supply with interconnect cables & all in good used condition.
I also have a full set of NOS valves plus a capacitor & circuit board
upgrade for the PSU.
The radio had one previous owner & was working normally when I last u

I notice when it goes from transmit to receive, the audio is often
"down" and then it will eventually "pop" back up to a normal noise

'Exercise' the slide switch on the left side of the radio, and make sure
it is left in the 'TCVR' position. This is the most likely cause of
what you are seeing.
Other possible causes are relay contacts, 'fuse' bulb in the receiver
