Hal Keeling, 19, said Fiona MacKeown, 43, was jailed for attempted manslaughter. He added that Ms MacKeown, who remains in India following her daughter's murder in Goa, confessed to her nine children: I haven't been an angel in the past. The revelation came on the day police served her with a summons under the Goa Children's Act, which requires adults to provide a safe environment for a child. He said the police had chosen that section of the Act to harass Mrs MacKeown for exposing corruption in the police. Scarlett had been staying with her boyfriend, Julio Lobo, a 25-year-old Goan tour guide, and his two aunts in Anjuna when she was last seen at a bar in the resort. Her mother, six other younger children and her mother's boyfriend - who arrived in November on a six-month holiday - were travelling elsewhere in the region when Scarlett was killed. But Mrs MacKeown has said she was naive and trustworthy, but not negligent, for leaving her. Today, police said they were willing to to re-open past cases of suspicious deaths if they received fresh requests. Yesterday one of the suspects being held over the horrific attack on the 15-year-old in Goa reportedly told police British she had was drugged, beaten, raped and left for dead. Mr Keeling said his mother was 18 when she and a friend were accused of attempted murder. The charge was reduced to attempted manslaughter after a trial in 1983, and she served a year of a three-year sentence. At least 126 foreign nationals have died in Goa in the past two years, 40 of them British, according to Kishan Kumar, said the Inspector general of police in Goa. Some officers, who have spoken on condition of anonymity, say that 10-12 deaths passed off as drowning since last year looked suspicious. Indian authorities had originally said Scarlett's death was an accident, but later arrested two people after a second autopsy revealed she could have been killed. Drug dealer Placido Carvalho, the second man to be arrested in the probe, is alleged to have broken down and admitted under police questioning that he forced the 15-year-old blonde to take Ecstasy, LSD and cocaine before a barman beat her unconscious and raped her near his bar on Goa's popular Anjuna beach. Detectives believe that Scarlett, whose mouth was filled with sand, and had been rendered helpless by a cocktail of drugs and the beating, then died in a shallow beach pool. Details of the shocking death were revealed today by Inspector Kishan Kumar as Carvalho, 48, was remanded in custody by a court for 14-days on suspicion of supplying drugs, assault and murder. Insp. Kumar said Mrs MacKeown could still be investigated for leaving her daughter at the resort while the rest of the family travelled elsewhere in India. Navy surfs on froth of failed contracts SUJAN DUTTA New Delhi, March 15: A friend whose father was in the navy has this take on the service. In the 1980s, when there was a demand for a second aircraft carrier, an air force officer had wondered aloud at a cocktail what the navy was going to do with such a large ship. Is it, he asked, for ballroom dancing? Today, the navy has space enough to waltz, disco, rap and reggae - with a jig of bhangra - in the high seas. It has the acreage of the Viraat's flight deck because nearly all the aircraft carrier's combat planes, the Sea Harrier, are grounded. And the navy's second-largest ship, the amphibious INS Jalashva, sails on the condition that it cannot be used in a war. It was only last month that the Indian Navy had projected itself as the largest sea power in the region. It hosted an Indian Ocean regional summit of naval chiefs and proposed joint anti-terrorism operations. The navy assumed it was a natural leader in the region to make such a proposal without having to emphasise its prowess. Within weeks of that summit, it is surfing in the choppy waters of failed and faulty contracts. If blame for negotiating a faulty contract for the Jalashva - a warship that cannot be used in the event of a war - were to be assigned, Pranab Mukherjee, now foreign minister, would be in an uncomfortable situation. He was defence minister from May 22, 2004, to October 25, 2006. The Jalashva offer was made in September 2004 and the ship was purchased in a hasty manner (according to the Comptroller and Auditor General) on July 31, 2006. Before the contract was signed, in June 2005, Mukherjee had visited the US where he signed a 10-year framework agreement for the India-US defence relationship, a pact made public only after it was formalised. Provoked, the Left alleged India was making its interests subservient to America's in the military arena. The negotiation for the Jalashva was carried out during Admiral Arun Prakash 's tenure as navy chief, from July 31, 2004, till October 30, 2006. The now retired admiral says the navy acts in its best interests. Naval officers were aghast that their former chief should be mentioned in the same breath as the flawed Jalashva contract. What we do with the ship after we acquire it is up to us, they claim. Translated, this means that even if India has agreed not to use the ship in a war, it is free to do whatever it wants during hostilities. The navy is already grappling with the consequences of badly drawn up contracts. Four