barred Iraqi planes from flying in a
large swath of northern Iraq in 1991 and set up a similar zone in southern
Iraq in 1992.

The people in these areas had risen up against the rule of President Saddam
Hussein after his forces were defeated by a U.S.-led international coalition
in 1991.

The no-fly zones are enforced by British and American aircraft. Since
December 1998, Iraqi anti-aircraft batteries have been firing on the
intruding aircraft, prompting retaliatory strikes.

Iraqi officials have complained that the strikes have claimed the lives of
hundreds of innocent Iraqis.

President Clinton's statement accompanying his veto of legislation that
would have criminalized the leaking of government secrets.


Today, I am disapproving H.R. 4392, the "Intelligence Authorization Act for
Fiscal Year 2001," because of one badly flawed provision that would have
made a felony of unauthorized disclosures of classified information.
Although well intentioned, that provision is overbroad and may unnecessarily
chill legitimate activities that are at the heart of a democracy.

I agree that unauthorized disclosures can be extraordinarily harmful to
United States national security interests and that far too many such
disclosures occur. I have been particularly concerned about their potential
effects on the sometimes irreplaceable intelligence sources and methods on
which we rely to acquire accurate and timely information I need in order to
make the most appropriate decisions on matters of national security.

Unauthorized disclosures damage our intelligence relationships abroad,
compromise intelligence gathering, jeopardize lives, and increase the threat
of terrorism. As Justice Stewart stated in the Pentagon Papers case, "It is
elementary that the successful conduct of international diplomacy and the
maintenance of an effective national defense require both confidentiality
and secrecy. Other nations can hardly deal with this Nation in an atmosphere
of mutual trust unless they can be assured that their confidences will be
kept . . . and the development of considered and intelligent international
policies would be impossible if those charged with their formulation could
not communicate with each other freely."

Those who disclose classified information inappropriately thus commit a
gross breach of the public trust and may recklessly put our national
security at risk. To the extent that existing sanctions have proven
insufficient to address and deter unauthorized disclosures, they should be
strengthened. What is in dispute is not the gravity of the problem, but the
best way to respond to it.

In addressing this issue, we must never forget that the free flow of
information is essential to a democratic society. Justice Stewart also wrote
in the Pentagon Papers case that "the only effective restraint upon
executive policy in the areas of national defense and international affairs
may lie in an enlightened citizenry -- in an informed and critical public
opinion which alone can here protect the values of democratic government."

Justice Brandeis reminded us that "those who won our independence believed
... that public discussion is a political duty; and that this should be a
fundamental principle of the American government." His words caution that we
must always tread carefully when considering measures that may limit public
discussion -- even when those measures are intended to achieve laudable,
indeed necessary, goals.

As president, therefore, it is my obligation to protect not only our
government's vital information from improper disclosure, but also to protect
the rights of citizens to receive the information necessary for democracy to
work.

Furthering these two goals requires a careful balancing, which must be
assessed in light of our system of classifying information over a range of
categories. This legislation does not achieve the proper balance. For
example, there is a serious risk that this legislation would tend to have a
chilling effect on those who engage in legitimate activities.

A desire to avoid the risk that their good faith choice of words -- their
exercise of judgment -- could become the subject of a criminal referral for
prosecution might discourage government officials from engaging even in
appropriate public discussion, press briefings, or other legitimate official
activities.

Similarly, the legislation may unduly restrain the ability of former
government officials to teach, write, or engage in any activity aimed at
building public understanding of complex issues.

Incurring such risks is unnecessary and inappropriate in a society built on
freedom of expression and the consent of the governed and is particularly
inadvisable in a context in which the range of classified materials is so
extensive. In such circumstances, this criminal provision would, in my view,
create an undue chilling effect.

The problem is compounded because this provision was passed without benefit
of public hearings -- a particular concern given that it is the public that
this law seeks ultimately to protect. The administration shares the process
burden since its deliberations lacked the thoroughness this provision
warranted, which in turn led to a failure to apprise the Congress of the
concerns I am expressing today.

I deeply appreciate the sincere efforts of members of Congress to address
the problem of unauthorized disclosures and I fully share their commitment.

TEL AVIV, Israel (AP) -- Israeli Prime Minister Ehud Barak made an
impassioned plea to Palestinian leader Yasser Arafat on Saturday to return
to the negotiating table and stop the Palestinian-Israeli bloodshed for the
sake of peace.

