Then get sponsorship in form of advertisements etc to

map of the place based on what we have recently heard
about digitising Goa's streets). Electronic Yellow
pages could follow (this is, search for businesses

etc).;

Finally, advertise in the local papers that a website
is to be set up to hold directory information for Goan
telephone / mobile numbers, and should people want
their numbers on the site, they ought to contact the
administrator of the website, giving the tel no and/or
the postal address where they couls send the
information to.  Hopefully, people will respond to the
call.  

As an incentive, perhaps the people could be offered
book versions of the directory for a low sum of money
or even for free (one directory per supplier of the
number) if enough sponsorship is obtained through
advertisements.

Anybody willing enough to take on the responsibilty to

PANJIM, July 14: The struggle of the Saligao nature lovers to save the
Salmona spring seems to be payng off, though belatedly, as a
notification seeking to acquire the land has been issued.

The notification under Section 4 of the Land Acquisition Act was issued
by joint secretary, revenue today apparently after many villagers had
given up hopes of getting any government decision seeking preservation
of the area.

Sources said the 2325 sq mt land is being proposed to be acquired for
development of the Salmona spring. This includes the disputed structure
put up by Harmalkar and the land around it totalling 660 sq mt.

Official sources indicated that now notices will be issued to all the
parties including Harmalkar who owns the land proposed to be acquired.
"All of them will be heard" as per the provision in the law, official
sources added.

In order to preserve the land and the famous spring which has medical
value and attracts migratory birds, the government as per the law , will
have to compensate Harmalkar.

The procedure under section 4 with hearings is likely to take another
2-3 months. Once this is completed, Section 6 of the Land Acquisition
Act will be issued before the sanad is declared.

The villagers of Saligao, cutting across political party or religious
lines, had been fighting to preserve the Salmona spring for the last six
months.

Following  representations from the villagers, the Governor S C Jamir
had visited the site during President's Rule. However, the construction
work, which was on then, was not ordered to be stopped. Harmalkar was
constructing a structure based on legal documents issued by the deputy
collector, Mapusa.

Diebold Inc. (NYSE: DBD) has purchased a 30,000-square-foot automated
teller machine manufacturing plant in India that company officials say
will help it service customers in Asia.

Terms of the company’s deal with Tata Infotech were not disclosed.

Diebold, a Green-based maker of ATMs, election machines and security
systems, had manufactured ATMs on a contract basis at the factory in
Goa, India, since 2002.

The acquired factory employs about 60 people, according to Mike
Jacobsen, a company spokesman.

"This plant will help advance Diebold's manufacturing capability
throughout Asia and will dramatically increase our ability to meet the
needs of our customers in India," said chief operating officer Eric
Evans.

Diebold officials last month said the company plans to cut about 300
jobs. Around 100 of the jobs cuts will be at a Virginia plant, with the
other 200 coming from North America and Western Europe.

Mr. Jacobsen indicated that more than half of the 200 job cuts would
come from outside of Northeast Ohio. Diebold employs about 2,000 people
in the region. 

The company is scheduled to release its second-quarter financial results
on July 27.

Panaji July 15: The United Goans Democratic Party MLA from Cortalim, Mr 
Mathany Saldanha said that the proposed special economic zone (SEZ) to 
be set up either at Quepem or Verna will adversely affect Goa.
?The state is too small for such a zone and will not be able to bear 
the pressures of infrastructure as well as manpower required by the 
same,? he predicted.
Addressing a press conference, Mr Saldanha said that the SEZ is like an 
embassy, a country within a country with different sets of laws enacted 
by a council and not by the legislators, municipalities or panchayats.
He further said that there are a number of questions such as what would 
be the status and powers of the municipalities and panchayats which 
will be included into the SEZ, what guarantee is there that the Mundcar 
Act, the land to the Tiller Act and the subsequent amendments will not 
be nullified to fulfill the demand for land and whether the citizens of 
Goa be allowed to move freely in and out of the SEZ area or will there 
be entry permits and Goans be treated as strangers or suspects in their 
own land, that need to be answered before setting up a SEZ in Goa.
Mr Saldanha also expressed doubt as to whether the green belts would be 
destroyed due to the pressure for land requirements, more so, with the 
idea of establishing a cluster of four SEZ units starting with the 
Quepem taluka.
The Cortalim MLA also pointed out that a SEZ requires huge land, a 
minimum of 200 sq kms, as per the Price Water House Coopers Report. The 
report also envisages 20 lakh jobs made available by such zone, he 
said, questioning ?if we consider one lakh to be the unemployed 
population of Goa, then from where will the rest of the 19 lakh 
work-force be made available??
Mr Saldanha also said that there would be uncontrolled influx of people 
into the state, which could prove to be a serious threat to the 
security of the local people.
?The projects like SEZ and Free Port are successful only in nation 
states like Singapore and Mauritius, dictatorial countries like China 
or quasi-dictatorial states like Banana Republic of South America,? he 
maintained.
Replying to a question regarding the local industrial fraternity 
welcoming the SEZ in Goa, Mr Saldanha said that it is the opinion of 
the businessmen who are more interested in profits. ?The SEZ, on the 
other hand, will give no guarantee of protection of jobs to the 
workers,? he predicted.

