Newly allied Afghan drug warlords enjoy the spoils of victory

12.20.01 | Within two years, Afghanistan may again be producing 2,800
or more tons of opium annually, according to U.S. and Pakistani
sources, becoming again the world's chief supply source. In areas
bordering Pakistan, where most of the opium is processed, prices have
already plummeted.

While the Taliban effectively forbade growing opium poppies -- the
raw material for heroin -- their defeat means starving farmers are
hurrying to replant the one lucrative crop available to them.

This is of course bad news for those striving to reduce the scourge
of heroin in the world. It also presents the risk of a return of
warlordism to Afghanistan -- regional commanders and armies financed
by the opium in their area, jealously refusing to relinquish such a
lucrative income source to a central government. At risk is a revival
of the vicious internecine feuds that took so many civilian lives in
the 1990s, after the Soviet withdrawal.

With planting and other drug business already moving quickly on the ground, there has 
not yet been any vigorous U.S. counteroffensive to finance the post- Taliban 
government from healthier sources.

An October United Nations report confirmed that the Taliban successfully eliminated 
opium production in Afghanistan with a ban in 2000 that was almost universally 
enforced. The feat was enormous: before the ban, Afghanist
an supplied 90 per cent of Europe's heroin. Then, Afghanistan provided 3,276 tons of 
opium poppies, more than half the world's output. This year's post-ban crop, however, 
was a small 185 tons, over 90 percent of it from p
rovinces under the control of America's allies the Northern Alliance.

Those skeptical about Mullah Omar's motives for the ban speculated that the Taliban 
held substantial reserves of processed opium and wished to drive up prices. The same 
sources predicted that a dumping of Taliban opium in
to the world market would follow the U.S. attack. This did not happen.

Indeed, the U.N. report noted that the dramatic reduction in Afghan opium production 
was not offset by increases in other countries. The stage was set for the biggest blow 
to global heroin trafficking since the Communist
crackdown in China after World War II.

However, what would have been the world's largest curtailment of opium production in 
half a century will now apparently be reversed. As the Taliban was driven or fled from 
province after province, reports indicated farmer
s were replanting wheat fields with opium poppies.

Another dark indicator of a coming boom is the recent and unexpected release from a 
Pakistani jail of Ayub Afridi, once the Khyber Pass kingpin for a network of Pashtun 
drug warlords in Nangarhar Province. Some have inter
preted his release as a boost to his former contacts such as Haji Abdul Qadir, Haji 
Mohammed Zaman and Hazrat Ali, who, according to the Asia Times Daily in Hong Kong, 
used to be the biggest heroin and opium mafia in Afgh
anistan's Pashtun belt.

Haji Abdul Qadir is now the political leader in Nangarhar Province, west of Khyber 
Pass, while Hazrat Ali and Haji Mohammed Zaman are leading the Afghan ground attack 
against the al Qaeda holdouts in the nearby Tora Bora
caves.

The lack of U.S. comment and nearly invisible reporting on these developments are 
ominous signs that Washington may turn a blind eye as its former proteges and current 
allies finance themselves once again with drug traffi
c.

Yet another sign is active disinformation by officials of the Bush administration.

The Taliban's drastic ongoing reduction in opium cultivation was ignored, and indeed 
misrepresented, by CIA Director George Tenet in his February report to Congress, in a 
speech that threatened retaliatory strikes against
 the Taliban. Production in Afghanistan has been exploding, accounting for 72 percent 
of illicit global opium production in 2000, Tenet said. He added that The Taliban 
regime in Afghanistan... encourages and profits fr
om the drug trade.

This was two months after the first indications on the ground that the Taliban 
interdict was being enforced.

In the l980s, U.S. officials ignored heroin trafficking in Afghanistan by its allies, 
the mujahideen. As we move into 2002, it appears that situation is being recreated.

Genetic experiment leads to two-beaked chicken

Scientists have rearranged a bird's face by using only two chemicals.

They managed to produce a chicken with two beaks.

Researchers exposed chicken embryos to one chemical which prevents bone
growth and another related to vitamin A which turns on genes.

Nature reports the two chemicals transformed the patterns in which bone,
cartilage and other tissues were laid down.

Both occur naturally in the developing embryo and have a number of jobs to
do but it seems their concentration has a major influence on the fate of
individual cells.

The discovery may not directly help in the understanding of facial
deformities in humans but it does offer some insight.

The research was carried out by Joy Richman of the University of British
Columbia in Vancouver, Canada.

SCIENTISTS in New Zealand have concluded that the biggest cause of global
warming is not the burning of coal or oil, but the discharges of flatulent
cows and sheep.

A research team fitted sheep with a device to measure the amount of methane
released when they belched and broke wind, as part of a project to reduce
greenhouse gasses by 10 per cent.

The AgResearch scientists concluded that methane released by the country's
45 million sheep and eight million cattle accounted for 44 per cent of
domestically produced greenhouse gasses.

Methane is the largest contributor to New Zealand's greenhouse gas
emissions and the country has the world's highest per capita methane
production, amounting to six times the global average.

Sheep are the worst offender, emitting between nine and 35g each day. The
company believes the large differences between individual animals'
digestive systems could potentially be exploited as an emissions mitigation
strategy.

PARIS - The European Commission said Tuesday that the
United States had sought to block the deployment of a
European system of navigation known as Galileo, with
the Americans arguing that an enemy could turn it
against the West in the event of a war.

The U.S. move added to the economic and political
pressures surrounding the project in Europe, where
many countries see it as a vital means of catching up
with America in a key technology sector but others
balk at the expense.

Only last weekend, at a summit meeting in Brussels,
leaders of the European Union instructed government
ministers to try to resolve the financing issues by
March.

A spokesman for the commission said the U.S. Defense
Department had written to the defense ministers of the
15 EU countries warning that Galileo could be used by
an enemy and asking governments to consider scrapping
the project.

But President Jacques Chirac of France warned that
Europeans risked vassal status if they abandoned
this and other important space projects.

France and several other governments, as well as the
European Commission, see Galileo as a vital
counterweight to the U.S. Global Positioning System,
which has a vast number of military and civilian
applications, from landing smart weapons on target to
locating trucks on a continental highway network.

The United States offers free use of the Global
Positioning System to the EU countries, but the
commission spokesman, Gilles Gantelet, said there was
no guarantee that it would still be free in 10 years'
time.

Loyola de Palacio, the European commissioner in charge
of the Galileo project, angrily denounced the
prospects of further delays. We are at the limits of
coherence already, she said, and any new delay
threatens the profitability of the project.

While the United States had originally expressed its
support for the European project, Mrs. Palacio said
there was now a letter and pressure exerted by the
United States. American pressure against the Galileo
project has increased since September 11.

The commission says the project must be operational by
2008 to be profitable. This is partly because the
World Telecommunication Union has guaranteed radio
frequencies only up to that date, and partly because
the EU has entered into commitments with a number of
other countries, including the United States, Canada,
Russia and China.

Under the worst possible scenario, including the need
for backup launchers and satellites, the final bill to
deploy Galileo could be as high as E3.6 billion ($3.2
billion), according to an independent accounting survey
carried out on behalf of the commission this year.

But the accounting study also estimated that Galileo
would generate economic benefits more than four times
greater than that, with wide scale applications in
transport and personal communications, and a vital
contribution to the operations of police, fire and
emergency services. The study indicated substantial
social and economic benefits, notably for the
protection of the environment, employment and European
technological development.

Mr. Gantelet said the U.S. objections were contained
in a letter dated Dec. 4 from the deputy secretary of
defense, Paul Wolfowitz. He said the Americans
considered, in times of conflict, they would have
problems because of Galileo. They feel that the enemy
could use some applications of Galileo and that they
could not impede that.

According to diplomatic sources who have seen the
letter, Mr. Wolfowitz said the United States was
planning to upgrade its Global Positioning System by
separating the military and civilian spectra.

The addition of Galileo services in the same spectra,
the letter said, will significantly complicate our
ability to ensure availability of critical GPS
services in times of crisis or conflict and at the
same time assure that adversary forces are denied
similar capabilities.

He said the U.S. government was willing to work toward
finding acceptable solutions to avert potentially
serious impacts.

The apparent U.S. bid to block Galileo is likely to
have the most resonance precisely in the countries
most skeptical about the project: Britain, the
Netherlands and Germany. They argue in essence that it
is pointless to spend so much money on something they
can get for free from the United States.

Because of their objections, EU transport ministers
refused on Dec. 7 to release money to fund the next
phase of the project.

In a speech to the National Center for Space Studies
in Paris, Mr. Chirac said that satellite navigation
had vital commercial and industrial applications and

The Bush administration is stepping up pressure on the
European Commission to approve imports of a dozen
crops made with genetically- modified organisms,
warning that a continuation of the moratorium could
escalate into a serious trade dis-pute.

Robert Zoellick, US trade representative, will raise
the issue today in meetings with senior EU officials
including David Byrne, health commissioner.

While the US remains extremely reluctant to launch a
dispute settlement case at the World Trade
Organisation, there is a growing belief in the
government and the US agricultural industry that it
may be the only way to end the de facto ban.

The bottom line is the Europeans have to show they
have a workable system in place, said a US industry
official. Otherwise it's a technical barrier to
trade that violates WTO rules.

Any escalation in US pressure, however, risks
triggering a backlash among European governments and
consumers. With European public trust in food safety
at a low ebb, no new GM crops have been approved by
the EU for more than three years.

Applications from biotechnology companies to sell 12
new varieties of genetically-modified crops have
remained in limbo despite being declared safe by EU
scientific advisers.

The US has become increasingly impatient since earlier
this year when many EU member states said they would
not agree to lift the ban until the EU implemented new
labelling and traceability rules.

It will take at least two years before EU governments
and the European parliament can approve those rules,
while the Bush administration has protested that the
proposals are discriminatory and unworkable.

I think there is frustration and it's growing, said
a senior US official. We have tried to separate the
approval issue from the traceability and labelling
issue, but obviously the Europeans aren't doing that.

Alan Larson, US undersecretary of state, warned in
Brussels last week prior to meetings with EU officials
that it was urgent for the EU to find a way to move
forward with the approval process.

While US pressure is increasing, Bush administration
officials are acutely aware that a WTO case could
result in a pyrrhic victory that the EU would refuse
to enforce.

We don't want another hormone situation on our hands,
or to look like we're shoving GMOs down their
throats, the US official said. On the other hand we
can't admit that we can't do anything.

The Commission itself is in an awkward position. In
principle, it has a legal duty to approve the products
stuck in the system if member governments fail to act,
and many in the Commission want to see the approvals
go forward. But it also fears a public relations
disaster if it chooses to override the wishes of
elected EU governments on such an emotive issue.

We've done everything we can. We've put proposals on
the table as we were asked to do, said a senior
Commission official. Forcing things through isn't the
approach we feel will unblock things. We're engaged in
a confidence-building exercise and consumers wouldn't
understand. In the long-run, it would just slow down
the process of winning people's confidence.

Asked whether the threat of a WTO panel would force
the Commission to change its mind, the official said:
No one thinks it's a good idea to force products
through against the wishes of member states, but I
can't prejudge what we'd do if someone was smashing us
up against the wall.

The FBI is asking for access to a massive database that contains the private
communications and passwords of the victims of the Badtrans Internet worm.
Badtrans spreads through security flaws in Microsoft mail software and
transmits everything the victim types. Since November 24, Badtrans has
violated the privacy of millions of Internet users, and now the FBI wants to
take part in the spying.

Victims of Badtrans are infected when they receive an email containing the
worm in an attachment and either run the program by clicking on it, or use
an email reader like Microsoft Outlook which may automatically run it
without user intervention. Once executed, the worm replicates by sending
copies of itself to all other email addresses found on the host's machine,
and installs a keystroke-logger capable of stealing passwords including
those used for telnet, email, ftp, and the web. Also captured is anything
else the user may be typing, including personal documents or private emails.

Coincidentally, just four days before the breakout of Badtrans it was
revealed that the FBI was developing their own keystroke-logging virus,
called Magic Lantern. Made to complement the Carnivore spy system, Magic
Lantern would allow them to obtain target's passwords as they type them.
This is a significant improvement over Carnivore, which can only see data
after it has been transmitted over the Internet, at which point the
passwords may have been encrypted.

After Badtrans pilfers keystrokes the data is sent back to one of twenty-two
email addresses (this is according to the FBI-- leading anti-virus vendors
have only reported seventeen email addresses). Among these are free email
addresses at Excite, Yahoo, and IJustGotFired.com. IJustGotFired is a free
service of MonkeyBrains, a San Francisco based independent Internet Service
Provider.

In particular, [EMAIL PROTECTED] began receiving emails at
3:23 PM on November 24. Triggering software automatically disabled the
account after it exceeded quotas, and began saving messages as they arrived.
The following day, MonkeyBrains' mail server was sluggish. Upon examination
of the mail server's logs, it quickly became apparent that 100 emails per
minute to the suck_my_prick alias were the source of the problem. The
mails delivered the logged keystrokes from over 100,000 compromised
computers in the first day alone.

Last week the FBI contacted the owner of MonkeyBrains, Rudy Rucker, Jr., and
requested a cloned copy of the password database and keylogged data. The
database includes only information stolen from the victims of the virus, not
information about the perpetrator. The FBI wants indiscriminant access to
the illegally extracted passwords and keystrokes of over two million people
without so much as a warrant. Even with a warrant they would have to specify
exactly what information they are after, on whom, and what they expect to
find. Instead, they want it all and for no justifiable reason.

One of the most basic tenets of an authoritarian state is one that claims
rights for itself that it denies its citizens. Surveillance is perhaps one
of the most glaring examples of this in our society. Accordingly, rather
than hand over the entire database to the FBI, MonkeyBrains has decided to
open the database to the public. Now everyone (including the FBI) will be
able query which accounts have been compromised and search for their
hostnames. Password and keylogged data will not be made available, for
obvious legal reasons.

The implications of complying with the FBI's request, absent any legal
authority, are staggering. This is information that no one, not even the
FBI, could legally gather themselves. The fact that they seek to take

 Despite an unwillingness to criticize the government and its Magic Lantern
 plans, most antivirus experts assert that no computer worm is a good worm.

 While no one wants to stand in the way of the U.S. government and its use
of
 technology to tackle terrorism, privacy advocates and security experts
 continue to express the same low-tech concerns -- that oversight of
 government snooping is inadequate and that the United States has proven it
 cannot keep the information it collects safe.

