[OSGeo-Discuss] Resignation

I feel its time I officially resigned as Chater Member, Editor of the OSGeo
Journal and Board Rep for the California Chapter. I haven't been very
successful at these jobs over the past couple of years, and changes in my
wife's health and my job situation mean I have less time to invest in
OSGeo. The organization is also much larger and more broadly supported than
it was when I started. I feel like I need to get out of the way so others
can act in my abscence.

I think I will continue to help out with the Incubation Committee, in the
hope that focusing my modest resources may actually result in some good. We
will see how that goes.

That means we will need volunteers to step up to fill both positions. I'm
not disappearing, so I will be around to help the new volunteers learn the
ropes if needed.

I'm sorry this has taken me so long. If I  had done it sooner, perhaps we;d
already have other robust leadership in place.

It is good to see how global this organization has become.

[OSGeo-Discuss] Geometry Display for Dot Net WPF Program

Hey guys. I may need to create a little utility program to display
geospatial geometry in a Dot Net WPF program. I've checked out DotSpatial,
SharpMap, and MapWindow, but they all seem to have map display components
made for Windows Forms and not WPF, or they are no longer maintained.

Before I write my own WPF map control, is there another open source option
for WPF I should know about?

If I need to roll my own, I'll try to make sure the code ends up as an
OSGeo Incubation Labs project.

[OSGeo-Discuss] Wiki Clean-Up

I'm trying to clean-up some of the Incubation pages on the wiki. Any idea
how I delete a page? I've banged my head on this problem for 30 minutes and
can't find the answer.

Great observation. Seems like the journal suffers from trying to be two (2)
things at once: an academic journal and a newsletter for OSGeo. Perhaps the
journal would do better if we separated these two (2) functions.

We are getting ready to (finally) publish the annual report for 2012. I'm
going to experiment with a slimmer journal published bi-monthly or
quarterly instead of once a year.

We'll start this experiment with a Fall 2014 Issue of the Journal.

I invite Chapters, Software Projects, and Committees to submit reports just
like they normally do for the Annual Report. This round of submittals can
cover activities from January 2013 to September 2014.

I'll also need a volunteer for an interview. Please don't be shy.

If you want to contribute a topical article or tutorial for this issue,
that would also help. I'd like to get submissions by October 31. I'll plan
on publishing by the middle of November.

[OSGeo-Discuss] Open Source Code for ArcGIS and Sketchup

OSGeo Guys and Gals:

I've got some open source code I hope to release for some recent work of
mine. The first batch of code is python code for ArcGIS script tools that
can assist with the generation of map books. These tools replace and
enhance some of the functionality in the ArcGIS Data Production Extension.
(Yes...I'm writing open source Python code for ArcGIS. Doesn't make me a
criminal.) I will probably start work on an open source replacement for the
extinct Survey Extension next year.

These second batch of code is a set of plug-ins for precise 3D
drafting/modeling in Trimble SketchUp. This includes tools that allow you
to draw faces (planes) and edges using coordinates, directions, and
distances. I've also inlcuded a set of 4 or 5 new sketchy styles I built
for SketchUp using Inkscape. You can view this stuff online already here:

I suspect I'll be slowly improving both toolkits over the next few months
as part of my day job. Please let me know if you have similar code (for
ArcGIS or Sketchup) that you'd be interested in packaging and maintaining
as part of a joint project. I'd like to get my stuff into OSGeo Incubation
Labs once we figure out what is happening there.

[OSGeo-Discuss] Looking for Speakers at the Open Source GIS Track for the 2014 CLSA Conference in Reno, Nevada

The committee that organizes the Annual California Land Surveyors
Association (CLSA) Conference is interested in having a half day or full
day event on open source GIS at the 2014 Conference. They've asked me to
put together some information about our event schedule and the speakers.

I've put up a preliminary event schedule based on a full day event with two
tracks here:

I've left several open slots. Here are some sample topics that could be
plugged into those open slots:

- Python scripting with QGIS.
- The business case for GIS.
- Linear referencing in GIS.
- Introduction to QGIS.
- GIS database concepts with PostGIS.
- Remote sensing with ballons or low cost drones.

