http://in.rediff.com/money/2005/jan/24guest.htm Large reserves, poor country January 24, 2005 While writing about the level of foreign exchange reserves some time back, I had expressed an apprehension that it may give our political masters the delusions of being rich. One manifestation of this was the previous government's petty gestures like prepaying some concessional aid from the smaller countries, and refusing foreign help at the time of the Gujarat earthquake. Even the present government initially seemed to take a similar stand to the tsunami devastation in Andaman and Nicobar, and east coast. But the prime minister quickly changed that and acknowledged that our response was not shaped by false pride or by chauvinism. However, it did look like that to many. In fact, the incident reminded me of an experience I had about 30 years ago. I was working with the State Bank of India and one of my colleagues had been selected to go abroad for a training programme. He was told this just a couple of weeks before the programme was to commence. Though he did not even have a passport, he was keen on not missing out on the opportunity. He also knew that in the normal course it would be impossible for him to get a passport and visa in two weeks. He requested me to talk to one of our exporter clients and seek his help in getting the passport. Businessmen then, as now, knew ways of expediting things. The passport was delivered in a week's time. I called the colleague to my room so that he could thank the businessman for his help. He did so, and offered to reimburse any taxi or conveyance expenses that may have been incurred. While thankful for the help, he did not like to have anybody's obligations. I wonder sometimes whether some of our actions in refusing a helping hand do not fall in the same category. Surely, prickliness and haughty refusal of help that is genuinely offered are not signs of a nation mature, confident of its place in the world, and of its strength. While we may not ask for help, surely there should be no loss of pride in accepting what is offered? After all, the resources that would get diverted to the tsunami victims will surely come from some other equally worthy, if less headlined, need -- the provision of schools, drinking water and roads in villages, for instance. In this connection, much has been made of the $4 billion worth of aid committed by the world community to help the tsunami victims. Past experience suggests that many such pledges do not get converted to disbursements, and that much of the money is merely diverted from other aid programs. To quote just one instance, the entire US pledge of $35 million-increased-to-$350 million is coming from the existing Agency for International Development budget. While on the subject of national pride, and in the context of the recent Pravasi Bharatiya conference in Mumbai, I noticed an interesting difference. When I used to work in the UK in the 1970s, British residents/ citizens of Indian origin preferred to call themselves Asians rather than Indians -- which is associated with poverty and the Hindu rate of growth. Lately, however, this seems to have changed with the Hindus and the Sikhs preferring the label Indian to Asian (even the BBC recently broadcast a programme Don't Call Me Asian). One reason could of course be an attempt to have a separate identity from the Muslims, post-9/11; but another reason is the identification with the second-fastest growing economy in the world. Coming back to the reserves, it would do well to remember that we remain one of the poorest countries in the world in per capita income, and that there are vast investment needs for which adequate rupee resources are not available. Yes, a poor country can have large reserves but it would be foolish to consider the latter to be synonymous with national wealth. The availability of reserves merely removes one historical (but of our own making) constraint on growth, namely foreign exchange for imports. Having said this, after reading a lot of media commentary on the governor's statements and the finance minister on foreign institutional investor inflows, I personally felt that the differences were overblown, that it was more a media-created storm in a tea-cup. All that the governor said was that, A view needs to be taken on capping FII flows into the markets. Price-based measures such as taxes could be examined though their effectiveness is arguable. The finance minister also said that, options would be kept open. If markets overreact, as they often have a tendency to do, is it right to blame the statement or its maker? Markets rarely respond consistently or proportionately to news (except in academic literature) and cause-and-effect relationships in market movements are often extremely tenuous. But that apart, one suggestion for the authorities: permit -- indeed encourage -- the corporate sector to float dollar denominated, rupee

Haroon Siddiqui not only insulted President Bush but the entire US electorate. Then he did not even have the guts to respond when I challenged his assertions directly. Your gratuitous use of the incendiary term Nazism also displays your ignorance of that movement, which sought to commit genocide against the Jews, and to rule Europe by force. This is the exact opposite of what President Bush and I stand for, which is freedom and democracy for all, a concept you seem to find objectionable. Nazism is a far better description for what the the Sunni Baathist insurgents in Iraq are attempting, and of Hamas, Islamic Jihad and the Al Aqsa Brigades in Palestine, who continue to want to exterminate the Jews in Israel.