 Law enforcement officials have received even broader powers thanks to
recent
 antiterrorism legislation, such as the PATRIOT Act and cyber-terrorism
laws,
 which allows wider application of electronic surveillance with less
 obtrusive warrant requirements.

 Civil libertarians have focused much of their attention on the Federal
 Bureau of Investigation's e-mail scanning DCS1000, better known as
 Carnivore, and its deployment on large Internet service provider (ISP)
 networks.

 In addition, the FBI admitted last week that it is developing a computer
 worm capable of recording and transmitting data to investigators -- the
 project called Magic Lantern.

 told NewsFactor Network that regardless of the technology -- Carnivore,
 Magic Lantern or anything else -- the same concerns apply.

 The FBI has always underestimated the amount of process they need, which
is
 natural -- it's a zealous defense of law enforcement, he said. What
review
 or court oversight will the FBI deem appropriate for the use of new
 technology? The challenge is keeping the FBI honest about the amount of
 court oversight.

 Beyond Government

 Hoofnagle also expressed concern that any technology used by the
government
 is likely to make its way into the hands of non-government individuals as
 well as foreign governments.

 These surveillance techniques are not limited to the American
government,
 he said. That needs to be thought through.

 Hoofnagle argued for privacy protections, adding that government
 technologies -- such as Carnivore, which was discovered after its mention
 during an FBI trade show address -- are difficult to uncover.

 There is not a general way to figure out what the government or National
 Security Agency might be developing on their own, Hoofnagle said. So you
 never know what's going on out there.

 Insecure With Uncle Sam

 addition to privacy concerns, there is a mistrust of government and its
 handling of personal or sensitive information.


 Nobody's real thrilled with the government's record of securing its own
 stuff, Russell said. Even if you're not worried about abuse of
authority,
 what about the computer the stuff is actually stored on? Is it going to be
 stored on one of the computers the [General Accounting Office] keeps
 faulting?

 Holding the Keys

 Russell said that while the security community is predominately opposed to
 giving government the keys to encryption, a better model is to have
private
 companies hold secure data and provide law enforcement with access to it.

 Both Russell and Hoofnagle said the biggest concern for computer users is
 probably the fact that recent legislation has established lighter warrant
 requirements for e-mail and Internet surveillance.

 Once the U.S. Attorney certifies that the application of Carnivore is
 relevant to an ongoing investigation, the judge's discretion stops,
 Hoofnagle said.

 We're always skeptical, we're always questioning. 'Trust us' isn't
 sufficient.

Argentine Riot Death Toll Rises to 16
BUENOS AIRES (Reuters) - Sixteen people have died in rioting and looting across 
Argentina, police said Thursday as the government declared a state of emergency to 
contain the unrest driven by a staggering economy.

Half of the deaths were in the suburbs of the capital, said police, who estimated 
20,000 people took part in the looting and thousands of others demanded food handouts 
at grocery stores. Some were shot dead by shopkeepers defending their shops.

On Wednesday, police said at least four people had died as thousands of looters sacked 
supermarkets in Buenos Aires, its suburbs and several provinces in rage against 
deepening austerity and poverty spurred famished slum dwellers to take matters into 
their own hands. Police fired rubber bullets and tear gas to scatter the looters.

Some 1,210 people were arrested for looting in the outskirts of Buenos Aires, 
provincial police said.

Protests overnight in front of the presidential palace and Congress were dispersed by 
police who fired tear gas at crowds of mainly peaceful demonstrators. A dozen banks 
and restaurants as well as the Israeli Embassy in the city's center were vandalized 
during the overnight violence, police added.

``Everything is a mess. There's no work and the situation is deteriorating. I was here 
protesting peacefully last night and they tear gassed us,'' one protester said at 
Plaza de Mayo in front of the presidential palace.

Demonstrators returned to the presidential palace by mid-morning on Thursday and riot 
police armed with truncheons arrested dozens of protesters who yelled insults or 
demanded that President Fernando de la Rua resign.

Police managed to clear the square but cars driving around the presidential palace 
blared horns and drummed pots and pans.

Many supermarkets in the heavily populated suburbs of Buenos Aires remained closed.

Now in 1987 when I was communicating with Metzenbaum's office through
John Maynard, one of his assistance, in an attempt to get more
informaiton on this weather program - this story came out.

Maynard later called me to tell me the Senator could not help me - for
as it was the program was classified since 1965.

I kept the item with regrd to the main cause of Global
Warmingit consisted of this huge cow, a beautiful animal - and
this stupid woman dressed in farmer attire - smirking - with the story
of the cause of Global Warming.

That is all it was - just the picture with the cow, and presumably
someone put out for a joke and if not, if our government put this out
well - what a waste of time and money.

I did manage to get the center spot on the editorial page - and the
truth rang out loud and clear as I accused these bastard scientists of
being a team of maniacs - these faceless, nameless scientists - who seem
to want to destroy the world.

Mad Cows?   I would be angry too..so who the hell cares if some of
our Scientists are missing - might be victims of some mad cow somewhere.

[CTRL] US Views on Sept. 11 at Odds with World, Says Poll

WASHINGTON (Reuters) - American opinion makers differ
sharply with foreign colleagues over whether U.S.
policies were a major cause of the Sept. 11 attacks,
with a majority of non-Americans believing such
policies were responsible, a major opinion poll said
on Wednesday. The Pew Global Attitudes Project poll
found that only 18 percent of American respondents
believed U.S. policies brought on the attacks, while
58 of non-Americans believed they were responsible.

The poll question did not specify which policies
were involved.

It also found sharp differences between the two groups
on whether the war on global terrorism in Afghanistan
should be expanded to Iraq and Somalia. Half of
American respondents urged the action, while only 29
percent of non-Americans supported expansion.

The wide ranging poll questioned 40 Americans and 10
people in each of 23 other nations from Nov. 12 to
Dec. 13. The respondents were described as political,
media, cultural, business and government leaders.

The poll was conducted in association with the
International Herald Tribune newspaper.

In another stark contrast of attitudes, 70 percent of
Americans believed U.S. support for Israel was a
reason why Americans were disliked, but only 29
percent of non-Americans shared that view.

The poll said even in Muslim nations only 57 percent
of respondents judged U.S. support for the Jewish
state as a reason for disliking the United States.

However, 73 percent of non-Americans felt the United
States was too supportive of Israel while only 35
percent of Americans believed there was too much
support.

There was almost unanimous agreement between both
American and non-American respondents that recent
events had not significantly slowed the pace of
globalization.

The poll said 10 percent of Americans believed
globalization was a major cause of terrorism while
35 percent said it was a minor cause. Among
non-Americans, 19 percent judged globalization as a
major cause and 41 percent as a minor cause.

The spread of American culture through movies, TV and
music is at most a minor reason for animosity toward
the U.S., according to foreign influentials (opinion
makers), said a statement issued with the poll.

Critics Charge 'Dirty' Bomb Would Send Wrong Signals

WASHINGTON –– Defense officials are considering the
possibility of developing a low-yield nuclear device
that would be able to destroy deeply buried stockpiles
of chemical or biological weapons.
Such a move would require Congress to lift a 1994 ban
on designing new nuclear warheads.

In a report to Congress, the Defense Department argues
that conventional weapons, while effective for many
underground enemy targets, would be unable to destroy
the most deeply protected facilities containing
biological or chemical agents.

In recent years there has been a growing unease that
terror groups or unfriendly, newly nuclear-capable
states may be hiding weapons of mass destruction,
including chemical and biological weapons, in deep
underground facilities.

In the report sent to Congress in October, the Defense
Department said a low-yield, less than five-kiloton,
nuclear warhead coupled with new technology that
allows bombs to penetrate deep underground before
exploding could prove effective in destroying
biological and chemical agents.

Although not formally engaged in developing a new
warhead design, nuclear scientists have completed
initial studies on how existing nuclear weapons can be
modified for use to destroy deeply buried targets
containing chemical or biological weapons, the report
said. Studies include synergies of nuclear weapons
yield, penetration, accuracy and tactics, it said.

Conventional weapons cannot destroy the most deeply
buried chemical and biological holding facilities, the
report concludes, but a low-yield nuclear device could
do the job. It notes that the current nuclear arsenal
was not designed with this mission in mind.

The report was submitted in response to a
congressional directive that the Pentagon report what
it was doing to develop ways to attack stores of
chemical and biological weapons and also contains
updates on a number of programs involving conventional
weapons.

The report shows the Bush administration views a
nuclear strike as an intrinsic part of dealing with
deeply entombed enemy targets and is essentially
doing all the preparation for a future full-scale
research and development program for a new
mini-nuclear warhead, said Martin Butcher, director of
security programs at the Physicians for Social
Responsibility.

This kind of warhead is the dirtiest kind of all.
It's highly radioactive, said Butcher, whose group
has been a leading voice in the nuclear
nonproliferation debate. Development of such a bomb
would send the wrong signals and would add to the risk
of nuclear proliferation, he said.

A low-yield nuclear weapon generally is considered to
be no more than five kilotons. By comparison, the two
atomic bombs dropped on Japan at the end of World War
II were about 15 kilotons each.

The report sent to key committees in Congress by
Defense Secretary Donald H. Rumsfeld in October
provides a general outline of U.S. capabilities for
dealing with what defense officials believe is a
growing gap in U.S. military response.

The House International Relations Committee is
pressing for renewed U.N. inspections in Iraq on the
belief that it has rebuilt its nuclear, biological and
chemical weapons programs since President Saddam
Hussein's government stopped allowing inspections in
1998.

Notes and diagrams found in houses vacated by al-Qaida
fighters in Afghanistan also point to an effort to
create weapons of mass destruction.

The report said enhancements expected to be completed
by 2005 to an array of conventional weapons, including
laser-guided bombs and cruise missiles, should be able
to destroy most underground facilities. But it
maintains such weapons cannot penetrate the deepest
facilities.

The report acknowledges that any decision to proceed
with a nuclear device for attacking underground
targets would be considered within the
administration's broader plans for the nuclear
stockpile and overall nuclear weapons policy.

It said a joint nuclear-planning board already has
been established to examine the use of nuclear weapons
as bunker-busters.

The idea of using low-yield nuclear warheads to attack
deeply buried enemy targets has been discussed for
years. It was the subject of a classified study
concluded in 1997 and has been frequently discussed by
nuclear weapons scientists at the Los Alamos and
Sandia national laboratories.

The essence of the report sent to Congress was
reported Tuesday by The Albuquerque Journal. A copy
was distributed by Nuclear Watch of New Mexico, based
in Santa Fe, on its Web site.

The report had been requested by Sens. John Warner,
R-Va., and Wayne Allard, R-Colo., and was part of this
year's defense authorization legislation.

ALBANY (Wednesday, December 19, 2001) -- In a landmark ruling, New York's
top court yesterday gave police wide latitude to stop vehicles for traffic
violations and then search for evidence of serious crimes.

The Court of Appeals said in a 4-3 decision that New York should follow the
less stringent federal guidelines for making such stops.

The court said that when police have probable cause to believe the driver
of a vehicle has violated laws, a stop-and-search doesn't violate New
York's constitutional guarantee against illegal searches.

Defense lawyers said the ruling would allow officers to use more than
3,000 traffic law provisions to stop someone.

This greatly expands their ability to use traffic stops to investigate
unrelated behavior -- and I believe it won't stop there, said Rochester
lawyer Thomas A.  Corletta, who represented Patrick Reynolds, one of three
defendants in the case that the top court reviewed.

Prosecutors cheered the ruling because it removes a subjective standard --
an officer's motivation -- for judging validity of a stop.

A clear rule is preferable for police.  They have to make quick reactions
to what is happening on the streets, said Monroe County Assistant District
Attorney Stephen Lindley, who argued the case.

In the 1999 Rochester case, police saw a prostitute get into Reynolds'
truck.  Police pulled him over after learning that the truck's registration
had expired.  He was arrested after failing a sobriety test.

His case now returns to Rochester City Court, which had ruled the search
illegal and dismissed the charges.

After a brief hearing, U.S. District Court Judge Lawrence McKenna granted the request made by the Fifth Avenue Presbyterian Church to stop police from conducting nightly sweeps of sleeping homeless people on its grounds, a practice started about two weeks ago. The order would remain in effect until a hearing on a preliminary injunction could be held on Dec. 28, McKenna said. For the past two years, the church, which has Cartier and Tiffany's for neighbors, has allowed the homeless who refuse to go to shelters to sleep within its property line at 55th Street and Fifth Avenue as part of its homeless outreach program. It also operates a 10-bed homeless shelter inside.But the church filed suit Monday charging that police - acting at the behest of Mayor Rudolph Giuliani and Police Commissioner Bernard Kerik - recently began sending in police officers to bang on the homeless' cardboard boxes and tents with their batons and threatening to arrest anyone who did not leave.Yesterday, a city lawyer, Daniel Connolly, argued that the church was not suffering any irreparable harm to its ministry because "no ministry is happening after 9 p.m. when people are out there sleeping." He also accused it of operating "the world's worst illegal homeless shelter" by allowing the homeless to sleep on the sidewalk. But McKenna disagreed, saying the church was not operating an illegal shelter but an alternative. "The city's acts would impinge on the church's rights to the free expression of religion under the ... First Amendment," McKenna said from the bench. Margaret Shafer, who works at the shelter, said police continued to make nightly pre-dawn sweeps of the church property and during one incident last week police threatened to arrest any homeless people who did not immediately leave the area. She said police also cordoned off entrance to the church's steps. Chris Dunn, a lawyer with the New York Civil Liberties Union, representing the church, told McKenna yesterday that the area was "private property" and argued that the city has known about the practice for years and not acted.Connolly denied police threatened to arrest the homeless, only telling the judge they had tried to "invite" the homeless to go to shelters.

once again links the words Arab and Islamic with
all things retrograde and threatening—including
terrorism (cue the new Charlie Daniels anthem and
revel in the poetry: This ain't no rag, it's a
flag/And we don't wear it on our heads. . . . /We're
gonna hunt you down like a mad dog hound)—it came as
a surprise to some that the latest malefactors
accorded POW status in the War on Terrorism turned
out to be Jewish.
Arrested and charged last week with intriguing to do
explosive little actions on a Culver City, California,
mosque and the offices of Lebanese American U.S.
Representative Darrell Issa, Jewish Defense League
chief Irving David

Rubin and JDL member Earl Leslie Krugel were,
according to FBI wiretap transcripts, anything but
circumspect about their devices and desires: Though
Rubin lamented the wanting state of technology in the
JDL's possession (not good enough to blow up an
entire building), Krugel was adamant that Arabs need
a wake-up call and that the JDL needs to do something
to one of their filthy mosques—which may explain the
five pounds of gunpowder and pipe-bomb matériel found
at his house. If the people responsible for September
11 are the quintessence of evil genius, these guys are
at the Keystone Kops end of the spectrum, says
Hussein Ibish, communications director for the
American Arab Anti-Discrimination Committee. The only
reassuring thing about them is their absolute
ineptitude and the fact that they were arrested.