Other topics might also be acceptable. I'd like to keep the GIS concepts
and GIS software parts of the event very simple and easy for beginners.
This will have greater appeal for most land surveyors.

The last part of the event on GIS programming can be geared towards more
experienced GIS users.

Let me know if you'd be willing to come out to Reno in the spring to give a
talk. I'll get the conference registration waived. (I've got three speakers
from our local chapter, but I could use a couple more.)

 cleanup the books from past years as needed and then produce formal
 financial statements for fiscal years 2011 and 2012 that we can then share
 with our members. More info about this in the not too distant future I hope.

 3- Non-profit status with the IRS (a.k.a. 501c3 status)

 Our nonprofit status in the US is not resolved yet. We had an exchange
 with the IRS agent responsible for our case a few weeks ago and provided
 some missing information. I expect that we will hear back from them soon

Does the OGC still have any credibility as a transparent standards
organization after this?

I'm very disappointed in ESRI and OGC based on what I've heard so far.
Pretty hard to believe this is coming from the folks that first published
the Shapefile specification that made a lot of open source GIS software
practical. I guess that is what happens when there is a lot of short term
profits on the line.

How short-sighted. I hope they change their mind.

I wanted to send out a brief thank you to everyone that wrote and submitted
an annual report item for last year. There is double or triple the number
of report items this year when compared to last year.

Needless to say, I'm running behind with all of the extra content that
needs to be reviewed and edited this year compared to last year. (This is a
great problem to have.)

I'm striving to have something put together, at least in draft form, by the
end of May.

Thank you again to everyone that submitted this year. It really means a lot
to me personally that you took the time away from your programming and
other efforts to put together a contribution.

- United Kingdom Chapter
- Summer of Code Committee
- Incubation Committee

I would like to try to publish by the end of this April, which will be a
month behind my goal. Let me know if you can submit an annual report for
your chapter or software project.

I'd like to get started on the 2012 Annual Report soon, so we can have
it published in the journal by the end of March.

This is a request for chapters, software projects, and committees to
submit their annual report items for 2012. I'd like to get these as
soon as possible, and definitely by the end of January.

items. I also need to give a HUGE thank you to Eli Adam, who put in
many hours of review and copy editing on this volume. With all of his
help, this volume, and future volumes will be much improved.

It sounds like Geoinformatica is a raster algebra and raster
visualization library writtin in Perl with support for GTK. Is that a
fair description?

If you are interested, I can work the next couple of weeks to get

 Geoinformatica is my project, it's not young, but it's experimental. It's
 made of a part in C, libral, and several Perl packages, which build on GDAL
 and GTK+ Perl bindings (I also maintain the GDAL Perl bindings). The oldest
 parts are in libral, which date at least 10 years back. libral was a simple
 raster algebra package, but I've added to it a simple visualization library
 to render GDAL rasters and vectors to a memory canvas (pixbuf), which can be
 given to GDK (a GTK+ subsystem). I've made an effort to separate this
 library into a library of its own (gvl - also a part of Geoinformatica), but
 it's not in use.

 Geoinformatica has a very small community, I guess one reason is because the
 Perl geospatial community is small(?) and distributed. Also, maybe it's the
 experimental or personal thing, but maintaining stable APIs or a reasonable
 development path in several interdependent libraries has been quite
 difficult for me. However, I regularly use Geoinformatica myself. I use the
 GUI a bit less because QGIS has become very good and because there is not
 yet useful WMS and WFS GUIs to use the GDAL WMS and WFS drivers in it.
 Lately I've written WxS servers (WMS and WFS are functional already) with it
 - Perl has traditionally very good web/CGI support so that's interesting.

 I think OSGeo Labs could be a good forum and platform for collaboration with
 academia, especially the OSGeo Academic Network and the emerging network of
 research labs collaborating with OSGeo and FOSS4G in general. One issue I
 have observed is that the developer community in academic FOSS4G (and other
 geospatial) users/members is still a small minority. Yes, I'm in academia
 too.

