Hi Fred,

Despite what other Goenkars who did not make the list of 101 Goan diaspora
achievers say, I still think it was a great move and a great start  on your
part to compile that list and make the Goan community more competitive - as
others like Mr. Antoninho's son aspire to make the list in the future !

Also it is a good idea that you have included only the persons who you or
most Goans about on that list - otherwise if the compiler was some other
Goanetter, we may even have some fictitious Goan Diaspora Achievers on the
list. Maybe Mr. Antoninho's son will make the list next year - but it is
incumbant on the father and his friends to remind you and other Goanetters
of the son's achievements this year itself and not complain again next year
! In endeavours like this there will be errors of omission - no list can be
perfect - but we must get started - How can we be a more competitive
community with attitudes like that ?

I was rather amused to read that the Russians have made an enclave for
themselves in Morjim. But I was not so amused to learn that a Russky
has opened a restaurant there that caters to Russian tastes and
(here's the irritant) - local visitors are frowned upon.

Indians in general and Goans in particular need to look into these
more important "Shilpa Shetty-like incidents that occur in their own
back yard before they raise a hue and cry (though I support it) about
something that happens in someone else's country.

Country Planning Minister, Babush Monserrate, reinforce the suspicion that
Vishwajit, in collusion with the Monster Rat, brokered mega land deals.

THE RECORDS of telephone calls made by Vishwajit Rane from the landline and the
mobile phone number registered in the name of his wife, Deviya Rane, in the
possession of the Goan Observer reveal that between February 7, 2005 and
December 31, 2006, a total number of 241 calls were made by Vishwajit Rane to
Babush Monserrate’s mobile number. The calls were made from Vishwajit’s
landline number 2465801 and Deviya Vishwajit Rane’s mobile number 9822588626 to
Babush Monserrate’s mobile number 9822100010. Besides the telephone calls text
messages were also sent from Deviya Vishwajit Rane’s mobile number to

BANGALORE January 19, 2006 (KCNews.org): With an act of violence against 
Christians being reported every third day in 2006, India, a Constitutional 
Secular Democratic Republic, doesn't seem to be a very safe place anymore 
for its tiny Christian minority, a mere 2.3 per cent of the country's 1.20 
Billion population.

A total of 127 cases targeting priest, nuns, church workers and believers 
have been reported in the national or international media during the year 
according to an unofficial white paper released by Dr. John Dayal, President 
of the All India Catholic Union (AICU), the largest and oldest lay body of 
Catholics in the country.

Dr. Dayal believes the number could be much higher as "church workers, nuns, 
priests, pastors and evangelists, health workers and development NGOs often 
do not even report acts of violence unless there is grave injury."

The data compiled relies heavily on the work of Christian groups online as 
the tendency of the "mainline, and specially the Hindi language national 
media" has been to ignore "acts of violence against minority communities in 
general, and the Christians in particular," the AICU President noted.

It was in 1996 during the course of his research, when Dr. John Dayal 
discerned the pattern of violence against the Christian community by the 
aggressive bands of the Hindutva cadres, that he published the first 
"Unofficial White Paper on Violence against Christians in India" under the 
guidance of the late and visionary Archbishop Alan De Lastic of Delhi.

Periodical statistics issued since then have revealed the perpetuation of a 
disturbing trend that continue to cast a shadow over the secular character 
of the largest democracy of the world.

Mhadei Diversion Signs make Greens see Red

A spate of new signboards on Goa-Belgaum road indicating
Karnataka's Mhadei diversion schemes in the Chorla Ghat region
have caused anxiety among environmentalists in Goa.

The signage jutting out on tall boards sent the greens scurrying to
the various project sites across the border near Satari in a fresh
exercise of searching for evidence of construction activity, which
has become a matter of routine over the years in their vigil to halt
the works.

While the water levels in the Malaprabha have been declining to
worrisome levels in recent years, Karnataka has mooted three
projects to feed the river with dams over Haltar and Khalsa
tributaries and River Mhadei at Chapoli.

Though all these projects to divert the flow have not been granted
approval by Ministry of Environments and Forests (MoEF),
Karnataka's move to install the signage fuelled speculation.

However, NGOs fighting against the setting up of the projects as
these would lead to submergence of vast areas of prime forest in
the region of one of the world's biodiversity hotspots, conceded
that they could not see any fresh activity at any of these sites.

Says Mahadei Bachao Andolan secretary Rajendra Kerkar,"There
is no concrete evidence of any structure being raised but they have
made thorough preparations and are awaiting the approval from the
Centre".

The NGOs are aware that once the approval comes, the work would
be undertaken on a war footing to complete the projects. Though
displacement of families is not a major worry, there is opposition to
the projects as they would destroy the very region which is sought
to be declared a biosphere reserve and form in contiguity with Goa's
Mahadei and other sanctuaries a unique corridor for the wildlife in
both states.

The natural beauty of the region is not only attracting environmentalists,
experts in life sciences and nature lovers but also entrepreneurs to
set up tourist cottages. Two such resorts have come up near the
state borders.

The NGOs carried out a campaign to educate the people in the vicinity
of the projects some years back. Some sections of the population
have not openly expressed their opposition but in certain areas, the
residents are extending some co-operation to the environmentalists.

"We have been able to create awareness over the past few years.
The NGOs are alert but the government has to do its bit in equal
measure and stand firm against these projects," says MBA
chairperson Nirmala Sawant.

A new project board at Chorla near the site of the proposed Haltara
dam has been damaged and bent into the ground. While no
infrastructure to monitor any activity is visible at these sites, a
digital water level recorder (encoder) set up at Chapoli is being
manned by some employees.

