this evening I spoke to my biologist brother who also
resides in the US, and later this morning I'll speak
to my brother, the doctor, who is currently in Goa.
All three of us are children of one of those
Gulfies, you so derisively refer to.

So, as to your first contention that all Gulfies carry
crates in the Gulf, let me not dignify that with a
response. As to your second contention that children
of all Gulfies grow up to carry crates in the Gulf and
have no other aspirations than to be taxi-drivers or
open up STD booths, let me also not dignify that with
a response.

Let me say however there is a big disconnect between
what the privileged sons and daughters of Goa can reap
as reward and what the masses can look forward to. A
good education system levels the playing field. It
makes available not just opportunity but also
aspiration, motivation and the inclination to climb
higher and reach further.

A good education system exposes the mind to ideas,
challenges limitations, taps into creativity and makes
possible the impossible. It is not adequate that
financial aid is made possible. It is more important
to have the type of facilities in terms of libraries,
first class teachers at every level, books, research
labs, proper class size (the average size in Goa by
the way is 60 per class. Please compare this with an
American 15-20 per class), sport facilities, music,
lack of environmental stressors (one school in Margao
overlooks a garbage dump, many don't have chairs or
tables in the villages), availability to information
such as the internet (even though the computer scheme
makes computers available, it doesn't supply the
software needed to make it viable). These are just a
few of the things an education system should encompass
and when made available to everyone, is successful in
leveling the playing field between the rich and the
poor.

Please don't try to defend the indefensible. You've
been the beneficiary of good fortune. I hope you use
your good fortune to realise the misfortune of others.

Addressing a press conference this evening, Mr
Parrikar reiterated that the party would contest the
assembly election on its own strength with the basic
target of defeating the Congress party.

He said the first batch of 30 candidates of the BJP
for the assembly election will be announced around
March 10, next month.

“We would be soon finishing short-listing of our 30
candidates, and put the list before the local election
committee,” he informed adding, “each electoral
constituency will have three short-listed candidates
in the order of priority, with the final decision to
be taken by the local election committee.”

Mr Parrikar also said that the central election
committee of the party reserves right to change the
candidates finalised by the local election committee,
if there is any controversy.

The opposition leader disclosed that the Valpoi MLA,
Mr Narahari Haldankar has expressed his desire not to
contest the assembly election, and only dedicate to
the party work.

Asked whether the BJP would admit the South Goa MP who
has decided to quit the Congress party, if approached,
Mr Parrikar said, “We will decide to cross the bridge
once we approach it.”

Meanwhile, the former Youth Congress general secretary
for Sattari, Mr Ganpat Gaonkar and the former MGP
candidate from Poryem, Mr Kanta Gaonkar joined the BJP
today, with around 400 supporters at the BJP
headquarters, in the presence of Mr Parrikar.

Mr Parrikar further said that the trend of people
approaching the BJP, as the assembly election draws
near is important for the party. “A number of people
from all categories, including the minority
communities, want to join the BJP,” he added.

Mr Ganpat Gaonkar said that the people from Sattari
taluka have been facing grave problems as regards
ownership of their lands. “The Poryem MLA has been the
Chief Minister for past many years, but failed to
solve this problem,” he stated, pointing out “the same
has resulted in lack of development of the farmers.”

Mr Kanta Gaonkar said that his entry into the BJP is
unconditional, and he would support any candidate
decided by the party to contest in the constituencies
from Sattari taluka.  “I want to work under Mr Manohar
Parrikar and Mr Shripad Naik,” he added.

A couple of months ago there was a slew of notices in
the Delhi newspapers for seminars in 5-star hotels 
on How to Buy Property in Goa.

Yesterday I saw an ad by the OSB Group for a project
called Sea Shells coming up near Bogmalo beach.  It
promises to be a residential complex with built-in
potential for conversion into a premium resort.

Now what the hell does that mean?

The ad carried the stamp of PDA Approved.  We know
what it takes to get a PDA approval these days.

Question - does this project violate CRZ or any other 
regulations?

Keep the Dilli savage out of Goa.  That should be
the motto of every Goan.  (I am counting on FN to
wave the We Are All Indians manual at me:-).

You long post still does not hide the fact that the only alternative you 
could think of (whether in jest or not) to a Goan youth being a waiter on a 
cruise liner was being a waiter in Goa.

Please note that the coastal communities are not nearly as economically 
disadvantaged as many from the hinterland.

A brief survey of professional colleges will show you that hinterland 
regions like Quepem, Sanvordem and Bicholim are much better represented than 
Calangute, Anjuna or Colva. You will also find that the middle class and 
lower middle class(economically speaking) vastly outnumber the upper middle 
class or rich in any professional Goan college, because they generally much 
more motivated to study.

This is strange considering that Coastal regions have much better acccess to 
a good education thanks to Church run institutions and the vast majority of 
residents are definitely middle class or above.

Why are most of the cries of outsiders taking over jobs and businesses from 
the coastal villages? Why are only Sashti taxi drivers complaining about 
lack of business?

Whether you like to admit it or not a large portion of the Gulfies or 
shippies who choose to return to Goa buy tourist taxis or open general 
stores( both of which are in excess supply). And whether you like it or not 
a large portion of youth from the coast have no aspirations other than 
simply going abroad(in whatever role and by any means) and returning to do 
the same.

When you talk about levelling the playing field betweeen the rich and the 
poor, just take a look around you anywhere in Goa and see how the erstwhile 
economically
depressed classes now run most businesses and control most of the government 
while the coastal Catholic communities who have always had it better off are 
crumbling.

Are we expected to wait till the education system is upto American standards 
to start working hard? Are hours spent attacking Church run schools going to 
improve anyone's prospects? Is spouting nonsensical generalities (a GU 
degree is not recognised anywhere abroad or our youth can't find jobs as 
CEO's with their pass class Bachelor's degrees) the way to go?