 This may be the best portal for Geoinformatica things in the web

Labs as part of my duties with the OSGeo Incubation Committee. As part
of this process I'd like to get a handle on the projects that are in

[OSGeo-Discuss] Open Geospatial Data Award

At the last annual meeting of the OSGeo California Chapter, chapter
members decided to move forward with the creation of the Open
Geospatial Data Award. This award will be given to one (1)
organization each year in California. The award will recognize the
organization's efforts to promote open access to geospatial data. I
thought this concept might appeal to other local chapters, so I wanted
to post our chapter's discussion about the award selection criteria
here.

I'm proposing the nominees for the award be scored on the folowing criteria:

1) The data is released without:
- Restrictions on its use.
- Requirements for indemnification (duty to defend).
- Restrictions on distribution.
- Restrictions on modification.
- Requirement for monetary compensation.

2) The data is easily accessible.

3) Data is high quality:
- The data is regularly updated.
- The data is complete.
- The data is well documented (metadata).
- The data is reasonably accurate and precise.

Not every organization nominated will necessarily do perfectly in each
of these categories. I imagine we will need to come up with some point
scoring system for our chapter's award selection committee to use.

I designed the preliminary award in Inkscape and I can make the SVG
available. I didn't
incorporate the OSGeo color scheme or logo, but could redesign the
award if this wasn't objectionable. We could come up with a standard
certificate that could be used by all of the local OSGeo chapters. I
imagine we'll want to have the award framed before we deliver it to
the selected organization.

I think this is a great opportunity to recognize good behavior on the
part of government agencies and other organizations that are promoting
open access to quality geospatial data. I also think it is a great
marketing opportunity for OSGeo and the local chapters.

I'm toying with the idea of presonally donating some volunteer hours
to the selected agency, to assist with mapping efforts of technical
supporttraining for open source geospatial software.

What do you guys think?

I'd like to start a blog about my work as volunteer editor of the
OSGeo Journal. This blog would give me the opportunity to do the
following:

1) Provide regular updates on the Journal.
2) Recruit new volunteers for the Journal team.
3) Solicit Contributions to future issues of the Journal.
4) Post Journal articles online.
5) Acknowledge the efforts of Journal volunteers.

I'm already using Wordpress, and it would be simple for me to start
the blog there. But I didn't want to take that step without opening
the idea for debate here.

I certainly don't need the blog to be official in any capacity, but
if OSGeo has the infrastructure and the community prefers the blog be
hosted there, I don't have a problem with that. I wanted to ask before
I started blazing my own trail. How has this issue been handled in the
by other members working on OSGeo committees or projects?

FYI: I release all of the code for my projects under the GPL and LGPL,
and have no plans on switching for my projects. So the licenses aren't
dead quite yet. :]

I think there is a tradeoff in the licensing decision between the
greater adoption that comes with a weaker license, and the stricter
adherence to open source principles that come with a stronger
license. (http://www.gnu.org/licenses/why-not-lgpl.html)

I'm not making a statement about which license is better for OSGeo
Projects, I'm just making a general statement. I personally feel the
principles in the GPL and LGPL are more important than wider adoption
for my projects. But I'm just a hobby programmer.

There is one more thing to think about before changing the license on
a project. There may be programmers that favor contributions to
projects licensed under the GPL/LGPL, and consider a project's license
when determining where to dedicate their resources. I know OSGeo has
the right to change the licensing, but I believe there should be a
very strong case for doing so. It is, to a certain extent, changing
the rules after the game has started.

I'm starting work this week on the Annual Report for 2011.

I don't have any annual report information from any of our software
projects, committees, or sponsors yet.

I only have annual report items for the following chapters:
- California
- Francophone
- PDX

The annual report is a great opportunity to get some publicity for the
efforts of your chapter or software project. I can send you a simple
template file you can use for your report item. They don't have to be
long. Just a few paragraphs. If you want to send me a bullet list, or
post it to the wiki page, I'll convert it to a narrative format
myself.