A shed which served as an office for this project has been shut.
At Nerse, which is an upstream area from Chapoli, the confluence
of the Bandura and Shinger nullahs is also to be dammed to divert
the flow to Malaprabha.

RS. 5000 CRORES WORTH LAND DEALS IN TISWADI ALONE BETWEEN JUNE 06 AND JAN 07

"RECORDS OF property sale deeds registered with the Taluka Revenue Office,
Tiswadi indicate that over Rs. Eleven crores was paid as stamp duty by 52
corporate entities between June 2006 and January 2007 in Tiswadi alone. The
sale deeds on which stamp duty has been paid during this period represent land
transactions of the value of over Rs. 800 crores in terms of market value of
land and Rs. 5000 crores in terms of built up value. The calculations are based
on the assumption that land has been purchased by the parties at an average
price of Rs. 1000 per square metre and that the built up value of land is an
average of Rs. 8000 per square metre.

LAND SHARKS
THE records of stamp duty paid confirm that big land sharks from Mumbai and
Delhi and the rest of the country have been grabbing huge tracts of land which
are presumed to have been illegally converted with the collusion of the TCP
Minister, Babush Monserrate, and his colleagues and associates within and
outside the Cabinet. There are also indications that several senior BJP
leaders, including the former Chief Minister, acted as brokers for the mega
land deals that have been registered between June 2006 and January 2007.

CROREPATIS
AMONG the largest purchasers of the land on the basis of the sales deeds
registered and stamp duty paid according to the records with the Taluka Revenue
Office, Tiswadi, are K. Raheja Corporation, Pvt. Ltd. Mumbai which paid stamp
duty to the extent of Rs. 1.11 crores and was registered on July 4, 2006. The
other stamp duty crorepatis are Emaar MGF Land, Pvt. Ltd, New Delhi (Rs. 1.03
crores) on a sale deed registered as recently as October 30, 2006 and Goan
Hotels and Clubs, Pvt Ltd which has paid a stamp duty of Rs. One crore on a
sale deed registered on November 1, 2006.

Among the real estate companies which have paid stamp duty of over Rs. 25 lakhs
are Casa Grand Developers Pvt. Ltd., Mumbai who paid a stamp duty of Rs. 30
lakhs on their sale deed registered on November 8, 2006. Millfid Developers,
Bangalore which paid a stamp duty of Rs. 37.86 lakhs on a sale deed registered
on August 10, 2006, Pradigan Logistics and Distributors Pvt. Ltd. which paid
Rs. 37.25 lakhs as stamp duty on July 4, 2006 and Indian Hotels Pvt. Ltd. which
paid stamp duty of Rs. 45 lakhs on January 2, 2007 and Enterprises Pvt. Ltd.
which paid a stamp duty of over Rs. 26 lakhs on August 11, 2006. As many as 25
of the sale deeds were registered after the Regional Plan 2011 was notified by
the Goa government."

My girlfriend and many of my best friends here in London continue to be 
Portuguese. Sorry to burst your bubble but Portuguese men are no match 
for this strapping young Indian :))

I must mention that they are all ashamed of their country's colonial 
past, much like the Germans are of their Nazi predecessors.

I continue to proudly hold my Indian passport, despite the ease with

Rane and his spouse Deviya Rane but the entire Rane family including the Chief
Minister, Pratapsingh Raoji Rane, his wife Vijayadevi Rane and her brother,
M.Y. Ghorpade are linked to the ongoing land scam which the Regional Plan 2011
represents.

DOCUMENTS IN the possession of the Goan Observer indicate that the entire Rane
Parivar was allegedly involved in the brokering of the sale of at least 2.85
lakh sq. metres of prime beachfront land to Gold Resorts and Hotel Pvt. Ltd., a
Delhi-based company, in Loliem village in Canacona for a consideration of Rs.
4.07 crores through two sale deeds executed on June 20, 2006 between Handsel
(Goa) Pvt. Ltd. and Gold Resorts and Hotels Pvt. Ltd.

According to the two sale deeds in our possession, two parcels of land of 2.55
lakh sq. metres and 30,000 sq metres were sold by Handsel Goa Pvt. Ltd.
represented by Hemant Sharma who coincidently also happens to be a Director on
the Board of Kharapur Agro Ltd. whose principal share holders are the Chief
Minister, Pratapsingh Rane, his wife Vijayadevi Rane and S.Y. Ghorpade, brother
of Vijayadevi Rane. Hemant Sharma is not only a Director of Kharapur Agro, but
the principal signatory to all the documents executed by Kharapur Agro Ltd."

chills down my spine!  The song, if you hear it, talks about a 'fool' (of

not a fool). A person who quote 'sees the sun going down, the eyes in his head

spinning round', 'day after day, while alone on a hill.' When you hear the 
speech at the end of 
the tune, it gives me a sense and a drive to remind me that the sky's the 
limit, one's freedom of
expression and the right to be heard and act upon it; nothing's impossible if 
one wishes to 
follow his/her dream.

The denotification of the regional plan with
prospective effect reminded me of the Penguin Alcohol
case at Canacona. In the absence of an effluent
treatment plant Penguin Alcohol pvt limited polluted
the Talpona river, some five wells at Khawat and many
fields across Canacona besides air pollution for some
years. 
A case was filed by the great Goa Foundation pleading
only for the closure of the factory not bothering
about the damage already done. The factory management
submitted in court that the factory is closed. Court
personel confirmed the fact and the case against
Penguin Alcohol was dismissed. That was somewhere in
1996 or 1997. 
It's like you go on a murdering spree and then
somebody comes up to say you should stop murdering.
You say OK and the case is settled. What about the
murders already committed. 
Same logic applies for the regional plan
denotification with prospective effect. Mr Rane says,
"Okay, Okay my son or anybody else will not dare rape
Goa again as long as you are willing to forget the
previous rape cases."   
Back to Penguin Alcohol: Some years later the factory
started production again and Goa Foundation? Should we
say Claude Alvares and Co were not aware the factory
resumed production? Or was it a matter of convenience?
I honestly don't know.
Carmo Cruz thinks it was a day of defeat. I think it
was a day when Pratapsing Rane cunningly tried to fool
the people of Goa to protect his son Viushwijeet Rane
and give a legal stamp to his clnadestine land deals
across the state.
The father and the son (Rane) need to be tied together
and flogged naked in public for short selling Goa for
their insatiable greed.

