Not 100% intentional. The source files are required to compile BBDB, but
they shouldn't be required to run. So I should have an eval-when-compile

code under the comment "compiler placating" around line 39 of bbdb-com.el
says "eval-when-compile", change it to "eval-and-compile".
Your mail abbrev problem may well be a load-path issue, btw.