The Konkani press is highlighting the fact that the film Aleesha won a
prize. But is this cause for celebration? Two Konkani films get made in
2004 (after years, in part because of the IFFI being hurriedly staged in
Goa by then CM Manohar Parrikar, to make a point). One gets an award.

This is an award specially slotted for Konkani itself. Is this something
to be proud of, or just a reflection of the sad state of the politicised
cultural mores that dominate in Goa? 

Obviously something is going wrong somewhere. While local culture needs
to be promoted, can we afford to get unduly celebratory? -FN

[Goanet]Motorcycle Pilots!

Everyone knows that 1970’s was the boom period for hippies in Goa, and 
Anjuna was worldwide renowned for its full moon parties and flea market; its 
recent addition is rave parties!


It all began with Anjuna boys in the early 1980’s.  They owned more 
motorcycles than any other village in Goa.  Every grown up boy in Anjuna 
owned at least one motorcycle; my late brother, Manuel Fernandes, owned 35 
motorcycles!   Most of the boys parked their motorcycles next to the “STARCO 
Bar-n-Restaurant,” which is why they came to be known as “Starco Boys!”


By the end of the 1970’s, motorcyclists all over Goa had started plying 
their motorcycles as passenger carriers, especially for the foreigners.  The 
foreigners found motorcycle ride cheaper than a car and better because the 
boys would take them to the doorsteps of their destination which sometimes 
was located in the interior of a place (they actually chose to live in the 
interior of a place) where a car could not enter.  A motorcyclist would 
accommodate an additional passenger on his motorcycle for 50% of the quote 
for a single person; the rider ended up sitting on the tank of the 
motorcycle but he didn’t mind it.  The foreigners liked the motorcyclists so 
much that they would share their food and drinks with them.  Sometimes, they 
also shared their drugs with them and gradually some of the boys became drug 
addicts!!!


Suddenly, the Police Authorities began harassing the motorcyclists and 
demanded money from them; they also harassed the foreigners and took money 
from them forcibly.  So, it became a big issue which affected the daily 
income of the boys.  Many boys in Anjuna were earning their daily bread on 
this business; some had given up their menial jobs and opted for this trade. 
 They needed urgent help.  I had left my job in Bahrain in November 1980 
and was at home without a job for 8 months.  All the Anjuna boys, including 
my brother, approached me for help.  This is where I filled in.  I heard 
their grievances and came to a conclusion that something had to be done to 
legalize their business.


We contacted Mathany Saldanha, President of the Ramponnkars’ Association and 
presented the case to him.  He too was of the opinion that we could help the 
boys provided there was unity among all of them.  He in turn approached 
Teotonio D’Souza, President of Toddy Tapers’ Association.  Thus, we managed 
to attach two known personalities to our movement.  We held the first 
meeting at the Azad Maidan in Panaji which was attended by many 
motorcyclists from all over Goa.  The large response to our call convinced 
us that they were indeed interested in having the business legalized.  Once 
this fact was established, we held more meetings in Anjuna, Calangute, at 
Azad Maidan, Panaji, Margao, Curchorem, etc.  We also got some MLAs and 
ministers involved in the movement.


I left for Saudi Arabia to join Saudi Aramco in August 1981 but the movement 
was carried on.  They finally managed to form a Motorcyclists’ Association, 
I think in the following year, which resulted in black and yellow colored 
motorcycle taxis – the only legal two-wheeler public transportation in the 
world!