[OSGeo-Discuss] Charter Member Nomination

I'd like to nominate Ragi Burhum as an OSGeo Charter Member.

Ragi is an important member of the OSGeo California Chapter. During
the past four years, Ragi has made several presentations about FOSS4G
in various conferences ranging from small local Linux Chapters to
conferences like PgWest, SCALE, OSCON, MySQLConference. He has also
helped setup and work the OSGeo booth for several events. He is the
organizer of the GeoMeetup (San Francisco Meetup with 700+ members)
which has an active OSGeo presence and has been used to raise the
awareness of FOSS4G in the Silicon Valley and San Francisco startup
community. He has created two of GDAL's drivers (ArcObjects and
FileGDB) and contributes GDAL patches as well.

Ragi is also helps host and administer the annual OSGeo California
Chapter meetings. In addition, he cencourages me to overcome my
addiction to Java and learn Python. :]

Ragi would make a great charter member of OSGeo.

[OSGeo-Discuss] Sharing GIS Data Models

I recently started work on a GIS for a small sewer district at my day
job. I'm currently using diagrams I created in Inkscape
(http://inkscape.org/) to illustrate the following elements of my GIS
data model:

1) Simple Feature Attributes
2) Individual Feature Level Metadata

When the data model documentation process is complete I hope to also
have diagrams for the additional elements of my GIS data model:

1) Topology Data
2) Feature Relationships
3) Feature Editing History

The diagrams will be combined with a short written guide to document
the data model. I plan on sharing all of the data model, including its
design, the SVG and PDF files of the diagrams, and the written guide.
I'd like to release all of that under a Creative Commons License. If I
can find time, I'll tweak the diagrams to create templates that could
be easily applied to other data models.

Is there any interest among other OSGeo members in these data model
documents and templates? If there is, I'd love to gather feedback from
interested parties. If there was enough interest, I'd like to talk
about hosting an open data model page similar to the one here:

I'd could commit to maintaining the data for the sewer data model, and
hope to add data models for the Public Land Survey System and Flood
Control Infrastructure before the end of the year. If there isn't
interest in doing that as part of OSGeo, I'll put up a set of GIS data

Ultimately my goal is to encourage better documentation and sharing of
GIS data model design. Inkscape is a really wonderful vector graphics
program that makes it possible to do this in a beautiful way using
common templates.

[OSGeo-Discuss] Simple Topology File Format Specification

As part of my recent work for setting up a GIS for a small sanitary
sewer district, I've been working on a simple way to share network
topology information between GIS systems. The current method for
storing and sharing network topology uses two delimited text files.
The first delimited text file stores information about nodes in the
network, and relates these nodes to simple features. The second
delimited text file stores information about connectors (or edges)
between the nodes and relates these connectors to simple features. The
two files can be used together to represent network topology. In the
future, the method will also store network topology rules.

I'll start work soon on a set of open source plug-ins for OpenJUMP
that uses these files to perform network topology analysis and
operations on simple features. This includes tasks like simple network
route tracing. I would like to split out the low-level code used by
the set of network topology plug-ins into a GeoTools module so it can
be used by other Java programs.

At this point, some of you are probably asking why don't you just put
all of this in a database?.

There are two reasons:

1) I've got to work with ESRI Shapefiles. I can use OpenJUMP for the
project at my day job, but only if my core data files are
interoperable with ESRI. (This is horrible, I know, but it is the
reality I'm currently dealing with.) I'm not using a geodatabase, and
I'm not storing my simple feature data in a database. I need my simple
features in Shapefiles and my topology data in stand-alone text files.
2) Databases are hard to share. :]

If there is interest among other OSGeo members, I'd like to write and
publish a specification for my topology data files under a Creative
Commons License. (I wouldn't claim any intellectual property over the
method or file structures either, if that was a concern.) I'd be
willing to maintain and update the specification over time.

I looked at CityGML for network topology, but it was way too complex.
I don't want anything resembling XML. :]

Perhaps my use case is too limited to benefit others, but I wanted to
shoot something over the bow. I think it would be great to have a way
to share network topology between program's like QGIS, UDig, and
OpenJUMP.

