Disabling vo and re-engaging sets vo temporarily right.
The vo stuttering sounds the way a Windows speech synth does when two
iterations of synths run simultaneously.

We are having similar problems with VoiceOver and speech rates. Using the
Australian female voice, where the IOS8 type rate ran at 30 to 35 as normal
rate, the IOS9 speech rate runs around 50 and above.
Who is tweeking these accessibility settings, anyway? This looks a lot
Windows doesn't help much on USA Jobs. The Feds dodge most real disability
accommodations in favor of legacy solutions that have not worked in the

I find the IPad Mini easier to locate Icons on and have no problems carrying it
in the smaller back pack compartments. It is definitely lighter weight than
the standard IPad.
I have used the tethering option, but found it slower. You might try getting
one of those MiFi

This design in which a tiny area is to be flicked at to advance the app list
isn't a realistic access methodology. The structure of the App Store prior to
IOS 6 worked fine, as did the IBooks store. Since the change, My perusal and
purchase of both apps and IBook

The IPad has the same settings as the IPhone.
I think that, on the home screen, you find and enter settings, scroll down to
time and date, which is down near the bottom of the list inside general. I
have set time automatically chacked.

Since the upgrade to IOS 6, the App store is confusing and difficult to
navigate with an IOS device, which I use all the time.
The ratings for apps are buried so that they are not easily discerned. The
listings of apps is different now and gives an app or two with a button
