The Second Mile Center (three stores 45th between Locust & Walnut) is  having 
a monster 50% storewide discount sale on Monday. Here's your chance to  buy 
things:
a) you need but were too expensive to justify;
b) you want but don't need, and if they're cheap enough... well, what the  
hay;
c) you can send to people to whom you are obligated to send a present even  
though you don't like them very much.
 
Announcement provided as a public service to a 501(c)(3) charitable  
organization that did not engage in any partisan politics during the last  
election -- 
inadvertently or otherwise -- and in which I have no financial  stake. (Yes, 
they do lease one of their stores from me but they'll cover  the rent 
regardless of how this sale goes.)

[UC] Anyone know a wrought iron gate builder/installer?

I've called over ten businesses from the yellow pages. Only one actually 
answered and I had to leaves messages for the others. So 2 weeks later I still 
wait for replies.
   
  I need a gate (approx. 5 1/2 ft wide) made and installed at the bottom of my 
front steps ASAP!.
   
  I am tired of cleaning up after (and getting citations for) the not-so-locals 
who choose to perch on my steps. I've tried sprinkling all sorts of powdered 
cleansers on the steps to discourage them. Of course after raising so much 
{bleep} they move when they see me coming home, but I still have to walk 
through a cloud of not-so-legal smoke and pick up debris. I tell my kids to 
hold their breath and run into the house.
   
  Because of the daily drug sales/use, I've written to both Jannie Blackwell 
and L&I over a year ago. I've also called the police, but these characters are 
smart, they scatter and then return later.
   
  The gate will certainly stop them from getting so close. So information

[UC] An example of the potential for abuse

The following, from today's Inquirer, is about the Center City District  
(CCD). It is another example of the potential for abuse by  organizations such 
as 
UCD. We're currently experiencing press reports and lots  of soul searching 
about abuse in the form of a partisan rally that  allegedly used assets of UCD 
-- in violation of the conditions under  which this organization is tax exempt. 
This article shows abuse in the  form of putting a bunch of 
productively-employed workers -- about whose  performance nobody seems to be 
complaining -- out 
of jobs based on a no-bid  contract which the present people say they could 
have undercut if given the  chance.
 
(Note to Wendell Lewis: -- Mark, please pass it along -- Paul Levy may not  
be so "worthy" either.)

Center City District to clean concourses

SEPTA has hired the Center City District to clean the  subway and rail 
concourses between Suburban Station and Eighth Street, angering  the current 
janitorial contractors, who say they do it more cheaply.One of the  jilted 
janitors 
was instrumental in the federal indictment late last year of T.  Milton Street 
Sr., the former state senator and brother of Mayor  Street.

The SEPTA board on Thursday, without discussion, approved a  no-bid, 
three-year, $5.1 million contract with the district for cleaning  concourse 
areas 
owned by SEPTA. Concourse areas owned by the city also will be  cleaned by the 
district under a separate contract with the city.

SEPTA  spokesman Jim Whitaker said yesterday that no bidding was required 
because the  district is a municipal authority.

The district, using a subcontractor,  OneSource Services Inc., will take over 
the janitorial responsibilities when the  current contract expires on Aug. 1.

The current cleaning vendors,  Clean-Tech Services Inc. and V-Tech Services 
Inc., complained to the SEPTA board  Thursday that they were not given a chance 
to compete with the district. Michael  Samschick of Clean-Tech and Thanh 
Nguyen of V-Tech said their firms could do  more work for less money.

In a letter to SEPTA last month, an attorney  for Clean-Tech and V-Tech said 
the two firms' contract with SEPTA called for  them to be paid $1.4 million 
per year, about $300,000 less than the district  will get. In a response this 
week, SEPTA's lawyer, Nicholas Staffieri, disputed  that, citing additional 
costs in the current contract, including a July 1  increase in the minimum wage 
that would raise the annual payment to $1.62  million. 

V-Tech and Nguyen played a pivotal role in the federal  indictment late last 
year of Milton Street.

Prosecutors contend that  Street, as a $30,000-a-month consultant for 
Philadelphia Airport Services, took  a $50,000 payment from Nguyen to help 
V-Tech win 
a maintenance contract at  Philadelphia International Airport and give a 
portion of the profits back to  Street. The contract was never awarded, and the 
$50,000 was not returned,  according to a lawsuit filed by Nguyen, who said 
Street also failed to pay back  a $30,000 loan.

