Congressional negotiators balked at a White House proposal that would give the
president new powers to keep the government open if Congress could not meet because of
a crisis.

The Bush administration last week suggested an emergency spending procedure that would
allow a president, in consultation with congressional leaders, to continue government
operations for 30 days at existing funding levels if spending authority expires during
a time of crisis when Congress cannot convene.

The White House dropped the proposal when congressional and administration aides could
not agree on the structure of such a mechanism. In their haste to vacate Capitol Hill
because of an anthrax scare, lawmakers instead agreed to extend interim legislation to
keep the government running until Oct. 31 without making a policy for future
emergencies.

Rep. David R. Obey (Wis.), ranking Democrat on the House Appropriations Committee,
said the White House had sought to give the president power to extend government
operations for 30 days if the president had the permission of the speaker of the
House, in this case J. Dennis Hastert (R-Ill.).

We were willing to give them some short-term authority if they had the agreement of
both parties in both houses, Obey said. Aides to President Bush talked about such a
plan with congressional aides, but the Bush proposal was very different from what had
been discussed on the phone, Obey said. On both sides of the aisle in the House it
was felt that was too far-reaching.

Bush aides now indicate that getting such powers for the president is not a top
priority, making it unlikely such a proposal will become law. But the proposal, which
comes in the wake of the Sept. 11 terrorist attacks and when congressional offices
have been closed because of fears of anthrax, underscores the government's new
concerns about catastrophic terrorism in the United States.

While scholars say it would be controversial, if not unconstitutional, for Congress to
delegate its purse-strings authority to the president, Amy Call, a spokeswoman for the
White House Office of Management and Budget, said the emergency provision would only
be activated when congressional leaders gave their approval. This would be a decision
by congressional leaders in participation with the president, she said.

Robert D. Reischauer, a former director of the Congressional Budget Office and now
president of the Urban Institute, said there would likely be nothing unconstitutional
about members of Congress delegating authority to their own leaders. It's not a crazy
thing to develop some kind of mechanism to ensure the government can continue
operating, he said. If the alternative is shutting down the government, I can't
really see why it would be objectionable.

Bush aides said that while the proposal is not meant to shift power from the
legislative to executive branch, they were not optimistic Congress would approve a
measure that even appeared to make such a shift. Publicly, they're not going to give
up any prerogatives, an official said.

Existing law does not have a provision stipulating what would happen if Congress could
not meet to authorize government spending, Reischauer said. But under the Civil
War-era Feed and Forage Act, the military could continue to buy supplies without
budget authority, he said.

Premise:  The US kidnapped terrorist ringleader Sheik Ahmed Bin Tolol in
August.  Attacks in NY are a response to this.  The Sheik was an Iraqi
(though apparently originally from Jordan) and had been the US' ally in
overthrowing Saddam Hussein.  The CIA had recruited the Sheik's followers and
trained them.  Then policy shifted resulting in the Sheik's people being
abandoned by the CIA.  Many were slaughtered as a result.

An underlying theme, reinforced twice, is that the terrorists want the media
watching when they do an attack and will wait until helicopters, etc., are in
place before setting off a bomb.  The good guys figure this out and try to
stop attacks before media is present.

The army, during the martial law portion of the movie, is in conflict with
the FBI.  The army bugs the FBI investigators and uses brute force against
suspects even if it endangers FBI personnel.  FBI = good guys, Army = bad
guys.  The events take place between August and the Playoffs.  Characters
are in fall clothing - no snow on the ground.

order to justify the position that the Chinese government was supporting the 
Taliban would fly in the face of the fact that AIG, thesecond largest pool 
of investment capital in the world has not just major investment (a total 
understatement) in China but so do major corporations like Lockheed, Boeing, 
Pepsi, Cokeand Microsoft. There's an old saying that in a ham and eggs 
breakfast the chicken is involved but the pig is committed. These guys are pigs. 
China is the biggest market in the world.

is not to even discuss the fact of the Bush family's longstanding Chinese 
commitments, the fact that China was rushed into the WTO two days after the 
attacks, the APEC conference was just held in China and that China urgently 
needs the Unocal pipeline through Afghanistan to meet its energy needs. It can't 
build its own pipeline from Central Asia over 3500 miles of hideous terrain, 
including the northern Himalayas, and the cost of gas and oil, under American 
technology will be much lower with a 1200 mile pipeline to a seaport in 
Pakistan. This is stuff that Halliburton does better than the Chinese and they 
know it.

Taliban I may believe it. What they don't clarify, but clearly imply, is 
that the Chinese government is behind this. If true, it could be renegade 
Chinese as Americans fought on both sides in the Spanish Civil 
War.

In London's Docklands, specifically the Isle of Dogs, two skyscraper towers
(yup, same thing) standing almost side by side are nearing completion.  One
is owned by HSBC and the other by Citibank.  Both groups have agreed -
very oddly to my mind - to move into the completed buildings on the same
day.

If Hoagland's theory about 911 being related to Masonicy things has any
validity, then not only are these two towers a UK set of Masonic Pillars,
but the day they move in will have significance.

Meanwhile, one researcher insists that the deaths of the 8 whores in
Whitechapel in 1888, attributed to the hands of Jack the Ripper, left a
pattern that the researcher believes displays the shape of the Constellation
Orion.  Three of the victims bodies were found on the Isle of Dogs, says the
researcher, and claims that the brightest star, Sirius, known as the Dog
star, coincides with the Isle of Dogs.

There are, in fact, three towers in close proximity to each other on the
Isle of Dogs.  The existing one, the tallest as I recall, is slightly offset
from the other two.  I wouldn't be surprised if the ground pattern of the
three buildings more or less duplicates the three central stars of Orion,
known as Orion's belt - which I am told, was the same pattern left by the
bodies of the three murdered street walkers.

I haven't done any work to confirm the accuracy of what I was told and I
never quite knew what to make of it when first made aware of this theory.  I
still don't.  It does seem curious, however.

N E W  Y O R K, May 1 - In the
early 1960s, America's top
military
leaders reportedly drafted plans
to
kill innocent people and commit
acts of terrorism in U.S. cities to
create public support for a war
against Cuba.

Code named Operation Northwoods, the
plans
reportedly included the possible
assassination of Cuban
émigrés, sinking boats of Cuban
refugees on the high
seas, hijacking planes, blowing up a
U.S. ship, and even
orchestrating violent terrorism in U.S.
cities.

The plans were developed as ways to
trick the American
public and the international community
into supporting a
war to oust Cuba's then new leader,
communist Fidel
Castro.

America's top military brass even
contemplated causing
U.S. military casualties, writing: We
could blow up a
U.S. ship in Guantanamo Bay and blame
Cuba, and,
casualty lists in U.S. newspapers would
cause a helpful
wave of national indignation.

Details of the plans are described in
Body of Secrets
(Doubleday), a new book by investigative
reporter
James Bamford about the history of
America's largest
spy agency, the National Security Agency.
However, the
plans were not connected to the agency,
he notes.

The plans had the written approval of all
of the Joint
Chiefs of Staff and were presented to
President
Kennedy's defense secretary, Robert
McNamara, in
March 1962. But they apparently were
rejected by the
civilian leadership and have gone
undisclosed for nearly
40 years.

These were Joint Chiefs of Staff
documents. The
reason these were held secret for so
long is the Joint
Chiefs never wanted to give these up
because they were
so embarrassing, Bamford told
ABCNEWS.com.

The whole point of a democracy is to
have leaders
responding to the public will, and here
this is the
complete reverse, the military trying to
trick the American
people into a war that they want but that
nobody else
wants.

Gunning for War

The documents show the Joint Chiefs of
Staff drew up
and approved plans for what may be the
most corrupt
plan ever created by the U.S.
government, writes
Bamford.

The Joint Chiefs even proposed using
the potential
death of astronaut John Glenn during the
first attempt to
put an American into orbit as a false
pretext for war with
Cuba, the documents show.

Should the rocket explode and kill Glenn,
they wrote,
the objective is to provide irrevocable
proof ... that the
fault lies with the Communists et all
Cuba [sic].

The plans were motivated by an intense
desire among
senior military leaders to depose Castro,
who seized
power in 1959 to become the first
communist leader in
the Western Hemisphere - only 90 miles
from U.S.
shores.

board. The Operations Coordinating Board had the same mission. The Operations 
Coordinating Board would use psychological strategy, propaganda, and mass media, 
to manipulate huge groups of individuals. The Operations Coordinating Board had 
a propaganda machine -- the United States Information Agency at its disposal. 
The USIA would be responsible for foreign policy propaganda for the National

It has condemned people to death, the former apparatchik told me. This was
like a scene out of Le Carre. The brilliant old agent comes in from the
cold, crosses to our side, and in hours of debriefing, empties his memory of
horrors committed in the name of a political ideology he now realizes has
gone rotten.

And here before me was a far bigger catch than some used Cold War spy.
Joseph Stiglitz was Chief Economist of the World Bank. To a great extent,
the new world economic order was his theory come to life.

I debriefed Stigltiz over several days, at Cambridge
University, in a London hotel and finally in Washington in April 2001 during
the big confab of the World Bank and the International Monetary Fund.

But instead of chairing the meetings of ministers and central bankers,
Stiglitz was kept exiled safely behind the blue police cordons, the same as
the nuns carrying a large wooden cross, the Bolivian union leaders, the
parents of AIDS victims and the other 'anti-globalization' protesters. The
ultimate insider was now on the outside.

In 1999 the World Bank fired Stiglitz. He was not allowed quiet retirement;
US Treasury Secretary Larry Summers, I'm told, demanded a public
excommunication for Stiglitz' having expressed his first mild dissent from
globalization World Bank style.

Here in Washington we completed the last of several hours of exclusive
interviews for The Observer and BBC TV's Newsnight about the real, often
hidden, workings of the IMF, World Bank, and the bank's 51% owner, the US
Treasury [which is effectively controlled by the private Federal Reserve
Corporation].

And here, from sources unnamable (not Stiglitz), we obtained a cache of
documents marked, confidential, restricted, and not
otherwise (to be) disclosed without World Bank authorization.

Stiglitz helped translate one from bureaucratise, a Country Assistance
Strategy. There's an Assistance Strategy for every poorer nation, designed,
says the World Bank, after careful in-country investigation. But according
to insider Stiglitz, the Bank's staff 'investigation' consists of close
inspection of a
nation's 5-star hotels.

It concludes with the Bank staff meeting some begging, busted finance
minister who is handed a 'restructuring agreement' pre-drafted for his
'voluntary' signature (I have a selection of these).

Each nation's economy is individually analyzed, then, says
Stiglitz, the Bank hands every minister the same exact four-step program.

Step One is Privatization - which Stiglitz said could more
accurately be called, 'Briberization.' Rather than object to the sell-offs
of state industries, he said national leaders - using the World Bank's
demands to silence local critics - happily flogged their electricity and
water companies. You could see their eyes widen at the prospect of 10%
commissions paid to Swiss bank accounts for simply shaving a few billion off
the sale price of national assets.

And the US government knew it, charges Stiglitz, at least in the case of the
biggest 'briberization' of all, the 1995 Russian sell-off. The US Treasury
view was this was great as we wanted Yeltsin re-elected. We don't care if
it's a corrupt election. We want the money to go to Yeltzin via kick-backs
for his campaign.

