At this point my only suggestion is to activate the escalation logs to see what is really happening. It could be a lot of possible root causes, from another escalation creating those requests, or a time configuration on the server different from the client, or a busy escalation pool that delays

Rick, From talking with DBA's and reading some of BMC's info, changing case sensitivity at the database level with Oracle is very taxing and you will experience a huge degradation in performance. I have not tried it so don't know but I've heard enough people discourage it to not recommend it. It