Mainstream Jewish groups were quick to condemn the JDL
as well: Characterizing the activities of the
organization—founded in 1968 by Brooklyn's own, now
deceased Rabbi Meir Kahane—as contemptible, the
Anti-Defamation League's regional director issued a
statement abhor[ing] and condemn[ing] the potential
terrorist plot. The American Jewish Committee said it
categorically condemns in the strongest possible
terms the alleged JDL plot, and went so far as to
follow up with a personal letter to Republican
representative Issa, decrying such wanton
lawlessness, which is so clearly contrary to the
fundamental tenets of our faith, and to the basic
principles of justice and liberty that brought our
parents and grandparents to America's shores and that
form the bedrock of our national values.

Yet some observers of the current Middle East crisis
see more than a bit of disingenuousness and historical
irony here. While both the ADL and the AJC have
condemned the JDL, they've unequivocally backed
Israeli prime minister Ariel Sharon's indiscriminate
use of force against the Palestinians and the cutting
of ties with Palestinian Authority president Yasir
Arafat—neither of which is universally seen as a
particularly constructive way to slow the cycles of
violence across Israel and the Occupied Territories.

But what's even more vexing to others is the apparent
inability or unwillingness to discern similarities
between the current Palestinian milieu and Israeli
operations of 50-plus years ago, which secured
statehood from colonialist occupiers—as well as
similarities between violent, internecine struggles
among disparate underground groups. It's peculiar,
it's paradoxical, that Sharon and Likud should be the
ones who are trying to equate any authentic resistance
in Palestine with some of the terrorist activities, as
terrorism in Israel really started with Begin and
Shamir and later Sharon, says Clovis Maksoud, the
former Arab League ambassador to the United Nations.
It's a very valid question as to why they see no
similarities between themselves under the British and
the Palestinians under their occupation. Especially,
he adds, as the Israeli government supports museums
that honor assassins and terrorists—including one
located on a street named for a terrorist.

The thoroughfare in question runs between Florentine
and Emeq-Yisrael, and bears the name Stern Street—in
honor of Avraham Stern, a 1920s Zionist and charter
member of the Haganah, then a loose-knit Jewish
militia organized as a self-defense mechanism against
Arab violence. Finding the Haganah insufficiently
proactive in realizing the goal of a Jewish state that
would encompass both sides of the River Jordan,
erstwhile Mussolini follower and early-day
ultra-nationalist Ze'ev Jabotinsky broke with the
militia and formed the Irgun, which devoted itself to
terrorist operations against the British. Once an
enthusiastic Irgunist, Stern was appalled when the
Irgun decided to make common cause with the British
against the Nazis, and created the even more
underground and more violent Lehi (Lohamei Herut
Yisrael, or Fighters for the Freedom of Israel), also
known as the Stern Gang, which held there was no
greater threat to the Jews of Palestine than the
mandate's British administrators.

[CTRL] Captial Confusion Over Anthrax Vaccine

 You must give the person who is giving consent all the relevant
 information so they can make a wise decision whether to take the
 experimental drug, she said.

Now, I know nothing except what I read in the news or in
commentaries.  However, I was one who MIGHT have been induced to take
this vaccine under former Sec'y of Offense Cohen's program, the same
program -- I might add -- that has caused some to be considered for
courts martial for declining the shots and others to resign from
otherwise promising careers the military to avoid further conflicts
of any kind.

But now we have the Congress and the Postal workers being offered
this vaccine as an option, the same vaccine from the same heretofore
FDA UNapproved BioPort company.  For some reason, the Postals don't
like being used as Guinea pigs.  So goes my introduction.

Here's my rationale for the anthrattax, solely based on events as
they have unfolded in the media:

** The military was originally chosen to test the vaccine, with
Willie Cohen leading the charge, his one contribution to and
participation in the requirements of military service.
** Some of those who were needle and vaccine pokers or pokees became
somewhat enraged by their complicity as Guinea pigs.
** Coincidental to the 9-11 extreme vandalism events, someone in the
system decided that it was time to heighten the nation's sensitivity
and awareness to the issue of misuse of vaccine and military
personnel for medical (aux Nazis) experimentation.
** Ergo, the lettres were sent to members of Congress, realising that
the cure (Cipro-cating) would be short term, with the only supposed
long-term cure would be the vaccination.
** Knowing that the vaccine was still an unapproved, experimental
substance, the onus was now on Congress to either accept or decline
it as a course of treatment or prophylaxis.
** Now, Congress has issued a delay on inoculations due to the risks
of the vaccine.  Note the next statement provides only part of the
story.

 On Capitol Hill yesterday, inoculation of congressional workers was
 postponed a day because federal officials had not completed the
 necessary consent forms laying out the risks associated with taking a
 vaccine that has not been approved as a post-exposure treatment.

Postal workers expressed frustration and confusion yesterday over the
federal government's plan to offer them anthrax vaccine on an
experimental basis, complaining they do not have the medical
information to make such a difficult decision.

Even as the Bush administration scrambled to meet the legal
requirements of such an unprecedented proposal, lawmakers and local
officials reacted bitterly to the lack of guidance they were
receiving eight weeks after the Centers for Disease Control and
Prevention began formulating the plan.

First it was Cipro; then it was the other pill. Now it's this, said
Willard Tucker, an employee at the Brentwood postal facility. Why do
we have to be guinea pigs for them? They don't even know what's going
on.

Adding to the confusion, Mayor Anthony A. Williams said in a
statement released last night that District officials were advising
against vaccination and recommending that workers contact the CDC.

After discussing this issue at several scientific meetings, and the
careful review of the scientific data, and absent a recommendation
from the CDC, the District . . . affirms its previous public health
advisory which recommends strict compliance with the 60-day course of
antibiotics, the statement said. As such the District Department of
Health does not recommend investigational post-exposure prophylactics
with anthrax vaccine at this time.

No one has recommended the vaccination yet. We're not ready to do
so, said District Health Director Ivan C.A. Walks. He met with
postal workers for about two hours last night and told them of the
mayor's recommendation.

Antoine Barry, 40, a letter carrier at the Friendship Station post
office, said he felt more confident about not taking the vaccine
after hearing Walks speak.

My concerns were basically just 'Am I safe?'  he said. We're just
handling this one day at a time. I feel a little better now. I feel
like I know a little more about what's going on.

Postal workers in New Jersey, still waiting to be contacted by
federal officials, said they are relying on news reports for
guidance.

We don't know how to protect ourselves, said Dianne Fazekas, who
worked beside two co-workers at a Hamilton, N.J., postal facility who
contracted inhalational anthrax. We read in the paper that the
spores can reactivate themselves after we stop the medicine. We also

Yesterday, George H.W. Bush made an appearance on CNN that John Walker
should be parade around the U.S. with his long hair in disgrace.  The U.S.
Attorney General is not going to prosecute Walker for Treason.  I sure hope
someone will see if  John Walker is related to the Bush Walker family.  The
Bush family does have a cousin by the name of Johnny Walker, but this is a
fairly common name.

The last time I saw Osama bin Laden was in a tent on a
mountaintop camp in Afghanistan last year. A few
meters away was a twenty-five-foot-high air raid
shelter cut into the rock, a relic of bin Laden's days
fighting the Soviet Army, but bombproof against even a
cruise missile. bin Laden had entered the tent in his
white Saudi robes, shaken hands with me and sat
cross-legged on the rug, when he noticed that I had
the latest Beirut daily newspapers in my bag. He
seized upon them and pored over their pages for almost
half an hour, one of his Arab mujahedeen in Afghan
clothes holding a sputtering gas lamp over the papers.
Carefully, bin Laden read the news from Iran, from his
own country, from the Israel-occupied West Bank. Was
it true, he asked me, that Iran was making a
diplomatic démarche to Saudi Arabia?

As I sat there watching the man who had declared a
holy war against the United States a year
earlier--the man who was supposedly the mastermind of
world terrorism--I reflected that he didn't seem to
know much about the world he was supposedly
terrorizing. A Saudi who regards the leadership of his
country with contempt, he had told me at a previous
meeting in 1996, If liberating my land is called
terrorism, this is a great honor for me.

But not as great as the honor bestowed on him by
President Clinton in the aftermath of the American
missile attacks on Sudan and Afghanistan last month.
America's Public Enemy Number One--Clinton's
infantile description of bin Laden--must have appealed
to a man whose simple view of the world is as
politically naïve as it is dangerous. Last year, upon
that remote mountaintop amid the snow--so cold that
there was ice in my hair when I awoke in the tent
before dawn--bin Laden had seemed an isolated, almost
lonely figure, largely ignored by a United States that
was still obsessed with the evil Saddam Hussein.

Clinton has changed all that. By endowing bin Laden
with his new title, he has given the Saudi dissident
what he sought: recognition as the greatest enemy of
Western corruption, the leader of all resistance
against US policy in the Middle East.

It would be funny if it weren't so tragic, the way
America now treats its opponents as if they were
Hollywood bandits. It was Oliver North who branded
Palestinian killer Abu Nidal America's Public Enemy
Number One. Saddam was compared to Hitler, even though
Saddam hero-worships the memory of Stalin. Before
that, when Saddam was one of our guys, busy invading
Iran, we had demonized the Ayatollah Khomeini. Libya's
Muammar el-Qaddafi was described by Ronald Regan as
that mad dog of the Middle East. Even Yasir Arafat
was a super-terrorist until his support for Saddam
Hussein after the invasion of Kuwait rendered him weak
enough to make peace with Israel--at which point we
turned him in to a super-statesman.



I doubt if Osama bin Laden understands the hierarchy
of US hate figures--or whether he would care if he
did. The Afghan conflict against the Soviets molded
him, taught him the meaning of his religion, made him
think. What I lived in two years there, he told me,
I could not have lived in a hundred years elsewhere.
When he brought his 9,000 Arab fighters to support the
Afghans in their conflict against the Soviet
occupation army, hacking out the mountain trails with
his construction equipment, building hospitals and
arms dumps, he became a war hero. Some of his current
Afghan fellow fighters had been trained earlier by the
CIA in the very camps that were the target of the
recent US missiles--but whereas they had been called
camps for freedom fighters when US agents set them
up in the early eighties, now they had become camps
for terrorists. He and his comrades never saw
evidence of American help in Afghanistan, he told
me, but he must have been aware of the CIA's presence.


When I first met bin Laden, in the desert north of
Khartoum in 1993 where he was building roads for
isolated villages--and, so the Egyptians were
claiming, training Egyptian President Hosni Mubarak's
Islamist enemies in the same Sudanese desert--I
persuaded him to talk about the effect of the Russian
war.

was under bombardment, but I was so peaceful in my
heart that I fell asleep. This experience has been
written about in our earliest books. I saw a
120-millimeter mortar shell land in front of me, but
it did not blow up. Four more bombs were dropped from
a Russian plane on our headquarters, but they did not
explode. We beat the Soviet Union. The Russians fled.
No, I was never afraid of death. As Muslims, we
believe that when we die, we go to heaven. Before a
battle, God sends us sequina--tranquillity. Here was
a man, then, who felt God protected him. My fellow
Muslims did much more than I. Many of them died but I
am still alive.

During a recent analysis of two meteorites scientists
got a sweet surprise; they detected the presence of a
sugar and many sugar-related compounds. The sugar and
sugar-like molecules, collectively called polyols,
were found in the Murchison meteorite that fell in
Murchison, Australia, in 1969 and the Murray meteor
that fell in Kentucky in 1950—two meteorites that are
rich in carbon.

Sugars play an essential role in living organisms.
They are a component of both types of genetic
material—RNA and DNA—they provide a source of energy,
and they form an essential structural component of the
membrane that surrounds every cell.

Previous studies have revealed that the meteorites
also contain amino acids, which are the building
blocks of proteins, and present in all life forms.

Some scientists have speculated that material from
meteors may have provided some starting material for
early life forms, possibly even jump-starting the
origin of life itself.

The research is published in the December 20 issue of
the journal Nature.

We may never know what particular compounds were
important for the very start of life, we weren't there
to observe, says George Cooper, of NASA Ames Research
Center in Mofett Field, California, who led the
research.

The finding is important because it proves that two
classes of biologically important compounds—sugars and
amino acids—may have had extraterrestrial origins.
These meteors were thought to be formed about 4.5
billion years ago—fairly early in the life of the
solar system.

A commentary that accompanies Cooper's report suggests
that starlight may have acted upon icy mixtures of
water, ammonia, and carbon monoxide to form simple
sugars such as those found on the Murchison meteorite.


Issues of contamination have muddied investigations to
detect these substances from previous meteorite
samples.

To address concerns that the polyols were not
contaminants from Earth, Cooper and colleagues
measured the quantities of these compounds and their
atomic makeup.

The researchers found that the sugar-related compounds
contain more heavy isotopes of both hydrogen and
carbon than would be found if the compounds were
formed on Earth through biological processes.

The team also found many compounds with molecular
arrangements that are rare on Earth.

The incorporation of many heavy isotopes and the
presence of rare polyols is a signature of
extraterrestrial materials.

terror -- already shows signs of whipping up enough world-wide hatred
against America to give rise to a thousand new terrorists for every
one terrorist we might kill.

I also wonder what the kill ratio is in Afghanistan. Perhaps 1 member
of the al-Qaida network is killed for every 10 run-of-the-mill Afghan
soldiers and civilians who are basically just trying to get through
their own lives like the rest of us. Or maybe it's 1 terrorist for a
100 Afghanis. I suspect the real figure is more like a 1000 non-
terrorists dead for the life of 1 genuine terrorist who might ever
bother America.

Perhaps we should have enough courage to consider the possible
reasons why so many might hate us. Only when we have all the facts,
rather than cute little clichés like They were attacking freedom,
can we decide the best way we can protect our people in the future.

By the way, how do we define an attack on American freedom? I would
say that a real attack on freedom is trashing the Bill of Rights
and the Constitution of the United States. The Ten Amendments are the
very core of what American freedom actually is. George Bush and the
U.S. Congress, armed with the newspeak U.S.A. Patriot Act, did
infinitely more to take away our Constitutional freedoms than bin
Laden ever could.