Maruti cars and Priests in Goa:

Dear Gllenda (sic) Viegas: 

The question you have raised about many priests owning cars is on the minds of 
a number of folks in Goa. It stands to reason why you are puzzled about it. In 
proportion to their income how can priests afford to own and maintain a car in 
Goa? This is a legitimate question. 

I have done a cursory investigation in this question, because this question has 
been put to me in private conversations by people around. Allow me to share 
some of my findings. In no way is this e-mail  a definitive answer as to why 
priests in Goa are able to own cars. 

1- Most Churches in Goa do not have the kind of income that enables priests to 
embezzle funds. The "Escrivao" of the Fabrica keeps a close tab on the property 
income. Church emoluments, which priests have some kind of direct control over, 
is nothing to speak about. This does not mean there are no irregularities, and 
priests who pocket some of the funds. But that pocketing is not enough to buy a 
Maruti.  May be it is enough to have a lavish dinner at Longuinhos or some 
fancy ice cream at Baskin-Robbins.  

2- Most priests in Goa are very hard working, and thus they enjoy enormous 
affection from their parishioners who bestow on them very generously gifts in 
kind and cash. There is a remarkable tradition in most parts of the Catholic 
world; when a priest, after his assigned tenure, is transferred, parishioners 
collect money, to give to their departing priest as an expression of their 
affection. Often this collection turns out to be substantial.  In Goa, a number 
of the priests, in the recent years, have been gifted with cars - believe it or 
not. 
  2- Priests also enjoy an enormous affection from their family members. Many 
priests own cars paid for by their siblings working in the Gulf or in some 
other countries. Some priests are driving the cars of their siblings or other 
family members while they continue to work in the Gulf or in some other foreign 
countries. 

  3- Some priests come from affluent families and they have their own rightful 
inheritance which generates enough revenue to buy a car.

  4- Some priests have traveled and do travel to foreign countries, offering 
their priestly services as a summer replacement for three months at a time. 
This summer- ministry, if done regularly, compensates  them enough (in foreign 
currency) to buy a used car. 



  I hope this helps, to some extent, to relieve your anxious curiosity.



  If you want to know about Fabricas and Confrarias and how they operate, you 
may want to invite your Pe. Vigar to dinner (xit-koddi, but sungttanchi koddi, 
with bimblim ani bendde) and have a long conversation with him about the 
workings of these historical institutions, probably  found only in Goa (may be 
in Portugal or Spain).

Free Goa’s early politics swiveled around Merger. The merger of "Supurl’lem 
Goem"
with her giant neighbour, Maharashtra. Bulk of Hindu Goa, roughly two-third of 
the
population in 1963, and particularly its vast ‘Bahujan Samaj’ segment, was 
brought to
believe that a bright tomorrow lay only in merger. That anything else would 
tantamount
to perpetuating colonial-time realities -- old wine in a new bottle.

Bahujan masses, underprivileged and gullible as they had been for centuries, 
were
also roused to the reality that they now were the dominant voice, the majority. 
That this
was not ‘Salazar Shahi’ but ‘Lok Shahi’ (democracy.) Where numbers alone 
counted.

The official pro-merger line was that Goa was too small a place to be an 
independent
political entity. With an affinity to Marathi rather than to Kannada, both of 
which hug
Goa on all sides other than the Arabian Sea, the natural choice was merger with
Maharashtra.

The bitter truth, however, was that the masses just didn’t trust Hindu Brahmins
(GSBs). Catholics, at least the privileged ones, were as good, or bad, as the 
erstwhile
Portuguese masters, assimilated as they fully were into western ways. These top 
two
echelons of Goan society were also viewed with prejudice, as ones who had 
enjoyed
State patronage for four and half centuries. The popular fear was that GSBs and
Catholic elite together would run a feudal society, albeit under a democratic 
label.
That Goa’s long subjugated Bahujan Samaj would be made to wallow in illiteracy 
and
poverty for ages again.

But why did the pro-Merger advocates and Bahujan leaders, aware of their 
numerical
superiority, not consider the option of rule by themselves, instead of blindly 
following
the Merger mantra? Surely, their dreams of Bahujan Samaj emancipation would more
effectively be fulfilled by steering their destiny with their own hands, rather 
than by
surrendering in an ocean where voices would seldom be heard?

The answer lies in the historical mistrust of the upper classes. Even prior to 
liberation,
Goa’s Hindu political thinkers were convinced that if Goa remained separate, 
the wily
GSBs and wealthy Catholics would somehow gain power and keep the masses under
continued subservience. That deliverance lay only in merger. That Maharashtra 
was
their only salvation. That the millions in Maharashtra would render the deceit 
of GSBs
harmless and Catholics like sugar dissolved in a teacup.

Big brother, Maharashtra’s powerful political leadership, which enjoyed huge 
influence
in Delhi, only stoked these fears. It suited their geo-politics: they would 
gain not just
Goa, but through Goa, the disputed Konkani areas of Karwar and Supa...

Maharashtra’s leaders poured time and money, egging together several groupings

that sprouted after Liberation, but shared the merger idea, into a single 
basket: the
Maharashtra-wadi Gomantak Party (‘Gomantak' is another name for Goa). In the
frontline of the formation were leaders like Janardhan Shinkre, PP Shirodkar 
(senior)
and Dayanand Bandodkar.