If Cuncolim led the revolt against the Portuguese in association with its neighbouring villages, this fact needs perhaps to be understood against the background of its own economic development and interests that were affected by the new tax impositions and administrative-religious controls of the Portuguese. The Portuguese chronicler Diogo do Couto describes Cuculi (sic) as The leader of rebellions and its people as The worst of all villages of Salcete. (17) The prosperity of this village seems to have been derived from its fertile land that had abundant and fresh waters from rivers descending from the New Conquests and crossing it before they became brackish in the neighbouring villages nearing the coast. (18) Surplus agricultural production had enabled this village to develop crafts of a very skilled order. Cuncolim is still known for its skilled metal works. But already in the letters of Afonso de Albuquerque one reads that guns of good quality were manufactured in Cuncolim, and he finds them comparable to those made in Germany. (19) A century later the viceroy D. Jeronimo d'Azevedo was banning the manufacture of guns in Cuncolim under penalty of four years in the galleys and even gallows! (20) This kind of developed crafts can give us some idea of the economic interests that had developed in Cuncolim when the Jesuits arrived. The village also had other important economic resources. One of these was its permanent bazar at the end of more than one caravan routes connecting it with the mainland through the Ghats of the Ashthagrahar province. One of these cut through the Donkorpem Ghat and another through the Kundal Ghat, leading to Netarli and Naiquini respectively. Besides these two Ghat passages there was another coming from Dighi Ghat to Veroda via Talvarda. It was frequented by caravans bringing cloth and other provisions. (21) Cuncolim bazar needs to be considered as an important factor in its socio-econornic development. In keeping with the traditional fairs connected with temple and religious festivities, also the bazar economy of Cuncolirn depended upon its temple and religious celebrations. One should analyse against this background the reaction of the dominant class of Cuncolim to the destruction of its temples and to the attempts of the Jesuits who sought to establish Christianity in Cuncolim and its satellite villages of Assolna, Velim and Ambelim in 1583.

I find a post such as this more than a bit problematic. It presumes that the reason for the cancellation (or is it a postponement?) of the meeting was because the irregularities are too revealing. This could be the case; but when viewed from a distance, it could also be due to a number of other reasons. The Net offers a lot of 'freedom' for individuals to make their point; but institutions which have a hierarchy might find it more difficult to address such an issue, and that too in public. For its part, the Church in Goa (or any other religion or influential institution for that matter) probably needs to acknowledge that a policy of silence isn't the best policy, specially on communication. Banking On Tsunami, RSS Tries To Enter South India With Aid By SAR NEWS KOLKATA, West Bengal (SAR NEWS) -- As non-resident Indians dig deep into their pockets to help the tsunami victims, there is a heightened concern that sectarian groups are exploiting the tragedy for their own divisive goals. Ashish Kumar Sen wrote in the Washington Diary: Secular groups across the United States and Britain are specifically apprehensive about the US-based India Development and Relief Fund, and overseas chapters of the Rashtriya Swayamsevak Sangh (RSS), Sewa International and the Vishwa Hindu Parishad. Chetan Bhatt, a reader in Sociology at Goldsmiths College, University of London, has studied the proliferation of Rashtriya Swayamsevak Sangh affiliates in the NRI (Non-resident Indian) community. He says in India the RSS is trying to penetrate the southern states under the guise of providing tsunami relief. The RSS has had little success in South India and it hopes to spread its influence like it did in Orissa after the cyclone (in 1999) and in Gujarat following the earthquake (in 2001), he said. There is a pattern where you have a natural tragedy, the RSS launches an appeal and this is followed by a dramatic expansion of Sangh activities in the area. This expansion has invariably been accompanied by violence, Bhatt says. Established in 1925, the RSS advocates Hindu nationalism and seeks to convert India into a 'Hindu Rashtra' (nation). The RSS has been banned thrice in India, most recently in 1992 after the demolition of the Babri Masjid in Ayodhya, Uttar Pradesh. The RSS is not permitted by the Government of India to accept funds from abroad. Instead, the US affiliates, which include IDRF (India Development and Relief Fund) and HSS (Hindu Swayamsevak Sangh), serve as fronts for organisations like Sewa Bharati, Jana Sankshema Samiti and Vivekananda Kendra in India, all of which are intrinsic parts of the RSS operations and subscribe to its anti-minority ideology. A former employee of the World Bank and a former member of the RSS, Maryland-based