[Goanet] Mother of murdered Goa teenager Scarlett Keeling spent year in prison for cutting man's throat

Mother of murdered Goa teenager Scarlett Keeling spent year in prison for
cutting man's throat Last updated at 19:03pm on 14th March 2008 The mother
of murdered Scarlett Keeling spent a year in jail for cutting the throat of
a man she met at a party, her son has revealed.

Hal Keeling, 19, said Fiona MacKeown, 43, was jailed for attempted
manslaughter. He added that Ms MacKeown, who remains in India following her
daughter's murder in Goa, confessed to her nine children: I haven't been an
angel in the past.

The revelation came on the day police served her with a summons under the
Goa Children's Act, which requires adults to provide a safe environment for
a child.

Her lawyer, Vikram Varma, said the summons required Mrs MacKeown to make
herself available at a special juvenile police unit.

Emotional: Scarlett's mother Fiona MacKeown at court today

She will have to appear and they will take any kind of action they want,
said Mr Varma. He said the police had chosen that section of the Act to
harass Mrs MacKeown for exposing corruption in the police.

Scarlett had been staying with her boyfriend, Julio Lobo, a 25-year-old Goan
tour guide, and his two aunts in Anjuna when she was last seen at a bar in
the resort.

Her mother, six other younger children and her mother's boyfriend - who
arrived in November on a six-month holiday - were travelling elsewhere in
the region when Scarlett was killed.

But Mrs MacKeown has said she was naive and trustworthy, but not negligent,
for leaving her.

Today, police said they were willing to to re-open past cases of suspicious
deaths if they received fresh requests.

Yesterday one of the suspects being held over the horrific attack on the
15-year-old in Goa reportedly told police British she had was drugged,
beaten, raped and left for dead.

Mr Keeling said his mother was 18 when she and a friend were accused of
attempted murder. The charge was reduced to attempted manslaughter after a
trial in 1983, and she served a year of a three-year sentence.

He said: She said she was very naive and a man they met at a party tried to
get his heels into her. Mum said he was into black magic and she freaked
out.

At least 126 foreign nationals have died in Goa in the past two years, 40 of
them British, according to Kishan Kumar, said the Inspector general of
police in Goa.

Some officers, who have spoken on condition of anonymity, say that 10-12
deaths passed off as drowning since last year looked suspicious.

Indian authorities had originally said Scarlett's death was an accident, but
later arrested two people after a second autopsy revealed she could have
been killed.

Investigations revealed the original investigating officer of the case had
deliberately covered up the case and he was later suspended.

Scarlett poses with an elephant in Goa in the days before her murder

Suspect: Placido Carvalho was arrested last night under three sections of
Indian law - rape, murder and supplying drugs. He has appeared in court
today

The Indian media and lawyers have criticised police for failing in the past
to properly investigate murder cases.

Yesterday more details emerged of how 15-year-old Scarlett, from Bideford,
Devon, died, and as a third unnamed person was arrested yesterday on
suspicion of her murder.

Drug dealer Placido Carvalho, the second man to be arrested in the probe, is
alleged to have broken down and admitted under police questioning that he
forced the 15-year-old blonde to take Ecstasy, LSD and cocaine before a
barman beat her unconscious and raped her near his bar on Goa's popular
Anjuna beach.

Detectives believe that Scarlett, whose mouth was filled with sand, and had
been rendered helpless by a cocktail of drugs and the beating, then died in
a shallow beach pool.

Details of the shocking death were revealed today by Inspector Kishan Kumar
as Carvalho, 48, was remanded in custody by a court for 14-days on suspicion
of supplying drugs, assault and murder.

Insp. Kumar said Mrs MacKeown could still be investigated for leaving her
daughter at the resort while the rest of the family travelled elsewhere in
India.

The officer also revealed that the policeman who originally handed the
investigation into the death and said Scarlett had drowned as part of an
elaborate cover-up had been suspended.

Samson D'Souza, who has been charged with Scarlett Keeling's rape

But despite the revelations Fiona MacKeown, whose suspicions her daughter
was drugged and murdered led to a second post mortem that confirmed her
worst fears, said she believed police were still covering up aspects of the
crime to protect powerful drug dealers operating along the popular Goan
coastline.

I believe the people arrested are the small fish, she said. I do believe
they were there that evening with my daughter and I believe they probably
drugged and raped her - but I do not believe they were the only ones
involved.

[Goanet] Framework to Interview Manohar Parrikar on Goanet- Burying the hatchet

2008-03-16 Thread sandeep heble
Dear Dr Anil Desai,

The subject Line of Dr Anand's original post says it all:

Manohar Parrikar wishes to speak to Goanet.

Had it been otherwise, he would have chosen a different subject line
like Manohar Parrikar's interview or Manohar Parrikar wishes to speak
to the Cybergoans, etc.

These lines too are from Dr Virgincar's original post.

I have requested Manohar Parrikar to record a video interview for
Goanet...and he has kindly agreed.

He will answer questions posed by all of us and the videos will
subsequently be uploaded on Goanet.

The above two lines too clearly indicate that Dr Anand Virgincar
sought Manohar Parrikar's consent to do an interview for Goanet and
only Goanet, that the questions would be posed by Goanetters and only
goanetters and the interview, as and when ready would be uploaded on
Goanet and only goanet, else he would have written *Goanet and others*
. All other facts gathered are from Dr Anand's and Rajan's own posts
and Dr Anand himself has not denied the same.

I have read, unread and reread all the posts on this subject and I do
not accuse Dr Anand of anything except his inconsistency, i.e. between
the consistent stand he took till he went into a silent mode and the
stand he took in his *final word*. It is Rajan who is the villain in
all this and not Dr Anand. I think I have made that quite clear in my
last post.

Nobody is scared of this venture. In fact, we would love to have
Manohar Parrikar here and we have been very clear about this. We want
this venture to be a fair exercise and if at all anyone is acting
scared here, it is them.

Dr Anand himself wrote in the past that the Interview would be fair if
a group of moderators would prepare the final list of questions and I
quote him:

I agree entirely with JC regarding moderators choosing the final
list of questions. My choice is : Bab George Pinto Dr Jose Colaco Dr
Anil Desai Bab Floriano Lobo Dr Rajan Parrikar.

Now, they are singing different tunes altogether. If they are sincere
about all this and they want the interview to be fair , they must
stick to their initial proposal.

Cheers and good wishes

[Goanet] The Navy at sea

2008-03-16 Thread Philip Thomas
Navy surfs on froth of failed contracts
SUJAN DUTTA
New Delhi, March 15: A friend whose father was in the navy has this take on
the service. In the 1980s, when there was a demand for a second aircraft
carrier, an air force officer had wondered aloud at a cocktail what the navy
was going to do with such a large ship.

Is it, he asked, for ballroom dancing?

Today, the navy has space enough to waltz, disco, rap and reggae - with a
jig of bhangra - in the high seas.

It has the acreage of the Viraat's flight deck because nearly all the
aircraft carrier's combat planes, the Sea Harrier, are grounded. And the
navy's second-largest ship, the amphibious INS Jalashva, sails on the
condition that it cannot be used in a war.

It was only last month that the Indian Navy had projected itself as the
largest sea power in the region. It hosted an Indian Ocean regional summit
of naval chiefs and proposed joint anti-terrorism operations. The navy
assumed it was a natural leader in the region to make such a proposal
without having to emphasise its prowess.

Within weeks of that summit, it is surfing in the choppy waters of failed
and faulty contracts.

If blame for negotiating a faulty contract for the Jalashva - a warship that
cannot be used in the event of a war - were to be assigned, Pranab
Mukherjee, now foreign minister, would be in an uncomfortable situation. He
was defence minister from May 22, 2004, to October 25, 2006.

The Jalashva offer was made in September 2004 and the ship was purchased in
a hasty manner (according to the Comptroller and Auditor General) on July
31, 2006.