Between them, the last-named was the least intelligent. But he possessed what 
the
others lacked: practical leadership qualities, and a huge charisma. Bandodkar’s 
aim
was to unite the Hindu masses. Unless the Bahujan Samaj was brought together,
chances of electoral success would be in doubt and the question of merger in
jeopardy. Despite his limited education (Second year in Portuguese Lyceum), it 
was
largely he who catalyzed the popular sentiment into the MGP’s power base.

(Even though merger was central to its campaign in the first election of 
Dec-1963,
"Zhalaach Paahije" was MGP’s rallying cry not in those elections but in the 
Opinion
Poll that followed three years later, in Jan-1967.)

On the other side of the fence were the bulk of Goa’s Catholics and GSBs. After
reeling under the initial phobia of Liberation, they now dreaded future 
prospects:
merger, confiscatory laws and taxes, et al. Typically, though, they were 
divided under
various schools of thought and political groups. The unification of the 
‘mergerists’
under the MGP banner startled them to the new ground reality.

The threat of Goa’s distinct identity being sub-‘merged’ under the backwaters of
Maharashtra was now real. They forged themselves into the United Goans Party. 
With
Dr. Alvaro de Loyola Furtado, a nationalist, as the first President. In the 
frontline were
leaders like Vassudev N. Sarmalkar, Narcinva D. Naik, Marcelino Lima Leitao, 
and, of
course, the redoubtable Dr. Jack de Sequeira.

[Goanet] Church, Priests and Some Issues Raised by Roland Francis

My dear Roland: 

I saw your post. Allow me to offer some comments and clarifications. Not all my 
comments below are a direct response to you; I do take the opportunity to 
comment on some related issues that I have observed on Goanet.
1- I take no offense for anything that is factual. Also I am not interested to 
defend the indefensible. 
2- Of course, there are rogue priests, as there are rogue accountants, doctors, 
etc. etc. You name the professions and there are rogues of all sizes and 
shapes. Also there are rogue mothers and fathers. However, only a few rogue 
priests are enough for some to disregard, discard and be dismissive of the 
whole Church and demonize all the priests. "Tumi padri oxem korta...". Who is 
this "tumi"? But hardly anyone says: "tumi dotor atam oxem korta..."
3- A priest who plays "matka" obviously has a problem. But not as a priest, but 
as a human being, as a person. One priest playing matka does not lead to 
dismiss the whole cadre of priests. One accountant, doctor, swindling a company 
or a client does not besmirch the whole profession. 
4- Priests, as a matter of principle, are not beyond reproach. They are priests 
not because they are perfect, but because amidst their "woundedness" want to 
respond to a particular calling. They are priests and call everyone everyday 
for holiness despite their own weaknesses and failings; thus they too in the 
process of calling others, journey towards holiness. 
5- It is good to know that there are vigilantes at the gates of the Church. 
They do a good and useful service by keeping vigil; they are needed to keep the 
Church straight and narrow. However, most of these vigilantes either are 
disillusioned or disgruntled Catholics with an agenda. Besides, they may be 
cultural Catholics, or practicing Catholics (whatever "practicing" means), most 
of them know very little how the Church is organized as an institution, and how 
it functions, etc. Sadly they make no effort to know - after all they know it 
all.  Many of them have this funny notion that the Pope or the Bishops have 
this magical power to order anything and everyone in the Church, and some how 
everyone meekly bows down to their dicta. In their fantasy they ascribe to the 
Bishops some imperial or dictatorial powers.  
6- Unfortunately, a good number of folks, peddle rumors and innuendos. Since 
some of them have such an itch to write and such a lust for an audience, they 
have no compunction to factualize rumors and hearsay. 
7- Priests are easy targets to accuse and abuse. They usually can't defend 
themselves. They are in this funny business called charity, compassion, being 
guardians of morals, etc,. and thus when one accuses them or abuses them, it is 
expected that they should simply roll over and play dead. It may surprise some 
that they too have human rights, they too are entitled to due process, and to 
the integrity of their reputation.
8- Please, for God's sake, ABSOLUTELY NOTHING should be swept under the rugs - 
as long as it is factual and provable. One is duty-bound to speak up in the 
face of proven wrong-doing. But peddling in rumors and innuendos, besides being 
one of the saddest and troubling activity one may engage in, it also displays 
intellectual dishonesty and intellectual bankruptcy of the individuals trading 
in rumors and hearsay.  
9- And please - just because a Bishop does not respond to every vile and idle 
allegation aired by some one, does not mean that he is covering something.  
Good management and leadership demands that not everything calls for a 
response.

11 crores was paid for registering 52 sale deeds at the Tiswadi Revenue office
alone between June 2006 and January 2007. A large number of the sale deeds
relate to changes in the land use from forest and tenanted agricultural land
and land falling within the regulated CRZ III Zone to settlement and

KUWAIT GOANS’ CONTRIBUTION.