I was away for a while, but want to get back to this because it's important. 
When I was away, I did my best not to think of the district.


You capture how UCD steps in, takes over, and steps up the spin. UCD and 
their partners are good and perfect and dissenters are like me, crazy.


I think, there is a very important point not captured in your summary. 
Essentially, the FOCP is no different than it was before the UCD occupation. 
UCD, city officials, and lots of folks knew that these civic associations 
don't represent the diverse community but instead a small subset of people 
with a shared ideology and agenda. In my opinion, these lobbying groups 
request power in the neighborhood to be solely vested in their hands.


The problems with the FOCP like astroturfing, controlling processes to 
silence dissent, character attacks, etc., I believe to be a pattern and not 
isolated. I've wanted folks to see that the civic associations need reform 
so this pattern isn't reinforced. When my character is assailed, I've often 
been called bitter. I've heard things like, "we want to look to the future 
not the past" What I attempt to point out is that if the patterns keep 
repeating; this argument is a deflecting complaint so that the need for 
reform can be denied.


I think the UCD willingness to work so hard at "anointing" the civic 
associations as voice of the community shows the intentions of their 
mission. This action is highly divisive in the community but UCD wants an 
expedient community acceptance of its rule.


This dealing with a small group of civic association leaders with a wall of 
secrecy is supposed to replace the need for transparency. Clearly, the civic 
associations need reform and to function as a provider of information and 
not deciders of community policy before they could come close to fulfilling 
this role claimed for them by UCD. In fact, it is not realistic for an FOCP 
to be this unified voice, but an FOCP could function as a source of relevant 
information and discussion for the community. The opposite of protecting 
secret plans and agendas.


If this "anointing" were an accident, I would be more forgiving. UCD doesn't 
care about the damage they cause in the community as long as they get their 
wish, power. They knew that calling the civic association leaders, the 
community, was a lie.


But since they can't explain their true mission to the public and possibly 
get acceptance, this destructive divisive anointing is their tactic. Spin is 
designed to do the rest.


Much of my aggression on these civic association problems is due to the 
massive shift in power. If FOCP was still a nuisance causing damage in the 
community these things would still be a problem. But now UCD has made them 
the voice of the community that will speak the UCD agenda. This is an even 
more serious problem now that UCD controls the park. Once the takeover is 
completed, there will be no turning back.

Andy Upright is a local metalworker who does some amazing work. I'm
currently in the process of figuring out a design for a wrought iron
alley gate for him to build me. He said he wouldn't be able to start

On the heels of a smashed car window rampage across the whole area a few  
weeks ago, two were busted out in my fenced-in-and-gated (well-lit, too, but we 
 
know how much good that does ... it may be a good example of lights helping 
the  perps) parking lot last night (45th just south of Walnut). Several cars 
were  parked overnight. Only two were touched -- both higher-end vehicles.
 
I don't know if there's any precautions anyone can take -- other than to be  
sure there's nothing even hinting being worth taking left in view. (Whether 
this  applied here, I don't know).

i saw the remnants of a smashed car window on the corner of 46th and spruce. 
the piles of glass looked rather recent.


which brings up something we'd discussed a while back during the 
front-window-smash robbery spree two years ago -- i really wish there was a 
better crime blotter. not just one that said "X was arrested in connection with 
car window smashing" but that says "X, who was arrested for car window smashing 
six months ago, was found guilty and sentenced to three months community 
service at Tom Knox's house" or "X, who was arrested for smashing car windows 
six months ago was found innocent, police have no new leads" -- we had a spate 
of muggings a while back, as far as i know, there were some arrests, but no 
details. 

i'm not sure what the solution is, but it's information i think would be 
helpful to us all. it's like we're writing notes on the wind sometimes.

Dude, as you well know, I carry around those little ampules in case of heart
attack. They are medically prescribed and totally legit. And considering the
shocks to my system when I foray into the West Philly bohemian underworld
after dark, not only dining at Abbraccio but taking in a "show" that gets me
home after 10 pm, I totally need them.