months before Mukherjee took over, his predecessor George Fernandes oversaw the clinching of the deal for the Russian aircraft carrier, the Admiral Gorshkov. That contract was so faulty that it did not contain a clause on price escalation. The upshot: Russia has demanded $1.2 billion over and above the $1.5 billion negotiated. In the waters that have flown between the Gorshkov and the Jalashva, the navy finds itself at sea in a way it did not envisage. TOI EDITORIAL: Clean Up Goa It's a famed beach-holiday destination, easy-going and affordable. With its rich cultural and religious traditions, Goa offers a heady mix of the old and the new. However, over the years, it has also become an attractive hang-out for socially dysfunctional people. Easy availability of drugs and its reputation as a tourist paradise where liquor flows uninterruptedly seem to have perpetuated its image as a permissive haven, away from the rough and tumble of the outside world. The idyll is shattered when something goes horribly wrong as it did with 15-year-old Scarlett Keeling, on holiday with her family from Britain. According to reports, the teenager was drugged, raped and left on the beach to drown by a local shack manager. Outrage is being expressed at how a mother could leave her minor daughter with perfect strangers in a shack on a beach known for its rave parties and go off to another state as part of her holiday plans. Be that as it may, serious questions need to be asked on various other counts. How is it that the drug trade in Goa is flourishing, that too, in full public view and under the nose of the state police whose duties include cracking down on such illegal activity? Consumption of locally available intoxicants like bhang and charas has been a tradition for too long to merit comment and are less harmful than the more refined and enhanced substances like laboratory-created LSD, heroin and cocaine. These are easily available on Goa's beaches, eating houses and shacks that welcome foreign visitors while discouraging locals and domestic tourists. The drugs trade presupposes international links, which is why there is a need to revisit the resident status and visa validity of the many foreigners who have made Goa their base - without, of course, turning it into an indiscriminate cleansing operation. The growth and spread of a drug mafia that might well include members of the police force, locals and some foreigners, is cause for action. It's a serious problem, and Scarlett's might not be the last such case. Goa needs an anti-drug crusade that grows out of community concern, supported by NGOs and government agencies. It was a people's movement to save the environment that aborted a government plan to set up industries in special economic zones. The people of the region should come together to clean up their home. Saying that ordinary Goans today find it difficult to convert a small piece of land for housing, Dr Colaco said that large tracts of land have been converted by the politicians in violation of agricultural rules and CRZ rules. Asked whether only the politicians are to be blamed for the sale of Goa, Dr Colaco said each and every individual is responsible for the selling their precious land, but the politicians-bureacrat-builder nexus is the worst, because politicians have sold the land with the sweep of a brush. Goan Education -Mission Possible By Plastino D'Costa Most of Goa's problems can be solved if Goa focuses more on its Human Resources by making Goan Education as the number one priority. Educated Goans today form a very small minority and to bring an effective change in Goan society we need this minority to transform into a majority. It is heartening to know that the Government of Goa is framing a policy on education which could address the education issue on two fronts simultaneously. Firstly, to accelerate the learning curve of Goans who have already completed their education so as to bring them ahead of the curve and secondly, to have a massive overhaul of the primary and secondary school education. Since this policy is framed by the educationists, it might be incomplete if it does not include sincere inputs of Corporate Goa, or the Catholic Schools of Bombay. Corporate Goa, as they are supposed to absorb most of the educated and the Catholic Schools of Bombay because they have been in the education field far too long to be ignored. Corporate Goa must have a say in the education policy because after Goans complete their formal education Corporate Goa is the only entity which measures performances of working Goans in Goa year on year through their internal performance evaluations. They are in a position to compare Goans with the rest and might be in a position to spot weaknesses in our Goan workforce. Corporate Goa could also bring the desired practicality in the syllabus. One role that has been underplayed in the Indian success story has been the role of Catholic Schools and convents in shaping intelligent and confident Indians. Today most Indians especially Bombayites cannot deny the role of Catholic Schools and Colleges played in shaping their careers and providing the basics. From Colaba, Fort, Marine lines, Byculla, Mahim, Bandra, Andheri and further, Catholic Schools by