The real reason we have suffered terrorism

The real reason we have suffered the terrorism of the WTC attack is
shockingly simple.

Too many American politicians have treasonously betrayed the American
people by blindly supporting the leading terrorist nation on earth:
Israel.

The American mass media and the government cannot have it both ways.
If they are motivated to attack Afghanistan for giving aid and
comfort to terrorists, then some Palestinians naturally find
motivation to attack America for giving aid and even military support
to Israel, a nation that has committed unrelenting terrorism against
them.

Traitors to the United States have allowed a terrorist foreign nation
to control the United States Government. Some readers might think it
preposterous for me to assert that that a foreign nation controls
America. But, consider the fact that the former head of the United
States Senate Foreign Relations Committee, William Fulbright, said
precisely that. He asserted on ABC's Face the Nation television
program that Israel

As pundits mull whether America's next target in the war on terrorism
should be Iraq or a smaller quarry first – such as the Sudan or
Somalia – it's time to consider another petri dish of ferocious anti-
American hatred and terrorist activity. The Bush doctrine is: We are
at war not only with the terrorists, but also with those who harbor
them.

We've got to attack France.

Having exhausted itself in a spirited fight with the Nazis in the
last war, France cannot work up the energy to oppose terrorism. For
decades now, France has nurtured, coddled and funded Islamic
terrorists. (Moreover, the Great Satan is getting a little sick of
our McDonald's franchises being attacked on behalf of notoriously
inefficient French dairy farmers.)

At the 1972 Olympics, Muslim terrorists assassinated 11 Israeli
athletes and one German policeman. Five years later, acting on
intelligence from Israeli secret police, French counterespionage
agents arrested the reputed mastermind of the massacre, Abu Daoud.
Both Israel and West Germany sought the extradition of Daoud. Afraid
of upsetting Muslim terrorists, France refused on technical grounds
and set him free.

In 1986, Libyan agents of Moammar Gadhafi planted a bomb in a West
Berlin discotheque, killing an American serviceman and a Turkish
woman. Hundreds more were injured. President Reagan retaliated with
air strikes against Libyan military targets – including Gadhafi's
living quarters.

Quaking in the face of this show of manly force, France denied America the use of its 
airspace. As a consequence, American pilots were required to begin their missions from 
airbases in Britain. When the pilots finally mad
e it to Tripoli, tired from the long flights and showing a puckish sense of humor, 
they bombed the French embassy by mistake. POW! So sorry, our mistake.

France has repeatedly decried economic sanctions against Iraq and has accused the 
United Nations of manufacturing evidence against Saddam Hussein. The U.N., not even 
the Great Satan. The French U.N. ambassador dismissed a
erial photographs of Iraqi military trucks fleeing inspections sites just before U.N. 
weapons inspectors arrived as – quote – perhaps a truckers' picnic.

Along with the rest of the European Union, France sends millions of dollars to the 
Palestinian Authority every year. Sucking up to the P.A. has really paid dividends to 
the craven butterbellies. While visiting Arafat in G
aza last year to announce several million more dollars in aid, Prime Minister Lionel 
Jospin was attacked by angry, stone-throwing Palestinian students.

Earlier this year, France connived with human-rights champions China and Cuba to toss 
the United States off the U.N. Human Rights Commission. Sudan took America's place, 
and, if its diplomats are not too bogged down with
human torture and slave trading, they are very much looking forward to attending the 
meetings.

This summer, Paris made Mumia Abu-Jamal an honorary citizen of Paris. In America's 
cowboy, bloodlust, rush-to-judgment approach to the death penalty, this convicted 
Philadelphia cop-killer has been sitting on death row –
and giving radio interviews and college commencement addresses – for 20 years. Since 
Mumia sounds like a Muslim terrorist, Parisians can use the same bumper stickers for 
the war.

Two weeks into America's war on terrorism, Le Figaro began calling for American 
restraint. In polls, 47 percent of the French said they believed the U.S. military 
action was failing. Seventeen percent thought it was wor
king (which was – admittedly – 17 percent more than on the New York Times editorial 
page). Flaunting France's well-established reputation as a fearsome fighting machine, 
the French foreign minister, Hubert Vedrine, immedi
ately advised the United States to stop bombing Afghanistan.

The first indictment to come out of the Sept. 11 attacks was of a French national, 
Zacarias Moussaoui. He is believed to be the intended 20th hijacker on Bloody Tuesday. 
France quickly moved to extend consular protection
for Moussaoui. Intriguingly, French Justice Minister Marylise Lebranchu has demanded 
that Moussaoui not be executed.

Mlle. Lebranchu seems to have forgotten, but WE ARE THE GREAT SATAN! We also have 
Moussaoui. It's annoying enough when these celebrated Nazi slayers refuse to extradite 
terrorists on the grounds that America does not obse
rve the pristine judicial formalities of their pals, China, Cuba and the Sudan. But 
under what zany theory of international law does France think it can tell us what to

Thousands of west African children are being traded in Britain as
domestic slaves by people who use them to claim benefits, social
workers have warned.

They said the slave trade was coordinated by criminal gangs who often
took children from their parents in lieu of debts incurred from being
smuggled into the UK.

The situation has come to light in the wake of the inquiry into the
death of child abuse victim Victoria Climbié, who was murdered after
being sent from the Ivory Coast to live with her great-aunt. The
eight-year-old died at her north Tottenham home in February 2000
after suffering 128 separate injuries.

A BBC investigation identified a network of 13 adults who ran a child-trading network 
in London.

One woman in north-west London had acquired 12 children, for each of which she was 
able to claim £40 a week in benefits.

It emerged that three of these had since been taken into care, care orders were out on 
three more, two had been passed on to a south London woman and two were missing.

Children are being trafficked and held hostage in lieu of debt repayments and in 
doing so are being abused, being used as houseboys or servants and younger children 
are being neglected, said an unnamed social worker.

In my 15-year career in social work, inside and outside London, I have come across it 
in every place I have worked, he said.

The social worker added that social service departments lacked the legal powers to 
investigate cases while the police did not have sufficient resources.

Trafficked children could be located through the benefit system, but inspectors were 
interested only in checking that multiple claims were not being made for the same 
child and not in whether the child was with its legiti
mate carer, he claimed.

The trafficking network extends to Ireland, making it even more difficult for the 
authorities to track down the child slaves.

From a point of view of trying to identify whether these children are being used, it 
is virtually impossible, said an Irish healthworker, who also wished to remain 
anonymous.

They disappear and go back to the UK. There is a network between the UK and Ireland.

Esther Rantzen, founder and chairwoman of Childline, said social services should 
investigate child-trafficking as a matter of urgency.

It is quite clear that social workers do have evidence of what is going on and have 
taken children into care, she said.

However, Ms Rantzen expressed concern that some social workers were reluctant to 
pursue possible cases because of politically correct beliefs that passing children 
around extended families was simply part of west Africa
n culture.

Mike Caye, communications director of charity Anti-Slavery International, said 
legislation was needed to deal with human trafficking for both sexual and labour 
exploitation.

Until you get the legislation in place, you can't make it a priority
for the police, he warned. In a statement, the Home Office said:
Trafficking of human beings, and particularly children, is an
abhorrent practice.

The UK signed the trafficking protocol of the UN convention on
transnational organised crime and there is at European level a draft
framework for the definition of trafficking in human beings.

HIV 'develops resistance to drugs'


Campaigners have fought to make the drugs available

HIV, the virus that causes Aids, is fast becoming resistant to the
drugs used to treat it, according to research presented at a major
medical conference in Chicago on Tuesday.

Scientists have discovered that more than three- quarters of HIV-positive people in 
the United States carry versions of the virus that are resistant to commonly used 
drugs.

The researchers examined viruses taken from about 1,500 HIV-positive people across the 
US.

They found that 78% of them carried HIV which has become resistant to at least one 
anti- retroviral drug, while more than half had a virus that was resistant to more 
than one.

Most people carrying HIV in the United States take a cocktail of three drugs to keep 
the virus under control.

When the virus within an individual evolves resistance to all three, the result is a 
complete breakdown of the immune system - the condition known as Aids.

New drugs needed

The new figures from the United States are not in themselves surprising. Research in 
other parts of the world has produced similar findings.

However, this is a much bigger study than those performed previously, and big studies 
produce reliable data.


Bleak findings will worry many who thought anti- retrovirals were the key to a better 
life
Experts say the findings have two major implications for treatment and research.

First, they demonstrate the need for new classes of drugs to tackle
the virus in new ways - and, as other researchers have been telling
the same medical conference, a new type called fusion inhibitors
could be available within a year.

Secondly, the study reinforces the importance of safe sex, and safe
use of needles by intravenous drug users.

The more people who carry drug-resistant strains of HIV, the more
likely it is that anyone being newly infected will pick up a drug-
resistant strain, reducing their chances of successful treatment.

'Experts' Disagree on bin Laden Home Video

WASHINGTON -- ... The Osama bin Laden home video released by the U.S. last
Thursday gave a fascinating look at the head of a fanatical Muslim cult
receiving a visiting Saudi sheik. According to the accompanying translation
from Arabic to English - made by the U.S. government and checked by two
U.S.-based Arabic experts - bin Laden clearly appears to voice his
culpability for the suicide attacks on New York and Washington, D.C.

In the most damning admissions, a gleeful-looking bin Laden says, We
calculated in advance the number of casualties from (sic) the enemy who
would be killed based on the position of the tower. And, We had
notification since the previous Thursday that the event would take place
that day. 

The U.S. government is delighted by the smoking gun tape, which was
mysteriously found in Afghanistan a few days ago. The White House says the
tape should dispel any lingering doubts bin Laden was behind the Sept. 11
mass killings. 

But two other Arabic experts say the tape's audio quality is so poor that
almost nothing bin Laden says on it can be verified. To my ears, well
accustomed to Arabic, half of bin Laden's words were inaudible. The
translation was sometimes out of sync with the action on screen. Bin Laden's
statements looked cut up and edited.

Cynics suggest the tape was a forgery made by Russian intelligence or the
U.S. government, with incriminating statements spliced into an otherwise
boring exchange of pleasantries between bin Laden and a visiting admirer.
This is possible. In 1990, the U.S. used retouched satellite photos to
convince the Saudis that Iraq was about to invade - which it was not

Some Muslims will certainly accept the tape at face value and turn with
disgust against bin Laden as a fanatical mass murderer. Few Muslims accepted
his wild claims or calls for jihad against the West. But one suspects many
Muslims and other Third Worlders will still believe bin Laden and his
henchmen gave the United States what it deserved, payback for decades of
bloody meddling in their affairs - revenge, as the tape mentioned, for the
martyrs of Palestine.

Third Worlders do not always accept our western view that when states kill
huge numbers of innocent civilians, c'est la vie, but when private

To many, the fanatical Osama bin Laden will still represent the hand of

Has it been duly recorded that everything in New York changed just
before September 11? Granted, it's hard to get the picture here in
the Afghan glare of the TV set, but it looks like this: 18 months
before 9/11 and the death storm of ashes that rolled uptown from the
World Trade Centre, all of lower Manhattan's artists' quarters -
SoHo, NoHo, WeVar, TriBeCa, the Village and Little Italy - were
already history.

The last stronghold, WeVar, a decrepit old warehouse area that was
home to a hive of artists' lofts west of Varick Street and south of
the Canal Street exit of the Holland tunnel, was finally overrun by
investment bankers
, Silicon Alley then-fat cats and real-estate developers in the spring of 2000. 
Construction elevators started whining up and down the sides of the warehouses, and 
the victors' banners proclaimed FOR SALE NOW: HISTORIC OL
D NEW YORK LOFT CONDOMINIUMS.

The usual droves of young artists - from the California Institute of the Arts to the 
Rhode Island School of Design and every MFA (Master of Fine Arts) programme in between 
- still arrive to storm the Manhattan art scene,
but can no longer get even remotely within rent range and wind up in Williamsburg and 
Jersey City.

Twenty months before 9/11, Wall Street was already history, too. Wall Street hadn't 
been Wall Street since December 31 1999, when Nasdaq started the street's great 
migration to Times Square. Reuters, Morgan Stanley, Lehma
n Brothers, Bear Stearns and Ernst  Young soon followed their lead. Today, 
out-of-town financial types must be perplexed to find the mighty Morgan Stanley 
shank-to-flank with a pink-neon girlie bar called Runway 69.

A year before 9/11, that old standby of New York humour, folklore, fiction and drama - 
the shrink, the Freudian psychiatrist with the couch - had already gone the way of 
the Irish cabbie with the cap over one eye. When
neuroscientists Paul Greengard of Rockefeller University and Eric Kandel of Columbia 
won the Nobel Prize in 2000 (along with Arvid Carlsson of Germany) for discoveries 
about how information actually circulates inside the
brain, physiology and not Freud was king. The New York teaching hospitals were now 
training psychiatrists who had actually been introduced to brain functions and the 
central nervous system.

As the witticism went, going to a Freudian psychiatrist was like going to a 
cardiologist who only knows about broken hearts and valentines. The psychiatrist who, 
in an ABC News conversation with Peter Jennings, referred
 to the World Trade Centre as two towering phallic symbols subjected to symbolic 
castration came off as quaint. He would have done better on The Sopranos, the show 
that hasn't yet got the word about yackety-yak therap
y.

Twenty months before 9/11, the Democratic party organisation, ruler of the city for 
half a century, had disintegrated thanks to, of all things, an oversupply of populous 
racial and ethnic minorities, and wound up like t
he Republican party and Liberal party organisations. The term limits that cleansed 
the city council slates for the 2001 races were the mopping-up operation. Politicians 
still ran successfully under the Democratic party
banner, but only because they were neighbourhood warlords who had to call themselves 
something.

Ten months before 9/11, New York City's architects, who only yesterday had battled so 
gloriously and avant- gardely as the Whites (Richard Meier, Peter Eisenman, John 
Hejduk et al) versus the Greys (Michael Graves, Jaquel
in Robertson, Robert Stern et al), had already given up the cutting edge because they 
could no longer find one. When Cathy Lang Ho and Raul A Barreneche set out to do a 
book on the edgiest residential designs in North Ame
rica (House: American Houses for the New Century), they could find only three New York 
architects with houses actually built or under construction that deserved any such 
adjective: Toshiko Mori, Steven Holl and Michael Mc
Donough with his cyberspatial e-house2000 (for e-nergy, the e-nvironment and 
e-xciting) in the upper Hudson Valley near New Paltz, built with Scada software 
enabling the owner to (among other techie things) turn on the
dishwasher from Tokyo.