Criticism like the kind Joe Vaz wrote can be constructive, but the nonsense 
we hear from Albert and Gllenda is nothing but a blame game. Unfortunately 
for them we know where the blame lies.

Deng of China may have heard of the Goan disaster of
61 therefore he elaborated the One Country Two Systems
model for Macau and Hong Kong which is supposed to
last for 50 years. 

In my opinion this system is functioning with a few
hiccups. No full democracy is allowed at the moment.
Incidentally there are a large number of chinese
learning Portuguese and drinking red wine which
Portugal can not cope with.

Bernardo's snide comments(that backfired!) and the example provided by 
K3(since I was threatened by a libel lawsuit, I am unable to use this 
individuals name) about  American table manners reminds me of a visiting 
person who I recently had lunch with(from BC's mothership).

He was commenting as to how a posh couple sitting next to us didn't know to 
eat with a fork and knife.

Here in England I had learned that at fancy or very formal dinners one does 
not cut a potato with a knife but does so with a fork.Also stuff like rice 
and mash potatoes are put on the outside of the fork(convex surface) and 
eaten.

So I had to explain this to that peasant clown from that backward country.

Thank God I'm from Bharat and we accept that people and cultures are 
different.

Archbishop Ferrao for Daman

Panjim, February 26. Archbishop Filipe Neri Ferrao has left early this 
morning for the Mission of Daman, on a Pastoral Visit to that area. The 
Mission includes Daman, Dadra and Nagar Haveli, territories which continue 
under the jurisdiction of the Archbishop of Goa. Besides meeting Priests, 
Sisters and different groups of Catholic faithful from various parishes, the 
Archbishop will give the Sacrament of Confirmation in Khanwel, Chisda, 
Shelti, Dudhni and Silvassa. He will preach in English and Marathi (from a 
prepared translation of his English addresses) and will also use Portuguese 
in his meetings with the faithful. A Pastoral Visit is the Shepherd's Visit 
to his Flock, the official visit of a Bishop to the parishes and 
institutions of his diocese. Archbishop Ferrao, who will return to Goa on 
the 2 nd March, has already carried out 103 such visits since he took over 
as the Archbishop of Goa and Daman, three years ago. These Visits usually 
take place over a weekend.

RESPONSE:  What a load of crock ! One has to just check the narrow Dow
Jones Index, to find U.S. Global companies and there are many more.

Coca Cola, Pepsi, Citi Group, J.P. Morgan Chase, Goldman Sachs, Morgan
Stanley, Procter and Gamble, the Big Mac and Burger King, as well as
finger lickin good ( all of which are Goveia's staple diet )  are
found almost all over the World. Boeing Planes carry vast amounts of
people every day. G.E. and Pratt and Whitney ( United Technologies )
provide the Jet engines. When men like Goveia want a lift, they look
to Pfizer inc ! All of our Telfon coated pots and pans are the product
of Du Pont.

We were informed that Goveia would only post to counter ''Left Wing''
ideology ! The truth of the matter is, Goveia can't exist without
Goanet :-)).

To crown it all, we now read in the Newspapers, that both the U.S. and
U.K. are putting pressure on Iraq...to surrender their oil fields to
the Multi National oil Companiesmost of whose shareholders are
Americans. We were informed that the invasion of Iraq was not about
oil; what a load of rubbish !

economy, with low taxes, low inflation, low interest
rates, low unemployment and a very high incidence of
personal home ownership.  We create economic
development in other countries by importing their
products and services like mad, allowing them to

so productively instead of just giving it to them. 
Perhaps you didn't notice.

The next time you visit America, and I hope you will,
please take a few moments to see whether there is a
lesson in the American system for other countries who

 For example, India during it's first wasted 50 years,
before Manmohan Singh had the opportunity to make
critical changes in the Indian system.

Believe me, America was a very impoverished and wild
place when the first foreign settlers stumbled upon
this place.

(January 29 issue) has found an echo in Parliament. Recently 
elected Rajya Sabha MP and industrialist from Karnataka, 
Rajeev Chandrasekhar, took up the issue through a written 
question on foreigners buying land in India-with specific 
reference to Goa. But with home minister Shivraj Patil 
choosing not to respond, Chandrasekhar has now shot off a 
letter asking the former why he was unwilling to supply 
credible answers.

Israeli couple held with live cartridges in Goa  
 
Panaji, Feb 26: An Israeli couple was arrested this
evening at the Dabolim airport here for attempting to
carry five live cartridges on board a Goa-Jaipur
Kingfisher Airlines flight, police said. 

Ikhat Nidan (22) and her partner Mordechary Iluz (25)
were arrested when five 5.56 mm live cartridges were
found in their handbag during the X-ray scanning,
they said. 

Interrogation of the couple was underway and Vasco
port town police have booked both under Section 3 of
the Arms Act following a complaint by Kingfisher's
airport manager. 

Officials stated that the couple had arrived in Goa on
February 23 and were heading towards Jaipur in IT-612
Kingfisher Airlines flight when the cartridges were
traced to their handbag. 

Investigations have revealed that both had checked in
at a hotel at Anjuna in North Goa during their stay
here, police added.

Hi Joe,

You have made some good and specific points.  Here are some thoughts.

Primary education is important as you point out.  Yet, it is my understanding, 
even more important is pre-primary education. This includes both KG and pre-KG, 
when the infant's brain is developing.  Based on this, perhaps new parents (and 
grandparents) should form their own parent-pool and teach the pre-KG children.  
Learning from what my own grandchildren are going through, these kids should 
read, write and memorize the old fashion way - songs, nursery rhymes, basic 
prayers etc.  One does not need a school, a church, priest, nun to organize 
this. So if we fail here, ho soglo guneaum amcho Goenkarancho. 