IDRF founder, Vinod Prakash, has in the past said the IDRF had given absolutely no money to the RSS. In 2002, the US-based Campaign to Stop Funding Hate (CSFH) documented links between IDRF and RSS affiliates in India. Biju Mathew, a professor of business at Rider University and a member of the campaign, says of the long list of organisations that the IDRF claims to support, only Sewa Bharati (Tamil Nadu and Kerala), Jana Sankshema Samiti (Andhra Pradesh) and Vivekananda Kendra (Tamil Nadu) are clearly identified as RSS affiliates. Sewa Bharati (in Tamil Nadu) is housed in the same office as the southern region branch of the RSS, said Mr. Mathew. In London, the Charity Commission is investigating Sewa International (U.K.) and the Hindu Swayamsevak Sangh (U.K.) following a number of complaints, including one from Lord Adam Patel of Britain's House of Lords. Lord Adam Patel claimed that not all the funds raised by the Gujarat Earthquake appeal (by Sewa International and the HSS) were applied in accordance with the appeal, said Sush Amar, public relations manager at the Charity Commission. She said the commission has not placed any restrictions on fund-raising campaigns by these groups during the course of the investigation. Mr. James Bishop, director of humanitarian policy and practice at Washington-based InterAction - the largest alliance of the US-based international and humanitarian non-governmental organizations - acknowledges a precedent in which humanitarian tragedies have been exploited by certain individuals and groups that posed as legitimate charities and engaged in fraud. Mindful of these incidents, the Chicago-based American Institute of Philanthropy, a non-profit charity watchdog, has instructed Americans to send tsunami aid to only those charities with an established track record of helping people in this region. During a highly publicised crisis, it is common for disreputable, fly-by-night 'charities' to take advantage of the public generosity, the institute cautioned. Complaints about unequal distribution of aid in the tsunami-hit regions in India have started to pour in to human rights organisations. Brad Adams, Asia Director of Human Rights Watch, says the New York-based group has received reports of discrimination against Dalit communities in India by the authorities as well as by some aid groups and local communities. Noting the presence of a significant Dalit Christian population among the affected communities, Mr. Mathew said the RSS, through its Tamil Nadu front - the Hindu Munnani - has been trying to divide that community along religious lines for the last decade. The Hindu Munnani is most active in Tamil Nadu amongst the fisher folk communities, he said. With an influx of funds, the Munnani will be able to launch an aggressive campaign against the Dalits. Moi-mogan, Domnic Fernandes Anjuna/Dhahran, KSA THE COLLEGE PREPARATORY PROGRAM OF SAUDI ARAMCO INTRODUCTION For decades, Saudi Aramco, the national oil company of Saudi Arabia, has sponsored the post high school pre-university education of Saudi students in Dhahran and their university education at institutions in the Kingdom of Saudi Arabia and abroad. Since 1983, the company has been operating a dedicated College Preparatory Center (CPC,) which has consolidated all college preparatory programs in the company. The CPC prepares selected Saudi high school graduates for admission to and success at the King Fahad University of Petroleum and Minerals (KFUPM) in Dhahran and at out-of-kingdom (OOK) universities. English is the language of business at Saudi Aramco. It is also the language of instruction and communication in the College Preparatory Program (CPP.) The CPP is an intensive ten-month college prep program focusing on English language, math, chemistry, physics, and business studies courses. The program also includes instruction in computer programming and applications, library skills, academic research, and cross-educational and cross-cultural skills. Specific academic requirements are also catered for in specialized courses such as Geology and Organic Chemistry. Proficiency in English is necessary in order for students to graduate from the CPP, succeed at university, and enter the Saudi Aramco workforce upon completion of their university studies. During its 20 years of existence, the structure of the CPP has passed through two generations and is now in its third. The first period lasted from 1983 to 1991 and witnessed numerous changes and exciting experimentation with a neophyte college preparatory program. The second generation, which went through major revisions in the summer of 1992, began in the fall of 1992 and lasted until the spring of 1997. These revisions occurred as a result of the findings and recommendations of a group of English language, math, and science educators working under the aegis of NAFSA: Association of International Educators. They had been invited to visit the CPP in the spring of 1985, 1988, and 1992 to evaluate the program. The present generation of the CPP has undergone the most fundamental redesign. It was benchmarked against other exemplary college preparatory