Before the contract was signed, in June 2005, Mukherjee had visited the US
where he signed a 10-year framework agreement for the India-US defence
relationship, a pact made public only after it was formalised. Provoked,
the Left alleged India was making its interests subservient to America's in
the military arena.

The negotiation for the Jalashva was carried out during Admiral Arun Prakash
's tenure as navy chief, from July 31, 2004, till October 30, 2006. The now
retired admiral says the navy acts in its best interests.

Naval officers were aghast that their former chief should be mentioned in
the same breath as the flawed Jalashva contract. What we do with the ship
after we acquire it is up to us, they claim.

Translated, this means that even if India has agreed not to use the ship in
a war, it is free to do whatever it wants during hostilities.

The navy is already grappling with the consequences of badly drawn up
contracts. Four months before Mukherjee took over, his predecessor George
Fernandes oversaw the clinching of the deal for the Russian aircraft
carrier, the Admiral Gorshkov.

That contract was so faulty that it did not contain a clause on price
escalation. The upshot: Russia has demanded $1.2 billion over and above the
$1.5 billion negotiated.

In the waters that have flown between the Gorshkov and the Jalashva, the
navy finds itself at sea in a way it did not envisage. The rap, the reggae,
the waltz and the bhangra on the choppy waves of its own churning are
distinctly different from surfing the foam.

The fall out on Goa may need to be thought through and suitable evasive
action contemplated.

[Goanet] TOI EDITORIAL: Clean Up Goa

2008-03-16 Thread Goanet News Service

TOI EDITORIAL: Clean Up Goa

It's a famed beach-holiday destination, easy-going and affordable. With its
rich cultural and religious traditions, Goa offers a heady mix of the old
and the new. However, over the years, it has also become an attractive
hang-out for socially dysfunctional people. Easy availability of drugs and
its reputation as a tourist paradise where liquor flows uninterruptedly seem
to have perpetuated its image as a permissive haven, away from the rough and
tumble of the outside world. The idyll is shattered when something goes
horribly wrong as it did with 15-year-old Scarlett Keeling, on holiday with
her family from Britain.

According to reports, the teenager was drugged, raped and left on the beach
to drown by a local shack manager. Outrage is being expressed at how a
mother could leave her minor daughter with perfect strangers in a shack on a
beach known for its rave parties and go off to another state as part of her
holiday plans. Be that as it may, serious questions need to be asked on
various other counts.

How is it that the drug trade in Goa is flourishing, that too, in full
public view and under the nose of the state police whose duties include
cracking down on such illegal activity? Consumption of locally available
intoxicants like bhang and charas has been a tradition for too long to merit
comment and are less harmful than the more refined and enhanced substances
like laboratory-created LSD, heroin and cocaine. These are easily available
on Goa's beaches, eating houses and shacks that welcome foreign visitors
while discouraging locals and domestic tourists. The drugs trade presupposes
international links, which is why there is a need to revisit the resident
status and visa validity of the many foreigners who have made Goa their
base - without, of course, turning it into an indiscriminate cleansing
operation. The growth and spread of a drug mafia that might well include
members of the police force, locals and some foreigners, is cause for
action. It's a serious problem, and Scarlett's might not be the last such
case. Goa needs an anti-drug crusade that grows out of community concern,
supported by NGOs and government agencies. It was a people's movement to
save the environment that aborted a government plan to set up industries in
special economic zones. The people of the region should come together to
clean up their home. Someone like Remo Fernandes, a Goan icon and a
pacifist, could be a mascot for such a movement.

Re: [Goanet] More on Selling Goa

2008-03-16 Thread Dr. U. G. Barad
Eminent Cardiologist and Social Activist Dr. Francisco Colaco answers
Colaco's responses on above subject on oHeraldo dated Sunday, March 16,
2008. Please follow the below mentioned link

http://oheraldo.in/pagedetails.asp?nid=1101cid=2

For those WHO have no time to follow the link I reproduce Dr. Francisco
Colaco's views as is appeared on oHeraldo:

KEEP INDIN LAND SHARKS OFF LIMITS TOO

MARGAO, MARCH 15 - Eminent cardiologist and social activist, Dr Francisco
Colaco has demanded that the government not only ban the sale of land to
foreigners but all outsiders too, including land sharks from Delhi and
elsewhere.
Blaming the politician-bureaucrat-outsider builder nexus for the wholesale
of Goan land to outsiders, Dr Colaco on Saturday gave a clarion call to the
people Goa to save their land, saying Goans will be reduced to a non-entity
in their motherland in the future.

Dr Colaco made the appeal at an exhibition held near the Communidade
building here to protest against the Goa Property show organised by Times
Business Group in Delhi.

He said the Goa government should study the Land Protection Acts of the
States of Uttaranchal and Himachal Pradesh before before bringing a similar
ban on sale of land to outsiders.

Coming down heavily on the politician-bureacrat-builder nexus for the sale
of Goan land, Dr Colaco said it's high time the people of Goa do not elect
the politicians who are out to destroy and sell Goa for a price.

Asked about his comments on the Goa Property show in Delhi, Dr Colaco said
this is a grim reminder that our land is being sole without the knowledge of
locals. This is not the first time, nor the last time this is happening.
The Regional Plan is haunting us every now and then in one form or the
other. First came the RP 2011, followed by SEZ and now an Internet site
advertising and offering people to buy huge tracts of land. This will change
Goa's geography, demography and topography and everything that is Goan, he
asserted.

Saying that ordinary Goans today find it difficult to convert a small piece
of land for housing, Dr Colaco said that large tracts of land have been
converted by the politicians in violation of agricultural rules and CRZ
rules.
Asked whether only the politicians are to be blamed for the sale of Goa, Dr
Colaco said each and every individual is responsible for the selling their
precious land, but the politicians-bureacrat-builder nexus is the worst,
because politicians have sold the land with the sweep of a brush.

Asked what is his message to the people on the sale of land, Dr Colaco said
ideally, the people should not elect the politicians who do not love Goa.

[Goanet] Goan Education - Mission Possible

2008-03-16 Thread Plastino DCosta

Goan Education -Mission Possible

By Plastino D'Costa

Most of Goa's problems can be solved if Goa focuses more on its Human
Resources by making Goan Education as the number one priority. Educated
Goans today form a very small minority and to bring an effective change in
Goan society we need this minority to transform into a majority.

It is heartening to know that the Government of Goa is framing a policy on
education which could address the education issue on two fronts
simultaneously. Firstly, to accelerate the learning curve of Goans who have
already completed their education so as to bring them ahead of the curve and
secondly, to have a massive overhaul of the primary and secondary school
education.

Since this policy is framed by the educationists, it might be incomplete if
it does not include sincere inputs of Corporate Goa, or the Catholic Schools
of Bombay. Corporate Goa, as they are supposed to absorb most of the
educated and the Catholic Schools of Bombay because they have been in the
education field far too long to be ignored.

Corporate Goa must have a say in the education policy because after Goans
complete their formal education Corporate Goa is the only entity which
measures performances of working Goans in Goa year on year through their
internal performance evaluations. They are in a position to compare Goans
with the rest and might be in a position to spot weaknesses in our Goan
workforce. Corporate Goa could also bring the desired practicality in the
syllabus.

One role that has been underplayed in the Indian success story has been the
role of Catholic Schools and convents in shaping intelligent and confident
Indians. Today most Indians especially Bombayites cannot deny the role of
Catholic Schools and Colleges played in shaping their careers and providing
the basics. From Colaba, Fort, Marine lines, Byculla, Mahim, Bandra, Andheri
and further, Catholic Schools by the dozens have put a tremendous effort
compared to any other community. Gujratis, Mahrashtrians, Marwaris, Sindhis,
Parsees or the miniscule Goans have all benefited the most.

Unfortunately there is a big difference in the Catholic Schools of Bombay
compared to the Catholic Schools of Goa. Barring a few city schools most
catholic village schools of Goa don't measure up to the average schools of
Bombay. Definitely there must be genuine reasons for their underperformance
and if this education policy cannot address these issues then the purpose of
this policy might be defeated.

