PENDAHULUAN Kemiskinan merupakan masalah pembangunan paling mendasar yang dihadapi negara-negara berkembang termasuk Indonesia. Tidak mengherankan jika tujuan pembangunan di negara berkembang adalah menanggulangi masalah kemiskinan. Tujuan tersebut senantiasa mendapatkan perhatian baik dari elemen Pemerintah maupun dari elemen non-Pemerintah. Oleh karena itu berbagai konsep untuk memahami kemiskinan banyak bermunculan. Selama ini berbagai upaya telah dilakukan untuk mengurangi kemiskinan melalui penyediaan kebutuhan pangan, layanan kesehatan, pendidikan, perluasan kesempatan kerja, pembangunan pertanian, pemberian dana bergulir, pembangunan sarana dan prasarana, dan pendampingan. Namun, penanggulangan kemiskinan bukanlah sesuatu yang mudah dan dapat dilakukan dalam waktu singkat karena kompleksnya permasalahan yang dihadapi masyarakat miskin. Diperlukan perencanaan yang matang, partisipatif dan komprehensif. Untuk mengatasi berbagai persoalan tersebut Komite Penanggulangan Kemiskinan (KPK) yang kemudian menjadi Tim Koordinasi Penanggulangan Kemiskinan (TKPK) telah menyusun Strategi Nasional Penanggulangan Kemiskinan (SNPK) sebagai landasan kebijakan kemiskinan nasional dengan menggunakan pendekatan hak dasar (pemenuhan, penghormatan, dan perlindungan 10 hak dasar) yang meliputi hak atas pangan, layanan kesehatan, layanan pendidikan, pekerjaan dan berusaha, perumahan, air bersih dan aman serta sanitasi, tanah, sumberdaya alam dan lingkungan hidup, rasa aman, dan hak untuk berpartisipasi. Strategi Nasional Penanggulangan Kemiskinan (SNPK) memandang masalah kemiskinan sebagai kondisi dimana seseorang atau sekelompok orang, laki-laki dan perempuan, tidak terpenuhi hak-hak dasarnya untuk mempertahankan dan mengembangkan kehidupan yang bermartabat. Strategi yang dirumuskan dan direkomendasikan dalam dokumen SNPK mencakup lima hal, yaitu: (1) Perluasan Kesempatan; (2) Pemberdayaan Kelembagaan masyarakat; (3) Peningkatan Kapasitas; (4) Perlindungan Sosial; dan (5) Penataan kemitraan global. Kebijakan yang ditetapkan dalam SNPK tersebut sejalan dengan upaya pemerintah untuk lebih meningkatkan pembangunan manusia Indonesia yang masih tertinggal dengan negara-negara tetangga di ASEAN seperti Malaysia, Thailand dan Filipina. Dalam Laporan Pembangunan Manusia (Human Development Report 2005) yang terbaru, Indonesia berada pada tingkat menengah Pembangunan Manusia Global (Medium Human Development), dengan peringkat ke-110 dari 177 negara dengan nilai IPM 0.697. Secara regional Indonesia jauh berada di bawah peringkat negara-negara ASEAN lainnya. Selain rendahnya IPM, di Indonesia terjadi juga kesenjangan dalam pencapaian Indeks Pembangunan Manusia (IPM) antardaerah. Berdasarkan penghitungan terakhir yang dilakukan oleh BPS, pencapaian 20 IPM terbaik tahun 2004 masih didominasi oleh kota – kota besar, seperti Jakarta, Manado, Yogyakarta, Padang, dan Makassar. Hal ini juga membuktikan bahwa pembangunan belum merata dan belum bisa dinikmati oleh seluruh masyarakat. Pengalaman membuktikan bahwa sekitar 112 negara yang meningkatkan anggaran dan perhatiannya pada pembangunan manusia maka pertumbuhan ekonominya lebih baik, kestabilan makro yang lebih mapan dan menjadi tumpuan bagi mengalirnya investasi dunia usaha. Dengan demikian pembangunan manusia merupakan kunci bagi keberhasilan pembangunan ekonomi dan kesetabilan politik. Mengingat pentingnya pembangunan manusia maka SNPK perlu dipertajam dan lebih difokuskan lagi pada pembangunan manusia Indonesia. Sebagai sebuah dokumen kebijakan, SNPK telah diintegrasikan dan menjadi bagian integral dalam dokumen Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2004 – 2009 dan Rencana Kerja Pemerintah yang telah disusun. RPJM tersebut selanjutnya diharapkan menjadi acuan dalam penyusunan Rencana Kerja Pemerintah (RKP), Rencana Kerja Kementerian dan Lembaga (RKKL) dan Rencana Kerja Anggaran Kementerian dan Lembaga (RKAKL) sehingga APBN lebih Pro Poor. Walaupun demikian untuk lebih menjamin SNPK dapat diadopsi dan diimplementasikan dalam sebuah kebijakan penanggulangan kemiskinan dan pembangunan manusia Indonesia baik di Pusat maupun di Daerah, terutama dalam mewujudkan pro poor planning dan budgeting perlu dilakukan penajaman yang menyangkut lima instrumen pokok yaitu ; 1) instrumen regulasi, 2) instrumen pendanaan, 3) instrumen sumberdaya manusia, 4) instrumen kelembagaan, dan 5) instrumen sistem informasi. Sehubungan dengan hal tersebut, maka akan dilakukan rekrutmen Tenaga Ahli yang kompeten berdasarkan pembagian instrumen pokok sebagaimana yang telah disebutkan di atas.