Stiglitz is no conspiracy nutter ranting about Black Helicopters. The man
was inside the game, a member of Bill Clinton's cabinet as Chairman of the
President's council of economic advisors.

Most ill-making for Stiglitz is that the US-backed oligarchs stripped
Russia's industrial assets, with the effect that the corruption scheme cut
national output nearly in half causing depression and

Membership

When the Trilateral Commission was first launched, the plan was for an equal
number of members from each of the three regions.

The numbers soon began to grow, and ceilings were imposed in about 1980.
These ceilings have been raised somewhat since then as new countries came to
be represented in the groups.

The European group, which includes members from Austria, Belgium, the Czech
Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary,
Ireland, Italy, Norway, Poland, Portugal, Republic of Cyprus, Slovenia,
Spain, Sweden, the Netherlands and the United Kingdom, now has a ceiling of
150 members.

The ceiling for the North American group is 107, including 15 Canadian
members, 7 Mexican members and 85 U.S. members.

In 2000, the Japanese group of 85 members expanded to become a Pacific Asian
group of 117 members, and includes 75 members from Japan, 11 members from
Korea, 7 from Australia and New Zealand, 15 from the original five ASEAN
countries (Indonesia, Malaysia, the Philippines, Singapore and Thailand).

The new Pacific Asian group also includes participants from the Peoples
Republic of China, Hong Kong and Taiwan.

To help preserve the Commissions unofficial character, members who take up
positions in their national Administration give up Trilateral Commission
membership.

New members are chosen on a national basis. The procedures used for rotation
off and for invitation of new members vary from national group to national
group.

Gorbachev: Anti-Terror Coalition Should Become Coalition for New World Order

MOSCOW - The U.S.-led international coalition against terror must become a
coalition for a new and fair world order if it is to succeed, former Soviet
President Mikhail Gorbachev said in an interview published Saturday.

If the fight against terrorism is reduced to force actions, the world will
eventually lose, Gorbachev told Rossiiskaya Gazeta. If it becomes part of
joint efforts to build a just world order, everybody shall win, including
those who today are not supporting the U.S. actions and the coalition.

He urged politicians to remember the notions of solidarity and said
developing nations must be helped to overcome poverty. The U.N. Security
Council, he added, should take the initiative in developing corresponding
programs.

Nuclear and chemical disarmament and control over the remaining stockpiles
must become a top priority, he said.

Gorbachev also noted that despite Russia's strong support for the U.S.-led
military operation in Afghanistan, many in his country are concerned about
the bombings and question whether America would also back Russia in such an
hour of need.

Such thorny issues as the expansion of NATO and the future of the
U.S.-Soviet anti-missile agreement would be easier to resolve when we have
a joint strategy of moving to the new world community, Gorbachev wrote.

As Soviet leader, Gorbachev presided over the 1989 Soviet withdrawal from
Afghanistan, which ended a humiliating 10-year involvement during which his
country lost more than 15,000 soldiers.

He remains respected in the West for initiating the reforms in the former
Soviet Union but is widely despised at home, where he is blamed for the
Soviet collapse and the often chaotic years of transition.

days are enough to make the people forget all the stupid hypothesis I've been telling. 
Just as Osama Bin Laden being the author of the WTC attacks. All the facts and 
evidences bring us to know Bin Laden is the author of this. And  which are the 
evidences. Communication theory. Mass persuassion techniques. The same Goebbels, 
version 2.0.

Then, the WTC attack (as the recent anthrax, Oklahoma, etc, etc) came from Osama Bin 
Laden, Germany, Mickey Mouse, Mariah Carey or Diego Maradona ...

Ashcroft: Attack Planned in Germany

WASHINGTON (AP) - A terrorist cell operating out of Hamburg, Germany, since at least 
1999 included three of the hijackers and three accomplices who are being sought in 
connection with the Sept. 11 attacks on the United States, Attorney General John 
Ashcroft (news - web sites) said Tuesday.

Ashcroft said the three fugitives, Said Bahaji, Ramsi Binalshibh and Zakariya Essabar, 
are sought for planning the attacks. German authorities previously issued 
international arrests warrants for the three.

``Their connections to the hijackers are extensive,'' said Ashcroft, appearing at a 
news conference with German Interior Minister Otto Schily. He identified the three 
hijackers as Mohamed Atta and Marwan Al-Shehhi, the suspected pilots of the hijacked 
planes that crashed into the World Trade Center in New York, and Ziad Jarrah, 
suspected of flying the plane that crashed in Pennsylvania.

Ashcroft said the three hijackers were roommates in Hamburg while attending school 
there in the 1990s. He said Binalshibh and Atta started a Muslim prayer group in 
Hamburg and Essabar went to Florida in February at a time when both Atta and al-Shehhi 
were known to be there. And Essabar, Jarrah and al-Shehhi all appeared in a video of 
Bahaji's wedding, he said.

``It is clear that Hamburg served as a central base of operations for these six 
individuals and their part in the planning of the Sept. 11 attack,'' Ashcroft said.

Ashcroft said 12 FBI (news - web sites) agents have been assigned to various locations 
in Germany to assist in the investigation.

``We must say we failed to see it'' beforehand, Schily, the German minister, said of 
the attacks on New York and Washington. ``But to be very open-minded'' about it, ``we 
altogether failed. ... We have to re-examine our security system.''

Schily said Monday that foreign exchange companies that operate globally could have 
been used by terrorists. He would not name specific companies but urged money exchange 
firms to cooperate.

``I don't want to mention some names, but it also includes the role of some companies 
doing the exchange of money and delivering money. Maybe they are situated in the 
United States,'' said Schily, who oversees interior security in Germany, where several 
suspected hijackers lived and may have plotted the Sept. 11 hijackings. He was in 
Washington on Monday to meet with Bush administration officials.

A Saudi man who apparently holds a student pilot's license was arrested in Missouri on 
a bank fraud charge. The FBI has not tied Adel F. Badri to last month's attacks in 
which terrorists crashed airliners in New York, Washington and Pennsylvania.

In New Jersey a man detained following the attacks has been charged with lying to an 
FBI agent about checks he wrote and deposited into his bank account.

Mohammad Pervez lived with two other detainees, Mohammed Jaweed Azmath and Ayub Ali 
Khan. Investigators have taken particular interest in those two men since they were 
detained in Fort Worth, Texas, the day after the attacks, carrying hair dye, about 
$5,000 in cash and box-cutting knives.

Pervez was accused of lying when he said he didn't know about certain checks and money 
orders that moved in and out of his bank account, according to an Oct. 16 complaint 
filed in U.S. District Court in New York City by the FBI.

Badri was charged with bank fraud for cashing allegedly forged checks worth $10,000, 
according to an FBI affidavit released by the Justice Department (news - web sites).

The checks were written on an account at Chevy Chase Bank in Maryland that had been 
closed. According to the FBI, the closed account's holder was Fatmah Ibrahim, a woman 
who Badri said lives in Virginia and works for a ``specific organization in 
Washington, D.C.'' Badri denied writing the check for himself.

Authorities tracked down the organization and found no record of the woman, and a 
forgery expert said Badri wrote the checks, the FBI said.

Badri deposited the checks on Oct. 4 and 5. By Oct. 11 various checks and debit card 
charges totaling more than $10,000 were incurred on his

Cannabis to be reclassified

The soft drug cannabis is to be reclassifed, the home secretary, David
Blunkett, announced today.
Under new proposals, first recommended 18 months ago, cannabis will move from
class B to class C and will no longer be an arrestable offence, heralding a
massive shake-up of drugs policy.
Class C puts it in the same category as anti-depressants and steroids - but
LSD and ecstasy will remain class A drugs, Mr Blunkett said.
Mr Blunkett, who made the announcement before MPs on the home affairs select
committee, denied the move was decriminalisation by another name and stressed
the drug will remain illegal.
But in practice, cannabis smokers will be unlikely to face any consequences
if they are caught with small amounts of the drug.
If cannabis is re-graded as Class C, the maximum sentence for possession
would be two years in crown courts or three months in magistrates courts.
Only offences punishable with at least five years imprisonment are
arrestable.
Possession with intent to supply or supplying Class C drugs carry a five-year
maximum.
Today's move is designed to free police time to concentrate on hard drugs
like heroin and cocaine, removing the policing anomaly which means nearly
seven out of 10 drug arrests are for a relatively harmless drug.
Re-classification would be quite different from decriminalisation or
legalisation, said Mr Blunkett.
Cannabis would remain a controlled drug and using it a criminal offence.
It would not detract from the simple message that all drugs are harmful and
that no-one should take drugs.
But it would make clearer the distinction between cannabis and Class A drugs
like heroin and cocaine.
Above all it would make sense to both those policing the system and those
providing education and advice to prevent young people falling into
addiction.
The police are believed to be concerned at the prospect of losing the power
to arrest someone for possession but ministers are not proposing to take
options which are open to them to retain it as an arrestable offence under
its new class C status.
They will still have plenty of powers to stop people but possession of
cannabis won't be one of them, said a home office spokesman.
Mr Blunkett also said that if current clinical trials are successful he will
change the law to allow the use of cannabis-based prescription drugs to
combat conditions such as multiple sclerosis and arthritis.
A group of key experts has been set up to develop an action plan to tackle
the treatment of crack and cocaine, and with the Department of Health would
be producing new guidance for heroin prescribing.
This will work towards providing a bridge between those who are obtaining
heroin illegally, often through criminal activity, and the methadone
treatment prescribing.
It would be under highly secure and strict procedures and would allow the
transfer into treatment without the current risks that exist to heroin
users, he said.
In 1999, some 68% of the 120,000 drugs offences had been cannabis-related
with each one taking officers two to three hours to process.
Today's proposals would help marry up reality with the law as it stands but
were not a move towards reclassification of harder drugs, said a home office
official.
Reclassifying cannabis - or hash, as it is also known - was first recommended
by a Police Foundation report last year, after more than 30 years of lobbying
and protests from the general public.