[OSGeo-Discuss] Talk on Copyright and Licensing for Geospatial Data

OSGeo Folks:

I'm giving a talk to CCVGPG (http://www.ccvgpg.org), our local GIS
user group this Friday. My talk will be about copyright and licensing
of geospatial data. I've found a good amount of information on
copyright and a bit on its application to GIS. However, I haven't
found much at all in the way of information about the licensing of
geospatial data. If you have some references I can investigate, I
would appreciate that.

Or, if you work for an organization that had to make decisions about
the licensing of geospatial data, and you'd be willing to discuss
things you considered as part of that decision process, please let me
know.

I'll post a link to a video of the talk if recording and editing goes OK.

I'm interested specifically in US law for this talk. I'm familiar with
copyright law and how it applies to geospatial data. However, most of
what I know about licensing comes from software and the local agency
licenses for geospatial data that I deal with.

 In the US or internationally(There are some other rules in the EU).
 Data is not typically copyrightable in the US because it's not usually
 considered a creative work. That's probably why you haven't found much
 about it.

 Example, road atlas sneaks in a fake road stub - a creative addition,
 hence copyrightable, along with their cartography (color choices etc,
 bound in a particular way). That's why an atlas can have copyright.

 As for licensing, I've not seen anything standard, every service seems
 to write up their own for what you can and can't do with data they
 provide you. I think this all ends up as contracting law. The typical
 from using various map APIs seems to be you can use our data as long as
 you show our copyright and don't transfer the data outside of our
 API/Progams (E.g. no printing). You might want to look at licensing more
 generally rather than specific to geospatial.

 Now of course those court cases about parcels in California are all
 about if the court think parcel data is data or software.

we'd love extra help on OpenJUMP. I have at least 6 things I should be
working on for OpenJUMP right now. It is a great open source desktop
GIS written in Java, with a really awesome worldwide developer and
user community.

 under the California Public Records Act, requiring that it be released
 to the public for reproduction costs, if it is software, it isn't
 covered, and is subject to licensing fees. The judge in the Santa Clara
 County case (correctly) determined it was data, while the judge in the
 Orange County case (incorrectly) determined it was software. The case is
 now heading to the California Supreme Court, and Bruce Joffe is rounding
 up potential individuals and organizations to sign on to the amicus
 curiae brief. More details about the situation was posted on the

I would think it appropriate to send an e-mail to people that will be
retired as a charter member before they are removed. To be fair, they
should've been warned they were on the list to be axed before the
vote. (Maybe they already were?)

I'm not trying to excuse anyone's lack of involvement, but I think it
is important to remember that we are all busy and we don't want to
take ourselves to seriously.

I don't think there is a problem covering other programs or libraries, as long 
as they are open source and related to geospatial data. I'll let Tyler comment 
on that question if he is listening. At the end of the day, the Journal belongs 
to all the OSGeo members, so my opinion isn't the one that counts. :]

 

However, I think we would have skimpy content if we limited ourselves to only 
talking about OSGeo software projects.

 

You can also submit articles that are related to geospatial topics or the 
geospatial industry. They don't have to be articles about a specific program.

them. As far as research goes, there is plenty being done right now.
Search for Support Vector Machines (SVM) and Image Classification
papers. OpenSource projects that are great at this are OpenCV and libSVM
among many others...

Value From Raster Data. The target audience will be land surveyors. I
was hoping some of the OSGeo guys would be able to help me with a few
questions as I do my research for the article:

creation from raster data, such as is possible with ENVI

In light of the request that Charter Member nominees state their case for 
nomination, here goes...

For those that don't know- I'm the local representative of the UK Local Chapter 
of OSGeo. I helped found the local chapter after FOSS4G2006 in Lausanne, and 
since then have been trying to raise the profile of OSGeo and open source 
geospatial software in general in the UK. I believe this has been quite 
successful. The local chapter has grown significantly since Lausanne, and we 
now have a core team of very committed people, who are organising events such 
as the very successful OSGIS conferences at the University of Nottingham Centre 
for Geospatial Sciences. I speak at industry conferences such as the 
Association of Geographic Information, on OSGeo and open source GIS. I help 
teach open source gis at workshops around the UK. I blog at www.archaeogeek.com 
(though less frequently at the moment), on real-life experiences with open 
source GIS, and have been advising companies around the UK on making the 
transition from proprietary software. In all these cases I cite OSGeo as one of 
the reasons why the open source approach is viable, sustainable and 
professional. 