The Government of Goa through the good offices of the Bishop of Goa or
independently could request the Catholic Schools of Bombay to send their
inputs or even send their representatives to be part of the think-tank team
to frame the policy. Surely they will oblige knowing the character of the
people of Bombay, but for that to take place Goans need to keep an open mind
that sometimes there is a need for a successful outsider to come and
question our failing system and give positive feedback.

Surely solutions like large scale teacher exchange programs on the lines of
student exchange programs are bound to be recommended. After all, it is
economically feasible to exchange students and teachers from Bombay then
from Lisbon or London. Besides the geographical advantages Goa has with
Bombay, it is better not to reinvent the wheel, as Bombay's education is
time tested and has successfully delivered results in the form of creating
successful citizens of India.

Naturally grass root changes in education will come with a cost to the
government and to have a sustainable education model, the government must
withdraw the sops given to this sector. Freebies usually put pressure on the
system which eventually does not have the desired effect and therefore all
subsidies need to be withdrawn or reviewed. When Goans are made to pay for
education naturally they will try to get their moneys worth and take more
interest in education. The Government will also improve its fiscal health
and will not have succumbed to desperate measures of selling casino licenses
to improve their budgetary balances.

The biggest failure of the Goan education system has been that majority of
the Goans have never demanded it, as they have never thought beyond those
sailing ships. The lure for money has been too strong to resist that these
ships have even attracted the educated Goan or forced them to leave
education midway.

The potential of education is still not very well acknowledged in Goa and
therefore it needs to work towards a sustainable, dynamic and transparent
Education Policy, which not only transfigures the goals of the Generation
Next Goan but transforms the entire society. The Success of Education in
Bombay has been that there has been hardly any political interference, how
to keep the present Goan politicians with personal agendas out of this
education policy might be the biggest challenge to this mission.

[Goanet] Framework to Interview Manohar Parrikar on Goanet- Questions to Parrikar sympathizers

2008-03-16 Thread sandeep heble
Dear Dr Anil (other Parrikar/ BJP Sympathizers),

Trust me on this; I have no bones to pick with anybody and I am only
saying all this in the sincere interests of Goanet and Goanetters. If
you and/or other BJP/ Parrikar sympathizer's think otherwise, try
answering these questions honestly and see for yourself whether the
issues I have been raising are legitimate or not.

1. Dr Anand's original post makes it categorically clear that he took
Manohar Parrikar's consent for recording this interview for *GOANET*,
not for a private venture of his/ theirs. Dr Anand approached Manohar
Parrikar to do the interview for *GOANET* because of Goanet's huge
popularity and wide reach and Parrikar too gave his consent on account
of the same. Also, Questions were solicited exclusively from
Goanetters for this venture. Am I then not justified in asking that
Goanet be given the credit which is legitimately due to it for this
venture or do you believe that Dr Anand and Rajan are perfectly right
in adopting this use-and-discard kind of policy? And on a related
note, shouldn't the moderators/ owners have at least some say in all
this?

2. I have participated in several Public debates and discussions on
different issues. I have also witnessed such programmes/ shows on the
Television. Whenever the organizers/ TV Channels solicit questions
from the audience or viewers and the questions are selected, due
credit is given to the person who has crafted the question by making a
mention of his/her name along with the question. You too may have
been a part of similar programmes and/ or may have witnessed the same
on Television and have seen the procedure followed in such instances.
Am I then not justified in demanding that Goanetters who have applied
their mind and spent their time and energy to craft the questions be
given their due individual credit?

3. Dr Anand himself said in the past that, for this interview to be
fair, a group of moderators must prepare the final slate of questions.
Am I then wrong in demanding the same? Won't a Panel of Moderators
ensure the sincerity, fairness and transparency of this venture? Isn't
this what Dr Anand wanted in the first place? Why are they getting
butterflies in their stomachs now?

Take out your ideological spectacles, make a fair assessment and try
to answer these questions. Dr Anand and Rajan are avoiding answering
the same. I am eagerly waiting to hear from you all on this.

Regards and good wishes

anti-drug crusade that grows out of community concern, supported by NGOs and
governmental agencies.

It goes on to remind us in Goa, It was a People's Movement to save the
environment that aborted a government plan to set up industries in SEZs. the
people of Goa should come together to clean up their home. Those of us who
have come on the streets for GBA, SVM and/or GMAS rallies to scrap the Regional
Plan 2011 or to stop the Meditabs and Rahejas can sure stop the drug trade
IF WE WANT. that is what the Editorial is encouraging US to do. It is no
longer in THEIR hands. It is up to US.

Joaquim Fernandes, former Navhind Times reporter from Calangute who is now
with the TOI, wrote on page 8 [TOI 15/3/08] Drugs not a Goan way of living.
He lives in the village that was once the hot-spot of the drugdom in Goa, and
many boys of his age are still overcoming the hangover. In the meanwhile
Britons blast UK media for belittling India as the TOI headline tells us. We
have not belittled the Brits when seven of their youth beat Goan youth on a
day's shore leave, Gregory Fernandes, to death outside his hotel
apparently even without provocation. The case will most likely be closed for
lack of evidence ...as Scarlett's would have been closed but for the public
outcry.

The GT Weekender centre-spread story [pages 8 and 9] entitled Who cracked
the Scarlett mystery? pieces to gether the sequence of investigation and
manipulation of the FIRST autopsy, with facsmile copy of the Police Inspector's
request dated 06 March, 2008. clearly indicating the earliest date when the
supplementary observations and results could have been written by the doctor
who suppressed information on the autopsy on 18 February, 2008.

The Herald Editor, Ashwin Tombat's A tale of two autopsies tells more about
the manipulations. On the same page of Herald MIRROR, Franky Gracias writes the
story entitled The killing of Scarlett: Many questions, few answers. He asks
one pointed question, Why did the hymenal tear, as mentioned in the second
autopsy, miss Dr. Sapeco's eye? Was the doctor's later statement, that it was a
rape, an afterthought? The Police Sub-Inspector has been suspended even as
IGP Kishan Kumar has gone on record to state that legally the PSI was right,
but that there were procedural lapses. If the PSI, who had kept his superiors
[the Dy.SP and SP North] informed from 18 February itself, is terminated from
service will his superiors not be held accountable for abetting the fudging
up. Surely, there is a price to oversight and it is often paid in advance!
That is the crux of the TOI editorial quoted above.

The Navhind Times has made it its sacred duty to protect the fair name of Dr.
Silvan Sapeco. Respected columnist, Mario Cabral e Sa toes that line in his
otherwise balanced weekly column in the NT Panorama entitles A Messy Coctail.
The penultimate paragraph says it all, There are discrepancies, in fact minor,
between the first autopsy [Dr.Sapeco's] and the second [by Dr. Rodrigues]. One
can attribute the comment But Dr.Sapeco ought to have been more careful about
registering his findings after he probed Scarlett's vagina when the cadaver was
fresh. Figuratively speaking, it seems he did to the autopsy of the cadaver
the same thing as Samson D'Souza allegedly did on the beach screwed it up
when he reached the vagina! To each his own intoxicant. The other NT report is
pasted below.

So the PEOPLE'S CAMPAIGN or abhiyan [the term 'crusade' has rather sick
imagery to one who truly believes in Jesus Christ] would have to involve the
CLEAN UP of
  1. The VALUE SYSTEM we inculcate in our children by our own lives, spending
money to ply them with goodies and access to nightclubs, etc in lieu of
spending TIME with them.
  2. The UNETHICAL media standards, where circulation justifies the 'dope' in
the pages.
  3. The MAFIA in the Police force.
  4. The DRUG mafia in the citizenry or resident tourists.
  5. The CARNIVAL/SHIGMO/FUN FETE and CASINO CULTURE of the local
administration, specially the Tourism, Information Publicity and
Finance/Excise related departments as well as pseudo-cultural and
pseudo-religious institutions.

