Unless you are looking for an FLSA lawsuit, I'd stay away from comp time as
reimbursement for overtime hours worked. It is 100% explicitly illegal

they can put pretax money into for discretionary

This is an area that I think every employer can always do better
Here it’s law re: vacation and two weeks is the norm in first year. For some
senior folks, when recruiting them we do three weeks vacation to start which is
a really nice perk.
