I'm just guessing since I don't use RedHat, but I would guess
./libtool and ./ltconfig are created by autogen.sh but probably require
libtool to be installed. Is there a RH rpm of libtool/libtool-devel
installed on your system? I have libtool-1.5.6-i486-1 installed here
(slackware 10.0)