the dozens have put a tremendous effort compared to any other community. Gujratis, Mahrashtrians, Marwaris, Sindhis, Parsees or the miniscule Goans have all benefited the most. Unfortunately there is a big difference in the Catholic Schools of Bombay compared to the Catholic Schools of Goa. Barring a few city schools most catholic village schools of Goa don't measure up to the average schools of Bombay. Definitely there must be genuine reasons for their underperformance and if this education policy cannot address these issues then the purpose of this policy might be defeated. The Government of Goa through the good offices of the Bishop of Goa or independently could request the Catholic Schools of Bombay to send their inputs or even send their representatives to be part of the think-tank team to frame the policy. Surely they will oblige knowing the character of the people of Bombay, but for that to take place Goans need to keep an open mind that sometimes there is a need for a successful outsider to come and question our failing system and give positive feedback. Surely solutions like large scale teacher exchange programs on the lines of student exchange programs are bound to be recommended. After all, it is economically feasible to exchange students and teachers from Bombay then from Lisbon or London. Besides the geographical advantages Goa has with Bombay, it is better not to reinvent the wheel, as Bombay's education is time tested and has successfully delivered results in the form of creating successful citizens of India. Naturally grass root changes in education will come with a cost to the government and to have a sustainable education model, the government must withdraw the sops given to this sector. Freebies usually put pressure on the system which eventually does not have the desired effect and therefore all subsidies need to be withdrawn or reviewed. When Goans are made to pay for education naturally they will try to get their moneys worth and take more interest in education. The Government will also improve its fiscal health and will not have succumbed to desperate measures of selling casino licenses to improve their budgetary balances. The biggest failure of the Goan education system has been that majority of the Goans have never demanded it, as they have never thought beyond those sailing ships. The lure for money has been too strong to resist that these ships have even attracted the educated Goan or forced them to leave education midway. The potential of education is still not very well acknowledged in Goa and therefore it needs to work towards a sustainable, dynamic and transparent Education Policy, which not only transfigures the goals of the Generation Next Goan but transforms the entire society. The Success of Education in Bombay has been that there has been hardly any political interference, how to keep the present Goan politicians with personal agendas out of this education policy might be the biggest challenge to this mission.

If you and/or other BJP/ Parrikar sympathizer's think otherwise, try answering these questions honestly and see for yourself whether the issues I have been raising are legitimate or not. 1. Dr Anand's original post makes it categorically clear that he took Manohar Parrikar's consent for recording this interview for *GOANET*, not for a private venture of his/ theirs. Dr Anand approached Manohar Parrikar to do the interview for *GOANET* because of Goanet's huge popularity and wide reach and Parrikar too gave his consent on account of the same. Also, Questions were solicited exclusively from Goanetters for this venture. Am I then not justified in asking that Goanet be given the credit which is legitimately due to it for this venture or do you believe that Dr Anand and Rajan are perfectly right in adopting this use-and-discard kind of policy? And on a related note, shouldn't the moderators/ owners have at least some say in all this? 2. I have participated in several Public debates and discussions on different issues. I have also witnessed such programmes/ shows on the Television. Whenever the organizers/ TV Channels solicit questions from the audience or viewers and the questions are selected, due credit is given to the person who has crafted the question by making a mention of his/her name along with the question. You too may have been a part of similar programmes and/ or may have witnessed the same on Television and have seen the procedure followed in such instances. Am I then not justified in demanding that Goanetters who have applied their mind and spent their time and energy to craft the questions be given their due individual credit? 