Two years before 9/11, contemporary American art, which in market terms had never 
recovered from the stock-market and commercial real-estate nose dives of the early 
1990s, went into sleep mode. Since the Brooklyn museum's
 noisy Sensations show (all Brits) in 1999, the only thing causing anybody in the art 
world to open even one eye has been the wildfire rumour of a guerrilla art happening 
known as Meat Shower in a Brooklyn loft, at

NASA has notified Don Campbell, Associate Director of the National
Astronomy and Ionosphere Center at Arecibo and Head of the Radar Astronomy
Group, that all funding for Arecibo radar studies will be terminated on
January 1 2002. The Division for Planetary Sciences of the American
Astronomical Society believes that the Arecibo program should not be
terminated to meet an arbitrary deadline.  The Planetary Society strongly
condemns NASA's decision, announced today, to terminate radar observations
of Near Earth Objects (NEOs) from the Arecibo Observatory in Puerto Rico.
Arecibo is the most powerful radio observatory on Earth and is the most
accurate instrument we have for studying NEOs.

Obituary for a symbol of German power in the first of an occasional
series on Europe's dying currencies

THE deutschemark, child of crisis, symbol of German power, is dead.
But its faithless consumers barely spared a thought yesterday for the
once rock-hard currency as they thronged outside banks to pick up
packets of parvenu euros.

Dead, but not yet buried: there will be time for mourning in the
first two months of next year, when lame-duck marks will be allowed
to flutter for a little longer, like an arthritic athlete making a
final trot around the stadium. Tears had been expected, but it seems
they will flow only when the death certificate has been signed and
sealed on New Year’s Day.

The mark was an adopted child, dreamed up by American economists. The infant currency 
replaced all the improvisations of postwar occupation: the Allied Military mark, the 
reichsmark and the blackmarket currency of Chester
field and Lucky Strike cigarettes. In 1948 crates of the currency were shipped from 
America into Bremerhaven and taken across the country under heavy escort.

Even then it was a currency that divided rather than united: introduced in the western 
zones of Germany, it quickly spawned an eastern rival, the ostmark, in the Soviet 
zone. Yet this foundling, from 1957 jealously protec
ted by the Bundesbank, became the apple of the Germans’ eye. Its stubborn resistance 
to politicians, its muscular buying power, its ability to win friends abroad — all 
this stirred the national pride of the Germans.

Fifteen years after defeat in a devastating war, they were becoming Europe’s most 
dedicated package tourists; unloved perhaps, but respected for the weight of their 
purses. The mark became one of the few national icons of
 the West German state. By the 1980s the talk was of mark diplomacy. The currency’s 
strength underwrote Germany’s Ostpolitik and was in many ways a substitute for policy.

Bundesbank presidents were treated like statesmen, their words nervously monitored by 
a Europe increasingly dependent on the mark. The clumsy description of Germany as an 
economic giant and a political dwarf was backhande
d recognition that the mark now counted for more than the German Army or German 
diplomacy.

Ultimately, it was the mark that propelled so many East Germans to stampede across the 
crumbling Berlin Wall. In a few months during 1989-90, East Germany abandoned four 
decades of Communist propaganda and signed up for c
apitalism. The demonstrators chanted: “If the mark does not come to us, we will come 
to you.” The ostmark collapsed, as did much of East German industry. Rundown baroque 
castles changed hands for a single mark — on condit
ion that the purchaser invested millions in restoration work.

German unity was the zenith of the mark’s career; the mark that had once split the 
country had brought it together again. Certainly, the mark’s prewar ancestor, the 
reichsmark, must have chuckled from beyond the grave.

In the hyperinflation of 1922-23 a dollar could be bought for 4.2 billion marks. The 
lost war and the heavy reparations imposed by the Treaty of Versailles created chaos. 
German companies inflated away their debt payments
. Inflation galloped up to 1,300 per cent. Wheelbarrows full of banknotes replaced 
wallets. It became cheaper to burn the notes than buy fuel; rooms were wallpapered 
with banknotes. This whirlwind inflation influenced sub
sequent generations of Germans. Hitler promised sound financial policies, but the main 
task of his Reichsbank soon became the distinctly unsound financing of war.

The modern German has always insisted that the Bundesbank guarantees the stability and 
security of the mark — in effect to guard it against politicians, be they dictators or 
simply high spenders. As the Bundesbank became
a hollow shell, so anxiety has spread about its successor. How solid is the European 
Central Bank? Will it listen closely enough to the Germans, who have just lost their 
emotional anchor? To measure the mark’s real achiev
ements it is necessary to go back to the first united Germany. It was the 1875 mark — 
based on the gold plundered from the French — that first created a unified currency 
out of a jumble of talers and guilders. The idea fo
r a single currency uniting the German states arose out of the German Customs Union in 
1834; a single market, it was argued, needed a single currency.

But it took a bloody war to make Bismarck’s coinage a reality and the currency was 
duly destroyed by war. The mark was born out of the confusion of the Second World War, 
but was killed in peacetime by the Maastricht Treat
y. That represents a kind of progress.

 The tracks of secret financing for the Nicaraguan contra war
may cross a troubling money-raising tactic passed on from Adolf
Hitler's Nazis to their ideological heirs in Argentina: the
liquidation of property from victims killed in death camps.

 An investigation in Spain is examining evidence that an
intelligence officer in Argentina's Dirty War was responsible for
selling the property of Argentines after they were disappeared
-- that is, taken to secret concentration camps and murdered.
Money from the victims' property may have ended up in Swiss bank
accounts maintained by Argentine military officers.

 The Argentine intelligence officer accused of overseeing the
property liquidations is Raul Guglielminetti. In closed-door U.S.
Senate testimony in 1987, one of his accomplices also fingered
Guglielminetti as the manager of a Miami-based money-laundering
operation that funnelled tens of millions of dollars in Bolivian
drug money to the Nicaraguan contras and to other right-wing
paramilitary operations in Latin America.

 The extent of the contra connection to various Bolivian drug
smuggling operations reportedly is one of the surprises contained
in the still-secret volume two of an internal CIA investigation
into contra-cocaine trafficking. But the CIA so far has refused
to release the 600-page volume two. CIA spokesmen say the agency
eventually may release an unclassified summary, but will likely
keep much of volume two secret.

 In Spain, meanwhile, the property-liquidation case is one
part of a larger examination of Argentina's Dirty War by Judge
Baltasar Garzon. The judge has been investigating the fate of
Spanish citizens who disappeared in Argentina during the late
1970s and early 1980s when the military slaughtered some 10,000
to 30,000 people who were considered politically suspect.

 Garzon's investigation is looking at evidence that
Guglielminetti oversaw the selling of property stolen from the
victims, with the proceeds allegedly deposited in nearly 100
Swiss bank accounts belonging to Argentine officers. Earlier this
year, the inquiry led to confirmation that at least six Argentine
military officers maintained secret bank accounts in Switzerland.
But it was not clear whether those accounts contained proceeds
looted from Dirty War victims or money from other sources.

 Still, the historical echo of Hitler's financial strategies
is striking. During Hitler's World War II extermination campaign
against European Jews, the Nazis raised capital by selling the
possessions of death-camp victims, including gold melted down
from wedding bands and extracted from teeth fillings.

 Hitler's government transferred large amounts of this wealth
through Swiss banks and used the money to buy vital goods from
neutral countries, including Argentina.

 Argentina then was dominated by the quasi-fascist movement
of Gen. Juan Peron. The country harbored strong sympathies for
the Axis powers, especially Italian fascist leader Benito
Mussolini. After World War II, many Nazis escaped along rat
lines to Argentina and other South American countries which
protected war criminals, including Adolf Eichmann, Josef Mengele
and Klaus Barbie.

 International Jewish groups long have suspected that
Argentina played a role, too, in laundering the Nazis' legendary
ODESSA funds to fascist survivors of the Third Reich. In the
decades that followed, some fascist and neo-fascist operatives
branched out, linking up to organized crime and earning money as
narcotics traffickers.

 Others found jobs assisting Latin American intelligence
services suppressing leftist insurgencies. The ex-Nazis shared
their skills in torture and other intelligence techniques.

 The Cold War further heightened the region's political
tensions, with terror and counter-terror campaigns reaching a

 Into that combustible ideological mix stepped the shadowy

TEN LESSON ON TERRORISM
FROM SRI LANKA

SHARIF ABDULLAH, COMMON WAY INSTITUTE - The Sri Lanka government has
been fighting “terrorists” for almost two decades, with no end in sight.
 On the other hand, the American “war on terrorism” is only two months
old.  Is there anything the US can learn from the conflict in Sri Lanka?
Can America head off twenty years of bloody suffering by looking for
lessons in Sri Lanka?

I live in both worlds. For half of my year, I live in Portland, Oregon,
what is arguably the best city in America, as far from civil war and
suicide bombers as I can get. The other half of the year, I live in
steamy, tropical Sri Lanka, the teardrop hanging off the tip of India .
. .

My reason for being in Sri Lanka is simple: help stop the two decades of
debilitating war that is sapping the vitality and civility of an
otherwise beautiful island. I do this through the application of the
philosophy of inclusivity, a search for a “third way” solution that does
not support either party to the current struggle. Our goal is to
permanently break the cycles of victim-villain-violence. I work with
Sarvodaya, a 40-year-old self-help development organization based on
Gandhian and Buddhist principles. In my time in Sri Lanka, I’ve learned
a few things that can be applied to America’s new-found “war on
terrorism”:

1. THE WAR COULD GO ON FOREVER.  Armed conflicts can last for
generations.  The longest “hot” war of modern times is the conflict in
Angola – 45 years, with no end in sight.  The military standoff in Korea
is also multi-generational.

Sri Lanka: “Terrorist” attacks become so routine they simply aren’t news
anymore. Each attack further reduces the vitality of the island and her
inhabitants. Politicians meet each new attack with words of outrage and
promises of retribution.  However, for most Sri Lankans, raised for a
full generation on daily doses of terrorism and violence, the ongoing
cricket matches are more newsworthy than unending stories of horror and
retribution.

America: Airplanes, skyscrapers, anthrax, bridges, federal buildings,
alerts… Attacks and rumors of attacks are becoming so prevalent that
many people are already turning off and going numb.  This trend will
continue – the public will become more numb as more terrorist attacks
occur.

LESSON #1: Violence never resolves anything.  At some point in time,
people will stop shooting at each other and will start talking to each
other.  Nonviolent dialog is the only proven way to resolve conflict.

2. THE TWO SIDES ARE FIGHTING VASTLY DIFFERENT “WARS”, BASED ON VASTLY
DIFFERENT VIEWS OF REALITY.  Because the wars are different, the
standards of “winning” are different.  The fighting goes on for decades,
with both sides claiming victories.

Sri Lanka: The government sees itself fighting a war against a handful
of terrorists who are trying to destroy the government.  The Tigers see
themselves leading a movement for national liberation against a
Sinhalese government that wants to exterminate the Tamil ethnic group.
Both sides see themselves as the victim and the other as the perpetrator
of violence.

America: The government sees itself fighting a war against a handful of
terrorists who are threatening the American way of life.  The Al Qaeda
group sees itself fighting a war against foreign invaders in their
homeland.  Both sides see themselves as the victim and the other as the
perpetrator of violence.

Lesson #2: Help formulate and articulate a “third way” position (beyond
government and insurgent positions.) This “third way” must look at
reality from the point of view of the people, not the advocates of
violence.

3. WHAT EACH SIDE SAYS ABOUT THE OTHER IS TRUE.  WHAT THEY SAY ABOUT
THEMSELVES IS NOT.  Each maximizes the sins of the other, while
minimizing their own.  Both sides commit atrocities.  Each justifies its
actions while vilifying the actions of the other.  Because of anger,
history and psychological filters, the two sides cannot see or hear each
other.  They

It's fascinating that a lengthy article like that could recount the history 
of the mark without once mentioning its strength was because it was backed by 
gold. After the war (W.W.II) the Germans did the exact opposite of American 
advice from economic guru Walter Heller and put the mark on a gold 
standard.

That, much more than the Marshall plan, was responsible for Germany's 
resurgence. But then it would be too much to expect the Fabian Socialists to pay 
tribute to the gold standard, anathema to all spend and elect governments.

An Appeal from Palestine

Appeal to the World 

The situation in Palestine is verging on that of a humanitarian crisis. The 
Palestinian population, 3.2 million people, is currently under the worst 
siege in their entire history. 

· People are unable to move between Palestinian villages and towns, and goods 
cannot be transported. 
· Large parts of many cities and villages are under 24 hour, or dusk-to-dawn 
curfews; tanks and armoured personal carriers sit in the streets, outside 
homes. 
· A shortage of supplies is being reported in some areas, including gas and 
food. 
· Sewage and garbage remains uncollected, presenting a public health crisis. 
· Vaccinations and primary health care systems are paralysed, and epidemics 
are possible 
· Patients in need of kidney dialysis and cancer treatment cannot receive it; 
in addition to this, 30 Palestinians have died after being denied access to 
medical care, and numerous women have given birth at the Israeli military 
blockades. 
· Most universities and schools are not functioning. 
· More than 50% of the population is unemployed; furthermore many employed 
people are unable to get to their places of work. 
· Heavily armed Israeli soldiers arbitrarily occupy civilians' homes. 
· Israeli soldiers make armed raids into areas under Palestinian Authority, 
shooting people in their homes, and arresting others. 

Palestinians are being punished through a combination of occupation, military 
aggression  siege. During the past 14 months the Israeli army has killed 924 
Palestinians and 25,000 others have been injured which is 1% of the 
population. 2,000 people have become permanently disabled. 