Qatar condemns US attacks on Afghanistan

TEHRAN, Oct 23 (AFP) - Qatar's foreign minister condemned Tuesday the US-led military strikes on Afghanistan as "unacceptable", after talks in the Iranian capital.
"The attacks against Afghanistan are unacceptable and we have condemned them. It is our clear position," Sheikh Hamad bin-Jassem bin-Jabr al-Thani said.
He was speaking to reporters here after a meeting between Qatar's emir, Sheik Hamad bin Khalifa al-Thani, and Iranian President Mohammed Khatami.
"What is happening in Afghanistan concerns the Islamic world, and we think that the culprits of the September 11 attacks, no matter who they are, should be tried justly. We think that the Afghan people should not be the victims of these attacks," the foreign minister said.
On October 8, the day after the air strikes began in retaliation for the September 11 terror attacks on New York and Washington, the emir said that he regretted them.
"We wish it hadn't come to this," he said after talks in Paris with French President Jacques Chirac. "We are in principle opposed to wars, opposed to seeing more victims falling."
Two days later, the foreign minister said Qatar would not let the United States use its airport facilities for its military operation against Afghanistan.
Qatar currently heads the 57-member Organization of the Islamic Conference (OIC), after succeeding heavyweight Iran last year. Next month it hosts a key ministerial meeting of the World Trade Organisation.
The emir and his foreign minister were in Tehran for talks on the Afghan crisis as well as regional issues.
Speaking just ahead of the Qatari delegation's departure, the minister said the two sides had talked over the Afghan "without discussing the future of that country, because it is up to the Afghan people to decide" their fate.
"For Afghanistan, we do not have precise plans and we think that it is unnecessary to call for a summit of the Organisation of the Islamic Conference," he added.
The emir and his delegation had been welcomed at Tehran's Mehrabad airport earlier Tuesay by Iranian Vice President Mohammed Ali Abtahi and Energy Minister Habibollah Bitaraf before heading to the Saad-Abad presidential palace, where they met with President Mohammad Khatami.
State radio said Khatami and the Qatari emir would discuss "bilateral ties, the Afghan crisis and regional issues."
On Sunday, Qatar, as head of the OIC, called for an urgent meeting of the United Nations Security Council to put an end to "Israel's aggressions" against the Palestinians.
Since the assassination of an Israeli cabinet minister last week by a radical Palestinian group, the Israeli army has re-occupied part of autonomous Palestinian cities in the West Bank, killing at least 25 Palestinians.
The 57-member OIC, based in the Saudi city of Jeddah, has condemned the September 11 attacks on the United States, but did not declare any official position toward the US-led strikes on Afghanistan, aimed at chief terror suspect Osama bin Laden and the Taliban regime which is sheltering him.
Tehran, for its part, has condemned both the September 11 attacks and the strikes on neighbouring Afghanistan, calling on the United Nations to lead the campaign against terror instead.
Meanwhile, in Doha, officials said the emir would visit Riyadh on Sunday for talks on the Afghan and Palestinian crises.

 The Hartford Courant; October 19, 2001

 He kept the secret for 30 years. The former Navy skipper told no one about
 the classified tests of Project Shad, how the Marine jets came screaming
 out of the night off a remote Pacific atoll, spraying a 100-mile-long
 aerosol cloud over his five tugboats. Then Jack Alderson's men started
 getting sick.

 Some of the guys tried to go to the Pentagon or the American Legion and
 said, `I did biological warfare testing.' They basically threw them out,
 told them they were crazy, said Alderson, many of whose former crew
 complain of chronic respiratory problems. They told them, `We didn't do
 things like that.'

 But now, after seven years of inquiries from veterans, Congress and the
 Department of Veterans Affairs, the Pentagon has confirmed that thousands
 of sailors were present during a decadelong series of classified tests to
 determine the vulnerability of U.S. warships to attack by chemical and
 biological warfare.

 In a series of fact sheets given to veterans' hospitals and
organizations
 last month without wider public notice, the Pentagon acknowledged that
some
 of the tests involved spraying live biological weapons over U.S. ships,
 including Alderson's tugs. Pentagon officials say that nerve agents such
as
 sarin and VX gas also were used, but they refuse to disclose where, when
 and how.

 Other tests involved exposure to simulants, relatively harmless microbes
 and chemical markers used as stand-ins for a potentially deadly biological
 agent that resonates so powerfully today: anthrax. In all, more than a
 dozen ships were used, in both the Pacific and Atlantic, from 1960 to
1970.
 Involvement was brief for some ships and crews. For others, it was a
 full-time assignment lasting years.

 In the tests, Marine attack bombers sprayed either simulants or live
 biological agents. Then the ships sailed through the resulting cloud and
 collected air samples. In some tests, caged monkeys were placed on deck
and
 later tested to determine whether they had inhaled the material.

 In the hot tests, involving live biological warfare agents, the sailors
 took shelter in compartments rigged with positive-pressure ventilation
 designed to prevent the test material from infiltrating the ships. Other
 precautions included inoculations for rabbit fever and Q fever, two of the
 illnesses caused by the biological weapons employed, Pasteurella
tularensis
 and Coxiella burnetti.

 The crews who participated ... were not test subjects, but test
 conductors, according to the fact sheets.

 The Pentagon says no health problems have been linked to the tests, but
the
 veterans say no one has ever looked. A dozen test veterans reached by The
 Courant in recent weeks, including a former medical services officer, say
 they never were examined for exposure to the test material in the 1960s or
 monitored in later years.

 I've had some concerns, respiratory problems like the others, said
Norman
 LaChapelle, the former medical officer. You go to the VA, a good
physician
 will ask you, `What were you exposed to? What was your work?' Most of us
 until now couldn't say.

 One former tug skipper has cancer of the esophagus. Another officer died
 after developing fibrous growths in his lungs. Dozens of others have
 varying degrees of respiratory problems, Alderson and others said. One old
 skipper, who did not want to be quoted by name, said that he collapsed and
 was critically ill for 18 days shortly after his Pacific service.

 Ironically, the veterans say they are more concerned about the risks posed
 by the powerful cleansing agents used to decontaminate their ships than
 they are about the biological warfare agents. Some of the cleansing agents
 are now suspected of causing cancer.

 The recently released fact sheets detail only three series of tests,
 conducted in 1963 and 1965 under the code names Autumn Gold, Shady
 Grove and Copper Head. They are only a fraction of the tests conducted
 as part of Shad, an acronym for shipboard hazard and defense.

 Taliban Commander-in-Chief Jalaluddin Haqqani has claimed that the militia
was in touch with China, which was assisting them in the war against US.
Before leaving for Afghanistan after holding talks with Pakistani officials
here, Haqqani, who is also the Minister for Frontier Regions, told reporters
China is still assisting Taliban in the war against the United States.

He also said the Afghan militia continued to be in touch with Beijing.

He, however, declined to divulge the nature and quantum of the assistance
being provided by China.

Haqqani, whose visit to Islamabad raised eyebrows, said China would react
sharply in the longer run as the US would dig in Afghanistan.

Besides the Pakistan officials, he also met the leaders of the hardline
pro-Taliban Pakistani religious leaders.

Haqqani said China was an important neighbour to Afghanistan and has
followed moderate policy towards Taliban all along.

It has never interfered in the internal affairs of Afghanistan and Taliban
hold it in high esteem for this, he said.

Haqqani said the United States has not scored any noteworthy success in its
three weeks of bombardment in Afghanistan.

So far Taliban have lost around 25 fighters. Also a military helicopter and
two passenger planes of Aryana air lines have received minor damage in the

Military sources in Dushanbe and Bishbek, capitals of Tajikistan and
Kyrgizstan respectively, report at least 15 Chinese fighting men on the side
of the Taliban, were killed in last weeks U.S. bombing over Kahandar and in
a separate incident on the ground, according to the DEBKA intelligence news
service.

This report was confirmed, reports DEBKA, by Pakistani sources in Peshawar,
who discovered the Chinese presence alongside the Taliban from their own
intelligence reports on the death of the commander of Arab Afghan troops in
Jalalabad. That commander was Basir al Masri, a senior aide to Osama bin
Laden and the Egyptian Islamic Jihad chief, Ayman al-Zawahiri.

Al Masri appears to have been caught by an American bombardment, just as he
was leaving Kahandar for Jalalabad after meeting Taliban leaders. Those
leaders warned him as he left that U.S. Special Forces units were operating
in the southern and western outskirts of the town. Because they thought the
size of his bodyguard insufficient, they offered a detail of their own men
to see him safely past the danger zone. Among that armed escort were five
Chinese fighters. A Special Forces unit waylaid the group and detonated
explosive charges, one of which hit Abu Basirs vehicle and a second the
escort vehicles. Most of the escort was killed, including three of the
Chinese guards. The next day, their bodies were carried into Kandahar.

Another 10 Chinese fighters were killed in U.S. bombardments, DEBKA reports.

The intelligence service reports its sources have no doubt that the Chinese
combatants fought in a Taliban unit  and were not part of Osama bin Ladens
Al Qaeda or its associated Egyptian Jihad forces in Afghanistan. Neither
organization admits non-Arab adherents  certainly not as guards for its
senior officers.

The Chinese-bin Laden relationship goes back some years. The British daily,
Guardian, carried a report Saturday by John Hooper in Milan, claiming that
three years ago, China paid bin Laden several million dollars for unexploded
American cruise missiles left over from the U.S. attack on his bases. Hooper
quotes an alleged senior Al Qaida agent in Europe, whose account is
contained in the transcript of a secretly taped conversation between two bin
Laden adherents.

The Americans fired 75 missiles in the raid on bin Ladens bases in
Afghanistan, carried out Aug. 20, 1998, in reprisal for the terrorist
strikes against U.S. embassies in East Africa. Forty were found unexploded.

The conversation taped took place in Milan between a Libyan called Ben
Heni -- who was arrested in Munich last week and accused by the Italian
prosecution of being the liaison officer between two Al Qaida cells in

W ASHINGTON--There is bitter, bitter irony in the fact that even as Americans
expressed their outrage over sickening police abuse in Los Angeles, an
angrily divided U.S. Supreme Court would give cops and other state agents a
green light to violate the constitutional rights of suspects.
Chief Justice William Rehnquist was joined by four other conservatives in
declaring that a coerced confession is not automatically a reason to throw
out a criminal conviction--that sometimes a tainted confession may-be
disregarded as merely harmless error',

For the first time in eight years, Justice Byron White read from the bench a
four-member dissent in which he said the majority had dislodged one of the
fundamental tenets of our criminal justice system that the state may not use
inquisitorial tactics to bludgeon confessions out of criminal suspects.

This 5-4 decision that jeopardizes basic human rights is as worrisome as
anything to come out of the Supreme Court in my four decades of watching that
tribunal.
The shining difference between this country and most others is that even in
our years of greatest fear and paranoia we have not tolerated anything close
to Hitter's Gestapo or Stalin's KGB.

We have protected fiercely the constitutional protections against
unreasonable search and seizure, the right of a suspect to have counsel,
every citizen's right to refuse to give self-incriminating evidence.

But in recent years, partly because of demagoguery from the White House, or
politicians, seeking the White House, the general US. mood has embraced the
idea, To hell with the Constitution; let's do anything that needs to be done
to combat crime.

Ronald Reagan ran on a law 'n' order platform; George Bush ran against
rapist-killer Willie Horton. They won, thus sending hundreds of Democrats and
liberal Republicans scurrying for ways to prove that they hate crime more
than they love constitutional protections.

What is worse is that Reagan and Bush have packed the Supreme Court, the
appeals and federal district courts, with justices and judges who believe
that the Constitution must be suspended occasionally in order to loch up the
criminal.

The mood in much of the United States now is that there's nothing wrong with
delivering a few fists to the belly, a rubber hose to the head and neck, a
few electric shocks to the genitals, it they make someone confess to some
awful crime.

The cops in Las Angeles who were captured on videotape beating Rodney Glenn
King so mercilessly that President Bush called it sickening were aware of
this American mindset They, like some police officers in every city, assumed
that the White House, the justices and judges, the newspaper editors, would
be on their side. After all, they were getting tough on crime, and what
law-abiding politician would complain just because the cops had declared
themselves arrester, indicter, judge and punished?

