You can top coat it. There is a specific procedure to follow. For specifics on the procedure see the POR web site www.por15.com . But as I recall, you coat it, let it cure for a while, then before it cures hard ( still slightly tacky) apply the top coat.

Tie rod adjuster bolts 19-24 FT/Lbs. - NOTE-The slot in the adjuster sleeve must not be in located at edge of clamp or between clamp jaws.
Outer Tie Rod to Steering Arm - 30-40 ft lbs.

What are you calling a system? The underhood parts should work, brackets are different from big block to small block though.
The heater box (under dash) may be different. I know early years had cable controlled doors, flaps etc; while later years (my 72 ) have vacumn controlled doors etc.

I think the difference is that M&H makes a factory replacement harness. Wire coloring, lengths & ends are as GM made them back in the day. Harnesses are plug & play.
Painless makes generic harnesses and may not be color coded same as GM, you cut them to length & there are no or very few wire

Are the starter bolts still tight? If they are loose, did you use the correct type? The starter uses special mount bolts with a knurl on the shaft to prevent them from vibrating loose.