[Goanet] LIMERICK FOR THE DAY 39 - GIRL KILLED IN ACCIDENT

2008-03-16 Thread Shanti Dhoot
It was so disturbing to hear the news of young Jessila Carvalho

Who was hurrying on a cycle her academic prowess to show,

When she was struck from behind by a careless truckdriver

An accident from which she failed to be a survivor –

Oh what an untimely, sad and most tragic way that was to go!

It is not only in Goa that such accidents occur

And do not cause much more than a local stir,

But it is still important that we voice our outrage

And a battle against such errant drivers stage

If we want their carelessness to minimise or deter.

under the rear wheels. She breathed her last on the spot.

**Mr. CM, please note that we Goans do not have
faith in You your officers you know why. First get
rid of the curruption and then speak .

Goa CM Digamber Kamat ruled out a CBI probe into
Scarlett's death as sought by her mother Fiona
MacKeown and said he was optimistic that police would
soon solve the case. I have full faith in the
officers. There's no need for a CBI inquiry, he said.

The CM also sought to blame Fiona. The mother should
have cared for her children. She left her minor
daughter with someone else. Tourists visiting here
should be careful.

the ex-CM , current Home minister , undisputed leader of the vast
Goan Bahujan Samaj and potential CM in waiting ( in wake of the
brewing revolt by Pandurang Madkaikar and the Bahujan Samaj lobby )

And what does the great Ravi Naik do ?
At a hastly convened press conference late on 15th March 08 , a
visibly agitated , perturbed and shaken Ravi Naik produces the
following gems :

1 ) A threat to investigate Fiona Mackeown's antecedents !!
( What are you going to achieve by doing this , Mr Naik ?and
would it not have been better for your police force to be a bit more
focussed in their initial investigation of the poor child's death a month
back before brushing it off as accidental drowning ? )

2 ) There is a strong lobby of politicians and vested business interests
behind Mrs Mackeown !!!
( Oh really , Mr Naik ?and is this lobby also behind the cover up
attempt made by the chief of forensic medicine in Goa and the Goan
police ? )

COME ON , RAVI.go on and file a libel case for defamation. It is not
a question of getting any money off this lady ( which she has non of ).
It is a question of your reputation.

India: No intention of banning the BlackBerry

India is not considering banning Research In Motion's BlackBerry services at
this point, the top official in the telecommunications ministry said Friday.
Security agencies have raised concerns that the service posed a risk, as
e-mails sent using it could not be traced or intercepted.

There is no question of banning, at this point, Telecommunications
Secretary Siddhartha Behura told reporters on the sidelines of an industry
conference, adding that the telecommunications department was very keen
that the services should continue. The department of telecommunications has
told RIM officials of the concerns. It plans to meet representatives of the
four mobile-phone service providers offering BlackBerry in India on Friday
evening, Behura said. Sector leader Bharti Airtel, No. 2 Reliance
Communications, Vodafone-controlled Vodafone Essar, and privately held BPL
Mobile provide BlackBerry service in India.

unfortunate incident in Goa, India where the young

Scarlet’s mother Fiona has found fingers pointing
towards her for being a ‘bad mother’, that she was in

For many Indians, owning a luxury yacht is one dream they cherish.
Jeriton Dias, an Indian from western state of Goa is one of them. He is
sailing on Queen Mary 2. He has not bought a cruising holiday but he is one
of the 1,200 odd staff. For him the cruising holiday does not entice him and
his family anymore. He is looking to own a yacht, both for leisure and
business option and park it in Goa and explore more of the rural Goa.

Owning a luxury yacht and parking it in a designated marina in Indian waters
is a dream most Indians look forward to. Now question arises whether India
has sufficient marinas? Optimistic Indians have dreams for leisure boating
in India.

But is India ready for a leisure boating boom? Can a country, which does not
have any marinas along its coast, rival to overtake up market destinations
like French Riviera?

In the absence of marinas, parking can be a nightmare for yacht owners in
India and Goa is one of them.

But, the leisure boating industry is set to change if entrepreneur's plans
to set up marinas in Goa and on the Konkan coast get the mandatory
environmental green signals from the government.

One of them is a business tycoon from Goa and a keen water sports lover,
Umaji V Chowgule, MD, Goa Yacht Haven Pvt Ltd. Chowgule, whose family
business interests range from mining to brewing the popular Arlem beer in
Goa, is planning to build a 300-boat marina in Sancoale village, in Mormugao
Taluka, at the mouth of the Zuari river in Goa with an investment of Rs 100
crore (US$2.5 million).

The construction of the marina is set to give Goa's aim to get high-spending
foreign tourists a shot in the arm, which the tourism authorities and
ministers have trying to push albeit unsuccessfully over the last few years.
Goa, as of now, as a tourist destination, has been a favourite haunt for
back packers and low and middle budget foreign tourists.

The berthing facility for marinas is also likely to create around 1,000 to
2,000 jobs directly or indirectly related to industry.

Goa police question mother of dead British teenager

PANAJI, India (AFP) — The mother of a British teenager raped and
killed in India's Goa state was questioned by detectives Saturday
about her claims of a cover-up involving drug lords, top police and
politicians.

Fiona MacKeown, whose eldest daughter Scarlett Keeling, 15, was found
dead on Goa's popular Anjuna beach on February 18, was questioned as a
witness and not as a suspect, Goa police superintendent Bosco George
told AFP.

We'd called her to record her statement as it's important for us in
this case. We wanted to clarify and know several things, especially
because she had raised several doubts about the police investigation,
George said.

Meanwhile, Goa's home minister Ravi Naik, who MacKeown has angrily
accused of having links with drug dealers, dismissed her comments as
foolish and demanded a probe into her background and source of
income.

Goa police have thoroughly probed the case and booked the people
(responsible), Naik said. How can she charge us of having nexus with
the drug traders?

Police officer George denied media reports that MacKeown had been
charged with negligence for leaving her daughter with strangers in Goa
while she holidayed with her other children in neighbouring Karnataka
state.

Keeling had remained in Goa, a former Portuguese colony, at the home
of a 21-year-old local man.

Police on Thursday arrested a local barman Samson D'Souza, 29, and
alleged drug dealer, Placido Carvalho, as prime suspects in Keeling's
death.

Keeling was fed a lethal cocktail of drugs, raped and left on the
beach where she was found dead.

When her bruised and partially naked body was found, police at first
said she had drowned in the Arabian Sea.

But a second autopsy demanded by MacKeown prompted police to launch a
murder probe after as many as 50 injuries were found on her body.

Goa is a beautiful place and I love Goans, MacKeown said, adding the
incident had brought shame to India.

To my mind good people don't deserve an environment controlled by a
drug mafia under the protection of a few corrupt police officers and
politicians, she said.

Hi Fr. Ivo,

For a supurlo goenkar to get sincere blessings from a padre is real meaningful.
Perhaps you did not read my last post to you. Here is a repeat posting since I
appreciate your thoughts on this topic:

Every one had an opportunity to seek Fr. Ivo's opinion. My questions are not
directly related to religion. Yet they are related to VALUES - social,
religious, common-sense, etc.. So feel free to state that the issues that I am
seeking some answers / comments have nothing to do with religion. To cut to
the chase:

Recently in the USA media the following alarming statistics was presented:
Nearly 40% of US babies in 2006 were born outside of marriage (to single
mothers). In 1980, this statistic was 18%.
Some of the 40% single mothers will marry the father of their child with whom
they are in a live-in relation. That is the good news about the 2006 statistic.
The bad news: Given that half of marriages end in divorce, the 60% of the
babies born to married couples will likely grow up with only one of their
biological parent.

Given this high statistics of these problems, I do not think the weak-link in
the individual single mother and certainly not the baby who is the
unintentional victim. I think this is A System Failure. If in a corporation,
40% of their product was 'defective' (for want of a better term) and the other
60% would have a very high probability to fail, (for want of a better term),
that corporation would be out of business, with no one buying their product.