At any rate, one of the shocks to my system last night which I was too
polite to mention was that while I was perusing the list of "donors" to the
Curious Theatre, I espied the accursed name of, yes, UCD !!! under the
heading of corporate sponsors. Took me two poppers to recover from that
particular shock.

I was gonna keep it quiet, but on awaking this morning I had a fearful
tussle with my conscience, and I now feel compelled to share the sad sad
news with the community. Yes, Wendell Lewis totally owns the Curious
Theatre. I'm afraid that I shall have to put off purchasing my season
tickets for 2007-2008 until the results of the pending internal
investigation are made public.

to ward off evil, and his eyes rolled back into his head. He quickly
collapsed into his seat, at which time I espied a phial of what I took to be
smelling salts in his breast pocket. I broke it open and waved it under his
nose in a puissant dose. Later we discovered that this ampule in fact
contained Amyl nitrite, a fierce and powerful drug which Dr. Bender had
apparently been self-administering already in somewhat ill-advised amounts.
He quickly revived, but I fear he witnessed the rest of the play in a
chemical fueled frenzy for which I feel partly (if not wholly) responsible.
He seemed at times to have been transported back through the years to a
production of Heidi he had seen in his youth and began to weep at the scene
where Peter pushes Clara's wheelchair over the cliff. This pageant seemed to
replay several times in his fevered mind, as Ross would stand at intervals,
waving a penny loafer in the air and shouting "No Peter! No Peter!" -- which
only stirred the actors on stage into bouts of further lasciviousness,
thinking they were being egged on in the manner of the bawdy audiences they
had come to expect, the theater being so close to such a number of
Fraternity Houses. By the end of the evening, Ross was sweat drenched and
raving -- the actors said, to a man, that they had never seen a more
animated patron and plied him with coupons beseeching him to return to
tomorrow nights performance to pepper them once again with the non sequitors
which are the very life-blood of this particular show.

There were others there from the list who can probably fill in any small
details I may have missed.

Well! I finally went to see The Green Bird at Curio Theater (on its
penultimate DING DING DING night), and frankly, I can't see what all the
fuss is about. The jokes, if you can call them jokes, went right over my

screaming  "Douchebags!" at all the actors and ranting about the pterodactyl
in her tummy. Otherwise, I guess you have to had put in your time suffering
through at least six previous shows to catch all the nuances, if you can
call them nuances. There was lots of stuff about high school prom dancing
which was utterly beyond me, since, as an Orthodox Mennonite, I never
learned to dance, certainly not the sort of dirty dancing which was on
shameful display right smack in the space where we Mennos meet to worship
Sunday mornings at 9:00 am. (The Deacons have told me that it's a real pain
in the ass to have to come in extra early to exorcise and disinfect the

Krigman Al, you're really stretching things again here!

My husband read part of that article out loud to me this morning as we had 
breakfast.   He read it because we were both stunned to find that there is a 
cleaning contract with SEPTA for its concourses.   Have you ever *been* in the 
concourses?   If so, have you ever seen them looking anywhere near *clean*?   I 
love the trolleys and take them downtown every time I go.   I walk in the 
concourses to get to the MSB building from 15th & Market, to get from Market 
St. 
back to the trolleys, and at various other points under and around City Hall.   
The concourses are absolutely filthy.   Someone must pick up trash, because 
you don't see overflowing trash cans, but other than that, I can't even 
remotely imagine using the word "clean" to describe the conditions there.   

So if it were up to me to try to make a change, I surely wouldn't renew the 
contract of the current "cleaner."

Are you saying that you are the creator of both web sites?

eyefold. Which reminds me of a particularly putrid song at THE GREEN BIRD
last night, one about sucking on the Princess's eyelids. I had to go outside

Did I say anything about a conspiracy?

I found the timing of the creation of the Friends web site a bit odd  
but I think the blogger may have explained that adequately. He had a  
personal blog about Malcolm X Park which Action News mistook for an  
"official" park web site. To correct this mistaken impression, he  
created an actual official web site. I'm sure he has taken some heat  
for the rally posting and did his best to fix what he could. I'm glad  
he didn't just take down the blog entry and video. (No! That's just  
what they're expecting us to do!!)


What I do think is strange is that Greg Smith, who I've never noticed  
on the listserv before, pointed out the Friends blog mere hours after  
it was registered as a domain.

