GunpowderIntended use: Prolonging lifeIt began as a 
Taoist project aimed at finding the secret to immortality. In the eighth century 
BC, Chinese alchemists heated various compounds in an effort to transform them 
from one state into another. The secretive and often haphazard experiments were 
supposed to tap into the transmutations that in nature took thousands of years. 
Taoists hoped to discover a way to master those changes and, in the process, 
produce an "immortality pill." 
Which 
is how the Chinese came up with an odd mixture of saltpeter (potassium nitrate), 
sulfur, and charcoal or dry honey. The powder was used as a treatment for skin 
diseases and as a fumigant to kill insects. 
But 
it turned out to have a bit of a bang. In AD 850, this formula, which came to be 
known as gunpowder, was published in a book called Classified Essentials of 
the Mysterious Tao of the True Origin of Things. The author warned that 
"smoke and flames result, so that [the experimenters'] hands and faces have been 
burned, and even the whole house where they were working burned down." 

The 
deadly potential of gunpowder soon found a use in imperial China. In 1044, a 
Chinese manual on producing gunpowder-based weapons included cannons, bombs for 
lobbing at invaders, two-stage rockets, and land mines. Government-funded 
factories produced weapons with names like the "eight-sided, magical, 
awe-inspiring wind-and-fire cannon" and the "nine arrows, heart-penetrating, 
magically poisonous fire-thunderer." By 1160, the imperial armaments office was 
producing 3.2 million such weapons a year. 
Through trade and conquest, the technology spread beyond China. Europeans 
turned out to have a special talent for developing gunpowder and arms. They 
improved formulas, invented new weapons, and proceeded to dominate the world 
politically, economically, and militarily. The "immortality pill" turned out to 
be anything but. 

PhonographIntended use: Playing back recorded telephone 
messagesWhen Alexander Graham Bell patented the telephone in 1876, 
he pitched the device to businesses as a way to speed correspondence. That soon 
created another need: Companies wanted a permanent record of their phone 
conversations. 
Thomas Edison stumbled onto a solution. In July 1877, while experimenting 
with telephone speakers in Menlo Park, New Jersey, Edison noticed that the 
speaker diaphragm moved in tandem with the sound. He and his lab assistants 
hooked up a stylus to a telephone speaker. While Edison yelled into it, his 
assistants ran a strip of wax paper under the needle. When the strip was pulled 
back under the stylus, the faint sound of Edison's voice could be heard. 

What 
Edison had discovered was the acoustic recording of sound. The needle 
transmitted sound waves onto the wax paper by cutting a groove that varied in 
depth depending on the sound wave. The sound was reproduced when the needle 
passed back over the groove and transmitted the waves through the speaker 
diaphragm. 
The 
Wizard of Menlo Park immediately set about turning his invention into a product: 
a marketable device that would record telephone messages. But Edison soon became 
distracted by another technology - the electric lightbulb - that had a much 
clearer potential for profit. 
Throughout the 1880s, Edison's competitors pushed ahead with the 
commercial development of phonographs aimed at the American office. Spoken 
letters and contracts recorded on wax cylinders - the dominant medium - would 
soon be sent through the mail, they believed, making paper correspondence 
obsolete. But the sound quality was poor, the batteries unreliable, and the 
cylinders fragile. 
It 
was by chance that recorded sound found a lasting commercial use. With the 
business market for the phonograph faltering, manufacturers scrambled to come up 
with other applications. In 1889, the first coin-operated phonograph was placed 
inside an arcade. For a nickel, listeners could hear a two-minute recording. 
That year, a single machine at the Palais Royal Saloon in San Francisco took in 
more than $1,000 in five months. 
Edison jumped into the record business, developing techniques to 
mass-produce recordings and marketing them to an eager public. It took another 
decade before the phonograph reached critical mass. By 1899, 2.8 million records 
had been sold in the US, and recorded music had become the nation's most popular 
entertainment medium.

Uh...a couple of questions here...What "greater detail" do we actually want 
or need? What, there is no Mike Tyson fight available that night so we have to 
resort to this? Heck even the XFL sounds more appealing than this! Who plays 
Bill Clinton? Wouldn't be surprised to see Bill do it himself. FEARLESS 
PREDICTION: The show never airs because Monica mysteriously shows up dead from 
something like overeating or cigar smoke inhalation or diet pill overdose or 
something... Chances are this announcement has just assrured her as the next on 
the infamous Clinton whack list ( see: the clinton body count  )

being blamed for starting the crash that killed Dale Earnhardt. 