programs in the United States. The introduction and expansion of the Advanced Placement courses and International English Language Testing System (IELTS) program are a direct result of this desire to benchmark the program internationally. The CPP is a member of a number of internationally recognized institutions including the College Board, NAFSA and ECIS. In 2003, Educational Testing Services (ETS) added the CPP to its National Secondary School list and awarded it a source II code allowing it to administer standardized exams and receive scores. A primary goal of the newly restructured CPP is to simulate a university environment, thus easing the transition of students from Saudi high schools to universities. The CPP is not a university program, however, and features differentiating the two have been purposely planned. For example, upon entry to the CPP, all students are placed in different training patters based on their academic profile. They are also required to attend many more classes per week than university students. Some Get Healed, Some Don't At Evangelist Hinn's 3-day 'Festival of Blessings' in Bangalore By SAR NEWS BANGALORE, Karnataka (SAR NEWS) -- Popular American evangelist Benny Hinn concluded the 3-day Festival of Blessings on the night of Jan. 23 amidst mixed reactions from people, some ecstatic, some disappointed and all totally overwhelmed. The festival, held at the Jakkur airfield, Yelahanka on the outskirts of the city was packed with some 20 lakh faithful and curious people each day. The crowds braved dharnas, bandhs and rough spurts of communal violence to arrive and attend the festival. Many vehicles that transported people to the venue were damaged in the violence in and around the airfield and in other sensitive parts of the city as well. However, the police soon swung into action and contained the upsurge and with the last two days went off without any untoward incident. The festival was attended by Christians and non-Christians alike and even saw local politicians including the Karnataka Chief Minister Dharam Singh and former Prime Minister H D Deve Gowda attending the function and receiving blessings on stage. Roads around the otherwise quiet area, were dotted with people walking and riding to the event each day through the afternoon and up unto the wee hours of the morning. Each day, over 2000-member choir mesmerized the crowds at the start of the worship sessions and with Pastor Hinn taking to the stage an hour later. Hours of prayer and worship later, the programme concluded with testimonials of healed persons. Of course, there were the ones that were not healed but the organizers reasoned that only Jesus could heal in His time. The big question of the whole spiritual fest was the authenticity of the healing ministry. Newspapers carried screaming headlines questioning the healing that Hinn provided. Ignoring the fact that Hinn is simply a conduit for healing, people questioned why only some of them received healing to which Hinn replied, One question I am going to ask Jesus when I meet Him, is why don't some people get healed and some do. Fighting off accusation of attempting to convert people, Hinn said at a press conference, I did not come here to convert. I came to tell everyone that healing is available for everyone and God loves all. The festival probably the largest the city has ever witnessed had several impressive facilities like 67 giant screens, 1,50,000 watts sound, 480 toilets, 26 help desks, ample parking space, first aid centres and the most important, tight security.

This news was welcome by all and sundry. This year too the customary Feast will be celebrated on 2nd February, 2004 As per a communique from the Archdiocese of Goa Daman, dated 15.1.2005, to Station Commander Sea Bird, this year it is decided that two masses will be held one at 1000 hrs and the other at 1300 hrs to regulate the crowd participating in the Feast. However it is noted as per reports on the local (Karwar) Kannada daily dated 23.1.2005 and confirmed by this writer that one Mr Pramod Mutalik General Secretary Vishwa Hindu Parishad South India has once again threatened to prevent conduct of the Feast on this Island. On an earlier ocassion too on 21.10.2004 on the eve of Dusserha he had threatened to enter the island and conduct religious rites at an ancient temple believed to be on the Island but this move was averted due to the timely intervention of the District Magistrate Karwar and the Navy It may be noted that until 1987 the Island was in the revenue taluka of Canacona Goa and the only Feasts celebrated by the people of Goa and attended by the people of Binaga and Karwar were the above Feast and the Feast of St Francis de Assisi on 4th October. The Hyderabadi girl put up a gutsy performance in her third round match against former world number one Serena Williams. Although she lost 6-1, 6-4, she captured the Australian public's imagination with her fighting spirit in the second set. Asked how she felt about the American superstar's pre-match comments that she was an unknown quantity, Sania said, I did not expect her to know me and I did not think much