I agree re: Pippin. However, sync/un-sync on my web interface (Chrome, XP SP3. SBS 7.5 - wired to router) is instantaneous. No delay at all. Can't comment on Controller as I don't have one. I suspect you have an underlying problem with your network, as such delays are not normal IME.