"The first thing, you go in and turn the news on and some reporter is on TV

wall," Marlin said. "You just want to climb right into the TV and pull the guy 
out of there." 

That was just the beginning of the storm. 

Monday, the day after the fateful race, Marlin's Web site was bombarded by

in the passing of genes to future generations -- evolution's driving force -- it 
seems odd that it persists in so many societies.

One month into his tenure, President Bush still manages to get himself on 
television and in the papers. But the degree to which a previous White House 
occupant is stealing the media spotlight is nothing short of remarkable.
From Monday through Thursday -- as the president was staging events on 
military reform -- the network evening newscasts aired 18 pieces on Bill Clinton 
(seven of them the lead story) and only 14 about Bush. From Monday through 
Friday, the New York Times ran four front-page Clinton stories and two on Bush; 
The Washington Post, four apiece.
Bush advisers see a silver lining. "There's some heartburn about the fact the 
message is getting stepped on," says Mark McKinnon, Bush's campaign media 
strategist. "But it's not getting stepped on with a good message [about 
Clinton]; it's getting stepped on with a bad message. For voters it's created 
such a stark contrast in appearances that it's enhanced their perception of the 
Bush administration."
But as former Clinton spokesman Joe Lockhart observes, "It's hard to govern 
from Page A-17. The presidency is about getting the country engaged."
Or, as Jay Leno cracks, "Is it me, or is Clinton in the papers more now than 
when he was president?" (Clinton still dominates in late-night jokes as 
well.)
From Jan. 20 through Feb. 15, says the Center for Media and Public Affairs, 
the ABC, CBS and NBC nightly newscasts have done 135 stories on Bush and 62 on 
Clinton -- an eye-popping statistic considering that most former presidents 
quickly vanish from the headlines. ("NBC Nightly News" aired the most Clinton 
stories, 34, to 32 for Bush.)
"No news is good news for George Bush," says the center's Robert Lichter. "In 
every new administration, someone gets clobbered by the media. Usually it's the 
incoming president. This time it's the ex-president."
Some of the early Clinton controversies -- over his acceptance of gifts and 
rental of pricey New York office space -- have faded, and the initial reports of 
vandalism by departing White House aides are now seen as overblown. But 
Clinton's pardon of fugitive Marc Rich has mushroomed into a full-blown, 
international-intrigue, much-investigated, cable-ready scandal.
But as awful as the pardon looks -- and even Democrats have been denouncing 
their former leader -- it's more absorbing for journalists than the latest 
maneuvering over Bush's tax-cut plan. For the media, scandal trumps boring 
Washington substance.
White House spokesman Ari Fleischer says his boss isn't worried about being 
overshadowed. "I assure you the president does not have any such frustration," 
Fleischer told reporters. "He's just looking forward and not looking 
backward."
Another adviser says of the Clinton avalanche: "I don't think any of us 
inside the Bush administration would be out wishing for this." But, this person 
says, "George W. Bush has demonstrated great discipline when it comes to the 
former president, which is not to rassle with that tar baby. We stick to our 
business."
But Lockhart says the president "is running a pretty cynical good cop/bad cop 
campaign. The Republican apparatus has been out there pushing these stories, and 
Bush says we shouldn't be focusing so much on Clinton."
Lockhart also insists that the media are pumping up some of the Clinton 
controversies. "We've seen a real deterioration in the press's ability to 
separate a real news story from the chatter that starts on the Internet or in 
conservative circles," he says. "There's probably a little bit of withdrawal 
from covering Bill Clinton. It's ridiculous."
Democratic strategist Mark Mellman also sees Bush losing out: "There's only 
so much news hole for politics. If Bill Clinton's taking it up, that means 
George Bush isn't."
Despite the Democratic spin, the media battering of Clinton has given the 
party a black eye. Even Clinton's Commerce secretary, William Daley, tells the 
New York Times that Clinton's exit has been "devastating." The Newsweek and Time

Ya I noticed that they completely forgot about Red Dragon too.  Although I
thought the premise of this article was forward-worthy.

We pull for Hannibal because he only eats, kills, dissects, messes with (you
choose) bad people.