Amongst the expatriate Goans and especially from the Gulf Goans, Kuwait 
Goans contribution for the cause of Goa is really great. The early Goans who 
landed in Kuwait soon after the Second World War were very much conscious of 
their homeland, their homes and their home language that is Konkani.  The 
first Goan association that was formed in Kuwait was known as Goan 
Association Ahmadi – Kuwait, it was formed at Ahmadi Oil Center where most 
of the early Goans concentrated because of their jobs in KOC and other Oil 
companies.  Though these Ahmadi resident Goans working at Oil Centre came 
under the banner of Goan Association Ahmadi -Kuwait yet it failed to unite 
all Goans together because discrimination on the basis of nature of jobs was 
a hindrance.  Entry into this Association especially at certain locations 
and for certain Goan functions for manual workers, for domestic workers and 
for other artisans was prohibited.  This novel idea was decided by certain 
“ded Xanne Bamonn Goykar” on the pattern of British policy of devide and 
rule and also on the basis of discrimination. During those days KOC was the 
monopoly of British and to maintain their supremacy they did not allow non 
British, non Westerners, non white collar job holders to mingle with them.  
Hence, our “ded-Xanne Goykar” also imitated their masters and introduced 
Goan type of apartheid in Goan Association Ahmadi – Kuwait.  Many of the 
Goans residing in Kuwait City and surrounding areas had no role in GAA-K and 
because of this they felt something had to be done. Hence under the 
co-leadership of one Mr. Armando Carvalho and Mr. Vincente D’Souza from 
Camurlim formed another Goan Association in Kuwait city known as Kuwait Goan 
Association somewhere in mid sixties, in the initial stages it was called 
just “Kuwait Goans” but later on it was called Kuwait Goan Association.  
Till 30 years back this was the only Goan Association in Kuwait existing 
while Goan Association Ahmadi – Kuwait automatically came to an end without 
anybody’s notice after the formation of KGA, since most of the Goans working 
at Oil Centre were either retired by their managements or left from that 
place.


Mr. Vincente D’Souza was a very dynamic man working for Kuwait Customs for a 
long time.  He was also a free lance journalist in Kuwait and the only 
accredited one amongst the Goan community. Besides writing for the local 
media he was also the Kuwait correspondent of “Goa Today” a monthly from 
Panjim for a long time till I took over.  He had great love for Goa and Goan 
causes.  Many times he proved to a revolutionary and visionary person too.  
He enjoyed high respect in Goan and Indian societies.  He could easily 
interact with Indian diplomats with ease. He was very much responsible for 
making Goan community known in Kuwait to other communities. He was the first 
person responsible to introduce Goan community to other communities in 
Kuwait. He highlighted many of the Goan issues to Goan and Indian 
Governments and made the voice of Goans very audible in Kuwait.  At certain 
time he was so powerful that if he said Yes, it should be yes for all his 
members in Kuwait Goan Association including to those who later on turned 
against him.  It was like if “comrade Napolean said yes, it must be yes”.  
He had very good vocabulary in English, very good art of oratory too. During 
his stay here in Kuwait till the invasion of Kuwait he played a wonderful 
role in the enhancement of community affairs. Some of his initiatives were 
really wonderful and worth mentioning here. Raising funds for Goa Cancer 
Hospital at Dona Paula was his inititiative, giving access to Dr. Vaidya in 
Kuwait for this cause was his responsibility. About 20 lakhs were donated by 
Goans from Kuwait for this Hospital according to the information. It was in 
mid seventies. And forming of another Goan Association “Goan Arts Circle” 
for organising Goan cultural activities was also his initiative. Direct 
Flight from Kuwait to Goa was his initiative and he worked hard for its 
success, besides him others also worked, I too have played a good role in 
this drive but initiative was of Vincente D’Souza.  Today we are having 
facilities of direct flight much because of his initiative. To get this 
flight was a big effort made by Goans in Kuwait. Then came his another 
powerful initiative that is of starting a new English School in Kuwait known 
as “New Indian School at Jabriya – Kuwait” where thru his pushing a Goan 
principal Stanislaus Alemao was recruited as Head of this School. Because of

GREAT GOING: With the efforts of Oscar and Patricia, the government's 
controversial development plan was withdrawn.

There is one determined woman who is risking her life to save a bit of Goa's 
greenery while the government just stands by and watches.

It's a moment that nudged Goa's conscience and inspired the otherwise 
easygoing Goan community to form the Save Goa movement where they took to 
the streets to protest the Government's Regional Development plan.

But the transition from armchair activist to a hands on one is not an easy 
one. Especially for Oscar Rebello, who is a doctor with a busy practice.

And Rebello, rarely has spare time for himself. But I've never experienced a 
more exhilarating high than this in my life," he says.

It's equally tough for Patricia Pinto, who runs her own boutique.

And so they're settling for the long haul, spreading the word to every Goan, 
actively stopping hills from vanishing into oblivion or a forest from being 
replaced by concrete.

But the achievement is the stay order on the construction of a park on the 
beach front in direct violation of the Coastal Regulation Act is another 
testimony to the efforts of Oscar, Patricia and the others of the movement. 
A sign that the Goan middle class has found it's voice and is making itself 
heard.

Goans win battle, remain skeptical

Panaji: After a long struggle, the people of Goa finally have a reason 
cheer. After months of rallies and protests the fight to save Goa's natural 
beauty has finally borne fruit with the state government
deciding to denotify the controversial Regional Plan 2011.

Chief Minister Pratapsingh Rane took the decision after discussing it with 
his cabinet colleagues.

The controversial Regional Plan 2011 advocates development of commercials 
buildings and hotels in the state's forested areas. "Respecting the 
sentiments of the people we have decided to denotify
Regional Plan 2011 & prepare a new Plan. We are not denotifying this plan 
from retrospective effect," Rane said.

Yet, this decision is being taken with a pinch of salt by the locals. The 
plan will not be denotified with retrospective effect.

The Goa Bachao Abhiyan, which spearheaded the campaign says they want clear 
account of permissions granted during the period between the date of the 
plan's notification and the date of an interim stay issued by the High 
Court.

"GBA urges all Goans to remain vigilant. And we have to study the 
denotification process, especially with regards to the land use changes made 
from Aug 2006," says Convenor of the Goa Bachao Abhiyan, Oscar Rebello.

He has already started getting the popular support. "Decision has to be 
denotified from the day it was notified. You cannot have a choice," says 
architect Ritu Prasad.