The drop-out rate in Goa, like in the USA, is not school or money related. It 
is more likely a flawed upbringing at home and starts very young.  This is 
important in today's nuclear family where the grandparents and other relatives 
may be far away. Actually the nuclear family is yesterday's social unit. 
Today's young family is more likely to be a single-parent unit. 

The poor English communication skills can be corrected with Parent-Teachers 
Associations having old-fashioned elocutions, debating contests, drama, essay 
writing competition, spelling bee, summer book reading programs, etc.  Parents 
should stop blaming teachers, priests, nuns and schools. Rather they should 
volunteer and cooperate in these extracurricular activities; casting away their 
concepts of podhi and patrade (pride and prejudice).  

Would we not love to read posts from Goa's school and college students on 
Goanet?  A few years ago WGD had a essay-writing competition. I do not know how 
successful it was in encouraging students to participate.  In life one can take 
the horse to the water, but one cannot force the horse to drink.  I 
congratulate you for sparing your vacation to Goa to share your computer and 
language skills. Now are there no native Goans with these skills? This is a 
golden opportunity to volunteer or be entrepreneurs.

I agree, many Goans are doing (or have done) extremely well for themselves in 
many parts of the world wherever they work or have settled.  

But now we are talking about primary education in Goa. IF our current education 
system is solid (assuming that we have a very good primary education system) -- 
which is the foundation for a better secondary and higher education, -- then 
why are we seeing the phenomenal number of dropouts? Can you explain?  You say 
education is a “societal issue” and how did the society inherit this 
issue/problem? 
 
In a recent conversation with a Canadian born friend (whose parents migrated 
from India) observed that many of our Indian engineers lack the English 
communication and presentation skills, which is a major obstacle for their 
advancement.  I fully agree with him.  We want our children not merely to have 
a good education but also to acquire the best communication skills, -- the lack 
of both is abundantly evident in Goa. 
 
Every year during my trip/s to Goa, I set aside time to teach young boys and 
girls computer and language skills.  I think it is time well spent and a 
worthwhile investment.  Often, I am saddened that a majority of our Goan youth 
is not well equipped to meet the harsher challenges in the outside world.  It 
is sad that they struggle to produce a reasonably well written job application 
in English. No wonder they are forced to settle for low paid jobs.

To answer Jose's question, I have gone through Leo
Lawrence's book, which mostly harps on the Goa case at
the UN.

Like many pro-Portuguese Goans, Leo advocated a Free
Goa in a Free India. I had another friend who gave me
many phamplets he published espousing the case of Goa
as an independent nation. He quoted facts and figures,
such as Luxemborg, or probably some other nation,
being smaller that Goa in area.

Like the present-day Khalistanis wanting an
independent Punjab. I won't mention Kashmir, because
the history of this state is complicated and has its
own unique history in India's political framework.I
 am not sure of Cardinal Gracias's statement but he
was consulted by the Goan liberation leaders and fully
backed India's repossession of Goa.

How many on this forum have read Prof Soares's
autobiography?

Hi Selma,

Thanks for your note. There will be no gap between the  privileged sons and 
daughters of Goa  and the masses as far as education is concerned when 
IITian Manohar Parrikar becomes Chief Minister of Goa after the May 
elections. We will have a great education system in Goa ! The entire Goa 
Schools curricullum will be revamped to be one of the best in India and IIT 
Entrance Exam coaching classes will be held all over Goa for nominal fees. 
Thanks to the fine example of what Goan students can achieve after an IIT 
degree, set by Manohar as the effective and efficient CM during his first 
term, IITian Manohar Parrikar was largely responsible for the exemplary 
exposure that resulted in six  Goan students being admitted to IIT this year 
and not all of them were from priviledged families. In fact I know of many 
priviledged sons and daughters of Goa who did not get into the IITs despite 
trying (remember IIT system is a meritocracy, not an aristocracy !) and they 
have still not arrived in the US despite their aspirations to do so. 
Manohar's education and IIT programs will ensure that the IITs are stuffed 
with well qualified Goan students for the forseeable future.

So its up to all Goenkars (Christaos and Koknes) to send the Goan Gaon Goon 
Chors of Congress packing, and elect the highest educated Goan politician 
who is an expert on Good Governance IITian Manohar Parrikar as the next Goa 
Chief Minister with a resounding majority for the Greater Good of Goa ! Viva 
Goa ! Viva Parrikar ! Viva ! Viva !

Let me say however there is a big disconnect between what the privileged 
sons and daughters of Goa can reap as reward and what the masses can look 
forward to. A good education system levels the playing field. It makes 
available not just opportunity but also aspiration, motivation and the 
inclination to climb higher and reach further.

A good education system exposes the mind to ideas, challenges limitations, 
taps into creativity and makes possible the impossible. It is not adequate 
that financial aid is made possible. It is more important to have the type 
of facilities in terms of libraries, first class teachers at every level, 
books, research labs, proper class size (the average size in Goa by the way 
is 60 per class. ..., sport facilities, music, lack of environmental 
stressors (one school in Margao overlooks a garbage dump, many don't have 
chairs or tables in the villages), availability to information such as the 
internet (even though the computer scheme makes computers available, it 
doesn't supply the software needed to make it viable). These are just a few 
of the things an education system should encompass and when made available 
to everyone, is successful in leveling the playing field between the rich 
and the
poor.