So Fr. Ivo what is your analysis of what and why is this going-on in American
society?
I will accept your response, Aiz hanv itlo okupadd, goanet posts vachunk mhaka

Thanks in anticipation.

Whenever LIBEL suits arise, one wonders if we know what that means and
how difficult they are to prove.

To succeed in any libel suit, Ravi Naik must show not only that the
offending statement is false, but also that Fiona MacKeown either knew
it to be false or did not care whether it was true or not. (The bar in
Indian libel law might be set a wee bit lower)

jc's response:

Dear Gabe,

The UK law is different (and ? likely to be amended) than the US and
possibly the Indian law.

Fighting a 'libel action' is both complex, costly and in may cases fruitless.

Effectively - there would have to be three (practical) pre-requisites
for this case to succeed

a: Ravi Naik would have to have a reputation that was slandered.
b: The slander would have caused Ravi Naik to lose his job
c: Fiona would have to have money

I get the feeling that Ravi Naik is not necessarily Anand Virgincar's

and true.

A claimant must show that :
Defamatory words (in the relevant and particular context)
were published (i.e. somebody other than the claimant and the
defendant saw the words, and
they caused damage to reputation. The claimant must have a reputation
which can be damaged.

A defendant may, by way of answer, establish that:
one of the essential elements is absent; or
the defamatory words are true. This is the atom bomb defence.
Whichever wins, claimant or respondent, takes all; or
some other (several possibilities) reason protects the publication in
law. This may be some form, of privilege, or innocence.
a suitable offer of amends has been made

There are two sub-species of defamation, libel and slander. Libel is
when the defamation is written down (including most particularly
electronically), and slander is when the incident relates to words
spoken.

In general, mere abuse is not defamatory, but it can take a clever
person to insult another without straying over the line into
defamation. The better the insult, the closer to the edge.

RESPONSE: No help at all, for a better angle on libel and defamation,
perhaps this site might better help. Also w.r.t. internet postings !

http://www.bbc.co.uk/dna/actionnetwork/A1183394

Libel cases are usually settled out of Court with an apology
withdrawing the malcontent.
At the end of the day it might be deemed, to be a sledgehammer to a
nut, the mother is emotionally distressed and cornered - does she
really know what she is embarking on ?

Many a time, it is simply not worth pursuing a libel case, for
instance, had I taken my own Association to task, I would have been,
on a loose and loose situation, no matter what the outcome, people
would have turned against me, for screwing the already downtrodden.

I believe that justice will prevail and those that go out of their
way, willfully with malicious intent, to defame, will get their
comeuppance, if not here then in the next !

Our Catholic brethren, of course, are impervious to such chiding and
will smile ! For them there is no tomorrow, only today.

[Goanet] Scarlet murder-Bailancho Saad Press Release

2008-03-16 Thread sasu
14TH MARCH 2008.
PRESS RELEASE
Bailancho Saad compliments the mother of Scarlet Keeling for her fight to get
justice for her daughter and raising issues which have always been downplayed
and not addressed in several other cases. There have been serious procedural
lapses in registering the case,in investigations, collection of evidence,
medical reports and its interpretation which required intervention from the
highest level to rectify it.
It has been the experience of organizations that whenever a crime is reported,
it is not registered under those sections of law which treats these crimes as
serious criminal offences .It is only when pressure is built up through media,
politicians ,women’s organizations etc that the cases get registered. The
ordinary woman who does not have access to influential people do not get
justice.
Bailancho Saad has been closely monitoring the case and has met Superintendent
of Police Mr Bosco George, Ms Fiona mother of Scarlett and her lawyer Mr
Verma in this regard.
While condemning the drugging , rape and murder of Scarlett, Bailancho Saad
stated that the scenario in Goa is getting worse due to rampant promotion of
alcohol and drugs. With the advent of casinos in the state the situation is
going to get out of hand and more and more people, more so locals will be the
victims. There is no enforcement of excise laws and bars are open till early
morning along the coast .It is a known fact that drugs are freely available in
the coastal belt with the patronage provided by the police and politicians. It
is also a known fact that no person will lodge complaint against drug peddler
in the police station due to this nexus. With the coming of casinos in Mandovi
river Goa will soon become a place where respectable tourist will abhor
visiting.
The state has to take responsibility for making Goa unsafe by its policies of
promotion of vices rather than shift the blame on the mother. Bailancho Saad
is of the opinion that the freedom of movement of women especially at night is
being violated by the unsafe environment. Women’s right to work during the
night shifts cannot be enforced because of this unsafe atmosphere. On the one
hand the govt promotes night life for tourism and then blames the women for
venturing into these places .
Bailancho Saad states that the campaign against Scarlett’s mother has been
launched because she exposed the failure of the administration. Scarlette was
left in a house where two aunts were also living . Many parents leave their
children in the care of people they trust like neighbours, friends .Many young
girl students stay as paying guests in families especially when no hostel
accommodation is available. Rape is mostly premeditated and is by persons known
to the victim .It can happen anywhere and in most of the cases happens in the
homes in broad daylight. The issue is breach of trust by the males who take
advantage of a woman’s vulnerability in certain circumstances.

While the huge media pressure may move the wheels of justice, many a woman do
not register cases for fear of adverse publicity and harrowing procedures .
Invariably there are allegations and pack of lies that one has to encounter, as
is evident in this case. The case is far from solved. There are still several
obstacles on the way. It is just a beginning of a long fight to punish the
guilty.
There is considerable delay in rape cases as the specimens for analysis is sent
to Hyderabad. While the govt does not have to pay for tests done in the
forensic lab in Hyderabad, the reports are received anywhere between six months
to two years. SP Bosco George stated that the government has paid Rs 20,000/-
to get the chemical analysis done elsewhere quickly, in this case. Bailancho
Saad reiterates its demand for a full fledged forensic lab in Goa for speedy
justice of all rape trials.
Bailancho Saad is of the opinion that for justice to prevail ,the
investigations should be handed over to an independent investigating agency CBI
,as the police officers right from the top to down were involved in covering up
the crime by stating on record that it was an accidental death.

Scarlett mother 'feels harassed'
By Soutik Biswas
BBC News, Panaji, Goa

Fiona MacKeown
Scarlett's mother accused the police of a cover-up
Dozens of journalists have descended on a corner of India to follow
the investigation into the murder of British teenager Scarlett
Keeling, as many questions about her death remain unanswered.

On a sunny morning, the media scrum outside the handsome, brown-tiled
building that houses the Goa police's special juvenile unit in the
capital, Panaji, was frenziedly speculating about why Fiona MacKeown
had been summoned there.

On Friday night, two constables had knocked on Ms MacKeown's door and
handed a summons to her to appear next morning at the unit's offices
in connection with the rape and murder of her 15-year-old daughter.

Scarlett was drugged and left for dead on a beach in Goa last month,
after being left by her mother in the care of a 25-year-old tour guide
that she had befriended in the resort of Anjuna. Two men have been
arrested.

Her mother and her six other children had travelled to the
neighbouring state of Karnataka.

There was no suggestion that they are investigating me
Fiona MacKeown
The summons sparked speculation that she would be questioned about
allegations of failing to provide a safe environment for Scarlett
under Goa's five-year-old Children's Act which claims to promote and
protect the best interests of children in the state.

After 105 minutes inside the police unit, Ms MacKeown walked out with
her lawyer to tell the scrum that she had just given a statement -
recorded on a video camera - about what she knew about the case.

There was no suggestion that they are investigating me. I told them
what had happened, and the police are treating me as a witness, she
said.

They [the police] were not aggressive with me... but that doesn't
rule out the fact that I feel intimidated and harassed by this whole
process, she said.

Minutes later, Bosco George, the police superintendent investigating
the case, came out and the media scrum moved to him.