The movie is NOT going to be Silence of the Lambs, a masterpiece, IMHO, of
psychological suspense, it is far more gory and concentrates way more on
Hannibal than Clarice or any other character of the series (hence the name
Hannibal).

Hopkins makes the movie work, otherwise this might pan out to be another
Scream or Halloween or Friday the 13th blood saga.

Julianne is no Jodie Foster, John Hinkley would attest to that.

It is interesting though how the premise of the article is that society has
found a new sort of hero in Hannibal.

I think he is definitely bi--from certain parts of the books and with his
"clientele" but it leaves that open to speculation, I guess.

Lecter, popular culture's most celebrated cannibal, is back. 
 
He's been in hiding for the past 10 
years - ever since his wide-screen debut, "The Silence of the Lambs," swept the 
"big five" 1991 Academy Awards and racked up higher box-office profits than 
Hollywood ever expected. 
 
Some give the credit for his success 
to director Jonathan Demme, who injected "Lambs" with a heavy dose of 
high-intensity suspense sequences and shock effects. Others argue that the film 
simply rode the coattails of Thomas Harris's bestselling novel. Still others 
praise the emotionally effective acting of Anthony Hopkins as the cannibalistic 
psychiatrist and Jodie Foster as Clarice Starling, the FBI agent who's both 
fascinated and repulsed by his inexplicably evil ways. 
 
Which theory is right? A clue lies in 
the title of the movie's long-awaited sequel, which opened last weekend to 
generally good reviews and packed theaters. 
 
Unlike the first picture, "Hannibal" 
is named after its own main attraction: Dr. Lecter himself, still a ruthlessly 
charming protagonist even if his new adventures lack the sense of audacity and 
surprise that marked his previous incarnation. 
 
What's shared by "Lambs" and 
"Hannibal" is a steady preoccupation with Lecter's unique blend of smoothly 
refined traits - his brilliant mind, impeccable manners, seductive smile, 
ingratiating voice - and brutally depraved crimes, which are far more repellent 
than the standard-issue murder and mayhem that most thrillers thrive on. It's no 
accident that the sequel is named after its complicated villain, and it's 
unlikely the picture would have been made if Hopkins hadn't agreed to reprise 
the villain. 
 
For better or worse, Hannibal Lecter 
stands as one of today's most vivid pop-culture icons. 
 
What accounts for his wide-spread 
appeal? Mikita Brottman, a professor at Shippensburg (Pa.) University who has 
written extensively on horror tales and "cannibal culture" in film and 
literature, makes a key distinction between the Lecter movies and more ordinary 
shockers. 
 
"Most of the 2/16thrillers 6/16 that 
kids watch have an anonymous killer who stalks a series of victims, usually 
wearing a mask," she says. "You don't know who he is, so he can't have much 
personality. But you know exactly who Lecter is, and he has all kinds of 
personality. So you feel much closer to him than to all those faceless bad 
guys." 
 
Along with his personality, Lecter's 
profession may be a key to his charisma. 
 
"He's a psychiatrist," Brottman 
explains, "and to many people that's the equivalent of a wizard or shaman. This 
comes partly from childhood fears, when you think your father can see 
everything, and there's no limit to his insight and intelligence. People 
attribute quasi-magical powers to psychiatrists - in a sense, they can read your 
mind and absorb your thoughts. 
 
"Lecter's cannibalism is a metaphor 
for his ability to get into people's minds, which we fear even more than our 
bodies being eaten Lecter does what people are subconsciously afraid any 
psychiatrist might do, which is to absorb your brain. Absorbing your adversary's 
power is a basic motif of cannibalism." 
 
Brottman sees an important moral 
implication in the fact that Lecter is depicted as an expert - albeit a wicked 
one - in the workings of the human mind. "This is particularly relevant to our 
time," she argues, "since to some extent our society's moral vocabulary has been 
replaced by a therapeutic one," using ideas of dysfunction and treatment as 
models. 
 
"In this atmosphere, a psychiatrist 
is seen as a moral authority because he's an arbiter of the therapeutic 
approach. This makes him seem even more powerful and magical, and also more 
scary." 
 
This may make Lecter the perfect 
villain for our postmodern age, but Brottman also finds a link between his 
movies and the premodern fairy tales that have captivated children for 
centuries. 
 