Selma and Sunith,
This ricochet of email is is not serving the discussion on Goa's educational 
system. If you pick up isolated incidences or specific characters we will 
get nowhere and we be arguing until we are blue in the face. Yes there are 
many young men in the coastal villages of Goa who hang around at the tinto 
waiting to get overseas or hang around at the shacks while the non Goan boys 
do all the work. In the meantime there are many good jobs in 5 star hotels 
that could have been ours if our young men had the education especially as 
we have many hotel management colleges whose graduates are accepted by 
hotels in the UK etc. So has our education system failed them? Probably. 
Because they prefer arduous short term stints in the Gulf/UK and then the 
return to bleak futures mostly saturated with alcohol. But I think this is 
mostly in families that have not grasped that education can be a long term 
investment mainly because they have not had the luxury of one. And no one 
has told them it can be so. It seems like our leaders, priests and the local 
intelligentsia us included have failed to impart the formula that has worked 
for us. And Selma, I don't know why you would even think that you and your 
family were lumped with them. Did you not tell us that your parents were an 
educated couple who worked hard overseas and  gave you opportunities and 
privileges that you and your sibling now enjoy? Just like many of us 
'privileged sons and daughters of Goa'?
Education can level the playing field only if we allow it to and only if we 
are aware that it can be so. Not all Westerners have figured that our 
either. Our town of Boothbay Harbor has no immigrants and a very large 
population of pretty comfortable lobster fishermen thanks to tax benefits 
and subsidies. Almost all of our house taxes (and with monstrous waterfront 
properties it all adds up) go to the school which at least to me from Marina 
English High School, Verna is an excellent facility with very small classes, 
sports and extracurricular activities. Truly the kids are pampered. But who 
graduates from high school (Std XII) and goes on to a good college? Only the 
kids of scientists and non Mainers. The lobstermen's kids 'gradate' (no one 
fails!) with poor scores, are barely able to read/write but have a job with 
their dad and the permissions to fish which nowadays are worth a lot. 
Unfortunately, the lobster populations are expected to collapse soon. In the 
urban areas its no different - the US government has pumped millions of  the 
tax payer's dollars into programs that have shown very little return. Kids 
from poor families are still not able to read and write and are not equipped 
for any job barring waiting tables and with the current trend of jobs going 
overseas its a big  problem. However we have 'Teach for America' that has 
worked and some other programs that I think could work for Goa. We should 
talk about those! Also please refer to my previous email where I talk about 
young college graduates who could contribute to outreach with the 
exceptional projects that they undertake.

 Let me say however there is a big disconnect between
 what the privileged sons and daughters of Goa can reap
 as reward and what the masses can look forward to. A
 good education system levels the playing field. It
 makes available not just opportunity but also
 aspiration, motivation and the inclination to climb
 higher and reach further.

In closing, I'd say this:

Let's not expect politicians to be honest, peace loving, democracy
fostering, caring individuals. When in power, they never were, are nor will
ever be. Power changes the equation. Nehru may have publicly professed
non-violence' but he could not justifiably be called an advocate of
non-violence. Mahatma Gandhi was. We all should be peace loving and non
violent individuals. Violence never brings happiness. It always brings
misery - however much we justify it today  in Goveian terms.
It is better to accept our politicians as they are i.e. Humans, and not put
them on pedestals. Politicians should be judged for what they were elected
to do. Did they do a good job towards helping the people be happier, safer
and more prosperous? That would be the question to ask.

As far as India is concerned, give me a Rajiv Gandhi, Narsimha Rao, Atal
behari Vajpayee and Manmohan Singh ...any daybetter still Sonia! but
please do not make them into demi-gods..and kiss their feet when they
are in power.

Panjim: Chief Secretary J P Singh stated that the report of the enquiry
into the communal violence at Sanvordem-Curchorem in March 2006 will be
released within two days. 

He gave this assurance to a delegation of the Citizens' Initiatives for
Communal Harmony (CICH), Council for Social Justice and Peace (CSJP) and
Science and Religion Sangam which called upon him in this regard
yesterday. 

The delegation also drew his attention to the fact that a number of
compensation claims have received no response, and that claims regarding
goods stolen during the looting have not been entertained by the
administration. 

The Chief Secretary assured that he would ask the concerned officers to
look into the matter, according to Albertina Almeida, Convenor of
Citizens' Initiatives for Communal Harmony.

North Goa Collector Nikhil Kumar, who conducted the magiserial enquiry
into the incident, submitted his report to the state government on
February 21, 2007.

KUWAIT TIATIRISTS SUPPORT ROMI KONKANI.

In Kuwait City yesterday 25th of this month, in an unprecedented show of 
solidarity with Romi Konkani supporters in Goa Tiatrists, Tiatro organizers 
and also Tiatro Lovers joined together and strongly condemned the attitude 
of Rane Government in Goa and all the Congress MLAs for supporting the 
decision to make Marathi also as an official language of Goa.  The meeting 
appreciated the decision to elevate Romi script Konkani on par with Nagri 
but opposed the elevation of Marathi.  The meeting was convened on behalf of 
the like minded Tiatrists by the renowned Tiatrist, Playwright, Director, 
composer and singer Rosary Ferns.  It was very nice to see all sections and 
factions attending the meet, without any differences, called for a 
particular cause of Roman script Konkani. Since Tiatrists are the promoters 
and users of Konkani and that too in Romi script on which they sustain, they 
are bound to support this cause irrespective of their affiliations to any 
factions and hence Rosary Ferns initiative to convene this meet which was 
firmly attended and warmly supported by the stalwarts and members of Kuwait 
Konknni Kendr, Konkani Heritage Kuwait, Goan Welfare Society, Kuwait Goa 
Tiatristanchi Sonvstha, Kala Mogui, Xavier  Manuel Productions, BMB 
Productions, Choir Group and others.  Some of the Tiatrists who could not 
attend this important meet due to their work schedule conveyed their 
inability but concurred their support.  Among others who attended this meet

