Indeed it looks a bit awkward having trunk/branches besides
forms/legacy. But it just indicates that the latter directories seem to
be misplaced so far.
I'd suggest moving the contents of legacy to ../archive, and introduce a
new folder ../resources where we move the forms directory to.