This assert/on that coerced confessions may be mere harmless errors will be
accepted by millions of Americans who assume that they personally will never
be the victims of police statism. They assumeâand are for the most part
correctâthat the people who will be coerced are the poor who can't hire good
lawyers, the lower class whites who have no political clout, the racial
minorities who have neither money nor social status nor meaningful political
power.

But the histories of Nazi Germany, of Stalin's Russia, of postwar Eastern
Europe, or pre- and postwar China show that once a police state gets its
grip, no class or kind of people remains invulnerable to the oppressions and
repressions of those in power.

The judicial outrages we are now seeing will be the most lasting of the
legacies of Ronald Reagan.

The people and the politicians asked for this lurch toward a police state.
Only the people and the politicians can reverse the trend.

What has not been explained to the American people is the reason why 35,000
Army Reservists and 65,000 National Guard have been called up.  It is to
maintain internal checkpoints.  It has nothing to do with the external War
on Terrorism. All of these people are being trained at the US Army School
of Urban Control at Fort Campbell, Kentucky.  CNN actually showed an urban
training mock-up, what they're training on, and what the new Internal
Security checkpoint is going to look like.  It was mighty sinister looking.

There was a barrier that went across the road.  To the right was an elevated
shed like structure, elevated perhaps fifteen feet in the air.  It had a
small second story that was open.  On it was a sign that read Homeland
Security Internal Checkpoint. There were sandbags and the wooden arm that
crossed the road read 100% ID Checked. Then there was a small shed to the
right with a small barbed wire area behind that.  On this structure was a
sign, which read, All citizens not having proper identification will be
detained.  All foreign nationals will be detained.  All citizens who are
deemed to be acting in a suspicious manner will be detained. At each of
these posts there will be six armed Army or National Guard reservists with
M-16's with full field kit.  On top of the structure to the rear, the open
structure on top, there's a man with a machine gun emplacement.

They showed the actual mockup used for training purposes.  They had new
uniforms.  They weren't in their regular uniforms.  It's a new gray uniform
with a gray helmet and a visor so you can't see their eyes.  The only thing
you can see is from their lips down because they said that's to prevent any
retribution from people who don't like this new idea.

This uniform looked exactly like the Imperial Storm Troopers from Star
Wars except instead of white, it was gray.  All the helmets have little
transceivers so they can communicate with each other.  There will be six
guards at each internal security checkpoint.  And there's another warning on
the inside of the barbed wire enclosure, Any detainees attempting to escape
will be shot. It was a yellow and red sign inside the detainment area.

The only person who actually spoke on camera during this story was a
sergeant, an Army Reservist sergeant.  You could tell that he completely
disagreed with what was going on.  You couldn't hear the question being
asked, but he was looking at the camera and he said, We're here to protect
the people. Then he put his head down and shook his head, and you could
tell he didn't believe a word of what he was saying -- like it was some big
frigging joke.

Then they showed the procedure they were using to train these guys.  An
average American car, like a Ford or a Chevy, drives up and there's supposed
to be a husband and wife in the front seat and a couple of kiddies in the
back.  So they drive up to the checkpoint, and the corporal comes up to the
car and says, May I see your identification, citizen.

They call everyone citizen. I swear to God, I'm not making this up.
Then the guy asks for his driver's license, then something else and
something else.  Then he says, Very good, citizen.

There's a spot on the gate that goes across the road that they had x-ed out.
But you could tell what it said because the sergeant alluded to it.  It
said, All citizens are required to present their National Identification
Cards. But they left it blank as a black spray-painted out spot because the
legislation for that hasn't happened yet.

The big sign on the side of the one and half story shed with the machine gun
nest on top said Homeland Security Internal Checkpoint. And now we're all
supposed to say, Hail the Republic. That's the new mantra.
They showed a bunch of guys being trained at Fort Campbell, Kentucky,
probably enlisted and reservists and such.  And they kept raising up their
right arm saying, Hail the Republic.

The sergeant even said that they are duplicating the ancient Roman Legions
salute to Caesar, using the right arm upraised with the fist.
Instead of Hail Caesar, though they say, Hail the Republic.

This is what's coming.  People don't believe it or people don't understand
it but when 80% of the people support whatever security
measures are necessary.

What does it all mean?  We all better start worrying when George Bush starts
to play the fiddle.

Congress is supposed to be recessed for the rest of the year, but they will
be giving the Administration extraordinary wartime authority --
pursuant to all remaining legislation.  In other words, they will simply
allow the Administration to act under pending statutes.  They are simply
going to transfer to the Administration emergency wartime power to act under
bills, which are still pending, even though they

Washington, DC -- Secretary of Defense Donald Rumsfeld today attacked
unnamed sources that
leaked information on a US Special Forces mission inside Afghanistan to US
journalists -- sources which everyone knows were Richard Perle, Paul
Wolfowitz,
and a handful of their aides and allies inside the administration.

According to today's London Times, A clearly furious US Defence Secretary
said
he hoped that the US Rangers who parachuted on to Afghan soil in the early
hours of Saturday never found the individuals responsible for the leaks.

The Special Forces mission in Kandahar was a resounding failure, as US
forces
were compelled into an ignoble retreat under attack from thousands of
Taliban
fighters.

Rumsfeld had initially threatened to have those responsible for the
leaks arrested for violating their security clearance, but today
moderated
his talk, and suggested that the traitors to the US government inside the
administration may merely be held responsible.  The talk was viewed by
LSN
sources as the first stage in a process by which key allies of the Israel
lobby
inside the administration will be branded as traitors and then purged
from
their posts.

Richard Perle and Paul Wolfowitz have used their positions inside the
Defense
Department to snipe at Bush, Powell, and their leadership, and have ended
up
the losers in a battle for control of White House policy in the Middle
East.
Their lobby is now trying to work damage control and has largely
abandoned
initial calls for a war on Iraq to instead fight a defensive action trying
to
shield blame for the 9-11 attack from Israel in the public eye.

THE ENEMY IS INSIDE THE GATES

A dedicated group of experienced civilian and military pilots, including
combat fighter pilots and commercial airline captains, just finished a
marathon 72 hours of non-stop briefings and debate over the current crisis
evolving from the use of commercial aircraft as cruise missiles against the
World Trade Center and the Pentagon on 11 September.

The so-called terrorist attack was in fact a superbly executed military
operation against the United States, requiring the utmost professional
military skill in command, communications and control. It was flawless in
timing, in the choice of selected aircraft to be used as guided missiles,
and in the coordinated delivery of those missiles to their pre-selected
targets.

As a tactical military exercise against two significant targets (world
financial center and the citadel of world strategic military planning), the
attack, from a psychological impact on the American public, equaled the
Japanese "surprise" attack on Pearl Harbor 7 Dec 1941.

The over-riding question: If we are at war, who is the enemy?

The group determined that the enemy is within the gates, that he has
infiltrated into the highest policy-making positions at the Federal level,
and has absolute control, not only of the purse strings, but of the troop
build-up and deployment of our military forces, including active, reserve
and National Guard units.

PRELUDE TO PANIC

The 9-11 activity and horrific destruction of US property and lives was
intentionally meant to trigger a psychological and patriotic reaction on the
part of the US citizens, which is paving the way for "combined UN activity"
(using the fig leaf of NATO) for striking key targets in both the Middle
East/ South Asia and the Balkans. The goal continues to be ultimate
destruction of all national sovereignty and establishment of a global
government.

The trigger for the 9-11 activity was the imminent and unstoppable
world-wide financial collapse, which can only be prevented (temporarily) by
a major war, perhaps to become known as WW 111. To bring it off (one more
time), martial law will probably be imposed in the United States.

In each of the major wars of the 20th century, the financial manipulators
(located in the City of London and New York City) had placed the US (and
much of the Western world) in a monetary expansion mode, followed by an
ever-tightening vice of a gigantic credit squeeze. We now have two ongoing
and tightly controlled simultaneous events (emanating from the two symbolic
targets of 911:

1) Alan Greenspan, Fed chairman, promising to flood the market with up to
$200 billion in FRNs and to further lower interest rates, thus bringing
about hyperinflation and dollar devaluation. Much of these multi billions in
largesse will be dumped into the coffers of Wall Street, Defense, bankrupt
airlines, insurance companies and into the willing arms of debt-ridden
third-world countries in the form of debt repudiation (forgiveness). Call it
bribery, in order to get these often reluctant nations to join our coalition
of "freedom fighters" in "the war against terrorism".

2) Paul Wolfowitz, deputy Defense secretary, promised that the US will
launch "sustained military strikes against those behind the terrorist
attacks on New York and Washington". He said that the "military retaliation
would continue until the roots of terrorism are destroyed."

This bit of saber rattling was seconded by select NATO allies (especially
Britain), and by our chief ally in the Middle East, the Butcher of Beirut,
Ariel Sharon, while Secretary of Defense Don Rumsfeld, with the blessings of
Pres. Bush 11, is activating thousands of national guard and reservists, not
only to guard the vulnerable airports, but to do fly-overs of our Nation's
capital in F16s from the North Dakota Air Guard. Other National Guard units
are being jockeyed into potential combat "hot spots" throughout the Middle
East/South Asia and the Balkans.

WHO IS THE ENEMY?

Following is a summary of the near-unanimous views of the assembled military
and civilian pilots concerning certain critical factors relating to the
WTC/Pentagon hit of 9-11:

Troubling questions arose about the alleged pilot-hijackers of the four
aircraft, who were supposedly trained on Cessna aircraft over the past year
at fields in Florida and Oklahoma. One General officer remarked, "I
seriously question whether these novices could have located a target dead-on
200 miles removed from takeoff point...-- much less controlled the flight
and mastered the intricacies of 11FR (instrument flight rules) -- and all
accomplished in 45 minutes."

The extremely skillful maneuvering of the three aircraft at near mach
speeds, each unerringly hitting their targets, was superb. As one Air Force
officer -- a veteran of over 100 sorties over North Vietnam -- explained,

SECRETS AT SEA: CLOUD OF SECRECY LIFTING ON DUGWAY NAVY'S TESTS OF GERM AND CHEMICAL AGENTS IN THE PACIFIC DURING VIETNAM WAR.

While the 1960s movie and TV series "The Wackiest Ship in the Army" poked fun at the idea of the Army sailing ships, the Army's Dugway Proving Ground and Fort Douglas actually had a secret navy to test germ and chemical arms in the Pacific.

Unlike the Hollywood comedies about World War II, Dugway's Vietnam War era work was deadly serious:

- Their ships sailed through clouds of germ and chemical agents, and some sailors now blame cancer and other diseases they suffer on it - or on the mix of chemicals used for decontamination.

- While germ and chemical tests usually occurred in remote areas oft he Pacific for safety and secrecy, at least one test was conducted in San Francisco Bay.

- Some of the ships had already been contaminated by radiation when used earlier as test ships during ocean nuclear bomb tests - which sailors also say may have sickened them.

- The ships also conducted tests designed to see if migratory birds could be infected far from an enemy's shores to later fly in and spread diseases - or whether examining birds from afar could show if enemies were working with deadly germs.

- One of the sailors says he was even sent into Laos and Cambodia to discharge germ and chemical weapons for tests - which, if true, likely violated treaties.