"There's a lot of fairy-tale imagery 
here," she says. "Dungeons, cells, people being tossed into pits and thrown to 
the pigs." The clever, vulnerable Clarice is also a folk-tale figure. "She's a 
Little Red Riding Hood, a little-girl figure who enters the 'forest' and has a 
special ability - because of her innocence and honesty and integrity - to get to 
the ogre" 
 
For Brottman, Lecter is too contrived 
a character to frighten in more than a "fairy-tale ogre" way. Still, she gives 
the filmmakers credit for making him a compelling villain who simultaneously 
repels and attracts us. 
 
"We're afraid of him," she says, "but 
we also side with him, because we want him to use his powers to get the other 
bad guys. And you're on his side because you don't want him agai

My husband is currently in Peru. The following couple of paragraphs are his

thanks for your comments.  Yes i do agree with your comments on predation.
I think it is interesting to see that you apparently equate belief in
someone's
history/information with trust. While I see that there is that aspect in terms
of the predation issue, I can believe someone's information without
trusting them.  Trust is a complex issue but for me there are huge differences
between believing that someone is a survivor of experimentation, being friends
with them, sharing my own personal information, or inviting them to my home.

I guess I dont really understand why anyone
would want to lie about be raped and shocked
and beaten.  I dont understand why anyone
would want to fake dissociation so they could
obtain the meager funds from disability.  I guess
there are those who would say it is to get attention.
The "attention" one gets from someone seeing the
scars from self injury or experiencing that recoil of
one's "friend" when they _finally_ drag the story of
dear old dad favorite perversion out of you... well it
is not all that attractive, so far as attention goes.
Then there is the "attention" you get from the
staff in the psych hospital when they drug you
and tie you up again.  Or from the guy you desperately
had to pick up, even though you dont remember why,
who does nearly the same thing to you.

So i dont get it. Please can someone explain why
so many people would chose to lie about something
so very horrible, and better yet, I want to know how come
so many of them, from different parts of the country who have
never even met the others and never read _anyone's_
book are talking about the same crap and drawing pictures
of the same equipment and torture devices?

I want to second what Kris has written to you below.
This list is not an easy one for survivors but it is an important
one. I seldom post here but I read some people's information
as it is unique and informative.  Your voice offers a different
perspective from the usual postings since you since you can offer
first person experiences rather than quoting others.  It is very
hard to tell people things they dont want to hear, no matter how
important the message. I hope you continue to post when you
can.  I know it is very painful to not believed but we both know that
is nothing new.  Dont let that old pain silence you now. I want
to hear your information, as do others here.  You dont have to
respond to those who dont want to know. There are others who
_are_ interested. Please offer your perspective to those who are ready
to listen

(accent over the e which laptop does not make)
you can also buy regular tea bags of  coca in Peru that
apparently can be imported to the US.  it looks like green tea and kinda
tastes like green tea too.  didnt get much of buzz but
i didnt brew it very strong or drink much (no altitude sickness
at my house)
in Argentina there is regular mate which is Celestial
Seasonings Morning Thunder tea

pot tea tastes pretty awful so it hard to drink enough to
get high, but tends to give headaches, like smoking seeds.
pot brownies were always the traditional high school
teacher prank but one must saute the pot in butter and
use that so the plant material is not obvious. It worked
best on those who tended to wolf things down as
there was still a green taste.

Please spread the word it you are in contact with child survivors.
We can move forward so much faster if we are all working together.

Virtually all child experimentation survivors (who have submitted data)
were subjected to horrible abuse nearly from birth. Only two people have
reported
"normal" home life, but still abuse before six years of age.  It would
appear that early trauma was considered a prerequsite for adequate
dissociation, perhaps a suggestion
from the cult advisors to the military and "medical" experiments.

In terms of "proof" of sexual abuse of children, my rage is an energy source.
When my mom woke up enough to take me to the pediatrician, she was told
that deformed gentials and compulsive masturbation were within the norms
and indicated nothing.  Nor did my eating disorder, migraines or acting out
the abuse with what ever other living being was available.  Any sort of proof,
short of murder and the subsequent DNA findings during autopsy can be
conviently
explained away.  Sorry to be graphic but children seem to only find a voice
in death, and some not even then.

I will look for the references I have to the studies that show that
children do not make false claims of abuse.  Of course, there have been
rebuttal
comments by the APA (american pedophiles oops, psychiatrists association)
and the
FMSF but since both groups have members who owe their livelyhoods to
funding for unethical research or who are outspoken in their preference of
children
as sex partners, what other response could be expected?

