But the 1/2 wind speed at ground level is added to our safe speed only to

Nothing to do with wind sheer. Have a look at your BGK, page 70.
Wind sheer can occur at any altitude from any direction - it has no
correlation with wind speed or di

only apparent in the last 200' or so of the final approach.
It can not occur just prior to the base leg turn (unless you are doing a
VERY low circuit :) )
So this is the point of the whole debate; why add half the wind sp
to change what has been a perfectly acceptable and (in my view) sensible
practice.
