Even though kannel did not support wap 2.0, but wap1.x, it should
support wtls, at least partially in order for kannel to said it
supports wap1.x

Group tests via the kwtlsbox (developed once by 3ui.com). Handset
manufacturers who are passing the certification tests are having
*huge* problems with that. kwtlsbox is crashing a lot.

a possible workaround is the kwtls package, see
http://www.kannel.org/download/wtls/kwtls-1.0.3.tar.gz
but this is *not* supported in any way by the group.

I am currently using Kannel 1.3.1 as a wap gateway.
Now I need wtls connections. that's why I am trying to
use kwtls patch.
But I could not get it compile...

no, WTLS is in pre-alpha stage *within* Kannel. You can use the kwtls
application for WTLS interfacing, see 'other projects' and/or
'add-ons' on the web site