Without your actions the situation can only worsen. We call on you to contact 
your representatives to prevent this humanitarian crisis from becoming a 
disaster.

  energy deregulation and major GATS designer, the Enron Corp. has been a 
  pivotal figure in the military-industrial network of cartels behind the 
  Bush administration. Now filing for bankruptcy, Enron is the topic of 
  Senate hearings, the subject of SEC investigations, and the possible 
  target of criminal charges (for concealing massive debt in ‘partnerships’ 
  with de facto subsidiaries). The story of Enron’s rapid rise and fall illustrates many 
  times over the flippant ease with which leaders of multinational cartels 
  can and will engineer global social and economic crises – banking on 
  disaster. 
  Enron has been moving Bush’s hand since the 1980s, when Enron’s first 
  foray into Argentina’s utility contract bidding failed. Asserts the former 
  Argentine minister of public works Rodolfo Terragno, W. Bush called to 
  personally solicit the government contract for Enron in 1988 (while his 
  father was President-elect). Back then the brokerage was less adept at 
  passing itself off as a legitimate business. Enron had transparently 
  adopted as a local frontispiece the Argentine firm Westfield (Westfield's 
  only asset the previous year was $20, its corporate filing fee). Terrango 
  was unimpressed and considered the lame attempt an offensive joke. 
  After long resistance to the disreputable company's advances, in 1998 
  Enron was granted the first power marketer license in Argentina, "in accordance with a governmental resolution 
  that allows companies which do not own power generation assets to market 
  electricity" 
  Enron’s press release on this coup (which could conceivably have 
  involved extensive bribery) is smug. 
  This marked "an important step in Enron's strategic efforts to 
  establish power marketing operations in Latin America and to further its 
  participation in the future integration of the Southern Cone's energy 
  markets," said Scott Porter, Enron International Argentina executive 
  director. 
  Enron International Argentina also built pipelines and sold risk 
  management services to industrial and commercial customers, while 
  providing "the same customers with access to low-cost capital and a range 
  of alternatives for securing affordable debt and equity financing for 
  energy-related projects." 
  While Satirewire makes light of the intimacy between Enron and 
  Argentina sobering facts point to the likelihood that Enron's chicanery 
  may have precipitated Argentina's financial crisis. The Argentine 
  government has accused Wall Street of speculation on an economic collapse. 
  Enron may have created an investment scare with this warning, on its 
  credit consulting on-line database, which seems crafted to deliberately 
  drive up fears of debt default (against which Enron was eager to sell protection). 
  Through political connections (most prominently, the presidential Bush 
  family) Enron aggressively pressured energy officials in many other 
  countries to overlook its shady finances and irresponsible track-record. 
  The company’s tactic was to make eleventh-hour bids (to avert pre-emptive 
  popular opposition). 
  Enron finally came under investigation in India this summer in 
  connection with Dhabol Power U.S. Ambassador Frank Wisner had exerted 
  enormous pressure on the Indian government to award the power plant 
  contract to Enron, and the CIA had provided strategic intelligence on the 
  competitors and the bidding process. 
  An inept risk-taker, Enron also sank billions of dollars in power 
  companies in South Korea, China and the Philippines, a water company in 
  Britain, pulp mills in Canada, and power plants throughout South America. 
  U.S. taxpayers picked up the tab through corporate welfare programs 
  (including the Export-Import Bank, which insures overseas investments for 
  U.S.-based multinationals at unreasonably low rates).

prosecution of people expressing sympathy for the attacks on New York, or

of the law, on the grounds that this makes him, too, a supporter of
terrorism.

WASHINGTON -- ... The Osama bin Laden home video released by the U.S. last
Thursday gave a fascinating look at the head of a fanatical Muslim cult
receiving a visiting Saudi sheik. According to the accompanying translation
from Arabic to English - made by the U.S. government and checked by two
U.S.-based Arabic experts - bin Laden clearly appears to voice his
culpability for the suicide attacks on New York and Washington, D.C

But two other Arabic experts say the tape's audio quality is so poor that
almost nothing bin Laden says on it can be verified. To my ears, well
accustomed to Arabic, half of bin Laden's words were inaudible. The
translation was sometimes out of sync with the action on screen. Bin Laden's
statements looked cut up and edited.

Cynics suggest the tape was a forgery made by Russian intelligence or the
U.S. government, with incriminating statements spliced into an otherwise
boring exchange of pleasantries between bin Laden and a visiting admirer.
This is possible. In 1990, the U.S. used retouched satellite photos to
convince the Saudis that Iraq was about to invade - which it was not

On Saturday, 15 December 2001, the United States
vetoed a United Nations Security Council resolution
that would have cleared the way for international
monitors in the West Bank and Gaza Strip. Many believe
that such monitors would help reduce the violence in
the increasingly bloody low-intensity war Israel is
waging against Palestinians living in the Occupied
Territories, as well as stop the devastating suicide
bombings against Israeli civilians. Among the reasons
the US gave for its veto was that the United Nations
is not the proper forum for resolving Middle East
violence. The US prefers to see itself as the sole
arbiter in this conflict despite or perhaps because
ofits marked pro-Israel bias, all the more evident of
late in its backing of Israeli Prime Minister Ariel
Sharon’s public condemnation of PA President Yassir
Arafat, and in its refusal to challenge Israel’s
appropriation of the Bush administration’s language
regarding America’s “War on Terror”. We are expected
to accept that Israel’s policies and strategy towards
the Palestinians are analogous to US policies and
strategy towards al-Qa’eda in Afghanistan and
elsewhere.

Most people in the Arab and Muslim worlds know that
this is a standard example of US hypocrisy and support
for unjust regimes. The United States government is
well aware of Israel’s poor human rights record both
towards the Palestinians living under its 34-year-old
occupation and towards Palestinian citizens of Israel
itself. Our politicians and pundits regularly distort
the reality of the situation, however, ignoring or
overlooking carefully documented records of Israeli
human rights abuses. To highlight this point one need
not only quote from the extensive reports of Amnesty
International or Human Rights Watch. The US State
Department has yearly, detailed reports of Israeli
human rights abuses available for anyone interested.

The State Department’s “Country Reports on Human
Rights Practices  2000: Occupied Territories”
(February 2001)  states unequivocally that “Israel’s
overall human rights record in the occupied
territories [is] poor.” It goes on to report that
“Israeli security forces committed numerous serious
human rights abuses during the year…. Since the
violence began, [September 2000] Israeli security
units often used excessive force against Palestinian
demonstrators. Israeli security forces sometimes
exceeded their rules of engagement, which provide that
live fire is only to be used when the lives of
soldiers, police, or civilians are in imminent danger.
…Israeli security forces abused Palestinians in
detention suspected of security offenses. … There were
numerous credible allegations that police beat persons
in detention. Three Palestinian prisoners died in
Israeli custody under ambiguous circumstances during
the year. Prison conditions are poor.  Prolonged
detention, limits on due process, and infringements on
privacy rights remained problems. Israeli security
forces sometimes impeded the provision of medical
assistance to Palestinian civilians. Israeli security
forces destroyed Palestinian-owned agricultural land.
Israeli authorities censored Palestinian publications,
placed limits on freedom of assembly, and restricted
freedom of movement for Palestinians.”

Often lauded as the only democracy in the Middle East,
Israel nevertheless appears to have difficulty
applying its high human rights standards to non-Jews.
One might plausibly argue that these standards are,
out of necessity, suspended in areas under military
occupation were it not for the fact that the Jewish
settler population in the territories benefits from
the same rights and privileges accorded their
counterparts within Israel’s internationally
recognized borders. One might also argue that
Palestinians with Israeli citizenship are equal
participants in the country’s democratic social
institutions were it not for certain serious problems
such as that nearly 70,000 Arab Israelis live in legal
limbo: the more than 100 villages they live in within
Israel are unrecognized by the government.  As a
result these residents pay taxes to the government but
are “not eligible for government services….
Consequently, such villages have none of the
infrastructure, such as electricity, water, and
sewers, provided to recognized communities. The lack
of basic services has caused difficulties for the
villagers in regard to their education, health care,
and employment opportunities. New building in the
unrecognized villages is considered illegal and
subject to demolition.” The Israeli government has
yet to resolve the legal status of these villages and

Angered by Israeli attacks on the Palestinian Authority the U.N. General
Assembly on Thursday in emergency special session moved to condemn
Israeli violence in the occupied Palestinian territories

The session was called for by Egypt, on behalf of the Arab League and
South Africa, which leads the Non-Aligned Movement of largely developing
countries.

The emergency special session was the fourth in recent years to be
called to consider ``illegal Israeli actions in Occupied East Jerusalem
and the rest of the Occupied Palestinian Territory.''

Earlier sessions, which took place in 1997, 1998 and 2000, date back to
the establishment of new Israeli settlements in Palestinian territory in
1997.

 A 161 votes majority for a UN resolution for establishing the Palestinian
 State

New York December 20th Wafa, The UN General assembly has adopted a new
resolution that guarantees the Palestinian people’s rights of self
determination including establishing their own Palestinian State.

161 countries voted in favor of the resolution and three countries voted
against it, in addition to the USA, Israel and Marshal Islands, voted
against while Micronesia abstained.

The resolution urged all countries, related agencies, and the UN
Institutions to go on supporting and aiding the Palestinian people
accordingly.

Hereby is the full text authorized by the General Assembly:

“The UN General Assembly, being aware of developing the, trusty and
friendly relations between the nations and their countries, based on mutual
rights recognition and respect, being coinciding with the essence of the UN
formation and Charter.

Taking in consideration the two treaties of human rights and the
declaration of the human rights, and the declaration of independence of all
colonized countries, and Vienna Framework Program accepted June 25th 1992,
and the UN declaration of the Millennium.

Hoping for resumption of the negotiations in the Middle East based on the
previous agreements, will lead to understanding between the Palestinians
and the Israelis in solving their problems peacefully.

Emphasizing all nations’ rights of living peacefully and securely inside
their recognized borders:

1- The UN General Assembly reiterates the Palestinians’ right of self
determination, including the establishment of their own independent free
state.

2- Hopes that the Palestinian people will soon practice their own freedom
away from any veto.

3- Urges all countries, UN agencies and International institutions to come
forth helping the Palestinian people through, until achieving their
national goals.

CASPER, Wyoming The Bush administration is creating a secret government - a government accountable to no one but the president. Congress stomps and moans yet does little to stop the administration from hacking away constitutional checks and balances. And a majority of the American people awash in fear do not care..

But fear and a thirst for revenge against the terrorist networks responsible for Sept. 11 are not reason enough to betray America's traditions of liberty. They cannot be a rationale for treating the Constitution and Bill of Rights as if they are mere scraps of paper..

Nearly 1,200 noncitizens have been detained by the Department of Justice, by presidential order - an order that violates the Fourth Amendment, which states: "The right of the people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause.".

When a person from another country enters the United States, he or she receives many constitutional protections. The Bill of Rights speaks about the rights of people or persons, not citizens - it does not limit its guarantees of freedom only to citizens. Attorney General John Ashcroft has refused to disclose the identity of more than 500 people still being detained. Many have been shuffled from one jail to another, across state lines, so that they cannot contact attorneys to represent them. Many families did not know where their loved ones were for weeks. The Fifth Amendment states: "No person shall … be deprived of life, liberty, or property, without due process of law.".

According to testimony to the Senate Judiciary Committee by those formerly detained or their attorneys, some were held for weeks without being charged, without being able to see an attorney and without a hearing before a judge. Others have been held for weeks after being cleared by the FBI of any criminal violations. They were held incommunicado, which violates a cardinal principle of liberty..

In order to keep the government accountable, the people have a right to know the conditions of confinement and whether the detainees are being treated fairly and properly. In late November, Amnesty International sent a 26-page memorandum to the attorney general listing its concerns relating to the treatment of the detainees. Its memorandum and a follow-up letter detail how some detainees were denied medicine and food, were held in handcuffs and shackles for prolonged periods of time and were subjected to beatings and other mistreatment..

On Dec. 5, the American Civil Liberties Union, the American-Arab Anti-Discrimination Committee and 16 other civil liberties organizations filed a lawsuit in federal court demanding immediate release of documents concerning the identity and location of the detainees..

Kate Martin, director of the Center for National Security Studies, a nonprofit civil liberties organization in Washington, said: "There is mounting evidence that secrecy is being invoked to shield serious violations of individual rights and not for legitimate investigative purposes.".

On Dec. 6, with the arrogance of power that English kings once displayed before Parliament, Mr. Ashcroft told the Senate Judiciary Committee that its authority to oversee the Department of Justice was limited and that he would only answer those questions he wished to answer. In "some areas" he said, "I cannot and will not consult with you.".

Congress's response to the executive branch's usurpation of power has been to pass bill after bill granting it greater wiretap authority, greater access to information about the public and loosening restrictions on federal law enforcement and intelligence agencies. A Victory for the Star Wars Lobby
President Bush's decision to abandon the Anti-Ballistic Missile Treaty was based as much on ideology as on his support for a missile defense program.

The Bush administration last week declared its intent to withdraw from the Anti-Ballistic Missile Treaty, calling the pact an obsolete agreement that stands in the way of US efforts to develop and deploy a missile defense system. The timing of the decision is peculiar.

Why risk alienating Russia, China and major US allies in Europe in pursuit of an unproven missile defense system? Why abandon the treaty now when experts have indicated that the current missile defense testing program could go on for years before running up against limits imposed by the agreement?

Such questions may have been given careful consideration by Secretary of State Colin Powell, who opposed the rush to abandon the treaty. But for the cadre of administration officials who have long viewed scrapping the ABM treaty as a worthwhile goal in its own right, since doing so would set the stage for making military/technical dominance the centerpiece of U.S. security policy, such questions were probably viewed as irrelevant.

For these hard-liners -- Secretary of Defense Donald Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz and other staunch members of the administration's ballistic missile defense lobby -- the decision to abandon the ABM treaty was driven by ideology. Senator Jon Kyl (R-AZ), another committed advocate of missile defense, has dubbed this approach "peace through strength, not peace through paper."

For Bush, the decision may have also been driven by politics. Sources within the administration have also indicated that the president made a political calculation that it would be better to junk the ABM treaty now, when he's riding high in public opinion polls, than to wait until closer to the 2004 elections, when the decision could become an issue to be used against him by political adversaries.

Whatever the reasons behind it, this historic shift in U.S. arms control policy represents a major victory for the Star Wars lobby, the powerful network of conservative ideologues, cowboy militarists, and cash-hungry contractors spearheaded by right-wing think tanks such as the Heritage Foundation and Center for Security Policy. During the Clinton administration, this lobby was reduced to attempting to influence the defense debate from the outside. Now, with Bush in the White House, it has staged a friendly takeover of the Executive Branch.

The Center for Security Policy, which last year alone received more than $200,000 from major weapons contractors like Boeing and Lockheed Martin, brags in its latest annual report that no fewer than 17 of its former advisory board members have been appointed to positions in the Bush administration, including Undersecretary of Defense for Policy Douglas Feith and Secretary of the Air Force James Roche. As if this weren't enough, Rumsfeld is a long-time associate and financial backer of the center. Rumsfeld recently served as the keynote speaker at the center's "Keeper of the Flame" awards dinner, the organization's largest annual fundraising event.

