It's hard to say, Apple did a good job over the last year of falling completely out of their upgrade cycle in several lines. The iMac G5 has remained the same since September when it was released. Typically apple revamps each series every 6 months or so, so March-April would be a good guess,

All i can tell you is that I've been told that if the iBook's HD makes anymore noise than a light whirr it's dying or dead. Needs to be serviced. Is it a G4 iBook? What I'm wondering is, is it new enough to be covered under warranty, or does it have current applecare? If so, take it in.