Mr. Sanderson, any honorable organization would release the actual details of

nothing more than "he didn't know anything" is unacceptable.  Does Wendell know 
anything about this program/policy that UCD has been implementing in this 
community ?
There is either a written policy or there is not.

Remember, the released statement shows Mr. Fenton is guilty until proven 
innocent while UCD plays the delay game to develop the spin and legal strategy. 
 For us to have one shred of respect for Wendell Lewis and the UCD board, they 
must immediately release the details of their written protocol or policy for 
the use of these "community service prisoners."

If they do not do this, it confirms what others have said about UCD.  Forget 
about the wortheless "UCD investigation."  With this response, the existing 
policy must be released immediately.  In fact, the details should have been 
transparently released long ago before these prisoners were dumped onto our 
streets.

Either way, UCD must be stopped from demanding governmental authority while it 
simultaneously demands complete secrecy.  We should have been offered the full 
written policy the day after the Daily News story. This is not how a 
responsible publicly accountable organization shares information with the 
community it serves.

i am a big fan of Renzo's deadpan. But I think the show belongs to Truffldino, 
everyone else is largely a foil for his antics. Though definite notables to 
Nanetta/Pompea for her singing voice and improv and, carrying off the only 
serious acting in the play while everyone else cracks wise around her.

Hall.  The concourses are absolutely filthy.  Someone must pick up  
trash, because you don't see overflowing trash cans, but other than  
that, I can't even remotely imagine using the word "clean" to  
describe the conditions there.


So if it were up to me to try to make a change, I surely wouldn't  
renew the contract of the current "cleaner."

Absolutely ditto on Renzo. Definite George Clooney wannabe. What I like
about his deadpan is when you start to see just a hint of it crumbling
around the edges, and he gives the audience that sneaky look like he's going
to crack up any minute. The only other show I've seen him in was Catch-22,
where he played Milo Minder-Binder and about 16 other roles. Now THAT would
be a show worth seeing again. As I recall there were only 4 actual actors,
and only one woman (if she WAS a woman) who played Nurse Duckett and
Nately's whore and about 17 other parts. I always had the hots for Nurse
Duckett back in high school when I first read the book, and if you do
actually read the book you'll see why.

Nanetta/Pompea was cute, for a beginner, but are you seriously saying that
was improv? The whole damn performance seemed much too highly scripted for
my tastes. Must say that I had to shield my eyes for that bit where she came
out as the Dancing Waters -- can you spell l-e-w-d?? Fortunately my
Mennonite elder was sitting right behind me and she put a program over my
face for that scene.

As I've said elsewhere, too many men dressed up as women for my taste, like
that guy with the beard you're so smitten by. I did like it at the end when
he comes out revealed as THE GREEN BIRD and a manly mensch.

What about that Princess? When you see her admiring herself (if it is a she)
in the mirror, you sort of feel you're getting a direct glimpse into her
soul, know what I mean? Princess of Center City -- Self-Centred City. But
she was definitely hot as Nurse Duckett.

I really don't see anything to be alarmed at here.  You are reading a great
deal into this second-hand account.  I'm quite sure Lewis Wendell is not
aware of many day-to-day details of UCD operations.  I doubt that he is
unaware of either policies or organizational relationships with partners
like Penn, or Jannie Blackwell.

 

Basing logical arguments on press reports is very difficult-unless the
reporter has asked the specific question you want answered, and repeats that
question in the story, the result is open to wide interpretation.

 

If the IRS takes the UCD to court over this issue, or if John Fenton is
fired, I'd expect to hear more about the policies involved, otherwise not.

 

I see the story as indicating that Lewis Wendell was unaware of the work
taken on in Malcolm X park until after the fact,

 

He doesn't say that John Fenton did anything wrong, or that any policies
were transgressed.

If they do not do this, it confirms what others have said about UCD.  Forget
about the wortheless "UCD investigation."  With this response, the existing
policy must be released immediately.  In fact, the details should have been
transparently released long ago before these prisoners were dumped onto our
streets.

 

Either way, UCD must be stopped from demanding governmental authority while
it simultaneously demands complete secrecy.  We should have been offered the
full written policy the day after the Daily News story. This is not how a
responsible publicly accountable organization shares information with the
community it serves.

I'm catching up on the developments. 