about her comments as my mind was on the match all the time. It was Dempo's third straight victory in as many matches in the league. Mahindra United drew first blood in the 15th minute when their Brazilian import Flavio Rodrigues, who became a hero and then a villain within 90 minutes, lobbed the ball over an advancing Dempo custodian Satish Kumar off skipper S Venkatesh's fine forward pass. Martins, who had scored in the previous match against State Bank of Travancore, then equalised in the 30th minute when he turned swiftly and scored from medio Melwin Rodrigues's cross, with none of the Mahindra defenders even attempting to clear the ball. In the 60th minute, Dempo were awarded a penalty after Martins was brought down on top of the box. Martins himself took the spot-kick and scored to put his team ahead for the first time in the match. Greenfield airports have been conceptualized to bridge the huge resource gap and to increase the management and efficiency levels to world-class standards. The airport would be constructed through private-public partnership, with the joint venture company comprising Karnataka State Investment and Industries Development Corporation (KSIDC) and Airports Authority of India (AAI) as well as a consortium of Siemens (Germany), Unique Zurich (Switzerland) and Larsen and Toubro (India). The new airport would come up at Devanahalli in Karnataka in three years time. While KSIIDC and AAI would hold 26 per cent equity in the joint venture firm BIAL, the private consortium would hold the remaining 74 per cent. The total project cost of building the plush airport is estimated to be Rs 1,300 crore. Civil Aviation Secretary Ajay Prasad, BIAL chief W Bischoff and Karnataka's additional chief secretary S Krishnakumar signed the concession agreement in New Delhi on July 5 in the presence of Union Civil Aviation Minister Praful Patel, Karnataka Chief Minister Dharam Singh and his Deputy Siddaramaiah. The new Bangalore airport would be constructed on a build, own, operate and transfer basis. The old Bangalore airport, operated by the Indian Air Force and the Hindustan Aeronautics Ltd (HAL), would be closed down to civilian traffic after completion of the new airport, as per a recent decision of the Union Cabinet. The airport would accommodate a minimum of 20 aircraft of different types and have an ultimate capacity of catering to 40 million passengers, with the initial phase planned for a capacity of five million. Speaking on the occasion, Mr Praful Patel said that the Aviation sector shou ld not be restricted only to flying planes but also to developing the infrastructure facilities including airports of world class standard. He said that the Bangalore International Airport would usher in a new era in the field of Civil Aviation. Mr Patel said another greenfield airport would shortly come up at Hyderabad and give tough competition to the proposed airport at Devanahalli. Such a competition will usher in a new era in airport development as also the civil aviation sector in the country. The Minister lamented that in a country like India with more than a billion people, there were just 150 planes in all. In the US, he said, one can find so many planes at a small airport. Time has now come, he said, when the civil aviation sector should act as the catalyst for growth by increasing the number of aircrafts, the number of people who fly and developing infrastructure of international standards. Observing that it was not a happy sight for foreign travellers to land at Indian airports, Mr Patel said the modernistion and restructuring of Delhi and Mumbai airports would be given the highest priority as also the development of infrastructure at other airports in the country. He urged all States in the country to reduce sales tax on aviation turbine fuel (ATF), which eats into the revenues of the airlines. The high cost of ATF is largely due to the state sales tax. I urge all state governments to loosen a little bit on the sales tax in order to gain a high volume of air traffic and income. More revenue could be earned from areas like trade, commerce and tourism if the aviation sector flourished, he said. Speaking on the occasion, Karnataka Chief Minister Dharam Singh said with the signing of the agreement, over 10 years of efforts by the state government had fructified. It marks a new development in India's infrastructure by combining private sector expertise and state capacity. The Karnataka government has provided Rs 350 crore soft loan to BIAL and would provide budgetary support of Rs 400 crore. The concession agreement is a complex document, which has been finalised after numerous meetings between the Ministries of Civil Aviation, Law Justice, Finance, Law, Government of Karnataka and the BIAL. The agreement provides for Rights and Obligations of Government of India (GOI) and BIAL. The agreement provides for Rights and Obligations of GOI and BIAL, Operation and Maintenance Standards including monitoring thereof Airport Charges, Provision of Reserved Activities like Customs, Immigration, Security, Liabilities and Indemnities and Resolution Mechanism for Disputes, if any.