Just like the common expression “Baba!” which was very much in use among the 
foreigners in Goa when addressing a local, the title “Motorcycle Pilot” was 
also bestowed on the motorcyclists by the foreigners.

Thank you for your suffix's  explanation. This was
best explained by Mr. Domic Fernandes also earlier,
but one thing I am sure of,  we don't refer " Females
" young or old by suffix " re" in Tiswadi ( Panjim and
surrounding area)

So as said earlier, suffix differs from Taluka to
Taluka.

[Goanet]Whither goes Goa ???

OK, now the allegedly communal BJP party is no longer
at the helm.  We have the Congress party and their
allies ruling Goa.  They made a lot of promises.  Now
that the dust has settled and the Congress are firmly
in power, lets hold their feet to the fire on all the
promises that they have made.

 Will it be same old, same old or have the
Congresswallahs learnt their lessons after being in
the opposition for so many years ?  Will we see
transparency in Government, will we see an end to
corruption, will we see real development that benefits
everyone in Goa, especially the folks in the rural
areas ? Will we see economic policies that provide
emplyment to Goans first ? I have my doubts after the
posturing and petulant demands, for ministerial berths
made after the recent elections.

Time will tellIn the meantime we need people

Hi all,

China's auto industry is so young and yet they are manufacturing cars quite 
good and above all very cheaply (half the cost) compared to European/ 
American/Indian prices. Last week , 400 cars, medium duty and two wheel 
drive, manual were exported to Germany, for distribution all over Europe. 
(Left Hand Drive) All these, I believe are already sold in advance of 
shipment; and as a result another 400 cars are on their way. All this info 
is from 'The Business Review Weekly' published in Australia, and of which I 
am a subscriber. As and when they start making 'Right Hand Drive Cars', we 
are going to see China's cars sold in Australia, Japan, UK and all of Asia, 
and may be even in India! I get all this info from the BRW magazine.

Never mind that.  Last Friday's Herald Sun Cars Guide

(and later, Age's Drive supplement) brought a number
of articles on China's Car Show - and what a number on
display, all made in China! Most were downright ugly
to look at, underpowered by Australian standards (all
4-cyl engines), no 4WD, but never mind that,
predictions are that China's car industry is set to
boom dramatically, and already cycles are giving way
to cars.

I know that India has made some good strides re
alternative automotive propulsion systems, but we
don't hear much about it - wonder why.

disagree with Mario on American international politics, but not discuss it 
here. Prolonged discussion on a topic that interests only a few individuals 
bores the rest of the group. In keeping with the fine example which Cornel 
has set I have decided to set aside my argument with Viviana on her claim 
to 'Goanness'. Specially so since it appears, as no one else commented, 
that nobody else but us two seemed to be interested in the matter.


I therefore will not respond to Viviana's latest spin attempt on this forum.

The Goa Su-Raj Party appreciates the concern shown by Mr. Jose Philip D'
Souza, Vive President of the NCP regarding the hazard posed by the petrol
pump located in the Vasco's inner city area to the citizens of Vasco as well
as to the environment (NT July 11, 2005). Not only this petrol pump but the
entire petrol tanking operations within the city of Vasco must be the
priority for concern for the safety of the citizens and have to be shifted
out.

The Goa Su-Raj party feel that this is more of a grievance against the BJP,
even more so against its president Mr. Rajendra Arlekar who has become the
owner of the pump in question through clandestine dealings with the IOC. If
the residents of Vasco are threatened by the existence of this pump, then
the present government and the Environment Minister,  Dr Wilfred D'Souza in
particular must assess the hazard posed by all petrol pump installations in
the cities and towns of Goa and pass an appropriate legislation to free the
cities and towns of such hazardous installations.

The Goa Su-Raj Party also wishes to bring to the attention of the
Environment Minister, Dr. Wilfred D'Souza the controversial Caranzalem
petrol pump which has changed hands clandestinely through the connivance of
the BJP and the IOC to benefit another BJP office bearer, Mr. Satish Dhond.
This place was originally kept for a children's park and it was the
congressman Mr. Zuwarkar who usurped this land for his ulterior motives
ultimately benefiting the BJP's agenda. Only the children and senior
citizens of Caranzalem have lost.