Charter Membership would mean a lot to me, personally, and would (I think) help 
me when I am trying to raise the profile of the foundation. Having more female 
charter members will help address the gender imbalance within the organisation 
that was identified at FOSS4G in Barcelona. The UK is also currently quite 
under-represented, so it would be nice to see more Brits on the list as well.

A talk at the recent Location Business Summit and some reading I've done
about the semantic web and microformats lately got me to thinking about
a standard way to represent places, place names, place data on the web.
(I must admit I'm a desktop software guy, not a web programmer.)

I thought it would be awesome if there was a way to create a unique URL
for places that was somewhat intelligent to humans. If this URL could
point to a folder on a server with some basic information about a place,
that would be even better.

So I took a stab at creating this type of URL for my city, the City of
Stockton. Here it is:

ates_of_america/california/san_joaquin_county/city_of_stockton/

You can see the URL follows a logical hierarchy, and it would be easy to
determine what the URL for the City of Sacramento, San Joaquin County,
or Victory Park in the City of Stockton would be. Obviously the
continent/country/state/county/city/location URL pattern would have to
change for other parts of the world.

I put a very simple HTML file with data about the City of Stockton here:

ates_of_america/california/san_joaquin_county/city_of_stockton/info.html

The current info.html file is just a skeleton. It's more of a place
holder right now than anything else.

My thought was to also put a WKT file (place.wkt) representing the
location of the place and a simple text file (data.txt) with facts about
the place at this same URL:

Now, if someone wanted to write content about the City of Stockton, they
could simply do something like this:

If everyone that was putting web content about Stockton online did the
same thing, search engine and other tools would be able to link data
from this web content to a single location.

This becomes even more powerful if we come up with some rules for the
content of the info.html file, place.wkt file, and the data text file.
Here are some examples: 

(1) Specify that the place.wkt file have both a point and a polygon WKT
representation, or a linestring representation, of the place when
appropriate. 

(2) Specify that the info.html file use a list with alternate place
names. This list would be identified with an html class value of
alternate_place_names.

(3) Specify that the data.txt file contain a relationships section that
can contain an optional relationship in the form of: City is the County
Seat of County. (Stockton is the County Seat of San Joaquin County.)

(4) Standardize the way common place facts are stored in the data.txt
file. Population and area are examples.

I realize there are some problems with this overall scheme. How do you
store a city that straddles a state boundary, for example? Or what if
you want to have a URL for the location of the Pacific Garbage Patch?

However, I think we could use this system to uniquely identify and
describe a lot of places in the world. We could then work on how to
handle the edge cases.

Is anyone else interested in ironing out the kinks for a system like
this? Is there already a system like this in place? (If so, I have just
revealed my great ignorance to everyone on this mailing list.) 

I'm interested in setting something up that could be maintained by a
group of geospatial professionals, and not by any one company.

I'm not sure how this system I describe would tie in with geonames. My
first reaction when I stumbled on geonames is I couldn't find a unique
and human understandable URL for a place.

Still, I'm interested in microformats and place names, and I'd like to
see a system like this that was open and non-proprietary.

I understand there are challenges to what I'm trying to accomplish. However, I 
think you could likely tackle the majority of places with the system I 
describe, even though it would not be perfect.

Yes, there are several ways to designate City of Stockton or State of 
California. The point of the system I propose is to eliminate some of this 
ambiguity by settling on one of the possible names for the URL. Alternative 
place names could be listed in the information for the place stored at the URL. 
This sort of adheres to the convention over configuration concept.