The story about Dugway's navy emerges from once-secret documents obtained through the Freedom of Information Act by the Deseret News and from interviews with sailors involved.

More documents, including some from a request specifically for data about any U.S. chemical and germ arms work in Cambodia and Laos, have not yet been released. The Pentagon has been reviewing them for months to determine if they will be declassified after they were identified by Dugway.

THE BEGINNING

Documents said the Navy was worried about how to protect and decontaminate its ships in the event of chemical or germ attacks. So Army scientists in Utah assembled an ocean-based test project similar to trials conducted on land at Dugway for decades.

The at-sea testing was overseen by the Deseret Test Center - named for the Mormon pioneers' proposed-but-rejected name for the state of Utah - located at Fort Douglas in Salt Lake City and later moved to Dugway Proving Ground.

Deseret's insignia showed it was not only an Army program but a joint operation with the Navy, Marines and Air Force.

Because Deseret Test Center oversaw the experiments, documents often call its overall testing program "Project Deseret."

Its small support navy was called "Project Shad." That was both an acronym for "Ship Habitation and Decontamination" studies and the name for small fish similar to herring.

The earliest at-sea testing mentioned in documents obtained occurred in 1956, and tests appear to have continued through the late 1960s.

For the experiments, Deseret Test Center obtained the use of two "liberty" ships, the mass-produced Merchant Marine cargo ships made during World War II. Tests also included five tug boats and the occasional use of submarines, jets, barges and assorted smaller vessels.

The idea, documents said, was to have various ships crisscross through germ and nerve agent clouds to collect information about exposure and decontamination. Crew members occupied protected spaces, and information was evaluated by on-board lab facilities.

RADIOACTIVE SHIPS

The liberty ships selected - the Granville S. Hall (with call letters YAG40) and the George Eastman (YAG39) - were uniquely configured and had a dubious history before Project Shad.

They were rigged in the early '50s so they could be steered by remote control so they could be "driven through downwind radiation clouds resulting from atmospheric detonations of nuclear devices" near Eniwetok and Bikini atolls, according to Guy Willis of Tennessee, who wrote about his work on the Hall in the mid '50s for a newsletter, "The Navy Liberty Ship Sailor."

Willis wrote that the crew, which reboarded the ship only hours after passing through such clouds to wash it down, "experienced considerable radiation exposure," especially during long voyages back to the United States.

Despite the radiation exposure, the Hall and Eastman were included in Deseret Test Center's navy, possibly because of the remote steering capability or because of their rigging with cages for test animals and lab equipment that would be needed again.

Still, Frank Tetro, who sailed on the Hall between 1966 and 1968, said the Hall would set off alarms at Pearl Harbor that were designed to detect radiation leaks from nuclear submarines. "Once they found out it was us, they would let us come on in," he said.

Interfax quoting defence ministry sources in Tajikistan said the US special force's ground attack did not yield any results, nor did it influence the general military-political situation in Afghanistan. More than 100 US special troops which landed from helicopters in Kandahar's western outskirts near Babashahi hill, found themselves in an area densely controlled by the Taliban and had to retreat without achieving the main goal of the operation to attack their secret airfield, the Interfax source said."

Beyond Carnivore: FBI Eyes Packet Taps

Expect the FBI to expand its Internet wiretapping program, says a source familiar with the plan.

Stewart Baker, a partner with law firm Steptoe Johnson, is a former general counsel to the National Security Agency. He says the FBI has spent the last two years developing a new surveillance architecture that would concentrate Internet traffic in several key locations where all packets, not just e-mail, could be wiretapped. It is now planning to begin implementing this architecture using the powers it has under existing wiretapping laws.

The FBI has acknowledged a program called Carnivore, which sniffs e-mail messages, but the new program is more extensive, Baker says.

"The FBI has been gradually developing a set of guidelines, standards - call it what you will - a list of what law enforcement wants from packet data communications systems," Baker said. "And they are in the process of unveiling that over the next few months to ISPs and router manufacturers and the like."

ISPs, Web hosters, vendors and other firms handling critical Internet infrastructure should expect the FBI trying to schedule meetings to deliver the details of their offering, and show the document containing the technical specifications, Baker said. He indicated that details of what this new surveillance architecture should look like are not clear. It is also possible the FBI has retained some well-known data infrastructure consulting firms to develop its new technology.

The new architecture is different from Carnivore because it would likely ask for certain types of data communications to be centralized, he said.

"The goal might be to get companies that use packet data to have those packets go to one place for purposes of wiretap and other intercept capabilities," Baker said. "It's clear they [the Bureau] have decided that in the next year or so they are going to make a big push on packet data and they are going to use whatever leverage they can to get people to cooperate and to build a set of packet data systems that are more wiretap friendly than the ones we have today."

The FBI spokesman overseeing Carnivore and other wiretapping issues didn't immediately return calls seeking comments.

Whatever the new initiative ends up looking like, the Internet service provider community could be more likely to cooperate, shaken up by Sept. 11, said industry executives. But no one has heard of the FBI going beyond Carnivore at this point.

"The FBI are trying to get Carnivore with a lot more ISPs," said Patrick Sweeney, president and chief executive of ServerVault, a Web hosting firm specializing in secure hosting.

Reportedly, the FBI is trying to use sections of Title 18, the wiretapping law, to extend its eavesdropping coverage to e-mail, Sweeney said. While he was not familiar with the initiative Baker described, Sweeney said Bureau's interest in tracking data communications is not shocking, and might go beyond the FBI.

"There are so many agencies that are working on procedures where they can make sure than entire comprehensive wireless and wireline tapping can be put into place if need be," he said.

Seventeen years later than expected, 1984 has arrived. In his address to Congress Thursday, George Bush effectively declared permanent war -- war without temporal or geographic limits; war without clear goals; war against a vaguely defined and constantly shifting enemy. Today it's Al-Qaida; tomorrow it may be Afghanistan; next year, it could be Iraq or Cuba or Chechnya.

No one who was forced to read 1984 in high school could fail to hear a faint bell tinkling. In George Orwell's dreary classic, the totalitarian state of Oceania is perpetually at war with either Eurasia or Eastasia. Although the enemy changes periodically, the war is permanent; its true purpose is to control dissent and sustain dictatorship by nurturing popular fear and hatred. The permanent war undergirds every aspect of Big Brother's authoritarian program, excusing censorship, propaganda, secret police, and privation. In other words, it's terribly convenient. And conveniently terrible. Bush's alarming speech pointed to a shadowy enemy that lurks in more 60 countries, including the US. He announced a policy of using maximum force against any individuals or nations he designates as our enemies, without color of international law, due process, or democratic debate.

He explicitly warned that much of the war will be conducted in secret. He rejected negotiation as a tool of diplomacy. He announced starkly that any country that doesn't knuckle under to US demands will be regarded as an enemy. He heralded the creation of a powerful new cabinet-level police agency called the "Office of Homeland Security." Orwell couldn't have named it better. By turns folksy ("Ya know what?") and chillingly bellicose ("Either you are with us, or you are with the terrorists"), Bush stepped comfortably into the role of Big Brother, who needs to be loved as well as feared.

Meanwhile, his administration acted swiftly to realize the governing principles of Oceania:

WAR IS PEACE
A reckless war that will likely bring about a deadly cycle of retaliation is being sold to us as the means to guarantee our safety. Meanwhile, we've been instructed to accept the permanent war as a fact of daily life. As the inevitable slaughter of innocents unfolds overseas, we are to "live our lives and hug our children."

FREEDOM IS SLAVERY
"Freedom itself is under attack," Bush said, and he's right. Americans are about to lose many of their most cherished liberties in a frenzy of paranoid legislation. The government proposes to tap our phones, read our email and seize our credit card records without court order. It seeks authority to detain and deport immigrants without cause or trial.
It proposes to use foreign agents to spy on American citizens. To save freedom, the warmongers intend to destroy it.

IGNORANCE IS STRENGTH
America's "new war" against terrorism will be fought with unprecedented secrecy, including heavy press restrictions not seen for years, the Pentagon has advised.

Meanwhile, the sorry history of American imperialism -- collaboration with terrorists, bloody proxy wars against civilians, forcible replacement of democratic governments with corrupt dictatorships -- is strictly off-limits to mainstream media. Lest it weaken our resolve, we are not to be allowed to understand the reasons underlying the horrifying crimes of September 11.

The defining speech of Bush's presidency points toward an Orwellian future of endless war, expedient lies, and ubiquitous social control. But unlike 1984's doomed protagonist, we've still got plenty of space to maneuver and plenty of ways to resist. It's time to speak and to act. It falls on us now to take to the streets, bearing a clear message for the warmongers: We don't love Big Brother.

The Bush administration has answered the crimes of September 11 with crimes of its own, potentially greater in scale. Launching a war on Afghanistan and killing poor people whom we do not know, because people we do know have been killed, is not only cowardly and vicious, it will also ramify in human misery. It's not only a crime, it's a colossal blunder.

It's important to note that Mr. Bush's war is entirely illegal. As Canadian lawyer Michael Mandel writes, "It violates international law and the express words of the United Nations Charter." The administration in fact seems to have a bad conscience on the point, nervously repeating that it is exerting its "right of self-defense under Article 51 of the UN Charter." It's the same transparent justification that the Clinton administration offered for its attack on Serbia, also not sanctioned by the UN Security Council.

Article 51 of the UN Charter (as a treaty, binding on the US government) says, "Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security." But no candid observer could see the US-directed attack on Yugoslavia as "self-defense" to "an armed attack ... against a member of the United Nations"; and, although the US was surely attacked in the present instance, killing Afghan peasants is hardly self-defense against that attack, or even an effective way to prevent future such attacks. In fact, it will have the opposite effect: Bush's war is the answer to Bin Laden's prayer, sending new recruits to resist this further insult to the Muslim world.

The US government's contempt for the United Nations and the rule of international law was illustrated once again the day after the bombing of Afghanistan began. The new UN ambassador, John Negroponte, who participated in the Reagan administration's terrorist war against Nicaragua as ambassador to Honduras, delivered a brief letter to the Security Council that managed to refer twice to "the inherent right of self-defense," and included a top-lofty line that would be comical, were it not murderous: "We may find that our self-defense [third mention] requires further actions with respect to other organizations and other States." Even the diplomatic Secretary-General admitted that that was "disturbing."

Some have argued that the atrocities of September 11 justify an armed response by the US against those who might bear some responsibility for the attacks or who supported them. Such a war would be a "just war," it is argued, with reference to a long legal and philosophical tradition. It is in fact a tradition worth examining, because it represents accumulated wisdom on when you might kill someone. (The first president Bush called his invasion of Panama "Operation Just Cause," and the original name for the current assault was "Operation Infinite Justice.")

But one of the requirements for a just war is that it be a last resort, that all attempts to settle the matter short of force be exhausted. That is manifestly not the case in the present instance. Not only has the Bush administration brushed aside the UN, it has also refused the offer from the effective government of Afghanistan to discuss the terrorist networks purportedly based in their country -- just as, it must be said, the US refused offers to negotiate from the other side before both the Gulf War and the Serbian War.