Similarly, the Goa Su-Raj Party feels that there is a need to have a re-look
at the petrol pump owned by M/s Ticklo & Sons at Guirim on the NH-17 which
again is a controversial land conversion case where the undeniable hand of
ex-minister Mr. Mauvin Godinho is prominent with the BJP cashing in on his
avarice.

called for specific ACTION. I had said the following:

you at the helm? I therefore really look forward to your contribution 
towards this cause. I hope you will not disappoint me and many others as it

'Information Poverty in Goa ' is an understatement, and I know that you know 
it. By western standards , and compared to advanced countries, the Info 
level belongs to the begining of the last century. And this to prevail in 
this age of Instant Communications, the Internet and the Global Village!


In all of Australia, all over the western world, there is  the 'White Pages' 
and the 'Yellow Pages' published fresh every year.  New Entries missed at 
the time of either publication can be accessed by telephone enquiry; and on 
/thru the internet. The White Pages volumes contain all the relevent info re 
names, address and phone number; as also other important info re: postal 
codes for the whole country; the telephone codes for the who;le country; and 
the telephone codes for the World; also the Time zones for the various 
countries with respect to GMT. Also included are Govt and other public 
import numbers and emergency contact numbers, various query numbers as well, 
in specially marked /coloured pages. In fact a host of information.


Then there is also the facility where an individual or group may want to 
have a 'silent number'; meaning that the person's name, address and phone 
number are secret from the white pages as well as the internet; and also 
can't be obtained over enquiry phone number. Only the individual person can 
divulge these to whom they want to!


The Yellow Pages contain info about Businesses, and commercial entities; 
these are to be paid for by the businesses or the advertisers. They give 
names/ addresses and phone and URL or e-mail addresses, as the client would 
want it. These also give info on postal and telephone codes!


Private phone number related entry on White Pages is free for every phone 
subscriber, but only in standard  print format;  And more importantly the 
White Pages and the Yellow Pages are delivered FREE at the place of EVERY 
phone subscriber, every year, without fail; Also in case of miss out; any 
subscriber can obtain his/ her copy of these, by applying locally.


Then there is the famous Road Directories for Town, City and Country; which 
have to be paid for; which give enough info of all the roads, big and smal,l 
in the area; as also info of projected roads and highways under 
construction. These are shown map wise and to scale. Every car/ vehicle 
owner carries one of these for his/her area, in the vehicle for easy 
reference. I keep one copy at home too; and plan my journey for the shortest 
and easiest route.


The latest is  Satellite navigation maps; for a few hundred dollars one can 
fit a modern car with a satellite navigator and electronic road map and one 
gets info as to direction etc, with regard to destination. The costs of this 
is high of course since the technology is new. This system has already 
caught up with the rich and frequent travellers; but not yet 
required/affordable by common people.


Now, why can't this happen in Goa and or India everywhere; If the 
authorities cannot afford to provide these volumes free; then these should 
at least be made available for the cost of printing. Why not? After all this 
is done, and only then can India claim to be a developing Country; leave 
alone developed Country like the Presoident of India would want us to 
believe!
Hope the 'Take Off' time comes soon; It's a long time coming? Can we see the 
Horizon?

After the Third Death Anniversary (for Goan Catholics) the bones are dug 
from the grave and the place made free for a fresh burial. If the family 
desires, a small amount of bones are kept in a tin which is then embedded 
in a niche in the cemetery wall - which has to be purchased from the 
Church. The niche is then normally covered with a marble slab and relatives 
pray at the slab whenever they visit the cemetery.


Normally the First Death Anniversary is the last 'advertised' Anniversary. 
But we do see adverts for 7th Death Anniversary, 23rd Death Anniversary 
etc. One can understand this happening for the founder of a business house 
where the advertisement serves as a PR tool more than a call for prayer. 
But sometimes even relatively normal people have their XXth Death 
Anniversary very expensively advertised.


Some people have told me that this is when the dead person has specified in 
his will that this should be done. He/she normally keeps, before his demise 
of course, a specific cash amount to be used only for this purpose. I know 
this from hearsay and cannot verify it.

Bangalore has a number hosted by a private company: it is called  
just-dial-yellow-pages.
You dial that number and an operator will give you any listed
number. If you ask for a computer shop number, the operator
will ask you : are you looking for a computer, and will also
give you numbers of ten other computer sellers.
The computer sellers pay for such a listing.

Getting access to any shop or service has become tremendously
easy here in Bangalore now. Perhaps Bangalore has not just beaten
the rest of India, but even  some Western countries.

deluged by all the "other" stuff, and there's more!