As a web content provider, I don't really care if the URL ends with Stockton 
or City of Stockton. As long as it uniquely identifies the city, and other 
people understand this, I get what I want. If everyone creating place URLS 
understands you say Stockton and not City of Stockton or California and 
not State of California I think this could work.

Once again, I admit there are edge cases that will break the system I proposed, 
but I think it could be good for 80% of the world.

Like I said, I'm not primarily a web guy, and this is new territory for me. 
However, most of the semantic web stuff I read is why too difficult to 
understand.

It here was a way to uniquely identify a place with an intelligent URL, I would 
be using it in my own web pages today. Perhaps I am in the minority. 

I just thought I'd bounce this crazy idea of the list to see if it could float.

I got a little excited when I thought about being able to scrape the web for 
population data of major cities using URLS like this. Perhaps I was being a 
little naïve in my excitement.

There isn't any blame to place on OSGeo. There are a couple of reasons why 
OpenJUMP isn't an OSGeo project, but the main reason is a lack of resources to 
get through the incubation process. There are currently about 4 people involved 
with programming/administering OpenJUMP in a semi-regular basis. Our project 
administrator (Stefan) is a very busy professor, our best programmer (Larry) 
works for a busy company, our second best programmer (Michael) has moved onto 
other projects and only helps out because he has mercy on our poor souls, and I 
just work on OpenJUMP as a hobby.

So there is no one working on OpenJUMP full time. I suspect I'm as involved as 
anyone, and I'd say I only rack about 8 to 16 hours a month. About ½ of that is 
slinging code, the other ½ is responding to questions on our mailing lists.

It's hard to justify getting through the hoops for OSGeo incubation when you 
can barely keep up with the bug reports. It's something we've discussed as an 
OpenJUMP community several times, but everytime we conclude we lack the 
resources to make the migration successfully.

If you are really interested in porting GRASS functionality to OpenJUMP, you 
should subscribe to our developer's mailing list:


I will respond to any specific questions about OpenJUMP programming there. Of 
course, there are lots of ways to help, not just porting GRASS functionality. 
We need to test OpenJUMP on the LiveDVD, and write the OpenJUMP LiveDVD 
documentation. There are also lots of little bugs to squish.

Of course, if you have a strong interest in seeing OpenJUMP become an OSGeo 
project, and can but some effort into that, we could reconsider our earlier 
decision to not start the incubation process.

Thank you for the hard work you have put into summarizing the copyright
issues related to OSGeo content. I have a personal goal of preparing
some articles and tutorials related to FOSS geospatial software. I
didn't give enough consideration to the licensing of the (1) tutorial
text, (2) screenshots of software, and (3) geospatial data used in the
tutorial. In some other cases we might need to consider licensing of
another tutorial component, the source code presented and discussed in
an article.

I hope you get some constructive feedback on your summary. I believe it
raised some important issues.

Counties from Cal-Atlas. I'm not sure if that helps you, but they

Up until just a few days ago, USDA NAIP (US Dept of Agriculture's
National Agriculture Inventory Program) 1-meter aerial imagery was
available free from several government servers but suddenly they all
seem to have gone dark. Both the USGS ArcGIS and USDA.gov servers and a
couple of AFPO sources seemed to have dried up simultaneously. Doe
anyone know why? Is it going to be restored or scrapped? Is It is
available elsewhere? 

I was using the USGS server at
http://isse.cr.usgs.gov/arcgis/services/Combined/USGS_EDC_Ortho_NAIP/Map
Server/WMSServer? but it's now broadcasting  a runtime error instead of
images. I hope it's not gone for good because it is a great source for
free aerial imagery. So if anyone knows what's happened or what's
unfolding here I'd like to find out. With the GeoCommunicator site
announcing its shut-down soon I'm getting concerned that something
bigger might be happening to US govt. spatial data resources.

in for the rest of 2010 until we can find someone to do the job well. :]

Two of my biggest challenges with the California Chapter have been: 

(1) Dealing with a large geographic area.
(2) Getting people with a diverse set of interests involved enough to
accomplish anything more concrete than an annual meeting.

I'd love to hear how other chapters might be overcoming similar
obstacles.