It has become clear in the last decade that military force -- killing people -- is the area in which the US has its greatest comparative advantage in competition with the rest of the world. The US government intends to make sure that attempts, however brutal and horrific, to equal its readiness to kill, will be met with even more killing. The US has simply refused to use the mechanisms of international law -- the UN Security Council, authorized to take "measures necessary to maintain international peace and security"; the World Court, which has rendered judgements about international terrorism (admittedly, against the US); and perhaps a special court constructed for the purpose, as in the cases of Lockerbie and the former Republic of Yugoslavia -- to pursue the perpetrators of the September 11 crimes and their accessories.

That would of course be easier, had the US not spent a generation undermining the UN. In that period the US constantly ham-strung the Security Council with vetoes, far more than any other country, and subverted the specialized agencies, as in Iraq. The US, the state that advertises itself as founded on reason and the rule of law, has transformed itself into an international outlaw, the greatest rogue state. Much of humanity may suffer from this crime for years to come.

OVERVIEW

I want to start out by responding to that tiny percentage of negative email I receive that accuses me of being anti American. I'm not. I think America is a great place, and the American people by and large are to be admired.

What I am against is any government that lies to its people. This includes the government of the United States which, contrary to Bill Clinton's comments on the matter, is not the same thing as the country. The country is the people. The country is the land. The country is those who build, teach, heal, grow, manufacture, and along the way raise a family. The United States is not found in the marble buildings along the Potomac. The United States is found in the homes and hearts of 266 million Americans.

The government, its self delusions of grandeur aside, is nothing but a custodian, and a temporary one, hired by the people to care for our nation, and if that custodian fails in that job, like any menial, they should be replaced. Our nation did just that once before, in 1776, and it must be remembered that those who were called "Patriot" were those who stood with the people of the nation, not with the corrupted government.

There is no provision in the Constitution that authorizes the government, as custodian of the nation, to lie to the people. It's just not in there. And yet the government of the United States has been caught repeatedly lying to the people of the nation in recent years, lying about Vince Foster , TWA 800 , Waco , Martin Luther King , John F. Kennedy , The Oklahoma City Bombing , and others too numerous to mention. Suffice it to say that if the government of the United States finds itself with a credibility problem, it has only itself to blame.

When the government of the United States lies to the people, it acts illegally and un-Constitutionally and by the strict interpretation of that document ceases to be the legal government of the land. But let us set that aside for the moment and look at why the US Government lies to the people and what such lies have accomplished in the past. Only then can we understand why the reasoning citizen must have serious doubt we are being told the truth by the government in the present case.

Some of the biggest lies told by the government of the United States are those used to initiate a war. Modern pundits keep equating the attacks of 9/11 to the Japanese attack on Pearl Harbor. This is a slippery, indeed dangerous analogy, since it has been proven in recent years, by way of recently declassified documents, that FDR deliberately maneuvered Japan into the attack on Pearl Harbor and kept the Hawaii commanders from knowing of the attack so that there would be plenty of dead bodies with which to enrage Americans into support of a war that as of December 6th, 1941, nobody wanted. American boys, shouting "Remember Pearl Harbor", marched off to war. Many did not come back.

The Spanish/American war was likewise started with deception. The Hearst Newspapers flooded the land with stories of Spanish abuses of the Cuban people; stories which turned out to be fictional and which were published solely to fan the flames of a war, not for the benefit of the Cuban people, but to enlarge American territory and influence. When USS Maine exploded in Havana Harbor, the Captain of that ship insisted that the explosion was not the result of any attack. But he was shouted down by the press, and American boys, shouting "Remember The Maine", marched off to war. Many did not come back. And all because of a lie. In 1975, a review of the evidence by admiral Hyman Rickover, the father of the modern nuclear Navy, concluded that there hadn't been any Spanish mine at all, just as the Maine's Captain had reported. The ships had suffered a fire in a coal bunker, detonating the ship's magazine, imprudently located nearby.

The same with the Gulf of Tonkin. Even as Johnson exhorted the American people to respond to the torpedo attack on the Maddox, Johnson knew there hadn't really been any torpedoes, not had the USS Maddox been as innocent as claimed. American boys again marched off to war. Many did not come back.

Following the Bay of Pigs, which was by any definition an invasion of a foreign nation, the US Joint Chiefs proposed staging fake terrorist attacks that would be blamed on Cuba, to build support for a second invasion.

Of course, there is nothing new about politicians using terror on their own citizens to get what they want. The trick goes back to Roman times, and even Hitler fond it useful.

So, let's take a moment to push aside those flags being held in front of our eyes like blindfold and take a close look at the current situation.

corruption, a familiar question to witnesses was: What did the president know and 
when did he know it? A good variation on that question more than a month after the 
Sept. 11 terrorist attack is: What did the government know and when did it know it? 
There's a growing body of evidence that those entrusted and paid by the people to know 
about threats indeed had some warning, but failed to pass it on to the public. For 
instance, according to a report in the London Telegraph, Israeli intelligence agents 
traveled to Washington in August to warn the FBI and Central Intelligence Agency that 
large-scale terrorist attacks on highly visible targets on the American mainland were 
imminent. The Israelis warned that as many as 200 terrorists linked to Osama bin Laden 
and Iraq were preparing a big operation. Now that may not seem like enough information 
to have prevented the attacks. But that's not all!
  the information that was available to our intelligence agencies ? not by a long 
shot. The FBI and other federal law enforcement agencies also knew that two of the 
hijackers were in the country, according to the Los Angeles Times. They were on a 
terrorist watch list. But the airlines were not notified. In addition, the FBI and CIA 
were well aware of bin Laden's plans to hijack U.S. airliners. The plot was uncovered 
six years earlier in the Philippines when police found detailed information on a 
laptop computer belonging to a bin Laden operative, Ramsi Youssef. The plan called for 
hijacking U.S. airliners and crashing them into U.S. buildings including the World 
Trade Center and Pentagon. In case the FBI and CIA had just forgotten about Project 
Bojinka, which I sincerely doubt, they should have received a reminder with the 1999 
publication of Yossef Bodansky's book, Bin Laden: The Man Who Declared War on 
America, in which he spells it out. The original plan called for the !
 hijacking of 11 airliners at once. In other words, had the FBI and CIA
 simply added two plus two, the threat of hijackings would have been obvious. But 
there was even more. The FBI had several terrorists under surveillance, according to 
the Oct. 1 issue of Newsweek. They intercepted communications just prior to Sept. 11 
that suggested something very big was about to happen. Still, there were more clues. 
Zacarias Moussaoui was arrested after flight trainers tipped off the feds that he 
wanted to learn how to fly a 747 but wasn't interested in takeoffs or landings. 
Zacarias was traveling on a French passport. When contacted, the French government 
reported that he was a suspected terrorist. There were even more reasons to be on high 
alert ? and specifically to be thinking about the threat of dramatic hijackings. The 
question then is: Were they ignored? And, if so, why? But there is evidence that the 
threat wasn't ignored ? at least not entirely. A day after the attack, the San 
Francisco Chronicle reported that Mayor Willie Brown was called eight h!
 ours before the hijackings and warned by his security staff not to travel. On Sept. 
27, the London Times reported that Salman Rushdie got a similar warning about avoiding 
U.S. and Canadian airliners. That warning, said Rushdie, came from no less authority 
than the Federal Aviation Administration. Now, you're probably wondering why Willie 
Brown and Salman Rushdie are more important to the U.S. government than you and me and 
Barbara Olson. I'm wondering the same thing. These selective warnings ? and I have no 
doubt there were many more we have not yet heard about ? suggest strongly that the 
FBI, CIA and other federal agencies had the information, knew something big was up, 
something that involved terrorist attacks on airliners, but failed to disclose the 
information to the airlines and the flying public in general. I think heads should 
roll at the FBI and CIA. I think there ought to be an investigation into what the FAA 
knew and when it knew it. I think, once again, the feder!
 al government has neglected its main responsibility under the Constitu
tion ? protecting the American people from attack.

Has everyone but me noted that the hijackers were in the country legally
and had legal identification, and that, therefore, future hijackers
following the same modus operandi would have their little fascist smart

September 11, would not have saved ONE SINGLE LIFE. But it WOULD create

It isn't like this is the first we have heard from the Oval Office on a
one size fits all ID.

Several years ago the Gov decided through the Department of
Transportation to develop a commercial drivers license whose testing
requirements would be the same across all fifty states; The CDL.

Prior to this initiative, it was very easy for a commercial driver to
have more than one license from several different states at the same
time, thus making it impossible to get the really bad drivers off the
road through the ticketing process.  Many states had some really out
dated and dysfunctional testing arrangements.  While this system is not
without flaws, it has proven to be more useful across the board.

National ID's are not going to be that bad IF the Ellison's of the world
don't try and make it something it should not be.

Some not so obvious reasons to object to the so called Anti
Terrorism Bill and it's massive internal surveillance apparatus and

As an attorney, one of the things that scares me the most is the
Federal Government's immense power under the RICO Statutes and it's
asset forfeiture provisions.  This article gives a good lay summary,

not reviewed any of the legal recommendations nor would I endorse

The news item is an excerpt from the US News  World Report
column Washington Whispers dated 10/29/01 written by the editor
PAUL BEDARD. The news excerpt is under the paragraph
heading McVeigh's ghost in the column whose title is Pentagon
slows Clinton's bid for women in combat.

I spoke directly today by phone with Paul Bedard and he gave me
permission to write that the top official at the Pentagon who is
making the allegations about McVeigh connections to Iraq is the
Assistant Secretary of Defense, Mr. Wolfowitz, the number two man at
the Pentagon under the Defense Secretary Donald Rumsfeld.

Mr. Bedard also broke his information today at 6:20 am EST on the
show Fox and Friends.

Note that the news item refers to a coverup of the Iraqi connection
to McVeigh and the OKC bombing suspected by Pentagon officials. The
coverup referred to is a coverup by the FBI, DOJ, and Reno and Freeh.

Bedard's information is consistent with evidence uncovered that had
McVeigh meeting with an Iraqi recruiter in Las Vegas a few months
before the OKC bombing along with a suspected Hamas cell member from
OKC. McVeigh was seen with the employee of the Hamas cell member, an
Iraqi, Al Hussain Hussaini in OKC before and on the morning of the
OKC bombing. Hussaini was seen speeding away in front of the Murrah
building with another ME man in a late model brown Chevy truck, the
subject of an FBI all points bulletin.

Hussaini served in Sadam Hussein's Republican Guard prior to the Gulf
War and was brought to the US by Clinton along with around 4000
Iraqis after the gulf War. Some were relocated in OKC at two churches
in OKC. This information was provided by me to KFORTV (Brad Edwards)
in OKC in May 1995 when they were investigating Hussaini's role.

Former legal counsel for the impeachment proceedings and prominent
DOJ attorney, David Schippers has said several times on Alex Jones
and other radio broadcasts that Hussaini was a baggage handler at
Boston's Logan airport at the time of the WTC attacks on 9/11/2001.
Schippers expressed concern that the FBI should look into whether or
not Hussaini could have helped breach security at the airport to help
the hijacker pilots get on board or to plant box cutter knives.