Thank you for commenting on our project, I respond below to the
topic of electronic harassment and the possibilites for "justice".

Just to clarify though, our main work is regards those who survived
abuse and experimentation as children and younger people.
As far as I can tell, the vast majority of this population does not
currently experience electronic harassment, although it is mentioned
by a few people, probably less than ten, who have responded.  It
would appear that most of those who are currently targeted lack childhood
abuse experiences.

I am frequently contacted by those victimized in this manner, but I refer
them to Cheryl Welsch who specialized in this sort of situation. The
majority of victims appear to be older women who are targeted without
apparent (to them) reason, with a minority
of men, most of who seem to be older also.  There also seems
to be a population of younger men. Most of the inquiries are from the
south or from California.  There are also people from the Scandinavian
countries and the UK.  Several of the older men do seem to have some
reason for targeting, such as prior history in the engineering field or
aeronautical industry. Not that this is a reason per se but it has come
up several times so maybe it is someone's reason.

This group seems to be fairly easy to characterize and it is too bad many
of them so angry that they are unable to submit data for a study. I think
a pattern would emerge with a fairly small sample.  It could be done simply
on the basis of location. The child survivor information is quite a bit more
complex.

So far as our low probability of ever gaining any legal redress, yeah maybe,
but I refer you to the case of Dorothy Proctor v. Corrections Services Canada.
Lynne's interview on the topic just got posted.  The director of CSC who was
named in the suit has just now retired, he was ordered to testify.
There is a second report from the McGill ethics specialists who found that
CSC should pay up to anyone abused while in any of the facilities.  CSC
attempted
to suppess this report but it was leaked to the the Ottawa Citizen by someone
at CSC.  There is a US doctor and his company mentioned by name in this report
as being directly involved in the experimentation.  Although it is a
circuitious path,
there are probably more documents in Canada which list names of "researchers".
Additionally. a huge volume of information exists in the psychology literature
regarding human experimentation.  I am sure many of us recall the god-like
attitude of doctors in the 1950's, they thought they could publish the
findings of
their research experiments with impunity.  Some gems include the production
of stuttering through the application of electric shock.  Another example
are the
drawings of a survivor which depict an isolation chamber and the devices used
to further isolate the arms of the child.  These drawings are nearly
identical to
those in a Scientific American article describing the sensory deprivation
experiments
at McGill University, supervised by Donald Hebb, successor to Ewen Cameron.
No, the article does not mention the kids they tortured too but another
book on the subject
does muse about the different responses of other age groups to such
conditions.
(A group of Irish dissidents who were awarded money by an international
court based their
case on the sensory deprivation techniques developed by the US and used
against
them in a UK prison, so some folks have received redress for US
experimentation recorded
in the literature. --see The Guineapigs, penquin press, 70's)

There will probably be some interesting references in the notes of the grad
students
who will soon be distinquished old farts donating their papers to their
alma maters for
posterity.  Yeah it will take a while to find the connections but they are
there, despite
the fact that the CIA thinks they burned all the documents. They only got
their copies.
Portions of other half of the paper trail will still be intact in the files
of the university researchers who thought they were doing high science.

I doubt we will convict many people though as most of them will be dead by
the time
we get it all figured out but there are some universities and government
agencies who
have some pretty deep pockets.  We might tarnish a few of those shining
repuations,
and best of all we might get some other potential researcher to think twice
before he
plugs some little kid into the machine, all in the name of the red threat.
Geez, Lynne
has already been quite instrumental in restructuring the administration of
Corrections
Sevices Canada-- at least that is what the behaviour of the MPs indicates,
since they
are now congratulating her on her work while the director is having to
retire early.  That is an effect dont ya think?  We are only half way into
that can of worms and they are already
starting to drop out.  Justice has many faces.  The courts might side with
the perps
but the politicians are not so constrained.

Thank you for your encouragement.
This list and specifically many of the pieces of information you
have contributed to have been invaluable to our research. Some of the most
esoteric have been the most important in putting together disparate
pieces of information. The last ones that come to mind were the
posts on code and the bibliographies of code history.  These were extremely
helpful, providing more documentation of the who-what-where
that could then be correlated to the survivor memories of binary code.