"I call on Yasser Arafat: Don't let the radicals lead you along the path of
pain and suffering for both peoples. You are able to stop the deterioration
and bloodshed," Barak said to the applause of more than 50,000 Israelis at a
peace rally commemorating the fifth anniversary of the assassination of
Prime Minister Yitzhak Rabin.

"From here, tonight, now I call on you to put an end to violence and stretch
your hand to peace of the brave, of respecting and implementing agreements,"
he said.

It was Barak's first such appeal to Arafat since Israeli-Palestinian
violence broke out more than five weeks ago. The violence has claimed close
to 170 lives, most of them Palestinian, in the worst bloodshed since the
sides began peace talks in 1993.

In an excerpt from an interview conducted Wednesday in Gaza that will air
Sunday on CBS's "60 Minutes," Arafat rejected the claim that he could
effectively stop the bloodshed, saying Israel is to blame.

Meanwhile, the violence showed some signs of abating after President Clinton
called the warring sides' leaders to Washington for talks in a bid to end
the bloodshed. Both Barak and Arafat accepted the invitations for separate
meetings, most likely to be held next weekend, officials said Saturday.

Barak, surrounded by guards, addressed Israeli peace supporters who flocked
to the rally to remember Rabin, the warrior who led his nation to accept the
inevitability of peace with the Palestinians.

The demonstration on the former Kings of Israel Square in downtown Tel Aviv,
now Rabin Square, was meant to send a strong message that Rabin's dream was
not killed by the recent bloodshed.

Many in the huge crowd were young people, some of them sitting on the ground
in circles around burning candles. Naama Litvak, 17, said she and her
friends miss Rabin.

"It is a personal loss that we feel," she said.

During a similar peace rally exactly five years ago, Rabin was shot at that
very spot by a Jewish ultranationalist who opposed his course of trading
land for peace. Now, amid the violence, many are questioning Rabin's legacy
while others say negotiations are the only choice.

"We really don't know the way. We are one country but two people, Israelis
and Arabs," said 49-year-old teacher Gafen Dolev-Doha, while memorial
candles flickered around her at the square. "Rabin went a long way of war
and blood but then thought, maybe there is another, better way."

On Saturday, Arafat said he had some problems with the date for the Clinton
meeting -- Nov. 9, said his spokesman Nabil Aburdeneh. He said Clinton
expressed sorrow over Palestinian victims in the conflict and stated his
desire to advance the peace process.

Barak told the rally he was likely to travel to Washington at the end of
next week "to try to bring about stability and relaxation" of the violence.

Arafat, meanwhile, lashed out at Israel for supposed violations of the
latest cease-fire deal and said he wanted the United States to push Israel
into compliance.

"We want the Americans to push Israel into implementing what has been agreed
upon," he told reporters in Gaza. "Israel was supposed to immediately lift
the closures of Palestinian cities, lift the siege and reopen the (Gaza)
airport. I'm sorry to say that until this minute the siege has not been
lifted."

The sides so far have concluded several cease-fire deals, including one
brokered by Clinton in Egypt, that were violated as soon as they were
announced. The latest one was agreed upon Thursday by Arafat and former
Israeli premier Shimon Peres, Rabin's longtime rival and comrade-in-arms.

Both sides have issued calls for restraint. Although the momentum generated
by daily clashes proved hard to stop and Palestinian territories were far
from quiet, Israeli reports noted a "certain relaxation" in the scope of the
violence.

On Saturday, a Palestinian girl was shot in the head when passing
stone-throwing youths on her way home from school near the West Bank town of
Hebron. Doctors said 14-year-old Kazala Jaradat was critically wounded with
live fire; the Israeli army said its troops only used rubber-coated steel
bullets in the clash.

By midday Saturday, more than 60 Palestinians had received light to moderate
wounds in clashes across the West Bank and Gaza. However, Israel's army
command reported only a handful of shooting attacks on Israeli troops
reported.

That was a significant change from the preceding days -- the three soldiers
killed in clashes Wednesday, the car bomb that killed two Israelis in
Jerusalem Thursday and the three Palestinians shot dead Friday amid a spate
of firefights.

MSNBC CONTRIBUTOR WASHINGTON, Nov. 4 -  The good news is the black
unemployment rate is at an all-time low. The bad news is it might be so low
because the black incarceration rate is so high.
 Unemployment is down for everybody, while incarceration is up. And the
number of black men behind bars - not included in jobless statistics, skews
the picture.

 VICE PRESIDENT Al Gore, seeking credit for the good economy in this
presidential race, has good reason to brag that "we've got the lowest
African-American.unemployment rates ever in history." But what he doesn't
say, and may not realize, is that the low unemployment rate apparently is
directly related to the massive increase in the imprisonment of African
American men - much of it during the Clinton/Gore years.