For companies like Boeing, Lockheed Martin, and Raytheon, which have already captured more than $17 billion in long-term contracts for missile defense research, Bush's decision represents a huge financial shot in the arm.

Still, the decision may come back to haunt the companies and their supporters in Washington, as the spotlight of public attention will increasingly be played directly on the missile shield's glaring technical and strategic flaws.

o The most "advanced" element of the system, a ground-based interceptor designed to destroy incoming nuclear warheads in flight, has succeeded in three out of five tests -- all of which were rigged to produce a positive result. As the Union of Concerned Scientists noted in a recent report, each test to date has involved using a transponder in the target missile which emits a signal and guides the interceptor to within 400 yards of the mock warhead. Real enemy missiles, of course, are unlikely to feature transponders.

o The booster rocket that will be used to launch production versions of the interceptor is years behind schedule. In a test conducted earlier this month, a prototype of the booster exploded shortly after launch, littering the beaches in coastal areas near California's Vandenberg Air Force base with debris.

o The Navy has announced that the simplest version of a sea-based missile interceptor system, the Navy Area Wide system, is being canceled due to poor performance and major cost overruns.

None of these problems were caused by the ABM Treaty. In fact, it's quite likely that still more flaws in the missile shield program will be exposed once the treaty is fully abandoned and more

According to a story published by the Pakistan News Service on the 1st of December, documents referring to US anthrax vaccine-maker BioPort Inc. were found in the possession of the al-Qaeda in Kabul, Afghanistan. 

The documents came from the US Department of Defence, but were not classified and contained highlighted items and stars scribbled across the top of one page. 

A BioPort spokeswoman Kim Brennen Root commented: "The discovery supports the notion that the al-Qaeda and the Taliban have been studying biological warfare and protecting against weapons of mass destruction. The document was a report on the environmental impact of renovations to our Lansing, Michigan plant, not a "how-to" manual on making the vaccine.

So, exactly what is BioPort Inc. and who runs the company? 

BioPort is the only corporation in the United States with a license to make the Anthrax vaccine -- except that BioPort doesn't actually make the vaccine. BioPort simply bought the laboratory that does make the vaccine, Michigan Biologic Products Institute, from the State of Michigan in 1998. Less than a month after it took over the business from the state-owned Michigan Biologic Products Institute in September 1998, along with the actual Anthrax vaccine, BioPort acquired Michigan Biologic Products Institute's sole and exclusive customer for the vaccine, the US Department of Defence, and an exclusive $29 million contract with the Department of Defence to "manufacture, test, bottle and store the anthrax vaccine." 

According to former Central Intelligence Agency military analyst Patrick Eddington, the estimated $60 million worth of anthrax vaccine Bioport is expected to produce for the Defence Department over the next five years could just be the beginning. 

"The Pentagon has a $322 million, 10-year program to develop at least three, and perhaps as many as a dozen additional biological warfare vaccines," Eddington told ABCNEWS. 

However, since acquiring Michigan Biologic Products Institute, BioPort has only delivered a small amount of the anthrax vaccine to the US Defence department. In fact, just 4% of the vaccine contracted for has so far been delivered because Federal Drug Administration (FDA) audits have uncovered suspicious record keeping as well as security and contamination problems at BioPort's North Lansing laboratory, causing the FDA to ban delivery of the product. Tim Watson of The Lansing State Journal says: 

"BioPort finished renovating its North Lansing laboratories in 1999, but so far does not have FDA approval to sell vaccine made there." 

Despite this ban, the US Government has given BioPort $126 million to keep the operation going. Given the situation that now exists in the US, it is likely that FDA concerns for the product will soon be set aside and the vaccine delivered, US administration officials having been told that it would take too long to set up a new vaccine manufacturing operation in the present circumstances. 

So, now lets look at who owns and runs BioPort Corporation. Let's begin with Admiral William J. Crowe, Jr. former Head of the US Joint Chiefs of Staff and a former US ambassador to Great Britain. 

It seems that back when President George H. W. Bush was setting up Osama Bin Laden as a "freedom fighter" (Afghanistan's "freedom fighters" were credited with shooting down more than 270 Soviet aircraft using American made Stinger missiles in the 1980's), the good Admiral and his associates on the Joint Chiefs of Staff were, according to some reports, selling American made weapons-grade anthrax to Saddam Hussein in the hopes that he would use it against Iran. 

But that was then and this is now. Admiral Crowe is retired, he is also a wealthy person, far beyond what one might expect on even an Admiral's salary. 

In fact, Admiral Crowe sits on the Board of Directors and owns 13% of BioPort. 

According to ABC News reporter Howard L. Rosenberg: "Bioport Corp. was created solely to take over the assets of Michigan Biologic Products Institute by Admiral Crowe, his partners in a company called Intervac L.L.C. and a group of former managers of the Michigan-based institute." 

It is Intervac that has the most interesting history. 

According to Crowe's associate and spokesman, Jay Coupe, Crowe owns 22.5 percent of Intervac shares, though he hasn't "invested a penny" in the venture. 

Another 30 percent of Intervac shares are owned by Nancy El-Hibri, a mother and homemaker in suburban Maryland and the rest of the company is in the hands of "IF Holdings," a company directed by Nancy El-Hibri's

(Dec. 19, 2001) Al Martin Raw has learned that the Redstone Arsenal in Huntsville, Alabama, notorious home of military fraud, is to be closed down.

      As a matter of fact, late last night, the military moved out the rest of the supplies and equipment. They are maintaining a small contingent of low-level military people on the base to give it the façade that it's still in operation - but it isn't.

      Even the mail is being redirected, so it's unlikely that this deception can be maintained much longer.

      The Friendly Colonel says that the base was becoming a major political liability and that there was too much heat. Apparently it wasn't just Al Martin Raw that was hammering them on the flagrant frauds and other illicit operations at Redstone Arsenal. Information had also been recently leaked to members of Congress, and that was starting to cause some real problems. There was also evidently even talk of forming a whole new investigation.

      The helicopter development chief, the missile development chief and the supply and transportation chief have all been moved back to Washington.

      Recently there had also been a TV broadcast about the "mushrooms" (anti-personnel mines), which Al Martin Raw had previously reported. (See "Pandora's Box Opens: Marshmallow Business Booming") In fact, there are going to be revelations soon that these "mushrooms" were in fact being illegally purchased by China, and that China was the "end user" for these weapons systems, and were not trans-shippers as was previously believed...

      The US inventory of "mushrooms" has been exhausted. These are supposedly very convenient weapons for use in caves. They can be used to blast people inside the caves, and evidently we had to go back to the Chinese to buy some of them back.

      The "Southeast Trucking" company, an illegal cut out that was formed by the Department of Defense, is apparently going to be moved to Virginia. The three corporate officers are myself (Al Martin), the infamous swindler and government money launderer extraordinaire Lawrence Richard Hamil, and one "Major Walker." And nobody seems to know who this Major Walker is.

      So this is what they do. They file corporate papers and they put my name on them as a corporate officer. It's the same thing Hamil used to do to me. In order to throw smoke in everybody's eyes, the Department of Defense puts natural combinations of people back together again, people who were once associated with each other, but who, in fact, have not been associated with each other for years and years. They expected that I would never find out about it.

      The FBI has admitted that they're trying to find a guy named Larry Hamil and a guy named Al Martin, that they're trying to find out why these guys' names are on this corporation which is apparently trying to illegally transport weapons. Our names have also apparently ended up on hazardous materials application licenses. It was obvious that the local FBI guy in Huntsville had no idea who Larry Hamil or I really were.

      If they contact me, I'll just have to refer them to the Department of Defense because I don't know anything about it. I just want this out in the open that the Department of Defense was setting up a fraudulent cut out corporation known as "Southeast Trucking."       It was supposed to illicitly transport weapons pursuant to the illegal sales thereof, and the infamous con man and government swindler Larry Hamil and my name ended up on the corporate docs -- without my knowledge.       This is not the first time that something like this has happened to me -- that one government agency has inserted my name in corporate papers of an illegal cut out that they've formed, to be involved in covert and illegal transactions that I had no knowledge of, and that I didn't even know my name was on the corporate papers till later on -- when somebody finally told me, or some agent of some federal agency came looking for me. And then it was always news to me.

      The Department of Defense is setting me up as an officer of an illicit cut out, to be involved in a covert illegal activity. They've tried to do this to me before - without my knowledge. As usual, the Department of Defense has no cooperation with the FBI whatsoever.

      It's interesting to note that when the Huntsville FBI officer in charge called the Washington home office to find out more information, he was told by an FBI guy who knows both Hamil and me (a more senior FBI agent in the National Intelligence division) that he doesn't know who we are.

What does Enron's longtime auditor, Arthur Andersen LLP, know? Why didn't they notice anything fishy until so late as Nov. 2nd? What sort of accountants are Arthur Andersen LLP? Are they "auditing" any other large corporations? Ought we to be informed about it, before our own benevolent 401(k) savings are obliterated?

How is it that Kenneth Lay, CEO of Enron, was also on the board of directors of pharmaceutical giant Eli Lilly? What does energy have to do with pharmaceuticals? [2]

Kenneth Lay, George W. Bush's largest "campaign contributor," apparently played a significant role in Veep Dick Cheney's secret "energy task force." The government's General Accounting Office (GAO) has asked to see the Cheney task force records, but GAO is being stonewalled. [3]

Perhaps Kenneth Lay, Dick Cheney, and Arthur Andersen LLP are privately saying, "Let's lay low until this whole thing is forgotten." If so, then where is Walker, the Texas Ranger, now that we need him?

(Suppose _you_ got pulled over by Walker, the Texas Ranger? Suppose _you_ tried to give Walker a "campaign contribution"? Hey, it's just "free speech", right?)

Police, the military, government officials, and “civil servants” are at the front line in the imposition of Illuminati policy on the global population. What I am about to describe is “democracy”, a word that has become interchangeable with “freedom” in the newspeak of Illuminati propaganda. I wonder if you think this sounds like freedom: first you elect a government by voting once every four or five years and choosing between two or more masks on the same Illuminati face. These governments then do almost whatever they like in their period in office and there’s nothing that can be done within the “law” to remove them until another farcical election is upon us in which we can, if we want “change”, elect another Illuminati mask. Governments pass laws in which you have had no say and, because of their majority in Parliament or Congress among the voting fodder that pass for “politicians”, they can get virtually any legislation into “law”. Once that happens, yet more fodder-people – gatekeepers – appear on the scene. We call them police and soldiers. Theirs is not to reason why, theirs is just to do or die. You are not paid to think, just to implement the law and follow orders. We pay for the use of your body and your trigger finger, not your brain, soldier. Now FIRE! YES, SIR! The training in the military is pure, classic, mind control. It is designed to break the spirit of a recruit to the point where he will do, by reflex action, whatever he is told to do, whenever and wherever, he is told to do it. The more elite the regiment, the more profound is the mind control. The training for the elite of the British military like the SAS and the Parachute Regiment, or the Delta Forces or Green Berets in the United States, is designed to produce robotic psychopaths because that is the mentality most suited to requirements. Thinking in the military is another bad career move. It is these clones of someone else’s commands that are used to implement the decisions, often on innocent people, of the Illuminati networks operating within global politics, the United Nations, and NATO. They are perhaps the nearest thing to zombies that you could imagine. That is not to say that out of uniform there are not intelligent, thinking, people among them. There are. But once the military garb is upon their person, their programming locks in and the gatekeepers take their positions at the checkpoint. If soldiers, and others in uniform, refused to follow orders without asking for justification, the Illuminati could not survive. Then the dog would wag the tail, instead of, at present, the other way around.

The police are the same. It is not that we don’t need the police in today’s society, it is that we need them to think for themselves and assess situations on their merits, and not implement the law to the letter no matter what. There are some who try to do that, but the system constantly discourages them, as it does with teachers who tell their pupils to think and question. Many world police forces have “quotas” to maintain every month and so we have the pathetic situation in which more drivers are ticketed for speeding at the start of the month to get them off to a good start and at the end of the month when they are trying to complete their quota. It’s called justice. We need the police to ask themselves if a course of action is fair in the circumstances, even if the law insists that rules are rules. Otherwise they are just robots to another’s command. Thinking for yourself is called “insubordination”. You see this on a minor level when cars are targeted for illegal parking even though they are not causing a problem and there are reasons why they are there. I NORMALLY don't pass along stories on the internet unless they can be independenly verified. However, this one rings true. A military officer based at Camp Pendleton in California revealed the following story:

According to this military source, the cause of the well publicised terror alert for California's bridges that California Governor Gray Davis issued was the suspicious activity of two Middle Eastern men near the Golden Gate Bridge. Vigilant locals had reported that a group of men sharing an apartment were spending rather a lot of time on a boat in San Francisco Bay. They suspected they were drug smugglers. When their apartment was raided, the authorities discovered detailed plans of the Golden Gate Bridge.

The men claimed that they just admired the structure of the bridge. Attorney General Ashcroft and Governor Davis had doubts about their "architectural passion" and issued an alert about a plot to blow up California bridges.

We were never told what those alerts were based on, and the media hype passed as quickly as it came. According to my source, this military officer, the terror suspects were Israelis.

If this were an isolated claim, I'd dismiss it as hearsay. But when you combine this with the other verified stories about Israeli ex military personnel in the USA a rational person is compelled to ask: "What the *%!@% are all these Israelis up to?

This is why Ashcroft refuses to release the names of all those detained since September 11. Apparently, everyone in America is so petrified of being labeled "anti-semitic" that they downplay the possibility of Israeli terrorists aiding and abetting Arab terrorists. Very strange indeed.

WASHINGTON, D.C.—At a moment when the popular mind-set once again links the words "Arab" and "Islamic" with all things retrograde and threatening—including terrorism (cue the new Charlie Daniels anthem and revel in the poetry: "This ain't no rag, it's a flag/And we don't wear it on our heads. . . . /We're gonna hunt you down like a mad dog hound")—it came as a surprise to some that the latest malefactors accorded POW status in the "War on Terrorism" turned out to be Jewish. 