3. Dr Anand himself said in the past that, for this interview to be fair, a group of moderators must prepare the final slate of questions. Am I then wrong in demanding the same? Won't a Panel of Moderators ensure the sincerity, fairness and transparency of this venture? Isn't this what Dr Anand wanted in the first place? Why are they getting butterflies in their stomachs now? Take out your ideological spectacles, make a fair assessment and try to answer these questions. In 1980, this statistic was 18%. Some of the 40% single mothers will marry the father of their child with whom they are in a live-in relation. That is the good news about the 2006 statistic. The bad news: Given that half of marriages end in divorce, the 60% of the babies born to married couples will likely grow up with only one of their biological parent. Given this high statistics of these problems, I do not think the weak-link in the individual single mother and certainly not the baby who is the unintentional victim. I think this is A System Failure. If in a corporation, 40% of their product was 'defective' (for want of a better term) and the other 60% would have a very high probability to fail, (for want of a better term), that corporation would be out of business, with no one buying their product. While condemning the drugging , rape and murder of Scarlett, Bailancho Saad stated that the scenario in Goa is getting worse due to rampant promotion of alcohol and drugs. With the advent of casinos in the state the situation is going to get out of hand and more and more people, more so locals will be the victims. There is no enforcement of excise laws and bars are open till early morning along the coast .It is a known fact that drugs are freely available in the coastal belt with the patronage provided by the police and politicians.It is also a known fact that no person will lodge complaint against drug peddler in the police station due to this nexus. With the coming of casinos in Mandovi river Goa will soon become a place where respectable tourist will abhor visiting. The state has to take responsibility for making Goa unsafe by its policies of promotion of vices rather than shift the blame on the mother. Bailancho Saad is of the opinion that the freedom of movement of women especially at night is being violated by the unsafe environment. Women’s right to work during the night shifts cannot be enforced because of this unsafe atmosphere. On the one hand the govt promotes night life for tourism and then blames the women for venturing into these places . Bailancho Saad states that the campaign against Scarlett’s mother has been launched because she exposed the failure of the administration. Scarlette was left in a house where two aunts were also living . Many parents leave their children in the care of people they trust like neighbours, friends .Many young girl students stay as paying guests in families especially when no hostel accommodation is available. Rape is mostly premeditated and is by persons known to the victim .It can happen anywhere and in most of the cases happens in the homes in broad daylight. The issue is breach of trust by the males who take advantage of a woman’s vulnerability in certain circumstances. While the huge media pressure may move the wheels of justice, many a woman do not register cases for fear of adverse publicity and harrowing procedures . Invariably there are allegations and pack of lies that one has to encounter, as is evident in this case.The case is far from solved. There are still several obstacles on the way. It is just a beginning of a long fight to punish the guilty. There is considerable delay in rape cases as the specimens for analysis is sent to Hyderabad. While the govt does not have to pay for tests done in the forensic lab in Hyderabad, the reports are received anywhere between six months to two years. SP Bosco George stated that the government has paid Rs 20,000/- to get the chemical analysis done elsewhere quickly, in this case. Bailancho Saad reiterates its demand for a full fledged forensic lab in Goa for speedy justice of all rape trials. Bailancho Saad is of the opinion that for justice to prevail ,the investigations should be handed over to an independent investigating agency CBI ,as the police officers right from the top to down were involved in covering up the crime by stating on record that it was an accidental death. On a sunny morning, the media scrum outside the handsome, brown-tiled building that houses the Goa police's special juvenile unit in the capital, Panaji, was frenziedly speculating about why Fiona MacKeown had been summoned there. On Friday night, two constables had knocked on Ms MacKeown's door and handed a summons to her to appear next morning at the unit's offices in connection with the rape and murder of her 15-year-old daughter. Scarlett was drugged and left for dead on a beach in Goa last month, after being left by her mother in the care of a 25-year-old tour guide that she had befriended in the resort of Anjuna. Two men have been arrested. Her mother and her six other children had travelled to the neighbouring state of Karnataka. There was no suggestion that they are investigating me Fiona MacKeown The summons sparked speculation that she would be questioned about allegations of failing to provide a safe environment for Scarlett under Goa's five-year-old Children's Act which claims to promote and protect the best interests of children in the state. After 105 minutes inside the police unit, Ms MacKeown walked out with her lawyer to tell the scrum that she had just given a statement - recorded on a video camera - about what she knew about the case. There was no suggestion that they are investigating me. I told them what had happened, and the police are treating me as a witness, she said. They [the police] were not aggressive with me... but that doesn't