The reason is that in FreeDOS in not possible to copy files with LFN
Blocek is totaly free and open source program. Use binary and source as you
want. In sources and in binary is mentioned the GNU GPL licence.
For slight modification you can just use any text editor and edit configuration
language and other helper (in .\KEY_TBL directory).

case when all interraction between BIOS and user program is done using

I am very interrestes in it too. I looked into some docs about Hewlett
packard printers and about their PCL language but I don't understant it very
much. I think that such multilanguage printing is would be extremely useful
for my text editor Blocek.