Arrested and charged last week with intriguing to do explosive little actions on a Culver City, California, mosque and the offices of Lebanese American U.S. Representative Darrell Issa, Jewish Defense League chief Irving David 

Rubin and JDL member Earl Leslie Krugel were, according to FBI wiretap transcripts, anything but circumspect about their devices and desires: Though Rubin lamented the wanting state of technology in the JDL's possession (not good enough to "blow up an entire building"), Krugel was adamant that "Arabs need a wake-up call" and that the JDL needs to do something to one of their "filthy mosques"—which may explain the five pounds of gunpowder and pipe-bomb matériel found at his house. "If the people responsible for September 11 are the quintessence of evil genius, these guys are at the Keystone Kops end of the spectrum," says Hussein Ibish, communications director for the American Arab Anti-Discrimination Committee. "The only reassuring thing about them is their absolute ineptitude and the fact that they were arrested." 

Mainstream Jewish groups were quick to condemn the JDL as well: Characterizing the activities of the organization—founded in 1968 by Brooklyn's own, now deceased Rabbi Meir Kahane—as "contemptible," the Anti-Defamation League's regional director issued a statement "abhor[ing] and condemn[ing] the potential terrorist plot." The American Jewish Committee said it "categorically condemns in the strongest possible terms the alleged JDL plot," and went so far as to follow up with a personal letter to Republican representative Issa, decrying "such wanton lawlessness," which is "so clearly contrary to the fundamental tenets of our faith, and to the basic principles of justice and liberty that brought our parents and grandparents to America's shores and that form the bedrock of our national values." 

Yet some observers of the current Middle East crisis see more than a bit of disingenuousness and historical irony here. While both the ADL and the AJC have condemned the JDL, they've unequivocally backed Israeli prime minister Ariel Sharon's indiscriminate use of force against the Palestinians and the cutting of ties with Palestinian Authority president Yasir Arafat—neither of which is universally seen as a particularly constructive way to slow the cycles of violence across Israel and the Occupied Territories. 

But what's even more vexing to others is the apparent inability or unwillingness to discern similarities between the current Palestinian milieu and Israeli operations of 50-plus years ago, which secured statehood from colonialist occupiers—as well as similarities between violent, internecine struggles among disparate underground groups. "It's peculiar, it's paradoxical, that Sharon and Likud should be the ones who are trying to equate any authentic resistance in Palestine with some of the terrorist activities, as terrorism in Israel really started with Begin and Shamir and later Sharon," says Clovis Maksoud, the former Arab League ambassador to the United Nations. "It's a very valid question as to why they see no similarities between themselves under the British and the Palestinians under their occupation." Especially, he adds, as the Israeli government supports museums that honor assassins and terrorists—including one located on a street named for a terrorist. 

The thoroughfare in question runs between Florentine and Emeq-Yisrael, and bears the name Stern Street—in honor of Avraham Stern, a 1920s Zionist and charter member of the Haganah, then a loose-knit Jewish militia organized as a self-defense mechanism against Arab violence. Finding the Haganah insufficiently proactive in realizing the goal of a Jewish state that would encompass "both sides of the River Jordan," erstwhile Mussolini follower and early-day ultra-nationalist Ze'ev Jabotinsky broke with the militia and formed the Irgun, which devoted itself to terrorist operations against the British. Once an enthusiastic Irgunist, Stern was appalled when the Irgun decided to make common cause with the British against the Nazis, and created the even more underground and more violent Lehi (Lohamei Herut Yisrael, or Fighters for the Freedom of Israel), also known as the Stern Gang, which held there was no greater threat to the Jews of Palestine than the mandate's British administrators.

the Great. Some have had greater success than others.

PROPAGANDA, PROPAGANDA, PROPAGANDA, Adolf Hitler once wrote, all that 
matters is
propaganda. When it came to employing propaganda, the Fuehrer was 
obviously on board.
Dedicating two chapters of Mein Kampf to the subject, the patron of the 
art that brought us
Leni Riefenstal and Joe Goebbels became a propaganda champion after 
watching Germany's
trouncing in World War I, which came in no small part because of British 
propaganda efforts
directed against it by the not-so-subtly named Ministry for the 
Destruction of the German
Confidence.
Because Hitler made Nazism so readily identifiable with propaganda 
(Goebbels, never a light touch, assumed the title Minister of 
Propaganda), the very word tends to give American soldiers a severe case 
of the euphemisms. This I learned when visiting the U.S. Army's propaganda 
specialists at Fort Bragg, North Carolina Psyching Out the Taliban in the 
current issue of The Weekly Standard). The last century has seen propaganda 
dissemination called everything from psychological warfare to 
information operations to today's relatively clinical sounding 
psychological operations (And how did your psychological operation go? 
one colleague asked upon my return).
I prefer not to use the word propaganda, says Lt. Col. Glenn Ayers, the 
9th PSYOP battalion
commander. It has negative connotations. So it does, but many argue it 
shouldn't. Dr. Philip Taylor, in his book Munitions of the Mind, writes 
that Propaganda itself is neither sinister nor evil. It is really no more 
than the organization of methods designed to persuade people to think and 
behave in a certain way, and in wartime that usually means getting them to 
fight or to support the fight.
Or to stop fighting altogether. Since warfare's beginning, military 
philosophers and strategists have recognized the necessity of 
psychological operations (a subset of propaganda, since PSYOP is 
generally directed at the enemy, while propaganda is additionally used on 
one's own). Sun Tzu wrote, One need not destroy one's enemy. One need only 
destroy his willingness to engage. And Carl von Clausewitz wrote, Killing 
the enemy's courage is as vital as killing his troops. How forces have gone
about doing so demonstrates the full spectrum of wartime caginess and 
brutality, of ingenuity and comic ineptitude.
As Taylor writes, the word propaganda actually comes to us from the 
Vatican, which established the Congregatio de Propaganda Fide (The 
Congregation for the Propagation of the Faith) intended to defend 
Catholicism against the heretics of the Protestant Reformation. But even 
before it had a name, it was widely practiced.
Retired PSYOPer Ed Rouse, keeper of psywarrior.com (the web's definitive 
PSYOP history source), says that Alexander the Great was one of history's 
earliest propagandists. After conquering most of the known world, his army 
was stretched thin.
Forced to retreat and regroup with armies he had left behind, he realized 
such an action would advertise that he was vulnerable to attack. His only 
option was to intimidate opposing forces as a deterrent. So Alexander had 
his armorers build oversized breastplates and helmets, ones that looked as 
if they were fitted for eight-foot tall soldiers. As his army retreated, 
they left the big-and-tall armor behind, scaring possible pursuers who 
feared they'd be doing battle with giants. (During the Vietnam War,
American operatives tried to trick the North Vietnamese into thinking they 
were facing giants of another sort, by planting foot-long condoms along the 
Ho Chi Minh Trail.)
Other forces, however, exhibited less cleverness, which is not to say they 
weren't effective. One Assyrian king discouraged revolts in the rebellious 
city of Suru by nailing the flayed skins of revolutionaries to a pillar of 
the city gate. While in the pre-leaflet era, Vlad the Impaler found that 
his most effective calling card came from spearing Turkish invaders on tall 
spikes.
Gutenberg and Marconi certainly didn't end wartime barbarity. But their 
inventions allowed for the dissemination of propaganda through the more 
sophisticated means of printed materials and radio broadcasts. The British 
helped usher in PSYOP's modern era, which sought to persuade the enemy to 
cease fighting, as much as it did to demoralize them while they still were.
The Brits weren't always perfect gentlemen. During World War II, they grew 
especially nasty with their own P.G. Wodehouse, who they were convinced was 
a Nazi collaborator. One BBC broadcaster derided Jeeves's creator, claiming 
he was throwing a cocktail party when the storm troopers clumped in on his 
shallow life. They led him away, the funny Englishman,

Burton Seeks Probe Into Convictions

WASHINGTON (AP) -- Rep. Dan Burton, known for investigating the Clinton White
House, asked Wednesday for a congressional investigation into whether the
Bush Justice Department had inflated its figures on convictions of
terrorists. He cited reports that drunks and the mentally imbalanced had been
labeled as terrorists.

Burton, R-Ind., asked the General Accounting Office, the investigative office
of Congress, to look into reports the Justice Department was giving Congress
inaccurate information. The allegations, while unproven, were one more
indication of a heightened need for congressional oversight of the
department, he said.

Burton, as chairman of the House Government Reform Committee, held extensive
hearings during the Clinton administration into alleged campaign finance
irregularities linked to the Clinton White House.

He also recently sparred with the Bush White House, subpoenaing documents
pertaining to the FBI's handling of mob informants in Boston in the 1960s.
Bush responded by invoking executive privilege to protect the confidentiality
of those documents.

Burton, in seeking the GAO report, referred to a recent Philadelphia Inquirer
article concluding that many of the 236 terrorism convictions reported by the
Justice Department for the budget year ending last September were
questionable. It said cases classified as terrorism involved erratic behavior
by people with mental illnesses, passengers getting intoxicated on airplanes
and convicts rioting to get better prison food.

Justice Department spokesman Bryan Sierra said the department doesn't feel
it is necessary to quibble about the characterization of what is terrorism.
He said there is no evidence the department padded the number of convictions
to justify its counterterrorism budget, as the article suggested.

Sen. Patrick Leahy, D-Vt., chairman of the Senate Judiciary Committee, said
he was interested in seeing the results of the GAO study.

The bipartisan concern in Congress over the possible inaccuracy of Justice
Department terrorism statistics is growing, he said.

Burton, speaking of the terrorism conviction issue and the dispute over the
Boston documents, said, An iron veil is descending over the executive branch
that will keep information away from the Congress and the public. He said
that could create a schism between the executive branch and Congress.

Assistant Attorney General Daniel Bryant, in a letter to Burton Wednesday on
the subpoena issue, said the department had a strong confidentiality
interest in the extremely sensitive prosecutorial decision-making documents
sought by the subpoenas.

But he said the department was ready to make a proposal on how it can better
accommodate the legitimate needs of the committee for information.

There is something fishy about this entire matter; first, the kid has an
accent - almost a french accent but not an American accent.

Second - he looks like a big bear with all that fur on his face -
something does not match up here.

While I agree that something is fishy, I fail to see what Walker's facial
hair has to do with anything...

What I find interesting is that the kid's father works for the Justice
Department, and that supposedly when he was 16 he suddenly announced he was
dropping out of school to become a Moslem and to go study the Koran, and
Mr. and Mrs. Walker apparently said Okay honey, have fun...

I mean, what parents do YOU know who wouldn't have raised a fuss if their
16 y.o. announced they were going to drop out of school for ANY reason, let
alone to go overseas to study Islam?

I almost suspect the kid was groomed to be a spy...but for who, against
who?  ;-)

Heroin, Drug Warlords Reappear on Afghan Scene

EDITOR'S NOTE: Quick on the heels of Taliban defeat, starving farmers are
replanting the opium poppies banned under the Islamist regime, giving rise
to fears of renewed drug warlordism. Engaged in the shooting war, Washington
may be turning a blind eye to a favorite income source of its allies, says
Pacific News Service commentator Peter Dale Scott -- bad news for those who
want to reduce global heroin production.


Within two years, Afghanistan may again be producing 2,800 or more tons of
opium annually, according to U.S. and Pakistani sources, becoming again the
world's chief supply source. In areas bordering Pakistan, where most of the
opium is processed, prices have already plummeted.


While the Taliban effectively forbade growing opium poppies -- the raw
material for heroin -- their defeat means starving farmers are hurrying to
replant the one lucrative crop available to them.


This is of course bad news for those striving to reduce the scourge of
heroin in the world. It also presents the risk of a return of warlordism to
Afghanistan -- regional commanders and armies financed by the opium in their
area, jealously refusing to relinquish such a lucrative income source to a
central government. At risk is a revival of the vicious internecine feuds
that took so many civilian lives in the 1990s, after the Soviet withdrawal.


With planting and other drug business already moving quickly on the ground,
there has not yet been any vigorous U.S. counteroffensive to finance the
post-Taliban government from healthier sources.


An October United Nations report confirmed that the Taliban successfully
eliminated opium production in Afghanistan with a ban in 2000 that was
almost universally enforced. The feat was enormous: before the ban,
Afghanistan supplied 90 per cent of Europe's heroin. Then, Afghanistan
provided 3,276 tons of opium poppies, more than half the world's output.
This year's post-ban crop, however, was a small 185 tons, over 90 percent of
it from provinces under the control of America's allies the Northern
Alliance.


Those skeptical about Mullah Omar's motives for the ban speculated that the
Taliban held substantial reserves of processed opium and wished to drive up
prices. The same sources predicted that a dumping of Taliban opium into the
world market would follow the U.S. attack. This did not happen.


Indeed, the U.N. report noted that the dramatic reduction in Afghan opium
production was not offset by increases in other countries. The stage was set
for the biggest blow to global heroin trafficking since the Communist
crackdown in China after World War II.


However, what would have been the world's largest curtailment of opium
production in half a century will now apparently be reversed. As the Taliban
was driven or fled from province after province, reports indicated farmers
were replanting wheat fields with opium poppies.


Another dark indicator of a coming boom is the recent and unexpected release
from a Pakistani jail of Ayub Afridi, once the Khyber Pass kingpin for a
network of Pashtun drug warlords in Nangarhar Province. Some have
interpreted his release as a boost to his former contacts such as Haji Abdul
Qadir, Haji Mohammed Zaman and Hazrat Ali, who, according to the Asia Times
Daily in Hong Kong, used to be the biggest heroin and opium mafia in
Afghanistan's Pashtun belt.


Haji Abdul Qadir is now the political leader in Nangarhar Province, west of
Khyber Pass, while Hazrat Ali and Haji Mohammed Zaman are leading the Afghan
ground attack against the al Qaeda holdouts in the nearby Tora Bora caves.


The lack of U.S. comment and nearly invisible reporting on these
developments are ominous signs that Washington may turn a blind eye as its
former proteges and current allies finance themselves once again with drug
traffic.


Yet another sign is active disinformation by officials of the Bush
administration.


The Taliban's drastic ongoing reduction in opium cultivation was ignored,
and indeed misrepresented, by CIA Director George Tenet in his February
report to Congress, in a speech that threatened retaliatory strikes against
the Taliban. Production in Afghanistan has been exploding, accounting for
72 percent of illicit global opium production in 2000, Tenet said. He added
that The Taliban regime in Afghanistan... encourages and profits from the
drug trade.


This was two months after the first indications on the ground that the
Taliban interdict was being enforced.


In the l980s, U.S. officials ignored heroin trafficking in Afghanistan by
its allies, the mujahideen. As we move into 2002, it appears that situation
is being recreated.