Though it seems that the state government has bowed to the people power, 
citizens don't really think so.

The decision of the government to not to denotify the plan from 
retrospective effect has created another stir. Now just what course of 
action this movement will take is for time to tell.

It would be unrealistic to expect the Congress and BJP (for the most part two 
sides of the same
coin), not to pick up a significant number of seats in the next election. I do 
not know the
current plans of Goa Su-raj or Lok Sakti or their backers, but even given the 
current disapproval
of the status quo, it is unlikely they will win a majority. What would help 
immensely if a few
independents ran and won. 

Even 5 or 6 independents in the Assembly would have the ability to broker power 
in favor of the
people and spoil the usual BJP and Congress machinations. Mathany alone 
(although he had a party
affiliation) was able to get significant attention from both parties in the 
Assembly numbers game
but in the end was overwhelmed as he was alone. I feel 5 or 6 independents 
could caucus and
effectively negate the power of the two major parties.

It would be nice to see Arvind Bhatikar, Aires Rodrigues, Floriano Lobo, and 
others in the
Assembly, even if only for one term to show what can be done. Following their 
example, other who
might never have considered politics can run, even for one or two term limits, 
before Goan
politics eventually corrupts them too (all politics eventually corrupts).

Dear Sunith,
Common sense and restraint had stopped me from
replying to RKN but this I'll reply to briefly, since
I'm rushing to the airport to catch a flight to my
beloved Goa.

It's one thing what a Goan says about Goa, it's quite
another thing when a non-Goan, reduces 450 years of
our history to a Malayalam proverb and that too about
birds, cages, gilded or otherwise.

interest of tolerance, I think sensitivity should be
shown to Goans who do not feel any hostility to the
Portuguese and fully own their cultural heritage, such

Tolerance you see, cuts both ways and there have been

and has to do with our identity as Goans.

Perhaps when you grow-up, you'll learn this little

 It is perfectly possible for someone on this side of the pond to know more 
than perhaps a  Johnny Come Lately to the States. If you disagree please 
tell me why. This would be of interest to me because at one stage, I was in 
the UK,  an external examiner on The Civil Rights historical period in the 
USA. Further, I speculated on George's comment and question about how well 
the Goans in the States might know about the Civil Rights Movement. I did 
not say I knew for certain on this specific point  and there is a difference 
between speculation (that is perfectly legitimate) and hard facts.

Your irritation when it was suggested that, but for Rosa Parks you could 
have been sitting at the back of the proverbial bus, was intense and other 
Netters remarked on this observation too---indeed for a short while, it 
became an in joke. If indeed you had appreciated Parks' role you would have 
agreed at that point, when you threw a 'tantrum' that, yes you had something 
to be grateful for. But you definitely did not.

Some of us are more attentive over your pronouncements on Goanet than you 
might imagine.

When we talk about doctors in politics, it at once reminds me of some of the 
finest doctors
who gave up their practice/dispensary only to join the so called dirty politics.
 
And once they are in politics like MLA/Ministers, then there is no looking 
back, politics and
the only politics becomes their profession or vices.
 
Let me mention some of the well known doctors who switched to politics.
 
Dr. Wilfred D’Souza:
I don’t know him personally but I do know that he was a fine consultant surgeon.
(fellow of Royal College of Surgeons England, Edinburgh, International college 
of surgeons
etc).
At the age of 47, he was a member of the Legislature Assembly and now he is 
about 80 years old
 (Dy. Chief Minister) and it seems, for him,  there is no looking back.yet.
 
Dr. Luis Proto Barbosa
He was very popular too having his dispensary at Cansaulim. He was our first 
choice and for
this, we did not mind traveling from near Majorda to Cansaulim. Those days, he 
had a
motor-cycle (Bullet sound type). In fact,  he was the only one who had that 
bike.  Every time
we heard the bike sound in the night, we said to ourselves ‘Dotor Aila, konn 
tori boron nam
mista’ and next morning we used to enquire about it as to whose house the 
doctor visited last
night. In 1990 he was a chief Minister for about 8 months and then I think he 
was disqualified
under the act. Last time I visited his house at Cansaulim residence in 2004, I 
was told he
spent most of his time at his ‘pukka’ bungalow near ‘Adollem’ spring which is 
below the 3
kings Chapel hillock, Cuelim, about 3 or 4 kms from Cansaulim.
 
Dr. Carmo Pegado:
He had his dispensary at Goa-velha market (near the Church). He was very 
popular too. Always,
seen many patients waiting for their turn to see him. 
I think, late 1980s or early 90s, he won the St. Andre seat as an independent 
with all the
support of his patients etc. As his support was crucial to for the Government, 
he was inducted
into the ministry straight away as Tourism Minister.  Within months, his new 
bungalow came up
on the road to Dona Paula near the circle. Last time I remember visiting his 
bungalow was in
1992.
 
Now, what made JoegoaUk to bring this up ?
Well, the recent andolans and morchas with active involvements of some well 
known Doctors like
Rebellos, Colacos etc, made me  to ponder whether they will join politics too.
It is quite possible to say ‘My people made me to contest the election’ or ‘It 
was my
supporters and well-wishers’ decision’ etc
 
As said, once in the politics, there is no looking back and then we realize we 
(patients etc)
are the actual losers for losing our trusted family doctors etc.
 
Even if the doctors do come back  say after 5/10 years (out of the politics), 
the
people/patients’ trust will never be the same as before.

So, I will end up saying..

It is a given that Goans are God's chosen people irrespective of our religion.  
So it stands to reason that we should get special treatment compared to other 
people / races across the globe. 