rule out the fact that I feel intimidated and harassed by this whole process, she said. Minutes later, Bosco George, the police superintendent investigating the case, came out and the media scrum moved to him. We asked whether she can help us, give us some leads [to the investigation], a calm Supt George said. Distressed In response to the BBC's question whether Ms MacKeown was co-operating with police, Supt George smiled and mopped the sweat on his brow. They have told me Scarlett's body was found floating in the sea, that she was wearing swimwear, that her body had no bruise or struggle marks. They have cajoled and convinced me that it is a simple case of drowning and I must take her body back home quickly. She distributed photocopies of seven pages of various letters and statements which she said supported her allegations. Let the courts give its verdict on the quality of investigation Supt Bosco George One of the documents was a Goa police first information report dated 9 March on Scarlett's death, that mistakenly said Ms MacKeown's father's name was Mr Sukumar Desarkar, a very Indian name. Supt George conceded that was an error. A statement by Ms MacKeown alleged she had information that the drugs mafia in Goa had a strong nexus with a senior Goa minister and a police official. But Supt George denied allegations there was a police conspiracy to hush up the investigations. Wild allegations...what is this police conspiracy? he said. Let the courts give its verdict on the quality of investigation. Let the courts decide whether it was shoddy or not. Speculation The police have admitted that there have been serious lapses in investigation and suspended a policeman who was initially investigating the case. They have denied charges of a cover-up. At the end of it all, the thinning scrum covering Goa's biggest story this year speculated for the last time. Why did the police call Ms MacKeown to a juvenile unit of the department for a statement? Had they initially planned on questioning her on neglecting her child, and later changed their mind? If so, why? I still fail to see why Barkha is so eager to get a hot potch of lots of irrelevant points, instead of just guiding the debate in a single direction. At the end of the day, there was no assurance from the minister, we still do not have a clear picture of the nexus underbelly and the insider-outsider debate will leave many who are unaware of these growing undercurrents of resentment confused. To make things worse, more airtime was given to Alexio Sequiera than to someone like Oscar Rebello who had crisper, meaningful and more relevant points to make. A few core issues that have emerged from the Scarlett Keeling case - 1) Much as we would like to blame this crime on outsiders (read as non-Goans), the culprits were very much Goan. So the hospitable and friendly Goans have darker shades to them and i am glad the world knows it well now. 2) There exists a murky network between drug peddlers and cops. Drugs are available in Goa. More easily than we would like to think. That is the truth. 3) Getting caught with their pants down in front of international media will not change the Goan cops. Some things are beyond repair. 3) To the single female tourist - If you do not go out alone at 4 a.m. anywhere else in India because you think it is unsafe, why go out in Goa? 4) To mothers of 15 year olds - You do not leave your 15 year olds alone in Goa. 15 year olds are never at fault. At 15, most people want to try everything. 5) There have been murders and rapes of foreigners before in Goa, which have gone unreported. Some have been passed off as suicide or drowning cases. The reason the Scarlett Keeling murder got front page attention was because her mother chose to fight and the national and international media paid attention. 6) The press in Goa are a complete sham. Laughable. One of the three P's in Goa that compete with each other to be the prized puppets in the hands of the rich and powerful, the other two being the Politicians and the Police. 7) We need good people in power. We can have all the Andolans in the world, but Alexio Sequeira will get more time to drive home his point than an Oscar Rebello. Police said the move was to ensure security as a huge number of people were expected to visit churches because of the Christian holy week starting from today and leading to Easter. On Friday, police did not allow any churchgoers to drive their cars near to the churches. Police also checked the bags of people entering the churches. In Jebel Ali, according parishioners, police arranged special buses for commuting them to the church from a nearby supermarket. Similarly, police closed down all the parking lots near the churches in Oud Metha and insisted that the parishioners must park their vehicles at a distance. All the byroads leading to the churches were also closed and several policemen were at the entrance of each church in the vicinity. Entrances of some churches were closed. Officers were searching bags and frisking visitors. Dr Jamal Mohammed Al Merri, Deputy Commander-in-Chief of Dubai Police, told Khaleej Times that they could send police officials to check on people, especially during celebrations and events when there could be a huge