We asked whether she can help us, give us some leads [to the
investigation], a calm Supt George said.

Distressed

In response to the BBC's question whether Ms MacKeown was co-operating
with police, Supt George smiled and mopped the sweat on his brow.

The fact that she has arrived here is co-operation, isn't it, he said wryly.

Scarlett Keeling. Picture: Barcroft Media
Two men have been arrested over Scarlett's death
When Ms MacKeown had arrived at the police unit in the morning, she
looked shaken and distressed.

I don't know what they will ask me. They are just harassing me, she
said, adding that she had been already questioned once early during
the investigation.

The police have lied to me. They have told me Scarlett's body was
found floating in the sea, that she was wearing swimwear, that her
body had no bruise or struggle marks.

They have cajoled and convinced me that it is a simple case of
drowning and I must take her body back home quickly.

She distributed photocopies of seven pages of various letters and
statements which she said supported her allegations.

Let the courts give its verdict on the quality of investigation
Supt Bosco George
One of the documents was a Goa police first information report dated
9 March on Scarlett's death, that mistakenly said Ms MacKeown's
father's name was Mr Sukumar Desarkar, a very Indian name. Supt
George conceded that was an error.

A statement by Ms MacKeown alleged she had information that the drugs
mafia in Goa had a strong nexus with a senior Goa minister and a
police official.

But Supt George denied allegations there was a police conspiracy to
hush up the investigations.

Wild allegations...what is this police conspiracy? he said. Let the
courts give its verdict on the quality of investigation. Let the
courts decide whether it was shoddy or not.

Speculation

The police have admitted that there have been serious lapses in
investigation and suspended a policeman who was initially
investigating the case. They have denied charges of a cover-up.

At the end of it all, the thinning scrum covering Goa's biggest story
this year speculated for the last time.

Why did the police call Ms MacKeown to a juvenile unit of the
department for a statement? Had they initially planned on questioning
her on neglecting her child, and later changed their mind? If so,
why?

There are still many unanswered questions in the Scarlett Keeling case.

A lot many good points were raised. I still fail to
see why Barkha is so eager to get a hot potch of lots
of irrelevant points, instead of just guiding the
debate in a single direction. At the end of the day,
there was no assurance from the minister, we still do
not have a clear picture of the nexus underbelly and
the insider-outsider debate will leave many who are
unaware of these growing undercurrents of resentment
confused. To make things worse, more airtime was given
to Alexio Sequiera than to someone like Oscar Rebello
who had crisper, meaningful and more relevant points
to make.

A few core issues that have emerged from the Scarlett
Keeling case -

1) Much as we would like to blame this crime on
outsiders (read as non-Goans), the culprits were very
much Goan. So the hospitable and friendly Goans have
darker shades to them and i am glad the world knows it
well now.

2) There exists a murky network between drug peddlers
and cops. Drugs are available in Goa. More easily than
we would like to think. That is the truth.

3) Getting caught with their pants down in front of
international media will not change the Goan cops.
Some things are beyond repair.

3) To the single female tourist - If you do not go out
alone at 4 a.m. anywhere else in India because you
think it is unsafe, why go out in Goa?

4) To mothers of 15 year olds - You do not leave your
15 year olds alone in Goa. 15 year olds are never at
fault. At 15, most people want to try everything.

5) There have been murders and rapes of foreigners
before in Goa, which have gone unreported. Some have
been passed off as suicide or drowning cases. The
reason the Scarlett Keeling murder got front page
attention was because her mother chose to fight and
the national and international media paid attention.

6) The press in Goa are a complete sham. Laughable.
One of the three P's in Goa that compete with each
other to be the prized puppets in the hands of the
rich and powerful, the other two being the Politicians
and the Police.

7) We need good people in power. We can have all the
Andolans in the world, but Alexio Sequeira will get
more time to drive home his point than an Oscar
Rebello.

Security beefed up at churches in Dubai

16 March 2008

DUBAI - In what seems to be for the first time in the UAE, Dubai Police have
started checking Christian churchgoers in Jebel Ali and Oud Metha from
Friday.

Police said the move was to ensure security as a huge number of people were
expected to visit churches because of the Christian holy week starting from
today and leading to Easter.

On Friday, police did not allow any churchgoers to drive their cars near to
the churches.

Police also checked the bags of people entering the churches.

In Jebel Ali, according parishioners, police arranged special buses for
commuting them to the church from a nearby supermarket.

Similarly, police closed down all the parking lots near the churches in Oud
Metha and insisted that the parishioners must park their vehicles at a
distance.

All the byroads leading to the churches were also closed and several
policemen were at the entrance of each church in the vicinity.

Entrances of some churches were closed. Officers were searching bags and
frisking visitors.

Dr Jamal Mohammed Al Merri, Deputy Commander-in-Chief of Dubai Police, told
Khaleej Times that they could send police officials to check on people,
especially during celebrations and events when there could be a huge
gathering at one place.

Certain measures had to be taken to ensure people's safety and security on
special occasions and festivities.

Asked whether there was any specific threat, Al Merri said there was no such
threat but the police needed no specific time for carrying out checks.

Our aim is not to disturb people while celebrating or worshipping, but is
to ensure their safety. We are checking all locations and every person,
regardless of his religion, race or social background, said Al Merri.

He said the people should not worry and it was just a normal security
measure being taken whenever there was a big gathering to ensure smooth
traffic movement and also to monitor the parking areas.

Most parishioners were grateful for the police presence but some others said
they hesitated to enter the churches when they saw police manning the gates.

Holy Trinity Church Pastor Wilcharles Lyimo said, It seems there're some
security issues.

It's not worrying though. It (police presence) is good for us if there are
any security issue. Those who are committed to church will come.

Long-serving pastors and church staff said there had never been a police
presence or security issue surrounding Dubai churches before.

Churches said they had been informed that the police would be around for
about a week or till it deemed necessary.

St Mary's Church Reverend Father Freddy de Souza said they had not noticed
any concern among parishioners.

Dalal Abougaber, who volunteers at both the St Mary's Church and Jebel Ali

A preacher in St Francis Church in Jebel Ali said, Police are doing their

Neither of us know what the questions were, or at least I do not. My
views had strictly to do with adddresing Jerry Fernandes and not
merely ignoring his question or saying, Its cool that India is the
sixth most popular country in the world. I have no clue as to who
Jerry Fernandes is, and I am sure there will be others who will post
such questions; but that question deserved my kind of a response. I do
not wish to get into statistical reasoning, but do know enough to say
that data, and data towards certain opinions is often made to fit a
conclusion.

But if it is important to believe India's popularity, and that we
should take the WASHINGTON (Agencies) excerpt from Jerry Fernandes
at face value -- I concede. It does not hurt me to concede, since it
gives me a better sense than I thought of how we see things. One
example, The news report that I read said that 55% of the respondents
viewed China negatively and 42% positively. I do not think this data
would indicate love. The data simply indicates that MORE people
viewed China negatively. Why bring in love in -- is this some kind of
qualitative analysis?
_
On another note, I finally see that the largely the topics that seems
to run well on Goanet are politics as in governing the state, and
Valmiki Faleiro's columns. Thanks heavens for those columns becuase no
matter what (rain or shine, joy or depressin, I would think) they give
one and all (people from every political motivation and those who are
independent), glimpses into the near Goan past, while pointing towards
the future of our making.

This is my last post on India, sixth 'Wonder' of Americans.

I do not know what exactly are the questions that were asked of the persons
interviewed, but would it not be safe to presume that the opinion sought is
of the Indians as a whole, and NOT of the politicians?

In his earlier message, Venantius said: But despite such acts of

The news report that I read said that 55% of the respondents viewed China

EXCLUSIVE: Casual sex, drink and drugs: The disturbing last days of
murdered schoolgirl Scarlett revealed in her own diary By DAVID ORR
in Goa - More by this author » Last updated at 12:06pm on 16th March
2008

Comments (13) Murdered schoolgirl Scarlett Keeling was living a
hedonistic life of sex, drugs and alcohol in the holiday haven of Goa
in the weeks before her death.