I've worked with John Fenton in the past and he is the only UCD leader I
would trust. It is so obvious to me that he is the fall guy. UCD's answer
really completes the outrage. I hope John stands up and tells the actual
story behind this policy. I really hope this will bring the end to UCD

UCD is an organization that focuses on spin. In their official statement and
calls, Mr. Lewis Wendell claims that he "knew nothing" about the
implementation of this punishment policy.

  I am tired of cleaning up after (and getting citations for) the not-so-locals 
who choose to perch on my steps. I've tried sprinkling all sorts of powdered 
cleansers on the steps to discourage them. Of course after raising so much 
{bleep} they move when they see me coming home, but I still have to walk 
through a cloud of not-so-legal smoke and pick up debris. I tell my kids to 
hold their breath and run into the house.

  Because of the daily drug sales/use, I've written to both Jannie Blackwell 
and L&I over a year ago. I've also called the police, but these characters are 
smart, they scatter and then return later.

  The gate will certainly stop them from getting so close. So information 
Please!!!

[UC] Clean? The SEPTA Concourses?

The escalators on the northwest corner of 15th & Market and the circular 
stairway underneath the ClothesPin  are examples of 
conditions not normally seen outside of an impoverished ghetto.  When I look at 
that glass and metal housing over the 
escalators, I am beyond disgusted.  That space has been a pet peeve of mine 
forever and to find out there has been some agency or
company making money on a cleaning contract is appalling.  

However, when you have companies like Comcast nearby, it is not surprising.   
If we had civic minded men like Strawbridge around,
those conditions would have been resolved somehow.  He is the eminence gris who 
cleaned up East Market Street.  Conditions like
that require someone who cares enough and has enough juice to get things 
started.

remotely imagine using the word "clean" to describe the conditions there.  

So if it were up to me to try to make a change, I surely wouldn't renew the 
contract of the current "cleaner."

C'mon folks, as much as you like to engage on this topic, the list serve is not 
conducting an investigation, much less an evidentiary hearing.  This (not S's

Rear passenger vent window was broken, trunk popped and tools, a flashlight, 
and minor stuff stolen.   Called the police who took a phone report.

Sometime this morning or afternoon the rear wheel was taken from my  
bicycle on Woodland Terrace. It was locked up next to the porch,  
that's beyond the front gate and up the walk. A housemate's bike  
which wasn't locked is gone from the porch. I also think the thief  
took my Netflix movies from the mail which was left in the entryway.


I was on the porch interacting with some neighborhood cats around 4  
or 5 this morning and didn't notice anything wrong. Since both movies  
are missing, I'm guessing this happened in broad daylight.

None of 1 through 5 matter if the event was indeed a Knox rally. If  
it was, they shouldn't have been working there at all, no matter what  
they were doing. Unfortunately, we'll never know since it's the  
students' word against Jannie Blackell's and we all know where that  
train is going.


As far as what they were asked to do, they were asked to set  
"everything" up and the setup included Knox for Mayor posters. How  
much more clear can it be? It doesn't matter what they were asked to  
do with them (unless it was to leave them alone) or if they refused.  
What matters to me is that they were even asked.


I think this is a really minor incident and no one should lose their  
job over it. On the other hand, the people involved might want to  
think twice the next time they need to trade favors.

C'mon folks, as much as you like to engage on this topic, the list  
serve is not conducting an investigation, much less an evidentiary

participated in promoting or opposing a candidate in any way.

 To attempt to sell or popularize by advertising or publicity
 To help establish or organize by securing financial backing

Oppose:

To act or be in opposition.

Fentonize:

To be left out to hang by Employing Organization and Executive

Ah, we've finally got Uyehara's attention.

Putting China in quotes is meant to problematize the notion that there was
in fact such a state entity as "China" before the 20th century. One
question  for example, is: -- When the empire formerly known as Sung was
governed by the Mongols, was it in fact "China"? Similarly, the last great
dynasty, the Ming, was of course run by the Manchus, so in what sense was it
"Chinese"? Similarly, when the "Japanese", to be polite, plundered and raped
"Taiwan" and "Manchukuo", was that turf still "Chinese"? Lots of nitpicking,
I know, but people spend their lives on this stuff.

