There are pre-built packages available for F11, F12 and recent

You're right. A limited control capability *is* in the ID-1, the
IC-91AD, and the IC-92AD, and presumably the 80? Don't know on that
last one...

either.
They are clone-mode radios, which means when you attempt to read the
memory out, the radio stops being a radio, dumps its entire memory
over the serial port and reboots.

Do you have your squelch set high enough? If the BUSY light is lit on
the front panel, the radio won't go into (data) transmit mode.

your normal data cable. If you have one of the others, you need the
cable that interfaces with the speaker/clone jack. The ICOM cloning
cable will work, or you can make your own. There are schematics
available all over the place (and I'm sure people will chime in with
their favorite).

the chirp.exe binary in the zip file. If you're comfortable running
that from a command-line, it may work better for you with a screen reader.

transceiver relate back to a program with no flow control selected.
The application would just see the control values (XON and XOFF) as data

Agreed. Authentication may be added later, but would only be a trivial
deterrent. Running an open repeater at any time other than when you're
sitting at the control point is not a good idea.
In short: my system is not open and I don't advocate the practice :)