Scarlett, who was raped before being dumped in the sea, was, according
to her mother Fiona MacKeown, having the time of her life during an
open-ended family trip to the hippy resort.

But now the final chapter of the tragic teenager's life can be told
in her own words, through details in a diary found by police
investigating her death - and her entries reveal a confused, lost and
unhappy 15-year-old out of her depth after being left to fend for
herself in the resort.

Holiday of a lifetime: But Scarlett's diary paints a very different picture
 Read more...

Scarlett's spirit gave me the strength to survive, says older brother
who nearly died after horrific car crash
Let's kill him and rape his wife, screamed the mob. Welcome to Goa
Scarlett's diary was discovered during a search of the cabin she was
sharing with tour guide Julio Lobo in a village called Siolim.

Mrs MacKeown was allowed to read the diary before Goan authorities
took possession of it, making it part of the evidence. A number of
copies are understood to have been made, one of which was shown to The
Mail on Sunday.

There is no mention in the diary of the two men accused of the
killing: alleged drug-dealer Placido Carvalho - who is charged with
supplying her with cocaine, ecstasy and LSD and 'facilitating' her
murder - and Samson D'Souza, who is charged with rape and murder.

It does, however, contain references to her family, her teenage
boyfriend in England, Jardi, for whom she repeatedly declares her
love, and Julio, 25, with whom she admits having sex.

She also reveals episodes of drug and alcohol abuse in Goa - and also
at school in England. In her final entry before leaving England in
November she describes a farewell party where she got drunk, stoned
and was trippin' on mushies (hallucinogenic mushrooms).

Relationship: Scarlett with boyfriend Julio Lobo shortly before her death

The entry also confirms that Scarlett -legally a minor - was having
sex with her boyfriend in England. She writes: I went two days
without sex the other day, I started getting stressy.

The diary entries - mostly undated - are written in a schoolbook.

She signs some of them with her nickname, Skaz, and there are pages of
childish drawings: a heart, two saxophones and unhappy cartoon faces,
one of which has tears gushing from its eyes.

The final page shows a stick figure hanging from a gallows. Underneath
is Julio's name, address and telephone number.

According to her diary, Scarlett met Julio at a full-moon party
which would have put their first meeting - and first sexual encounter
- as early as November 24, only days after her arrival in India.

Arrest: A police escort with Samson D'Souza who is accused of
attacking Scarlett after his court appearance this week

Scarlett writes: I was pretty messed up, like I had taken a pill and
drunk a lot of vodka. I don't remember a lot but apparently we had sex
and I can remember that much but it took two weeks b4 me and Julio
were hangin out regularly.

A subsequent entry again refers to her meeting with Julio and her
confused feelings about him.

I also met this guy Julio and I'm not sure how I feel. I still think
of Jardi all the time and miss him every day.

But then Julio came along and is taking me to Finland and has done so
much for me and my family. But sometimes I just think he's using me,
he says he loves me but I don't think so.

She suspects he feels sorry for her because she lives in a field -

By now, the all-night parties and her sex life with Julio have
evidently lost some allure.

The ban on the SALE of Goan Land to Foreigners is good but The REAL MUCH
BIGGER URGENT NEED is to BAN SALE of Goan Land to all Non-Goans.

Unlike other states, Goa has a very valid grounds to stop Land sales to
non-locals, as we all will appreciate. We cannot allow our land to be sold
to the extent, that we become a minority in our own home loose our
identity.

In addition to our personal actions/decisions, we need to pressurise our
government to act boldly in this regard; look at all options and not be
intimidated, by those quoting the constitution. Surely, the constitution
does not intend to decimate any identity. And to re-iterate, there was no
Goan input to the framing of the current Indian constitution, as Goa was not

Last but not least, my thanks to the initiator's of the signature campaign

MONDAY MUSE (17 March 2008)

ANALOGY

My favourite speaker, Dr Oscar Rebello was speaking at a public meeting about
the land grab taking place in Goa and the complicity and connivance of the
Government in aiding the illegalities… He could have rattled off facts and
figures to buttress his argument. However, he once again exhibited his genius
in connecting his communication with his heterogeneous audience. He spoke thus…

Consider the case of our lovely mother who is a nice human being. She is caring
and has done only good to others. Now consider our father who is an aggressor
against our mother. He abuses her and worse, snatches her jewellery and
household things and gives them to another woman. What should we, as children,
do to our father who is brutalising our mother? The audience roared to say
“teach him a lesson”…

Oscar immediately made his analogy… Our lovely mother is our motherland, Goa.
Our father is the Government that rules us. The other woman is money bags out
to circumvent the law and loot Mother Nature of her precious possessions.
Nothing more was required to be said. The message had been communicated in all
its clarity.

Analogy is the expression of the cognitive practice of transferring the message
as understood by the speaker to the listener in a way that the listener can
understand. It is based on the principle that effective communication is all
about keeping it simple. The hall mark of a good communicator is the ability to
BE BETTER at using the power of analogy as against the agony of wordiness.

To BE BETTER in getting our message across,
The use of analogy can sure reduce the fuss.

Dears,

Two SSC students, Ketan Kudalkar of Loyola HS-Margao and Jesila
Carvalho of O.L. of Rosary HS-Navelim were killed by heavy vehicles
driven rashly IN THE EARLY MORNING HOURS. Testing drivers with
alcohol meters in the afternoon will not change such incidents,
specially as most of the schools wind up by lunch time.

Normally, Ministers dither to deal with sub-judice matters. fitting of
Speed Governors [to new vehicles , at least] is sub-judice at the
Panaji Bench of the Bombay High Court.

Let us see how the cookie crumbles. The media have a great
responsibility here. The bus and truck lobby has always been
irresponsible. that is why the 12% ST Minister had threatened to use
ESMA. Let us see what the 2% Minister will decide.

NAVHIND TIMES reports:

Dhavalikar to decide on speed governors latest by tomorrow
NT Staff Reporter

Panaji, March 16

In his first major announcement, after taking over as the Transport
Minister, Mr Ramkrishna Dhavalikar today said that he would decide on
the volatile speed governor issue by tomorrow evening or latest by the
day after tomorrow morning.

He added, I have spoken to the bus owners and transport vehicle
owners yesterday and today and will decide on the issue by tomorrow
evening or latest by the day after morning.
He was of the opinion that accidents can also be caused by alcohol and
not just by speed.

Earlier the division bench of the Bombay High Court comprising Mr
Justice A P Lavande and Mr Justice N A Britto, is an ad interim order
directed that no new notified transport vehicles could be registered
under the Motor Vehicles Act, 1988, unless it was fitted with a speed
governor. This order came about as a result of a public interest
petition filed by the Society for Road Safety and Traffic Management
which challenged the keeping in abeyance of the notification dated
December 28, 2007 and bearing number 5/1/2007/TPT issued by the
government, which made it mandatory for specified category of
transport vehicles to be fitted with speed governors.

Our Majorda Bureau adds: The Goa Bus Owners Association  president,
Mr Rajnikhant Naik today said that the executive members of the
association met Mr Dhavalikar at circuit house in Panaji and submitted
a list of demands to him.

He said the executive members demanded the scrapping of the speed
governors notification with immediate effect

He further disclosed that the members requested the minister 1. to use
alcoholmeters compulsorily for all the types of vehicles during the
afternoon and
2. not to grant more permits on all routes with immediate effect as
there are buses within a gap of every five minutes plying on the roads
which, he said, results in competition, rash and negligent driving
leading to accidents.

The minister had promised to look into the matter, he said.

