To exec a file it will need to be in the cfg folder. ;)

It appears to create two processes, one of them is srcds_run and then
creates the actual game process.
From what I can tell, the only way to close the server is to kill both
processes manually, as killing the original
kill the pid stored in the pid file ( the server process ), can be specified

-pidfile file
and start with -norestart if that's applicable.

So, running ... srcds_run ... +exec server1.cfg
Executes the file, but then server.cfg becomes executed,
use +servercfgfile server1.cfg
and the server.cfg won't get executed.

It is not consistent, and I agree that it is not working properly. One
player can sit idle for 5 hours, another gets kicked after sitting idle for
10 minutes. I browsed the binaries and found some settings that looked like

Sounds right, you telling the server to start by exec'ing server1.cfg, but on
map change it sounds right that it would fall back to using server.cfg unless
there is a way in server1.cfg to tell it not to such as the mapchangecfgfile
type setting.

I too run Mani's Admin Plugin 1.1.0d, but still had the issue after
disabling the tool. To my knowledge, and Alfred can speak for himself,
most developers don't test with addons. They leave that for the addons'
dev team. I recall that being Valve's general policy.

If you want to include others in that file juste exec them
exec myothercfg.cfg
You can always run any config while playing with rcon.
Just type in the console
rcon_password secretpw
rcon exec cal.cfg