I understand from one article, that Australian-made
cars horns, made to last a lifetime here (so far I
have blown the horn maybe a dozen times in as many
years), did not last 3 months in China, as everyone
there, as in India, is "horn-happy".  

But there is possibly a discordant note to all this. 
The accident and death rate is very high. Worse,
driving whilst inebriated appears to be an accepted
way of life in China!

The info re the post codes and the search method mentioned by you and by 
Cecil Pinto to me, properly belongs into the same thread /Title, namely: 
'The Post Office In Goa'; that way all persons in Goa as well as outside 
Goa/ India will know about the post codes for various villages and towns in 
Goa etc.


I have used the links provided to me by Cecil, but it falls short, in the 
sense that, all villages do not have their own individual code! In many 
cases two to three villages are under one postal code. As a result, 
inserting a village name into the search box, can come up with a 'not found' 
answer.


Therefore it is important and absolutely necessary that the Post Office 
(organisation) in Goa publishes a proper list as to which villages are 
covered by which code; as also to publish the same, in every post office and 
educate and enforce the use of post codes by locals, to inform recipients of 
mail etc. by mentioning the post code in all 'return' addresses; ultimately 
leading to knowledge of these post codes, destination wise, by everyone who 
may be wanting to know, at the time of posting. Once this is known, the web 
sites come in handy for use by everyone; What I am saying is that the INFO 
must be known and propogated locally and their use enforced in the first 
place.

I think if the lazy govt depts don't do anything about
this, I think it is high time some private enterprise
should do something.  

First of all, acquire the rights to something like
www.whitepages.goa.in ;

Then get sponsorship in form of advertisements etc to
pay for setting up the site and its upkeep;

Develop a seach engine for telephone numbers - a
simple database search will do for starters (could be
expanded later on to supply the address / location /
map of the place based on what we have recently heard
about digitising Goa's streets). Electronic Yellow
pages could follow (this is, search for businesses
local to the searcher, e.g. florist, car mechanic,
etc).;

Finally, advertise in the local papers that a website
is to be set up to hold directory information for Goan
telephone / mobile numbers, and should people want
their numbers on the site, they ought to contact the
administrator of the website, giving the tel no and/or
the postal address where they couls send the
information to.  Hopefully, people will respond to the
call.  

As an incentive, perhaps the people could be offered
book versions of the directory for a low sum of money
or even for free (one directory per supplier of the
number) if enough sponsorship is obtained through
advertisements.

Anybody willing enough to take on the responsibilty to
see this idea through?

"RE" is not restricted to males.

Only young girls may be addressed as "go". Married and
elder females are addressed "re".

Exceptions galore:

All higher caste females, girls, babies are "re" for the rest.

Similarly all "other" females are "go" for the higher castes.

But the higher castes would never address an old "ayah" or
most other family retainers as anything but "re" and accorded
all respect due the family elders.

You did not understand me properly. I was trying to limit the number of
posts which were responses to Mario's postings, especially those
responses which contained insults against Mario. The ones that carried
insults seemed to form the bulk of responses to Mario's postings
(disclaimer: not based on a scientific study). In all my recommendations
I did not suggest that there be fewer people posting responses to
Mario's posts, all I suggested was that they be compiled into a single
post by somebody who was willing to do it. I'm for no censorship other
than that decided upon by the moderators, whose judgment I respect.

place holding Francis Sister who was screaming and trying to rush to the 
coffin to open it in defiance of the instruction but I was holding her very 
tightly with the help of others too because inspite of my top physical 
fitness that time since I was still a top foot-baller in Kuwait
amongst the Indians, I was totally subdued by the sudden mighty physical 
power of Francis sister)

DRESS CODE FOR RELIGIOUS FUNCTIONS

The Church is the House of God (Domus Dei). Although God is present
everywhere, He dwells in a very special way in the Church, for it is
there that Jesus descends from heaven at Holy Mass to re-enact His
sacrifice of Calvary, and then remains a Prisoner of Love in the Most
Blessed Sacrament. In these sacred precincts most of the Sacraments
are administered, and the faithful enter into an intimate communion
with God and God with them. It is therefore fitting that everyone –
priests, religious and lay-faithful – who come to Church should
present themselves in a manner befitting God's sacred presence there.