Please continue to post those wonderful pieces of basic historic
data.  I don't know how you have the time or the ability to find and post
these new resources day after day but I really appreciate your efforts.
I have probably made more connections from the information and resources
posted to this list than any other internet source.

I have been reading the discussion regarding the credibility of anecdotal
evidence of abuse, mind control, child exploitation and related issues,
with great interest.  I would like to ask from input from this group so I
can do a better job for ACHES (Advocacy Committee for Human Experimentation
Survivors).

We having been compiling a database of anecdotal survivor testimony for
several years.
We have information from over 260 child survivors from the US and Canada
with several new contacts per month.  We felt that the most likely way for
anecdotal testimony to have credibility (with a larger audience) was to
have data from as large a population as possible.  As some listmembers have
commented, conventional documentation will not always be available, even
though the incidents are important and apparently widespread.  Children,
prisoners, those confined to various institutions or military personnel and
their families are all populations that have little recourse for
mistreatment, making them easy targets for exploitation and the subsequent
dismissal of their claims.  We have received information from people in all
of these catagories, and plan to eventually map all survivor data, although
we are starting with those reporting abuse, experimentation and
exploitation beginning during childhood.

The data is being entered into a computer database and then mapped through
time and space to find commonalities.  Data from other sources is also
being mapped, such as professional journals, historical sources, other
firmly documented researcher data, etc, to see what correlations may arise
between the anecdotal evidence and the "traditional" sources.  We attempt
to collect some basic information from each person and then additional
information may also be submitted.  We also are scanning and creating
archives of survivor drawings and including this graphical information in
the database.

I would appreciate any input from this group regarding our project and your
impressions of the credibility of information summarized from the anecdotal
evidence of many independent contributors.

If anyone wishes to contribute to the database please write me off list for
details, including
security for contributors.

as swears to the accuracy of the list as required by the rules.  Should the
court not be correct in its interpretation of that regulation, the court
nevertheless relies on its power pursuant to Rule l.05:

"...to impose such terms and give such directions as are just..."

Conclusions:

The court canot help but express its dismay at the lack of production made
by this defendant notwithstanding the history of the proceedings that have
taken place with respect to the matters in issue.  This plaintiff was able,
on her own, to attend at the National Archives and obtain a copy of a
highly relevant document, one which the defendants claimed to have no
knowledge of and that the CSC's dedicated team of researchers was unable to
find.  It is hard, under the circumstances, to resist the conclusion, that
the CSC's refusal to disclose these documents is not a result of a
deliberate attempt to delay these proceedings and to discourage this
elderly, impecunious plaintiff from proceeding further.  Ms. Wall, to her
credit, accepts responsibility for the final document that was produced.
Nevertheless, the court cannot avoid a consideration of the comments of
others with regard to the CSC and production of records.

The CSC's Board of Investigation report dated January 8, 1998 stated (at
p.25):

"We conclude that the access to administrative and inmate
files has been unsatisfactory. The time elapsed is lengthy
and some inmate files may be unavailable because the inmates
have passed their 70th birthdays or been granted pardons.
Nevertheless, it is discouraging that two thirds of the
inmate files requested are not available. The inability to
obtain relevant administrative files and most inmate files
make it impossible to provide a full account of the use
of LSD or ECT at the Prison for Women."

The McGill Centre's report dated September 19, 1998 stated (at p. 162-63):

"Our review of the use of LSD and of ECT and the Prison for
Women before 1962 has been severely limited by the unavailability
of a range of information and documentation regarding the use of LSD and
ECT at the Prison for Women and uncertainty about other information and
documentation.  This was also a serious problem for the Board of
Investigation ... The missing information includes a lack of docomentation
of the process whereby inmates were informed about the researchuse of LSD
and consented to be research subjects, as well as information and
documentation on the use of electroconvulsive therapy at the Prison for
Women, in particular the treatment of Ms. Proctor."

The court was also referred by Mr. Newland to the comments of Madame
Justice Arbour when she conducted her own inquiry at the Kingston Prison
for Women, albeit on a different issue.  In her report at pages 171 to 172,
she commented:

"I recognize that the task of document production to this
Commission was a considerable and difficult task and that
some individuals worked very hard to assist in the timely
discharge of this obligation.