The main speakers who in their speeches blasted Rane Government for 
introducing Marathi as one of the official languages of Goa were KKK 
President Elvino Rodrigues who at one particular point indicated how only 
during the Congress rule under Rane this language controversy is surfacing 
thereby putting us Konknnivadis and Romivadis in particular into total 
inconvenience. Elvino further said that Marathi is already given sufficient 
level in the language act and it does not require any further concession but 
Romi Konkani necessarily need further booster. It is only the status of 
script that is Roman script which is required elevation and nothing else. He 
appreciated Rosary Ferns initiative in taking such a bold step at the right 
time to show the opposition of Kuwait Tiatrists for the introduction of 
Marathi in Goa.  Fidelis Fernandes the president of KHK in his address said 
this is the right time for Kuwait Tiatrists and Tiatro organizers to make 
their mind clear on Konkani and show their disgust over Rane Government of 
elevating Marathi on par with Konkani.  Fidelis further applauded Prince 
Jacob a Goa based Tiatrist for being bold enough amongst the Goa based 
Tiatrists who are living on Romi Konkani to oppose Rane Government’s 
decision on Marathi.  Rosary Ferns in his address said as Tiatrists we 
cannot remain silent spectators to the events going on in Goa in support of 
Marathi and declared his total support to Prince Jacob opposition to Rane 
Government and also to everyone who are opposing Marathi.  Rosary also 
called upon other Tiatrists in Goa and elsewhere to come out openly against 
Marathi  in Goa.  Domnick Araujo the founder of Kala Mogui in Kuwait and

Rosary Ferns for initiating this meeting to show the solidarity of Kuwait

This is one case where I fully endorse the action taken by the Ministry of 
Defense  --  there is quite a scam in that the Bishop of Bombay (old 
Anglican Church  --  now Church of North India) is trying to sell off the 
property attached to the Afghan Church  --  He definitely has no right to do 
so  --  Church authorities (Catholic included) thiink they are a law unto 
themselves  --  sell off church property, originally given to the church by 
government or by good Christians without taking into account the feelings or 
rights and needs  of the congregation.

Our church authorities are always telling the congregation to build 
mansions in heaven, but most of them, as soon as they get the authority to 
manage landed property, either try to build mansions on earth and quite 
often only for the benefit of themselves or their direct families without 
any benefit to the congregation at large.

Out of the ten Sea Harrier crashes listed on Dec 6, 2005, four can be taken
as having occurred during night flying over sea from Dabolim. This is at
variance with the Navy's insistence that the night hours are available for
civilian use at Dabolim as the Navy doesnt use them. The events took place
in June 92, Dec 92, Aug 94 and Feb 96. Maybe the explanaton is that the Navy
initially tried its hand (unsuccessfully) at night flying and since then
thought that discretion was the better part of valour and discontinued the
practice.

Four more crashes have taken place at sea (May 88, Sept 97, May 01, Aug 03)
in the Goa area. Presumably these were in broad daylight. However, there is
no reference to any aircraft carrier being involved. I gather that the lone
Indian carrier is based in Bombay, not in Vasco/Mormugao. Does carrier take
off and landing practice take place?

The original post has elaborated on the designation of Sea Harriers as FRS
aircraft viz flight, reconnaissance, strike. We never seem to hear of any
strike practice/sorties by the Navy whether using live ammo or flares
(maybe only at night?). Too risky over land (e.g. Cavelossim) but they
shouild be doing it over the sea. Else, what kind of training are Navy
fliers getting at Dabolim?

Inquiry report on riots submitted

North Goa Collector Nikhil Kumar IAS today submitted the magisterial
inquiry report on the Sanvordem Curchorem riots to the Chief-
Secretary J P Singh.

The report comes almost nine months after the magisterial inquiry was
ordered and almost 11 months after the incident took place.

The Chief Secretary Mr. Singh confirmed the submission of the report
today and said that it would be examined by the government to see what
action has to be taken.

The Citizens' Initiatives for Communal Harmony which has been closely
following the inquiry ever since it was initiated in May last, has
through its convenor Albertina Almeida demanded that the report should
be made public forthwith. Almeida said the CICH is hoping for a
repot that goes to the bottom of the incident pinpoints lapses and
people responsible.

Govt studies Curchorem violence report: J P Singh

Panjim: Chief Secretary J P Singh yesterday said that the government is
examining the magisterial enquiry report submitted by North Goa
Collector Nikhil Kumar, regarding the communal violence reported at
Curchorem and Sanvordem in March last year.

We are examining the report. It will take some time and the government
will take a view of it and decide, he said adding that he would discuss
the matter with Chief Minister Pratapsing Rane tomorrow, February 24.
Rane is presently out of station.