Looking to our recent history, Goa as it evolved from colonialism, had two 
models to follow:

Model I: Pondicherry, Macau, Hong Kong Model- Rid oneself of the colonials. 
Join the mainstream and live in freedom along with others of the same cultural 
background.

Model II: The East Timor, Vietnam Model.  Fight-off the colonial masters and 
any new masters that may come along.

Yet, some are  proposing a Third - Goan model. Expect others to do the fighting 
to rid Goa of colonialism. Then expect the new liberator to just give the 
people a choice.  If we make the wrong choice, they (former colonial & 
liberators) will still be responsible for our chaos. 

Our ability / inability to govern ourselves and be self-sufficient is shown by 
contemporary events. Clearly, Goans have a difficult time working together in 
productive endeavors. Yet like errand and immature children, nothing is lost in 
saying, "We should have been given the choice".  

Of course forget about sacrificing and fighting for our demands. We are 'too 
fidalgo' for that.  As my mother would say, "If one does not put one's money 
where the mouth is, then talk is cheap".

The Goa  Cabinet has decided to give in to the sole demand of the SAVE GOA 
Campaign [Goa Bachao Abhiyan] and de-notify the REGIONAL PLAN 2011 which 
would have converted Goa into an urban sprawl like Mumbai...and made land as 
expensive.

It has also agreed to include some other groups into the OBC list, 
irrespective of religion.

The STs will hopefully get 4 seats [12%] in the Legislative Assembly 
reserved for their candidates. Taleigao, Poinguinim, Canacona are some of 
the likely seats with ST majority electorate. Along with 19.5 % for OBC, 
31.5 % seats will get 'reserved'. Politics in Goa will undergo a 
change...hopefully for the greater good of the state.

Govt to denotify Regional Plan 2011

Panaji, Jan 18 Bowing to the public outcry, the state cabinet today decided 
to denotify the Regional Plan 2011 and draw a fresh regional plan for the 
next 10 years, up to 2017.
Briefing reporters after the cabinet meeting, the Chief Minister, Mr 
Pratapsing Rane said that the Town and Country Planning Board would be asked 
to engage a reputed planning firm to draw up a new plan, which would be 
completed in 3-4 months.
Mr Rane said that latest technology, including satellite imaging, would be 
used for drawing up the plan, in which the government forest, the coastal 
regulation zone area, water bodies, etc, which do not figure in the Regional 
Plan 2011 would be marked and put up for public scrutiny.
Replying to a question on whether the government could denotify the regional 
plan, the Chief Minister said that it was brought to his notice lately that 
anyone who has power to notify a plan or a legislation also has power to 
denotify it.
He also denied that the government acted belatedly, saying that everything 
was done transparently. He further denied that any work was done under the 
Regional Plan 2011.
Earlier, the Chief Minister said that the Congress legislature party, which 
met in his chamber before the cabinet meeting, resolved that the government 
should denotify the plan.
Mr Rane said that the Congress party honours the sentiments of the public 
and has taken decision bowing to the wishes of the people. "We represent the 
people and we have taken decision to denotify the plan as demanded by them," 
he told reporters after the CLP meeting.
The Chief Minister also said that the cabinet also passed a resolution 
recommending the government of India to make necessary amendment to the 
Representation of People's Act, 1951, and Rules made there under.
The cabinet has resolved to urge the central government that that 12 per 
cent reservation of seats for scheduled tribes and 19.5 per cent seats for 
other backward classes of the state should be made in the legislative 
assembly of Goa.
The cabinet also decided to increase the procurement price of the milk, with 
3.5 per cent fat and 8.5 SNF, to Rs 12 per litre poured by milk producers 
from the state to the co-operative societies, said Mr Rane.
The cabinet also gave its approval to Goa Agricultural Produce Marketing 
(development and regulation) bill, 2007, he said adding that the bill 
provides for encouraging contract farming. The new bill once approved by the 
assembly would replace the Maharashtra Agricultural Produce Marketing 
(Regulation) Act, 1963, which is in force in the state.
Mr Rane said that cabinet also decided to cancel the selection process in 
respect of appointment to junior scale officers of Goa Civil Service by 
direct recruitment, due to undue delay in selection of candidates with 
respect to the requisition sent by the government in 2004.
The government decision would help many other young people who have become 
eligible to put up their candidature for the posts, he added. The cabinet 
also approved creation of 11 posts of theatre art teachers. It also approved 
appointment of Mr P V Kadnekar, retired joint secretary (law), as special 
secretary (law).

Chief Minister Pratapsingh Rane should apologise to
the people of Goa for having, with vested interest,
notified in the first place an anti-Goa, anti-people
and anti-environment Goa Regional Plan 2011. 

The Government cannot get away by mere de-notifying a
plan which was a planned fraud on the people of Goa by
some of the politicians to line their pockets by
selling Goa. 

The Goa Regional Plan 2011 was not a mere mistake or
mishap and only a judicial probe would reveal the
extent of the financial benefits that were amassed
through the Goa Regional Plan 2011 by the Pratapsingh
Rane household, some Ministers and many MLAs.

The Goa Regional Plan 2011 should be denotified with
retrospective effect and there is a need to develop an
environmental vision to protect Goa’s fragile
ecosystem.

The people of Goa should demand from those aspiring to
contest panchayat or assembly elections a firm
commitment to safeguard, conserve and protect Goa’s
natural beauty by preparing a scientific environmental
management plan in consultation with the local people.

I am confident that sending 40 new faces to the Goa
Legislative Assembly may be one way of clearing the
political garbage that Goa is embroiled in.

"almost entirely" the fault of all Goans as well as Indian citizens and not
the government (whether Goan or central)! Sounds rather preposterous. Who is
responsible for junking the concept and ideal of governance? If one blames
all Goans/Indians then actually nobody may be to blame. One has to stick his
neck out and take a stand one way or another regarding the source of
problems.  Only then can we make some headway in devising solutions or at
least strategies to mitigate them. Cheers.