While I agree with Ms Martins wrt points 2, 4 and 1, I do not know if
the word COMPLIMENT is the right choice of a word for this tragic
situation. I submit that it is very insensitive of Bailancho Saad to
use that word in this situation. I;d like to suggest the words:
commends, supports etc

I am troubled with # 2. Based on the details in the public domain,
I'd say that NO responsible mother leaves a 15 year old child with a
known 'charas' habit in the care of a third party without ensuring
that the third party is responsible and trust-worthy.

So what if there were Aunts in that house. Were they vetted before
the child was kept in their care? What was the basis of the trust in
the Aunts? What arrangements were made for the welfare of this
child? and Whose Aunts were they anyway?

I have no problem with the criminal issues involved. Those who are
found guilty must be dealt with according to the law of the land.

There is another (civil) issue of Negligence on the part of the
mother. That needs to be sorted out too - so that NO mother again,
neglects the welfare of the child and then decide NOT to take
responsibility for her own negligence.

Bailancho Saad unfortunately, appears to take a tunnel-visioned
approach to this problem.

Let the chips fall wherever they fall ...Sabina.

No need to defend the indefensible - even if they are women.

Dear Dr.Gilbert,
Sorry for not having answered your question. So many questions have been
formulated
and addressed by Goanetters to the political leaders that our important
questions on Religion had to wait.
Some of them will never be answered.

From: Gilbert Lawrence [EMAIL PROTECTED]
Recently in the USA media the following alarming statistics was presented:
Nearly 40% of US babies in 2006 were born outside of marriage (to single
mothers). In 1980, this statistic was 18%.
Some of the 40% single mothers will marry the father of their child with
whom they are in a live-in relation. That is the good news about the 2006
statistic.
The bad news: Given that half of marriages end in divorce, the 60% of the
babies born to married couples will likely grow up with only one of their
biological parent.
**It is difficult to assess the validity of these statistical data. Yet,
taking them as they are, we can see how important is to emphasize the
sacredness of the human family. Erosion of family values is the answer. I
give below some facts cited by authors and sociologists.
Regards.
Fr.Ivo

Empires have fallen. Bible speaks of corruption of humankind. America is
getting weaker.

The family unit is the basic building block of every thriving society.
Within the family,

young minds are first taught the importance of building character,

controlling one's emotions, setting worthwhile goals, striving for
excellence-or at least this should be the case, as it was generations ago.

At the start of the Roman Empire, fathers took seriously their role in
properly instructing, training and educating their sons, and mothers taught
their daughters as well. The example of strong and active parents daily
ingrained into children the importance of obedience, deference to civic
authority and respect for the laws of the land.

But as new generations came of age, the family weakened and fractured.
Husbands and wives gave in to the pulls of human nature to engage in
widespread adultery, inevitably leading to increasing rates of broken
marriages. Divorce for virtually any reason became legal; wives only had to
say to their husbands three times in succession, I divorce you! to bring
it to pass.

Also, parents came to spoil their children, who then grew up to become lazy
adults who were irreverent, disobedient to authority and had little respect
for the elderly or the old paths of social norms and values. Likewise, the
family unit in America, Britain, Australia, Canada and other sister nations
of the West is under constant assault. Broken marriages and fractured
households are now the norm.

Few fathers exercise a strong hand in teaching, guiding and correcting their
young, often leaving mothers to fill both parental roles. Children are
growing up pampered and catered to, never learning to accept and recover
from setbacks-never being taught to rise up before the hoary head, and honor
the face of the old man. They live in a fantasy world in which they must
have cell phones; they need their privacy; they have rights.

As with ancient Rome, the British and American peoples ignore God's Word.
Modern parents believe they know better than their Creator. Today we have a
generation of children who oppress and rule over their parents and show no
respect for their elders.

Collapsing Family Values: Truly, these days, the subject of erosion of the
societal and family values is a recurring theme across the world. Social
studies reveal that family and community values contribute greatly to
happiness, and their depletion is a significant reason why people are not
happier even when they are richer.

Indians pride themselves of their strong family values, especially,
vis-à-vis Western countries where collapse of the traditional family
structure has created many social problems. With India's booming economy,
and as urban Indians prioritise incomes and career opportunities over
traditional family duties, the attitude towards family-values and family
structures too is fast changing. Marriages are becoming more fragile and
short-lived and the Indian family is in the throes of a discernible, if
disturbing, transformation. Even the rural nuclear families are splitting.

What Are Values: Dr. Radha Kamal Mukharjee defines values as: Socially
approved desires and goals that are internalized through the process of
conditioning, learning or socialization and that become subjective
preferences. According to sociologists, faiths, ideals, principles and
behaviour of a particular society are the values of that society. The
society is controlled and directed

Equally I don't believe in religion or caste but at the same time
I am proud in the religion and caste where I am born though without my
 choice.
*I do not see any opposition between prayer and the religion. We need also a
school of prayer...
But oppressive caste system cannot go hand in hand with a religion. Religion
means our relationship
with God and with humankind. Divisive forces of casteism cannot go within
any religion. It would be an aberration.

I feel others should also be proud in their own religion and/or caste in
which they are born. But in doing so one should not heart (sic) the
 feelings and
sentiments of others. That's what I strongly believe in.
*I see a lot of religiosity in our people. Each one of us should be proud of
the religion we follow,
but also understand that 'caste' should lead me to treat everyone as my
brother or sister in God, our common Father...

...Thus, Hinduism stands for Sanatan Dharma meaning Eternal
 Religion.
*What is religion? What do you mean by eternal religion? What are its
tenets?
From where did they come? From our human nature? Who revealed them? to whom?
From where did the Scriptures come?
To whose authority do you appeal? God's or human being's? These are
questions to be answered.

If a great scientist like Einstein discovered or realized laws of
 physics,
Hinduism would call him a great Rishi (Maharishi or Prophet of truth.).
*Would you call Albert Einstein a prophet? a rishi? what is the meaning of
prophet? Who is a rishi?

 Self
realized persons like Jesus Christ are called Rishis (Prophet)...
*Jesus of Nazareth is called Christ after his Resurrection. He is the
Prophet, the Messiah,
promised in the Old Testament, the Son of God. If you read the Gospels,
you will find out who he is. Read his Beatitudes and Sayings, his Miracles,
his Suffering, Death
and Resurrection...

and their teachings would be readily acceptable to those who properly
 understand the
 principles of 'Hinduism'.
*There are Hindus who follow Jesus and his teachings.
Some of them reject some teachings of Hinduism and follow the Gospel
teachings.

From the ancient times, many great Rishis
achieved self-realization through such practices as meditation and
 austerities and
they realized knowledge concerning Eternal Principles...
**For Christianity, holiness comes from God, who lives in human beings:
God's Grace, God's Love, God's Spirit.
Not through the law, through meditation and austerities.

...most other religion is prophet centered
depending upon the lives of some personal founder or founders.
If at any time the historical evidences about the existence of these
 personages
in ancient times become weak, the whole building of the religion tumbles
 down
 and is broken to pieces.
*Who guarantees the validity of the tenets of Hindu religion? Why should
there be
conflicts among religions, when all religions should lead us to God, our
common Father?

No religion built upon a person can be taken up as a type by all the races
of mankind.
Vedantic religion does not require any such personal authority. Its sanction
is the eternal nature of
man, its ethics are based upon the eternal solidarity of man, already
existing, already attained and not to be attained.
** Who guarantees this? What is 'eternal nature of man'? What is the basis
of human ethics?
Can Hinduism be taken up by all races of mankind?

...does Hindus worship one god or many? In every temple,
if one stands by and listens, one will find the worshippers applying all
 the
attributes of God, including omnipresence, to the images.
*How can images have all the attributes of God? Or are different images
symbols of the attributes of God, who cannot be expressed exhaustively
by our human language?

It is not polytheism, nor would the name henotheism explain the situation.
**It would be polytheism if there are many gods (a pantheon or trimurti), or
henotheism,
if there is one God under different modalities.

The rose called by any other name would smell as sweet. Names are not
 explanations.
*What is in a name? Rose cannot be called by any name. It is called rose,
precisely