Some time ago Margaret Alva called Churchill Alemao a
Joke, albeit with dubitable justification.  But the
current Director of TSKK rightly deserves the title
Standing Joke (SJ).
(1) For the last two years, he has been issuing last
calls to the CM, Congress Party, Margaret Alva,
Catholic MLAs et al.   These calls, though signed by
different individuals, have invariably been
communicated to the media by this SJ.  The substance
of these last calls has always remained the same,
but they have been issued in the name of various
outfits, most of which are ephemeral.  These are TSKK,
DKA (Dalgado Konknni Akademi), RLA (Romi Lipyecho
Avaz),  KLE (Konknni Lipyancho Ekvott),  TS
(Tiatristancho Sonstho),  TA (Tiatr Akademi), RLAF
(Romi Lipi Action Front) etc.,  to mention just a few,
with a different Director / President / Convenor  each
time.  The latest is RLC (Romi Lipyechi Chollvoll)
with Fr. Conceição Silva as Convener.  The SJ may soon
run out of letters in the Roman alphabet.  Not to
worry!  He could always borrow a few from the Greek.
He has already set a precedent by borrowing one for
his Konknni Orthography which nobody (including
himself) follows!
(2) The choice of conveners of the outfits is based on
the individual's estimated crowd-pulling capacity.
Tiatrs run to full houses for a minimum of fifty shows
each.  If Hindi cinema stars can draw crowds, why not
our tiatrists?  So tiatrists were roped in.  But the
meetings, even in tiatr-crazy villages like Benaulim,
could draw barely twenty bystanders in the audience,
in spite of as many as twelve tiatrists (including the
Sarpanch) being present on the dais, with the SJ.
This has probably sobered the tiatrists who were
earlier threatening to contest all the 40 seats to the
Goa Vidhan Sabha;  they probably reckoned that this
was synonymous with Gomant Vidya Niketan.  Throngs of
people attend Fr. Conceição's Novenas.  Perhaps one of
these may now be converted into an RLC rally and
shown as such on TV!
(3) The Mull Goenkarancho Ekvott (MLE)  was agitating
for a location in Margao for installing a statue of
Floriano Vaz who was murdered by the Police at the
height of the Language Agitation.  The MLE has quite a
following in the Mull Goenkar community.  The SJ saw
an opportunity to capitalize on this and instituted an
Award of Rs. 5000/- in the name of Konknni Martyr
Floriano Vaz, for the BEST Konkani Book written in
the Roman script during the year 2006.  Since the SJ
has been shouting hoarse that CATHOLIC writers are
denied the Konkani Awards because they write in the
Roman script, it was expected that a Roman script book
written by a Catholic will bag at least this one.  But
this did not happen.  The Award went to a book written
in both Romi and Devanagari by a HINDU author, Ashok
Chodankar.  In effect, SJ conveyed the message that
only Hindus can produce quality literature in Konkani
irrespective of script.  But at the Award Presentation
Function, the SJ announced that at the selection
stage, he had shifted the goalposts to Chodankar's
advantage by eliminating the books written by those
who had earlier won the Jesuit Antonio Pereira
Puroskar (JAPP).  Was it necessary to humiliate
Chodankar in this manner by telling him publicly that
his book was not the best and that a favour was done
to him?  The JAPP, by the way, is NOT a Literary Award
and is not given to a SPECIFIC book.  The SJ had
invited all those who support the inclusion of Roman
script in the Official Language Act to attend the
function in large numbers.  About a third of the forty
strong audience comprised relatives and friends of the
author, and they had nothing to do with the script; in
fact some of them, whom I know personally, are
staunchly anti-Konkani.  Even Ulhas Buyao (UB), who
spoke in Bamnni (his term),  commented on the poor
turn-out.  (But what he said in Bamnni was understood
by everyone though he was the only Bamonn in the
hall.)  Although the President of MLE, Antonio
Gaoncar, was invited as the Chief Guest of the
function, the attendance of  the Mull Goenkar
community was meager; not a single Konkani writer from
this community (and there are many, in both the
scripts!) attended the function.   Probably they
boycotted the function even at the cost of appearing
to disrespect the memory of Floriano Vaz.  Prince
Jacob, in his address, very condescendingly told
Antonio Gaoncar and the few Mull Goenkars present,
Floriano Vaz was your son but I accept him as my
brother.  A fine means of garnering support, indeed!

Saligao has shown the way. Congratulations. We must reestablish the
reading culture. Frank simoes was a great personality and we enjoyed his
writings. I shudder to compare the saligao library mssion with the mess
in Santa Cruz, the village where I grew up and where we have our
permanent residence at Bondir. Thanks to Rajyasabha MP Mr. Eduardo
Faleiro's generosity, Under MPLADS a village library building was built
near the Bondir football ground two years ago. Despite such modern
premises the library was never established by the St. Cruz village
panchayat. The building remains locked and may be used for different
purpose. Despite her sincerity, The local MLA could not find time to
pursue the library proposal. The directorate of education grants Rs. 1,
26,000 to every village panchayat to establish a library and then the
maintenenace grants are released every year for purchasing books,
periodicals, power, water, wages, small programmes, rent of the premises.
We have 380 villages but only 88 villages have  libraries. Every year the
government collects Rs. 20 million as 'public library cess'. Most of it
lies unspent. Saligao institute must present a detail proposal to get the
grants it deserves.

I am sorry to see the lack of initiative in St. Cruz, a village known for
stalwarts like Poet Paulino dias, Journalist Frank Moraes, Poet Dom
Moraes, Tereza Albuquerque, Printer J.D. fernandes, Music maestro Cotta,
Barao de cumbarjua-Purushottambab Quencro, the Dempo and Pinto  families
and many tiatrists, artists and sportspersons. There are many more names.
Perhaps the Saligao childrens' library project would rekindle interest in
our villagers. Unfortunately having shifted my residence to Goa University
campus and presently pinned down by babysitting duties, I am out of
action. But this news item has compelled me to wake up our village
sarpanch and the MLA. I am going to contact them soon. Thanks to public
animators like Fred, Mario and Muriel-Saligao is lucky to have such
community oriented projects. I wish all the sucess for this venture and
would do my bit to help the project by donating books and getting readers
etc.

Re. LUSOFONIA AS SEEN FROM INDIA

Lusofonia is a movement which links Portuguese speaking nations. It does, 
however, attempt to associate some other countries including India and 
China. It is then a possible platform for the dialogue of cultures, so 
relevant to our troubled times.

Goa was connected to Portugal for 450 years. At present, there are in Goa 
several institutions, governmental and non-governmental, which offer courses 
in Portuguese language and culture. The Goa University has a full fledged 
Department of Portuguese which conducts diploma courses and courses at 
graduate and post-graduate level. These courses are held in collaboration 
with the Instituto Camoes. The University has also a Chair on Brazilian 
Studies. The Goa University has cultural and scientific agreements with the 
Universities of Aveiro, Porto, the Universidade Moderna de Lisboa and the 
Instituto do Oriente. It proposes to enhance its activities in collaboration 
with the Instituto Camoes as well as Universities of Portugal, Brazil, 
Mozambique and Macau. The Fundacao Oriente promotes the study of Portuguese 
language and culture through a wide range of projects in Goa and elsewhere 
in India. The Xavier Centre of Historical Research has been a pioneer in the 
teaching of Portuguese in Goa. It has an excellent library and a fine museum 
of Indo-Portuguese art. The Indo-Portuguese Friendship Society and several 
other private organizations also foster the study of Portuguese.