Also it is believed Terry Nichols met with Bin Laden operatives of
the Abu Sayef terror organization in the Phillipines months before
the OKC bombing. Bin Laden and Sadam Hussein have worked closely with
each other on terror projects for years. Wolfowitz and Admiral
Woolsey (former CIA and FBI director) think Sadam Hussain and Bin
Laden also worked together on the Pentagon and WTC attacks on
9/11/2001.

Vincent Cannistraro, former head of the CIA's ME counter terror
operations, told the FBI in April 1995 that the OKC bombing was a
Sadam Hussein operation where Sadam Hussein had paid seven Pakistanis
to assist in the operation. Canistraro's source was the head of Saudi
intelligence and the FBI interview with Cannistraro is described in
McVeigh defense attorney Stephen Jones' book and David Hoffman's
book. Three Pakistani men were arrested in OKC and Dallas in
connection to the OKC bombing and then released. One of them Asad
Sidiqy was a suspect in the first WTC bombing backed by Sadam Hussein
in 1993. The FBI and Reno covered up the FBI 302 interview reports
and arrests of these three Pakistanis.

Food and Drug Administration's recent decision to approve additional labeling
on doxycycline, authorizing the use of this antibiotic for the treatment of
all forms of anthrax.

Bayer recently announced that it is tripling its shipments of Cipro to
deliver 200 million tablets of the antibiotic during the next three months.
With the greatly expanded supplies of Cipro that Bayer is now producing,
combined with the supplies of doxycycline and penicillin produced by other

reason to be assured that public health authorities will be able to deal
swiftly and effectively with any anthrax threat.

Bayer's production facilities for Cipro are operating on a 24-hour,
seven-day-per- week schedule. With this new additional government guidance

supply of antibiotics available to millions of people for anthrax exposure t

the Committee on Governmental Affairs and Subcommittee on International
Security, Proliferation and Federal Services of the United States Senate,
that the Food an Drug Administration is approving new labeling for the use of
several antibiotics to treat anthrax.

The following is being issued to provide healthcare providers with
clarification on dosing regimens about doxycycline. In addition, FDA is
developing more information about the use of this and other antibiotics to
treat anthrax and will provide this information soon.

Doxycycline is approved for the treatment of anthrax in all its forms. The
FDA is providing additional information concerning the dosing regimen for the
treatment of anthrax, including cutaneous and inhalation anthrax
(post-exposure). The currently recommended dosage regimen of doxycycline for
severe disease is 100 mg every 12 hours for adults and 1 mg per pound (2.2mg
per kilogram) every 12 hours for children less than 100 pounds. These dosage
regimens are appropriate for use in patients who have been exposed to anthrax
(Bacillus anthracis) regardless of the route of exposure.

FDA and other health authorities strongly discourage individuals from taking
any antibiotic for prevention of anthrax without the specific advice of a
physician and a clear indication that exposure to the organism may have
occurred.

The United States has been forced to reimagine itself this past
month. So who better for the New Statesman to track down in his
obscure mountain hideaway (no, not Bin Laden) than the man who has
dedicated his life and wri
ting to telling Americans their real, non-sanitised history: Gore Vidal. This is a 
man, after all, who knew and influenced the icons that defined 20th-century America. 
He was a close friend of more than one president (not
 forgetting that Eleanor Roosevelt urged him to run for elected office), was sucked 
off by Jack Kerouac, was attacked (both in print and to his face) by Norman Mailer, 
was a confidant of the Oklahoma bomber and Bill Clint
on, and had to tell Tennessee Williams to stop trying to cruise Jack Kennedy. Now that 
the 20th century has truly reached its symbolic end, this is surely the ideal man to 
help us understand the new, battered America.
When asked if he is sleeping well, knowing that the US is in Dubbya's hands, he 
replies: Let's just say I'm in a total state of insomnia. Unlike those who are 
rallying behind the president, Vidal retains his withering c
ontempt for the man. His father was a failure, and when you get a bad gene pool, 
you don't necessarily enlarge it for high diving, if I may complete the grotesque 
metaphor. Bush has, in Vidal's eyes, failed to rise to
 the occasion since the attacks. For those with an eye and ear for the false note, 
every note is truly false. It is not his mangled and incoherent words that appal 
Vidal, however. No, I'm judging by actions. Obviously,
 requesting all those special powers pushes us even further along the path towards 
Hitler's Enabling Act of 1933. That is the worst that he could do.
Vidal sees the new powers that Bush has claimed to combat terrorism as completing the 
destruction of the Bill of Rights. They're now going to lock up anybody they want to, 
silence anybody they want to. Those powers are n
ow theirs, the dreamed-of powers for the state. The state will come out of this very, 
very powerful, and we the people, in or out of Congress assembled, will come out much 
weaker. That said, we glory in the fact that we a
re the United States of Amnesia. We won't remember a thing the next day. What has 
emerged is nothing less than a police state. There's no euphemism for it . . . Now 
the attorney general can act against terrorism, which
has never been defined. It's like 'un-German activities' under Hitler - what's an 
un-German activity?
This fits into Vidal's wider history of an American republic progressively destroyed 
since the Truman administration, when the branches of government began to be owned and 
controlled by increasingly repressive corporation
s. It is this historical framework that leads him to damn the new American imperialism 
that is spearheading the invasion of Afghanistan. I don't see that anything can come 
from a country that is so beautifully right that
 we would want to impose, either by suggestion or by fiat, our way of life on anyone 
else. And particularly so with the United States of America, the most corrupt 
political system on earth.
How we dare even prate about democracy is beyond me. Our form of democracy is 
bribery, on the highest scale. It's far worse than anything that occurred in the Roman 
empire, until the praetorian guard started to sell the
principate. We're not a democracy, and we have absolutely nothing to give the world in 
the way of political ideas or political arrangements. God knows, the mention of 
justice is like a clove of garlic to Count Dracula.
His scorn for what his homeland has become knows no bounds. He suggests, for example, 
that the United Nations would be stronger if they kicked the US out of it: the US 
would be in quite a separate orbit. He is also unaf
raid to carry on drawing attention to the illegitimacy of President Bush. At least 
five members of the Supreme Court should have been put on trial [for installing Bush] 
by the Senate, which is in charge of that under the
 constitution. Two certainly should have recused themselves. Clarence Thomas's wife 
was working to recruit people for the Bush administration; he should not have sat in 
judgement. Antonin Scalia's son was working for the
law firm that represented Bush before the Supreme Court. That isn't done. Without 
those two, the decision would have gone for Gore.
All these criticisms could easily be used to portray Vidal as unpatriotic or, that 
laziest of cliches, on the side of the terrorists. Yet he is plainly disgusted at 
the callous nature of the 11

Luftwaffe to the Rescue

As of Friday, October 12th, the German Luftwaffe will be patrolling
the skies of the United States. AWACS planes have been deployed
from
a NATO Luftwaffe base to Tinker Air Force Base in Oklahoma.
President
Bush announced the action Wednesday, October 10th during
an
appearance with NATO Secretary-General Lord Robertson.

In an unprecedented display of friendship, NATO air surveillance
aircraft are on their way to the United States to help keep our
country safe. This has never happened before, that NATO has come
to
help defend our country. But it happened in this time of need.
And
for that, we're grateful, Bush said.

I'm not grateful. I'm shocked and dismayed.

Oddly enough, in these strange times this unprecedented display of
friendship has caused almost no comment. Except of course from Rep.
Ron Paul of Texas. Congressman Paul is concerned about this grave
loss of American s
overeignty, and with good reason, too.

National security is the most basic sovereign duty of the federal government in our 
constitutional republic. Neither Congress nor the
president can cede that duty to a foreign nation or body. We cannot
allow the security
 of our own borders to become the responsibility of
any coalition or international organization, whether it's NATO or the
United Nations, said Paul.

Paul blames an interventionist foreign policy which has resulted in an overburdened 
American military.

As a result, we find ourselves unable to deal with the legitimate military crisis 
posed by the September 11th attacks. How much longer
can we continue to defend so many other nations, but not our own? The
national securi
ty of the U.S. is the province of the American people
and the American people only.

The stunning delegation of our national air defense to foreign forces
marks a sad day for America. The war on terrorism provides us with an
opportunity to strengthen national unity, but we must begin by
reaffirming Americ
an sovereignty and defending our own borders.

As usual, Dr. Paul has placed his arrows right in the center of the target. This 
action of Bush's is one of the most outrageous presidential maneuvers in the history 
of our country.

Can you imagine what public reaction would have been if JFK had done
something so unprecedented and unconstitutional during the Cuban
Missile Crisis? Before you could have said Ich bin ein Berliner,
the country would be
en in an uproar and Kennedy would have been
facing an outraged Congress.

Or for that matter, what would the reaction of a Republican Congress
been to such an action by William Jefferson Clinton?

From Article 2, Section 2 of the US Constitution:

The President shall be Commander in Chief of the Army and Navy of
the United States, and of the Militia of the several States, when
called into the actual Service of the United States;
Strangely enough, I don't see one word about importing Hessians to
provide for the common defense of the United States. The implications

combat duty on US so

Imagine this story on the front page of the Washington Post:

In the wake of destructive riots in Los Angeles, Bundeswehr troops
will be assisting California National Guard units in providing
crowd control and also in distributing water and emergency rations
to the stricken city's i
nhabitants. In an unprecedented display
of friendship, German Chancellor Schroder is sending crack Bundeswehr troops to the 
United States to help keep our country
safe. This has never happened before, that Germany has co
me to
help defend our country. But it happened in this time of need. And
for that, we're grateful, says President Bush.
I'm sure that the thought of foreign ground combat troops serving on
US soil seems like pure hyperbole. I'm just as sure that the thought
of German military aircraft patrolling our skies would have been just
as outlandish
 one month ago.

A few AWACS aircraft are in and of themselves of no particular importance, but the 
precedent being set here is terrible. In addition
to civilian oversight, one of the more basic things that protect us
from military rule i
s psychological in nature. American troops swear
an oath to defend and preserve the Constitution of the United States
and that oath is taken seriously by serving officers and enlisted
personnel. Obviously, foreign troops
have no allegiance to our
constitutional traditions and by allowing
them to perform combat
duties on our soil, we're taking a step down a
very slippery slope.

It's become commonplace to joke about the UN helicopter and
tinfoil
hat crowd when referring to Americans concerned about the
ever
increasing globalism and interventionism of our foreign policy.

