Hey Mike, Yes there is a thermostat controlled flap. I have yet to attach the chimney to the exhaust heater though so it's getting ambiant air from both. Are you thinking that the flap may be acting as an extra choke? I'll check the vacuum as soon as I can find a replacement idle stop solenoid