In the first place, they must come interiorly adorned with the gems of
Christian virtues – viz. purity of mind and heart, meekness and
humility, justice and love for all – and with the sincere desire to
worship the Lord with piety and devotion, even if they are heavily
burdened with their daily crosses and many challenges.

They must further remember that, while God looks at the heart, human
beings look at outward appearances. The Church is a community and, as
such, has a social dimension which cannot be ignored. In society at
large, there are dress codes and behaviour patterns for different
occasions. There are, for instance, those for recreational activities,
for moments of leisure at home, for gala dinners; and others for
condolence visits, for concerts, for official or informal receptions,
etc. Each attire must naturally be worn as the circumstance demands.

The dress code and behaviour patterns in the Church require our
special attention. One cannot ignore the critical remarks being made
by many, even by those of other faiths, with regard to the attire used
by some persons, men and women, when they worship in Church. Whereas
in days gone by the "Sunday best" used to become at times a sort of
fashion-parade, the modern tendency would seem to go to the other
extreme, with people wearing an attire which is considered casual and
unbecoming of the sacred dignity of the Church and the members of its
Congregation as, respectively, the House and the People of God.

The Archdiocese of Bombay is carefully attending to matters relating
to the dress and behaviour of those involved in Church liturgical
ceremonies (altar servers, lectors, choir, sacristans, etc.). Priests
are required to use the cassock when on official Church duty, and to
wear the appropriate liturgical vestments whenever they perform the
sacred rites. I earnestly exhort the lay faithful to come to Church
functions attired in a way that shows their respect for the sacred
place they are worshipping in. Parents would do well to attend to this
aspect of propriety when they send their children to Church services.

Parish Priests are kindly requested to communicate and to explain
these observations to their parishioners.

Remo Fernandes (52), Goa's pop star for a generation, has been in the
news with his new track, 'Love on SMS'. "I play a Pied Piperesque
character, who helps a youth who's fumbling to declare his love to a
girl. I hand him a cellphone and tell him SMS is the way to do it," Remo
was quoted saying in the Indian Express (June 25, 2005).

IE quotes EMI Virgin's head Shamir Tandon as calling the melody "very
Remo -- peppy, rock infused with guitar and flute".  

Last year, Remo released "the deep, richly orchestrated album" called
'Symphonic Chants Experience. He says he wanted that to be a "total
change" from the 'O Meri Munni' image, an Indipop album. Indian Express
informs that the next pop record from Remo might be titled 'Muchacha
Latina' (Spanish Girl). It quotes Remo saying, "I was inspired by my
father's record collection of old Latino music. And Goa being Goa, I met
a Spanish girl who's a great singer and has sung some of the lines in
the track."

is-- why is 'after death', sometimes over a long period, made so significant 
among the Catholic Goans in Goa? I am genuinly intrigued by this element and 
what its historic origins, parallels and purposes might be.

Goa lacks a decent and uptodate telephone directory of its own! This is
even more acutely felt in a time when Goa's phone network is seeing some
vast expansion. To get the maximum efficiency out of the telephone
network, we really need to know who else is there on it. Otherwise, we
won't get out the benefits of the 'networked economy'. 

Time that we all campaigned to make officials realise how such a deep
level of 'information poverty' affects basic efficiency in the state. 

If I want to follow-up on computer repairs, if I need to talk to a
friend who's into the music scene... there's just no place to check.
Ringing 197 (enquiry) is an option; but there must be an easier and less
wasteful way of sourcing information. I'd like to be more organised
myself, but multi-taking with seemingly a 101 tasks that all needed to
be completed yesterday has its own limitations!

 By contrast, when I was passing through Mangalore recently
 en route to Thiruvananthapuram (the state-capital of Kerala),
 it was nice to see the way their society is making the fullest
 use of information.

Apart from having a whole lot of printing presses churning out useful
information, the region also had a tiny pocketbook sized 'Mangalore City
White Pages'. Costing just Rs 10, the 'book' ofers links to a whole
range of information -- from airlines and air timings to water supply.

One never ceases to be amazed how effectively South India makes use of
all the information it has. This is perhaps one reason why the South is
faring fairly well -- and has probable raced ahead of the advantages
that Goa had in the past -- in a number of fields, ranging from
education, to IT, to transparency in public life, involvement of
citizens in civic affairs and village administration, and more.

Information poverty cripples. It's time Goa realised that. FN