The
  public has been gripped by the threat of anthrax in the
past week, and has become familiar with CIPRO (ciprofloxacin-Bayer),
the antibiotic
  that has been widely described as the preferred drug to
treat inhalation
  anthrax.
At
  the same time, Americans have been distracted from
Americas other
  germ war  the over-use of prescription antibiotics
like CIPRO which will only hasten the early demise of millions of
humans worldwide
  as more germs mutate and become resistant to these
drugs, permitting
  bugs like E. coli, Enterococci, Staphylococcus,
Helicobacteri pylori,
  and yes even anthrax, to escape treatment and increase
morbidity
  and mortality. The ongoing germ war Americans face is
not administered
  by a terrorist but is of one their own doing.
A
  news story that has been overshadowed by the American anthrax scare
  is that FDA and University of Maryland researchers found 20% of
  meat samples obtained from supermarkets were contaminated with 
drug-resistant
  salmonella, a germ that is responsible for 1.4 million cases of
  food poisoning annually. Among the samples of ground beef, chicken
  turkey and pork, 84% of the salmonella was found to be resistant
  to one drug and 53% to three or more antibiotics.1
Worldwide,
  many strains of Staph aureus, another pathogenic bacterium, are
  resistant to all antibiotics except Vancomycin, which is considered
  the antibiotic of last resort. Strains of germs like Enterococcus
  faecalis, Mycobacterium tuberculosis and Pseudomonas aeruginosa
  already defy a stockpile of more than 100 antibiotic drugs.
The
  FDA is rapidly making plans to reduce the use of antibiotics in animals, 
particularly because the drug-resistance in these animals
  can be transferred to humans. Over 40% of the antibiotics produced 
annually (about 20 million pounds) are used in animals.
In
  an attempt to head off the growing drug-resistance problem, the American 
Medical Association has urged its members not to prescribe CIPRO to patients who are 
merely worried about anthrax exposure and has war
ned physicians to reduce their rate of prescriptions
  for antibiotics overall. Some experts estimate half of the antibiotics
  taken in the US are unnecessary.
Most
  commercial antibiotics have been molecularly altered in the laboratory
  to obtain a patent and to improve potency. The man-made molecules
  are what induce germs to mutate and become resistant to their killing
  properties.2 Drug companies have
  responded to the resistance problem by producing newer
  antibiotics, most which are just variations or combinations
  of old drugs.3 The FDA says it is doing all it can to speed up 
development and availability of new antibiotic drugs.4 For example, in
  September of 1999 the FDA announced the approval of a long-needed
  new weapon against the growing threat of drug-resistant bacteria:
  Synercid, the first alternative in 30 years to the antibiotic 
(vancomycin)
  of last resort. Synercid (Rhone-Poulenc Rorer) is the
  first in a new class of antibiotics called streptogamins, but the
  FDA admitted it only has a 52% effectiveness rating in fighting
  off drug-resistant strains of enterococcal infections and it was
  accompanied by side effects such as rash, vomiting, diarrhea and
  joint pain.5
But
  the FDA makes no mention of natural, non-patentable antibiotics which do 
not induce resistance, some which exhibit a 100% kill factor for anthrax and a wide 
range of other germs. There are no financial incen
tives for makers of antibiotic foods like garlic, or supplements
  like oil of oregano, to undergo expensive and time-consuming clinical
  trials so they can make a label claim as an

London Probe Reveals Unsettling Secret

L O N D O N, Oct. 22  Scotland Yard's hunt for suspects in the Sept.
11 attacks on the United States has uncovered a dirty secret.

 The agency's anti-terrorism task force's efforts have revealed to
the public what many in the intelligence community had long
suspected: London has become a breeding ground for terrorist
sympathizers, if not terrorists themselves.
Dissidents have long taken advantage of the United Kingdom's generous
asylum laws to flee their homelands and settle in London.
Alex Standish, editor of Jane's Intelligence Digest, explains that
while Britain has tended to offer asylum to dissidents from
countries that can best be described as 'not democratic,' it is fair
to say that some perhaps have abused this hospitality and promoted
militant activity from London.
Such British hospitality explains how Omar Mahmoud Abu Omar, aka Abu
Qatada 
dubbed bin Laden's ambassador to Europe by British
intelligence sources  arrived in the United Kingdom.
Qatada says he fled persecution in his native Jordan, but upon being
granted asylum in Britain was charged in absentia with murder and
sentenced to death for his involvement in a series of explosions in
1998.
Qatada insists he is merely a cleric, spreading the word of Islam,
and that he has been unfairly labeled by the Jordanian, British, and
American governments. He lives with his wife and four children in a
small home on the outskirts of London.  Last week, the government
froze his bank account after it was alleged he had some $270,000 in
the bank despite collecting welfare benefits.  Qatada denied the
existence of the funds.
It's only lie upon lie, he said.
More lies, he says, are allegations he is tied to bin Laden. Despite
claims he met with bin Laden in Pakistan in 1989, and that he serves
as one of al Qaeda's stooges in Europe, the cleric denies ever
meeting America's most-wanted man. But that's not to say he doesn't
support him.
Bin Laden, as far as I know, is a Muslim, and he is seeking to
liberate his lands from the invaders, and I see nothing wrong with
that.  It is the duty of every Muslim to support him.
British intelligence suspect Qatada has helped recruit and train
young Muslims to fight holy wars in places like Chechnya and
Afghanistan.  Qatada, however, says he's just a teacher  one who
hopes his students will fight for Islam.
Sources tell ABCNEWS one of those former students was Zacharias
Moussaoui, who has been held in the United States since the Sept. 11
attacks.  Law enforcement officials suspect Moussaoui was intimately
involved with the terror plots.
Moussaoui's brother told ABCNEWS that Zacharias was not a believer in
fundamentalism until he arrived in the United Kingdom from France.
Moussaoui shared a South London flat with a man named Jerome
Courtellier, who was arrested in Rotterdam, Netherlands in connection
with plans to attack U.S. installations throughout Europe.  Bin Laden
is also believed tied to those plans.
Another allegedly schooled by Qatada was Djamel Beghal, who was
arrested in the United Arab Emirates last June, when he confessed to
being a member of al Qaeda. Beghal has since been extradited to
France after telling authorities about the alleged European plots.
Sources close to the investigation say Beghal told authorities of his
involvement with a bin Laden associate in London named Abu Katada,
who is believed to be Abu Qatada.  The cleric denies knowing Beghal.
Though they have tried, the British government has been unable to
firmly link Qatada to any terrorists.
Last February, he was arrested as authorities tried to prove a
connection between him and a group of 13 arrested in Jordan on
charges of plotting terrorist attacks in the United States on
millennium eve.
The British government imprisoned me for four days, because they
suspected I was a terrorist, he said.  I was very surprised by the
stupid nature of the questions I was asked.
Tangled Web
London's web of fundamentalism does not begin or end with Abu Qatada.
 His fellow cleric, the one-eyed, hook-handed Sheikh Abu Hamza,
preaches jihad from the Finsbury Park mosque.
Abu Hamza has long been believed to have connections to the Islamic
Army of Aden, a Yemen-based fundamentalist organization credited with
taking 16 tourists hostage in 1998.  Shortly after the tourists were
seized, Abu Hamza issued a statement on behalf of the Islamic Army,
and few have questioned his ties to the organization.
Two weeks ago, a former prime minister of Yemen said the group was
tied to al Qaeda, which played an active role in the kidnappings.
Yemen has renewed its request for Abu Hamza to be extradited, but the
British governmen
t has turned down similar requests in the past.

Dear All,

Two months ago we reported on the withdrawal of Bayer's BAYCOL
(Cerivastatin), a fluorinated drug (statin class) which had caused deaths and
serious adverse health effects worldwide (1,2,3).

BAYCOL had been found to cause muscle destruction/wasting - a condition known
as rhabdomyolysis - and displayed compounded toxicity when used with other
drugs. It had been linked to at least 31 deaths.

We also showed how the adverse reactions documented with BAYCOL were largely
identical to those of numerous other fluorinated drugs - all of which had
been withdrawn from the market in recent years (3).

ANTHRAX AND CIPRO

As a result of the current Anthrax scare another fluorinated drug called
CIPRO has received extensive media coverage and the name has become familiar
to millions almost overnight. As soon as the first cases of anthrax resulting
from suspicious mail became known, there were wide reports of a hectic run on
this drug.

Mass hysteria seems present as governments, pharmacies and individuals
everywhere are stockpiling this drug. Pharmacies are reporting record sales,
and on-line prescription services and Internet sites are found selling the
drug at more than $7.00 per pill.

People everywhere, hyped into believing their flu-like symptoms are caused by
anthrax exposure and mis-informed by irresponsible media reports, are taking
CIPRO, and worse yet - are giving it to their children.

WHAT IS CIPRO?

CIPRO is ciprofloxacin, a fluorinated quinolone, belonging to a class of
fluorinated antibiotics which also include enoxacin, fleroxacin,
temafloxacin, grepafloxacin, norfloxacin, sparfloxacin, tosufloxacin,
lomefloxacin, ofloxacin, etc..

Ciprofloxacin has been in use since 1987 for a variety of other indications
and is the most-widely used fluoroquinolone in humans and animals worldwide
(4).

In 2000 the FDA approved its use in treatment for inhalational anthrax under
its accelerated approval regulations (5). It had actually taken the unusual
step of urging Bayer - the sole manufacturer for all countries except India -
to file for such approval, supposedly in order to protect the public from
future terrorist attacks. The US Department of Defense had already ordered
reserves of CIPRO during the 1991 Gulf War (6).

ADVERSE EFFECTS:

As mentioned in the info on BAYCOL, temafloxacin and grepafloxacin are two
other fluoroquinolones now withdrawn from the market because they had caused
severe liver and renal damage - and deaths, just like fluorinated drugs from
other, different classifications (3).

The same information also exists for CIPRO.

Fatal liver failure associated with ciprofloxacin was reported in the Lancet
in 1994 (7, 8 - 150 more related refs).

Ciprofloxacin has been implicated in several cases of acute renal failure and
is the most established fluoroquinolone to cause such renal dysfunction (4,
9, 10, 11 - 96 related refs).

FLUORIDE

The most common side-effects reported due to CIPRO (2-16%) are
gastrointestinal in nature and equal those reported when children
accidentally ingest too much fluoride from their toothpaste - such as
nausea, diarrhea, vomiting, and abdominal pain. Why?

Ciprofloxacin administration results in elevated serum fluoride levels (12).
In a series of tests evaluating the safety of ciprofloxacin in children,
serum fluoride levels increased after 12 hours in 79% of the children; on day
7 the 24-hour urinary fluoride excretion was higher in 88.9% of children
observed (12).

Just as in the case of Baycol and other fluorinated drugs, CIPRO can cause
musculo-skeletal disorders such as rhabdomyolysis.

RHABDOMYOLYSIS

Since the introduction of fluoroquinolones on the market in 1987 more than
200 cases of rhabdomyolysis, tendinitis, tendon rupture etc. have been
reported in the literature (4,13,14,15).

In October 1994 the Japan Pharmaceutical Affairs Bureau was first to amend
the product information for fluoroquinolones to state that rhabdomyolysis may
occur (16).

In 1996 the FDA also issued directives to manufacturers to include warning
statements on all fluoroquinoline product inserts to alert patients and
caregivers to the potential for tendinitis and tendon rupture (17). Also in
1996 the Sri Lanka Drug Evaluation Sub-Committee decided that the product
information of fluoroquinolone antibiotics should include a warning stating:
The onset of tendon pain calls for immediate withdrawal of fluoroquinolone
antibiotics. (18)

Achilles tendon rupture was shown to occur even after withdrawal of the drug.
Pathologically there was ultrastructure alteration in tendinocytes. Just as
in other cases of fluoride poisoning, studies in animals show that magnesium
deficiency aggravate the induced tendinopathy (14,19).

DRUG INTERACTIONS/DEATH:

Just as with BAYCOL, drug interactions with ciprofloxacin have resulted in
fatal outcomes due to potentiation of another drug's