Whilst Goa, Daman and Diu are the main link to Lusofonia they are not its 
only expression. The Jawaharlal Nehru University of Delhi, the Jadavpur 
University in Kolkata and the University of Pondicherry have courses in 
Portuguese language and culture. Indian business enterprises with a global 
reach retain some staff knowledgeable in Portuguese, one of the major 
languages of the world. The President of the Portuguese Republic, Prof. 
Cavaco e Silva was in India last January. During his meetings with our 
leaders, whilst the accent was on strengthening trade and investment, the 
cultural dimension was not overlooked. A Cultural Exchange Programme and an 
Education Exchange Programme for the years 2007-2009 were finalized on this 
occasion. Memoranda of Understanding (MOUs) were signed between the Delhi 
University and the Institute Camoes and also between the Jawaharlal Nehru 
University and the Institute of Social Sciences, Business Studies and 
Technology of Portugal.

During my recent visit to Lisbon it was suggested that a Chair in Hindi and 
Indian Contemporary Culture, funded by the Government of India, should be 
created at the Instituto dos Estudos Orientais in that city. I have 
recommended this proposal to the Ministry of External Affairs. Translation 
of Indian literature into Portuguese and of Portuguese literature into Hindi 
and other Indian languages would be welcome. Indian authors such as 
V.S.Naipaul and Salman Rushdie have been translated into Portuguese and the 
work of Portuguese writers like Fernando Pessoa and Jose Saramago is 
available in Indian languages.

There has always been cultural interaction in terms of art, music, dance etc 
across a common ocean between India and the countries of East Africa, 
including those of Portuguese expression. Such cultural cooperation should 
be strengthened. A structured Dialogue could be held biennially, 
alternatively in India and in Portugal or other member countries of 
Lusofonia, to explore common perspectives on the global issues of Peace and 
Development.

Lusofonia connects the countries whose official language is Portuguese; yet, 
the lusofone space is broader. It associates several countries of Asia and 
of East Africa. These are countries with strong cultural linkages with India 
and their participation as observers in the CPLP opens possibilities for a 
constructive interaction among us all.

Collage bans students from citing WIKIPEDIA

I Came across this article on INTERNATIONAL HERALD TRIBUNE, Published on 
February, 22nd, 2007 and I wonder how true it is and I hope Fred our good 
correspondent who mostly cites Wikipedia can tell if its true.:-)

After finding a significant number of errors in tests and research, the 
history dept at Middlebury College in Vermont notified its students this 
month that Wikipeidia could not be cited in papers or exams, and that 
students could not point to Wikipeidia or any similar source that may 
appear in the future to escape the consequences of errors

With the move, Middlebury, in Vermont, jumped into a growing debate within 
journalism, the law and academia over what respect, if any, to give 
Wikipedia articles, which are written by hundreds of volunteers and subject 
to mistakes and sometimes deliberate falsehoods.

It has been interesting and rather amusing reading the comments going back
and forth on how people use the fork and knife in different countries.

I have been in Canada for 8 years after living in the Gulf for 20 years. In
all my time here I have never seen any Canadians use the English way of
eating i.e. knife in the right hand and fork in teh left hand.  I admit
though that the new English immigrants still follow the traditions of their
ancestors.  In Canada, people follow the American way of eating, i.e. fork
in the right hand and switching it to the left when using the knife. How
Goans, in Canada, use these utensils (Canadian word for cutlery) is of
course up to their discretion.

From what I can conclude, after living here for many years, is that
Canadians and Americans do not accept most of the British traditions.

With the Cricket World Cup in the Carribean round the corner, this is as 
good a time as any to ponder on the state of cricket in Goa. It has always 
been a topic of interest to me that Goa and Goans have not yet made their 
presence felt in this sport. To the best of my knowledge and I would love to 
stand corrected on this, no Indian of Goan origin has donned India colors, 
be it white or blue. If nothing else, given Indian cricket's appalling 
fielding standards, it would be very well served with a dose of the 
celebrated Goan athleticism, which at present is being monopolised by Indian 
soccer.



Considering that Kerala which was, till recently what one would consider a 
cricket agnostic state, has thrown up two remarkable fast medium bowling 
talents who answer to the names of Tinu Yohannan and S Sreesanth, it would 
not be unfair to fantasise a Quadros or a Coutinho tweaking his left arm 
over and do a Ponting  (not that it tales much to do Ponting ) in flight and 
being stumped by a Salgoacar. I have not seen too much of cricket being 
played on Goan grounds like it happens in the rest of India, but I was very 
impressed when, the other day, travelling from Siolim to Calangute, I saw a 
most impressive cricket nets being conducted and under lights !!. And it was 
even more heartening to note that demand seemed to exceed supply by a fair 
margin going by the wannabe Tendulkars and Dravids jostling with each other 
for a hit. Being an ardent cricket fan, it was a sight to behold.



A few years back, the Goa Cricket Association had roped in V B 
Chandrasekhar, who played all too briefly for India, to lead the Goa Ranji 
Team. For reasons unknown, the experiment did not last long enough for any 
significant benefits to trickle down, either in the form of the Goa team 
setting the Ranji stage on fire or more realistically inspiring the next 
generation to take up the sport. It is relevant to note here that after 
hanging up his boots, VB has set up a cricket academy in Chennai. How much 
would it have taken to entice VB do the same in Goa. Which brings us to the 
fundamental question. Is there enough commitment amongst the powers that be 
to make Goa a formidable force in domestic cricket. Media reports indicate 
that a spanking new exclusively cricket stadium is coming up in the Tinvim 
locality. But talent does not necessarily follow infrastructure creation. It 
takes much more to create a sporting culture than simply building a stadium. 
Else, countries in the Middle East would be top of the leader boards in the 
Olympics.