gathering at one place. Certain measures had to be taken to ensure people's safety and security on special occasions and festivities. Asked whether there was any specific threat, Al Merri said there was no such threat but the police needed no specific time for carrying out checks. Our aim is not to disturb people while celebrating or worshipping, but is to ensure their safety. We are checking all locations and every person, regardless of his religion, race or social background, said Al Merri. He said the people should not worry and it was just a normal security measure being taken whenever there was a big gathering to ensure smooth traffic movement and also to monitor the parking areas. Most parishioners were grateful for the police presence but some others said they hesitated to enter the churches when they saw police manning the gates. Holy Trinity Church Pastor Wilcharles Lyimo said, It seems there're some security issues. It's not worrying though. It (police presence) is good for us if there are any security issue. Those who are committed to church will come. Long-serving pastors and church staff said there had never been a police presence or security issue surrounding Dubai churches before. Churches said they had been informed that the police would be around for about a week or till it deemed necessary. St Mary's Church Reverend Father Freddy de Souza said they had not noticed any concern among parishioners. Dalal Abougaber, who volunteers at both the St Mary's Church and Jebel Ali churches, said parking and traffic safety was causing more of a concern because cars were allowed in the vicinity of the churches. In Jebel Ali, there are buses to pick up people up from where they have parked their vehicles and drop them at the church, she said. I do not wish to get into statistical reasoning, but do know enough to say that data, and data towards certain opinions is often made to fit a conclusion. But if it is important to believe India's popularity, and that we should take the WASHINGTON (Agencies) excerpt from Jerry Fernandes at face value -- I concede. It does not hurt me to concede, since it gives me a better sense than I thought of how we see things. One example, The news report that I read said that 55% of the respondents viewed China negatively and 42% positively. I do not think this data would indicate love. The data simply indicates that MORE people viewed China negatively. Why bring in love in -- is this some kind of qualitative analysis? _ On another note, I finally see that the largely the topics that seems to run well on Goanet are politics as in governing the state, and Valmiki Faleiro's columns. Likewise, the family unit in America, Britain, Australia, Canada and other sister nations of the West is under constant assault. Broken marriages and fractured households are now the norm. Few fathers exercise a strong hand in teaching, guiding and correcting their young, often leaving mothers to fill both parental roles. Children are growing up pampered and catered to, never learning to accept and recover from setbacks-never being taught to rise up before the hoary head, and honor the face of the old man. They live in a fantasy world in which they must have cell phones; they need their privacy; they have rights. As with ancient Rome, the British and American peoples ignore God's Word. Modern parents believe they know better than their Creator. Today we have a generation of children who oppress and rule over their parents and show no respect for their elders. Collapsing Family Values: Truly, these days, the subject of erosion of the societal and family values is a recurring theme across the world. Social studies reveal that family and community values contribute greatly to happiness, and their depletion is a significant reason why people are not happier even when they are richer. Indians pride themselves of their strong family values, especially, vis-à-vis Western countries where collapse of the traditional family structure has created many social problems. With India's booming economy, and as urban Indians prioritise incomes and career opportunities over traditional family duties, the attitude towards family-values and family structures too is fast changing. Marriages are becoming more fragile and short-lived and the Indian family is in the throes of a discernible, if disturbing, transformation. Even the rural nuclear families are splitting. What Are Values: Dr. Radha Kamal Mukharjee defines values as: Socially approved desires and goals that are internalized through the process of conditioning, learning or socialization and that become subjective preferences. Read his Beatitudes and Sayings, his Miracles, his Suffering, Death and Resurrection... and their teachings would be readily acceptable to those who properly understand the principles of 'Hinduism'. *There are Hindus who follow Jesus and his teachings. Some of them reject some teachings of Hinduism and follow the Gospel teachings. From the ancient times, many great Rishis achieved self-realization through such practices as meditation and austerities and they realized knowledge concerning Eternal Principles... **For Christianity, holiness comes from God, who lives in human beings: God's Grace, God's Love, God's Spirit.