Tourists who are increasing in number as India rapidly ascends the global 
economic scale,are demanding authentic Indian spirits.When in Mexico they 
ask for Tequila,in Jamaica it is the ubiquitous rum,scotch whisky in 
Britian,Bourbon in America,Vodka when in Russia,champagne and cognac in 
France. Italy has its grappa and Japan has the favourite sake.

  What has India to offer the world tipplers palate? Nothing for now.

Because Indian liquor barons who have enjoyed totally monopoly here have 
never bothered to develop an international brand that can be described as an 
authentic local drink.As their counterparts in other parts of the world 
created strong local brands out of obscure local products through savvy 
marketing,Indian spirit barons stayed contentwithin the confines of the 
Indian market. But things may change; the signs are already obvious. Since 
the Indian market has been thrown open to the international competition, the 
spirit behemoths here can't sit on thir laurels of the past, and hence a 
brand from India seems to be logical outcome. India's potential in this 
category is phenomenal , only somebody with the will must lead the way.

  Feni, Goa's own drink, is an ideal candidate to become a global brand. 
Feni, made of cashew fruit or palm toddy, is made in many Goan houses for in 
house production as well as for sales. Feni has earned fame outside too, 
thanks to tourist who carry a bottle or two back home.In fact ,Feni has been 
lurking as a global brand for a long time. Goan entrepreneurs have been 
talking of patenting Feni s Goas own drink so that anything made outside Goa 
cannot be called feni, just like whisky made outside Scotland can't be 
called scotch whisky.

  United Breweries is now looking to take Feni from a country liquor 
label to the level of a premium classy drink for national and international 
markets. UB top brasses for the first time, are going into nuances of 
patenting geographical indication WTO regulations, etc.

 Senior professionals in the spirit industry rue the absence of a real 
global rum brand from India. India's strength in the rum category is 
believed to be unassailable, as molasses, the basic ingredient of rum, is 
available in plenty here. Molasses incidentally, is a product in the sugar 
production process. If the Caribbean islands could market their rum brands 
so successfully, can't we come out with similar brands?

 Arrack,a pan-India low-end country liquor is another possibility from 
India. A precedent is available from Sri Lanka where the largest selling 
branded spirit is arrack. Toddy the natural fermented liquid, tapped from 
coconut and palm trees, is discreetly supplied at high-end parties hosted by 
five star hotels and restaurants in Goa and Kerala, states where coconut and 
palm trees are in abundance. Entrepreneurs in Bali, who have successfully 
branded an array of liquers using a special jaggery made from toddy, already 
tap toddy's potential.

  Branding Feni and toddy have inherent problems. Both smell strong and 
therefore have many detest it. But the professionals in the spirit business 
say technology can tinker with the smell. Toddy has an additional problem. 
It cannot be preserved beyond a few hours of tapping. Here too technology 
provides the solutions. International spirit majors have invested in 
technology before converting obscure local products to global brands. 
Technology needs investment but when products are identified as potential 
global brands, investments are historically seen as following them.

in Goa on Thursday. It was
a defeat of forces that held the Regional Plan 2011 together and disgrace 
for the two legislators whose  disqualification was upheld by the Supreme

  Supreme Court upholds disqualification of two BJP  MLAs. The BJP today 
suffered another major jolt as  the Supreme Court upheld the verdict of the 
Bombay  High Court at Goa, setting aside the election of   two of its MLAs 
-- Rajendra Arlekar and  Dayanand Mandrekar -- for holding an office of 
profit while in power.

The above two news items should convince you to launch the "Save Goa Party" 
and return to power with an absolute majority  in May. All Goans want Good 
Governance in Goa and they dont want the BJP ! We also dont need the GOAN 
GAON GOONS who are ruling Goa today and are making a GAAN of Goa !

E.g.If  C&A living together, does not necessarily mean they are married to each 
other

 Those of you in England & France may have heard about the famous departmental 
Cloth Store
C&A.  (I think C&A closed or closing down its UK operations).

OK. Let’s come to the point

Two living together,  what it could also mean ?

Assuming we are talking about higher middle and above class people, let me 
further subdivide
this category into two viz.

Living together: (A)  Sharing house (B) Sharing Room/bed

Sharing House:

It could be a 
- Tenant (paying rent, thus sharing lounge/kitchen/toilets etc)
- Paying guest 
- Relative 
- Friend
- Servant

 
Sharing Room/bed:
- Spouse (husband or wife)
- Partner (opp. Sex but not married yet)
- Partner (same sex)
- Mistress
- One night stand

  (you could add more)

So, next time you hear of two people living together, please don’t jump to a 
wrong conclusion,
as said, it could be anything as above.

 So, what inspired JoeGoaUk to write something like this ?

Well, yesterday, we were sitting in a popular Pub/Restaurant in the heart of 
Margao City.

There we heard some people talking about the Tiatrists who jointly write/direct 
tiatr/VCD film
etc  like Anil-Fatima, Anil-Olga, Peter-Roshan etc. And now, Fr. Conceisao and 
Sr. Agnes too.


I too saw that ad (with their photos on) on last Sunday’s Herald, It’s a tiatr  
‘Oromb ani
Xevott’ and this is also jointly written/directed  by Fr. Conceisao & Sr. Agnes 
(Tiatr for
Korezm).

I think it was correct on part of the Indian government to take up the 
issue. Even if it is a case of class and not race, as Cornel has mentioned, 
there has to be a certain amount of decorum.

I hope that the Indian government also takes up the issue of the proposal by 
the German government for a ban on the display of swastika, because it was 
misused by the Nazis.