Mr. Uyehara, I've only met you once long ago and you probably don't remember
me, but you've certainly got a "Japanese" name if there ever was one. To ask
a very personal question and at the risk of riling you further, do you
consider yourself "Japanese-American", "Japanese", "American", "Swedish", or
some other denomination?

Give me literary license for one last time -- I'll put the whole thing in
quotes so as to try to spare the delicate sensibilities of people on this
list. Anybody remember the old Woody Allen classic, "What's Up Tiger Lily?"
Even the title is offensive, but in the film, which Mr. Allen dubbed from a
Japanese original, there were the immortal lines:

"I'm a happy [deleted]."
"And I'm a fat [deleted]."

Question for bonus points: "What's the worst ethnic insult you can hurl at a
Swiss-German Mennonite?"

If it were my organization, my answers would be:
a) I might fire the person or might mete out some other penalty, depending  
on other circumstances, but would certainly make a big issue of it in the hopes 
 that by doing so everybody on the staff would be acutely aware of the  
responsibilities of their jobs.
b) I would be responsible, and would know that because of the negligence  
involved it wouldn't be covered by the kind of insurance I have or are likely 
to  
have.

There may have been multiple negligent parties contributing to such an  
unfortunate scenario. 
 
A mature management organization should have developed operational  
guidelines to address such scenarios, and implemented their practice through  
classroom 
training, in-service training and regular pre-work conferences. 
 
Also, we're confident your tradesman would have posted a "Maintenance  Being 
Performed" sign on the unit's front door to preclude the tenant being  scared 
to death by your tradesman, or worse, your tradesman being mistaken for  an 
intruder and shot by the unit's tenant, such as a paranoid gun toting  Penn Law 
student.
 
Regardless Al, were a tenant/user adverse incident to occur, a man of your  
fine character would never subject your charge to Fentonizing  (to  be left out 
to hang by Employing Organization and Executive  Director).
 
A successful leader is a prepared leader.

glenn, the only thing on ucd's website I could find about 
this 'policy' is here:

and as far as I can tell, it doesn't mention anything about 
ucd doing work connected with political stuff or elections 
or candidates, and as far as I can tell the work they have 
performed under this program since 2002 (the list at the 
bottom) is all within ucd's boundaries, while malcolm x park 
is not.


ps-- I think if al has it right (that fenton is being held 
[so far] as a 'scapegoat' and that his rapped knuckles 
becomes the thing that satisfies everyone that the issue's 
been addressed) -- it may leave ucd the organization from 
taking responsibility or changing itself, and leave us with 
little reason to do more than simply react.


that's why on the list I've been focusing on developing a 
set of responsibilities -- for ucd and us -- that we'd 
expect, publicly, of a service organization and of 
ourselves, allegations or not. regardless of the outcome, I 
see this incident as a terrific opportunity to get people to 
think about this, because it's a situation unlike the usual 
premise, which is that ucd is unquestionably all-good and 
ineluctably all-beneficial, a self-defined and 
self-congratulatory entity acting for the good of all -- all 
of which makes it difficult to define any rigorous system of 
public checks/balances (ie, responsibilities).


and so far I've been trying to assemble, by way of 
conversation, a set of ideas:


1. ucd is primarily accountable to us (us as sharreiff 
defined), not to ucd


2. ucd's performance/actions should be 
evaluated/investigated/monitored on an ongoing basis by an 
agency independent of ucd [ie, none of us would have known 
about this if it weren't for the students, and none of us 
will know the outcome except via ucd's investigation.]



and I'd like to suggest we add:

3. we should develop the means whereby ucd communications 
are public, timely and proactive (ie, not with just some of 
our neighborhood organizations, or only via news 
editors/reporters, or as a delayed reaction -- all of which 
can create a situation where people in the neighborhood have 
different access to partial information, or a situation 
where rumors and speculation develop, putting the entire 
neighborhood in a bad light, publicly.)


4. ucd's boundaries should be clearly defined and maintained 
(ie, it should be clear to everyone inside and outside the 
boundaries where ucd performs services, where they do not. 
it should not be a 'moving' boundary, determined by 
individuals on an ad hoc basis ['one block further east 
today, 3 blocks further west next week, 18 blocks further on 
alternate fridays, but only for barbeques, and only if no 
other blocks within the boundaries need sweeping' etc.])


any other suggestions? feel free to revise, add, etc.
