wrong.
By the way, you said you were using windows, but, unless I missed it, you
did not say which version.
Are you using XP, Vista, or windows 7? If its windows 7, is it the 32 or 64
bit version?

mp-2.6 is a directory in your user file
space where Gimp keeps your own settings. The directory I'm talking
about must be called Gimp-2.0 (if my memory is good) without leading
dot. It should be easy to spot with the file explorer.

The image is in indexed mode, and the text color is not in
the palette.
If that's the case: switch to RGB mode, add your text, then
switch back to indexed mode.

1) I re-installed it.
2) Took out "ko" from locale.
3) From my user, I scrolled down, and deleted Menurc, and pluginrc.
4) Started Gimp 2, and kept x-ing out the plug-in error.
5) Checked, Still the same 3 choices.

If I select multiple layers (by, say, ctrl-clicking), I should have the
option to drag all of them into the bin.
Unless I've missed it somewhere, is there is a script enabling the
deletion of multiple layers?

Except that 2.6.6 installs without SP2, but 2.6.11 won't install without it.
