Yes, all that side is fine. I just can't find Aspell itself. Also my
Spellchecker preferences are stuck on ispell - which perhaps is the
problem?

Rubin suggested I have binaries, but they are in the C:\aspell\bin
directory.

C:\Aspellbin\aspell -c misspelled.txt
Error: No word lists can be found for the language en_US.
Then I installed the 0.5 en dictionary

I think you have an error in your \bibpunct command in the preamble.
Try this:
\bibpunct{(}{)}{;}{a}{,}{,}
Yours is missing the third argument -- the semicolon that separates
multiple citations.