Given that international cricket matches that are allotted to non metro 
locations are few and far between, it may not be a bad idea to use the new 
stadium for popularising the new emerging 20/20 version of slam bang 
cricket. 20/20 has all the ingredients for making a visit to the stadium an 
enjoyable family outing and this may be the best way to inspire the future 
generations to take up cricket in right earnest. I sincerely hope that 
cricket gives soccer a run for its money when it comes to attracting Goan 
sporting talent sooner rather than later.

We live in dichotomous times. Even as slums spread
across Goans hillocks, so do so-called holiday homes
bought by Europeans mostly British.

A visit to any Goan Builder (Property Developer), will
make you realise that Goa is too rich for Goan blood.
Even Goan blood diluted by intravenous feeds of the
dollar. 

A Goan Builder will have no qualms about telling you
that he caters exclusively to foreign clientele. He
builds homes without kitchens (just a kitchenette if
you are lucky), so even if the price is right, the
construction makes it an unfeasible buy for a Goan
planning a long term stay. The going rate for a
one-bedroom flat (apartment) after you factor in 5
year maintenance charges and interest charges, is
upwards of 20 lakhs (approximately US$40,000), which
ofcourse in UKpound is a bargain but out of the reach
of even a middle class Goan.

Now, I don't believe for one moment that all the Brits
queuing up to buy these houses are going to live
there, even on a temporary basis. No,  the wily Brit
will rent it out to other Brits, turning it into a
sort of time-share holiday home/resort and raking in
his own profit.

I'd like to believe that blind capitalism will somehow
ensure a method to this madness and even out the odds,
but I can't help feeling that the only person who'll
lose out long term is the Goan.

Divested of his ancestral property for a quick buck,
he has no other capital resource to fall back on. One
generation down the line, unless he's smart enough to
reinvest wisely in another capital venture, his
progeny are bound to be impoverished creatures.

Mermaid Nipple Advisory
Mischief, artistic interpretation, bad taste or pure ignorance?

An easily excitable female friend phoned me up last week in quite an
agitated mood. Have you seen what they have done to the mermaid? she
screeched, And specially her nipples?! She's now a pink skinned
European with the dark brown nipples of an Indian! Having seen the
mermaid in question myself recently, I quite understood my friend's
distress. A bit of historical background first.

In the late 1930s the Director of Health Services in Goa was Dr.
Froliano D'Mello, acknowledged as a truly great Goan. Dr. Froliano was
also a Member of the Portuguese Parliament and had attended a
conference in Lourenço Marques (now called Maputo), the capital of
Mozambique. He was so entranced by the beautiful city that on his
return to Goa he wrote two articles in a local newspaper Herald (not O
Heraldo) about how Pangim city should also be similarly beautified.
The Portuguese Governor (128th to be precise) at the time, Jose
Ricardo Pereira Cabral, read these articles, summoned Dr. Froliano and
appointed him the President of the Pangim Municipality. You want
Pangim to be beautiful then make it beautiful yourself! Armed with
authority and resources Dr. Floriano went on a beautification spree.
This was in 1940.

There was a sort of square for buses and cars (Praca de Camionetas)
sandwiched between Rua de 4 Abril and Rua de Joao de Crasto, just
before the Palacio do Idalcao and behind what used to be the River
Navigation (Navegacao Fluvial) Department. Dr. Froliano ordered this
'praca' to be shifted to the area near the old PWD headquarters. He
then created a garden at the place with lawns, hedges, trees and
benches. To top it all off he got installed a mermaid fountain in
1941.

This last act lead to a bit of controversy, with the more orthodox
Pangim residents casting aspersions on Froliano's character. They
wondered aloud whether he was going through some middle age crisis and
had hence installed a statue of a voluptuous mermaid to stir his
libido. The controversy died off and the mermaid remained. History and
Sex – I'm beginning to sound like Mario Cabral e Sa.

Over the years the Mermaid Garden, as it came to be known, fell into
disrepair but in 2002 was refurbished by the Panjim Municipality,
enthusiastically aided by heritage lovers and architects. It remains a
lovely place for city dwellers and visitors to relax at any time of
the day. The mermaid faces what was at one time the seaward entrance
to the city. Over the decades the mermaid statue has been repainted
many times, most often fully white. In its latest avatar, immediately
preceding IFFI 2006, some inspired painter made her hair jet black,
her skin pink, her fish-scales grey, her bellybutton maroon, her lips
ruby red and, worst of all, her nipples dark brown! Now quite frankly,
unlike my distressed female friend, I have no problem with artistic
license. But let's first understand how a mermaid's nipples are
popularly represented.

In most Indian fountain statues the mermaid is a fusion of a buxom
apsara and a fish - with a pot thrown in to act as the water outlet.
At Green Park hotel there is one such  fountain. The Shakuntala
fountain in Mapusa, though not a mermaid, is similar. In both cases
nipples are visible but the entire statue is painted white, with no
distinguishing shade for the nipples.

The most famous mermaid statue in the world is the Little Mermaid in
Copenhagen which is made of metal, hence not painted at all. The
Little Mermaid symbolizes the fairy tale by Danish author and poet
Hans Christian Andersen. The post-pubescent breasts of this classic
mermaid are more in keeping with the sixteen year old of Anderson's
tale. Christened Ariel in the sanitized Walt Disney film adaptation in
1989, she was given a cute 'shell bra' but still  has the dubious
honor of being the first Disney 'Princess' designed and animated in a
way that shows off the lines of her cleavage.

But enough of the Little Mermaid. The generic mermaid of cross
cultural legends has a certain mystery surrounding her sexuality. On
the one hand she is depicted as a seductive temptress of sailors, on
the other hand she is portrayed as being asexual and in fact virginal.
Thus her nipples (a symbol of overt sexuality - if you will) would be
concealed by her hair, water weeds or shell bras. She was often
depicted either without nipples, or with nipples having no
differentiating shade from the rest of the breast.