INVISIBLE UNEMPLOYED
   George Cave, an economist writing for the Joint Center for Political
and Economic Studies, says the low jobless rates obscure a view of black
male economic activity that is much more troubling than the 7 percent black
unemployment figure indicates. When calculating unemployment rates, the
Labor Department does not count prisoners. They are not included in the
definition of the labor force, because that definition only includes people
actively looking for work. Also excluded are those who are so discouraged
about the inability to find work that they no longer engage in the job hunt.
   Because of the steep jump in incarceration in recent years, the
number of African American men in the labor force has fallen. A smaller
labor force during good economic times results in lower unemployment rates.

Labor Secretary Alexis Herman talks with CNBC about the unemployment rate,
which held steady at a three-decade low of 3.9 percent and what that means
for the U.S. economy.

 "Record high rates of imprisonment among African American men.,"
Cave argues, "paint a very misleading picture of the true economic condition
of black men."
   The labor force definition "masks the impact of incarceration on the
economic well-being of African Americans in two ways," he adds. "First, it
hides the unemployment of men who could not find work before they were
locked behind bars; and second, it completely omits the disemployment of men
who were working before they entered prison."

THE IDLENESS INDEX
   Being an economist, Cave uses a different statistical device to
measure the economic condition of black men and his way does not paint a
pretty picture. "If incarceration rates and unemployment are added together
to produce a more meaningful statistic, a combined index of economic
idleness," he says "that index would show little actual improvement in
idleness among black men since the 1980s."
   Here's how he figures that: 3.5 percent of black men were
incarcerated in 1985, when 13.2 percent were unemployed. Add those two and
16.7 is the idleness index.
   Fast forward to 1996, the last year for which Cave could find
incarceration rates by race and sex. By then, America had locked up 6.6
percent of the black male population, but the unemployment rate had dropped
to 9.4 percent. Combining those two produces an idleness rate of 16
percent - not much of an improvement for a period that enjoyed a significant
unemployment drop.
   Statistics being what they are, the idleness index probably doesn't
give a complete picture of any group's economic status. Certainly,
unemployment is down for everybody, while incarceration is up generally. And
it's likely that some of those behind bars weren't looking for work before
they landed in the pokey.
   The index, however, does point to one more serious problem with a
criminal justice system that relies more on punishment than crime
prevention. And the idleness index is a particular problem for black men,
because various studies show the system is filled with injustices for
African Americans who repeatedly are treated more harshly for similar
offenses - from moving violations to capital crimes - than whites.

CATASTROPHE TO COME?

After the inmates are released, the idleness index will continue to
impact them. Even if incarceration rates drop, and certainly if the economy
cools, "unemployment rates will rise to reflect some of the lasting economic
impact of incarceration," Cave predicts. Those who had jobs before their
imprisonment stand a good chance of joining the unemployed upon release,
because they may not have been able to maintain their skills. Employers in a
soft economy will avoid ex-cons when the labor pool provides more workers
without a rap sheet.
   All this amounts to one more way, Cave warns, that "as a society,
what we are witnessing is a national catastrophe in the making."

LONDON (AP) -- Britain's opposition Conservative Party called Saturday for
the European Union to ban exports of French beef because of continuing cases
of mad cow disease in France.

Conservative agriculture spokesman James Paice said Britain should also
consider a unilateral ban on French beef -- like the French ban on British
beef because of the same disease.

"If the European Commission won't ban it, I think our government should,"
Paice said in an interview with the British Broadcasting Corp. "That's
exactly what the French have done to us in refusing to accept our beef."

The EU banned all British beef exports in March 1996, but lifted the
prohibition in August 1999 in response to safety measures adopted by
Britain. All member states lifted the export embargo except France.

Outside the EU, more than 40 countries, including the United States,
Australia and Switzerland, also refuse to accept British beef.

Experts believe that mad cow disease, or bovine spongiform encephalopathy,
can be passed onto humans if they eat infected beef.

The human variant of the rare brain disease -- called Creutzfeldt-Jakob
Disease -- has killed 81 people in Britain since it was identified by
government scientists in late 1995.

In France, more than 80 cases of mad cow disease have been diagnosed so far
this year, including two new cases reported Friday. There were 31 reported
cases last year.

Fear of the disease is mounting there, with a small western town announcing
Saturday it was taking beef off the menus of its schools, day-care centers
and public cafeterias.