However, the Correctional Service does not appear to have an
effective system for locating and retrieving relevant documents.
This is particularly disturbing given the amount of effort which
goes into the creatiion of a mass of documentation which, if it
cannot be adequately retrieved, is of little value.  The
identification and production of relevant documents is an
activity which any organization involved in civil litigation
is required to discharge in a more effective and timely fashion
than the Correctional Service, a pillar of the criminal justice
system, managed to achieve in the context of this federal inquiry.
Even if there was no system in place at the time to facilitate
the task of document production, steps should have been taken
at the senior levels of the Correctional Service to ensure
that enough appropriate people were involved in the production
process, that guidance was sought and given about the concept
of relevance and that the legal duty of production was discharged
in a manner consistent with the known timeframe within which the
Commission had to operate."

These comments appear to hold true in this particular instance.
Notwithstanding the requirements of our rules and the orders made by this
court to properly disclose relevant documents, this defendant has chosen to
take an unreasonably myopic view of the requirements of documentary
disclosure.  Although the court is tempted to strike the defendants
statement of defence, it will not do so.  It will however require the
defendant to compensate the plaintiff for her costs thrown away to date as
well as the costs of their co-defendant, Mr. Scott, whose counsel has
brought a motion seeking identical relief.  Mr. Scott is now some 84 years
of age. He's been examined for 3 days. As is now deposed before the court,

  The government of Afghanistan is waging a war upon
women. The situation is
  getting so bad that one person in an editorial of the
Times compared It to
  pre-Holocaust Poland.  Since the Taliban took power in
1996, women have had
  to wear burqua And have been beaten and stoned in
public for not having the
  proper attire, even if this means simply not having
the mesh covering in
  front of their eyes.

  One woman was beaten to DEATH by an angry mob of
fundamentalists for
  accidentally exposing her arm while she was driving.
Another was stoned to
  death for trying to leave the country with a man that
was not a relative.
  Women are not allowed to work or even go out in public
without a Male
  relative; professional women such as professors,
translators, doctors,
  lawyers, artists and writers have been forced from
their jobs and stuffed
  into their homes, so that depression is becoming so
widespread that it has
  reached emergency levels. Suicide has increased
significantly. Homes where a
  woman is present Must have their windows painted so
that she can never be
  seen by outsiders. They must wear silent shoes so that
they are never
  heard.  Women live in fear of their lives for the
slightest misbehavior.
  Because they cannot work, those without male relatives
or husbands are
  either starving to death or begging on the street,
even if they hold
  Ph.D.'s.
  There are almost no medical facilities available
for women, and Relief
  workers, in protest, have mostly left the country,
taking Medicine and
  psychologists and other things necessary to treat the
sky-rocketing level of
  depression among women.  At one of the rare hospitals
for women, a reporter
  found still, nearly lifeless bodies lying motionless
on top of beds, wrapped
  in their burqua, unwilling to speak, eat, or do
anything, but slowly wasting
  away. Others have gone mad and were seen crouched in
corners, perpetually
  rocking or crying, most of them in fear. One doctor is
considering, when
  what little medication that is left finally runs out,
leaving these, women
  in front of the president's residence as a form of
peaceful protest. It is
  at the point where the term 'human rights violations'
has  become an
  understatement.
  Husbands have the power of life and death over
their women relatives,
  especially their wives, but an angry mob has just as
much right to stone or
  beat a woman, often to death, for exposing an inch of
flesh or offending
  them in the slightest way. David Cornwell has said
that those in the West
  should not judge the Afghan people for such treatment
because it is a
  'cultural thing', but this is not even true. Women
enjoyed relative freedom,
  to work, dress generally as they wanted, and drive and
appear in public
  alone until only 1996.
  The rapidity of this transition is the main reason
for the depression
  and suicide; women who were once educators or doctors
or simply used to
  basic human freedoms are now severely restricted and
treated as sub-human in
  the name of right-wing fundamentalist Islam. Everyone
has a right to a
  tolerable human existence.

  STATEMENT: In signing this, we agree that the current
treatment of women in
  Afghanistan is completely UNACCEPTABLE and deserves
support and action by
  the people of the United Nations and that the current
situation in
  Afghanistan will not be tolerated.  Women's Rights is
not a small issue
  anywhere and it is UNACCEPTABLE for women in 1999 to
be treated as sub-human
  and so much as property.  Equality and human decency
is a RIGHT not a
  freedom, whether one lives in Afghanistan or anywhere
else.
