Yes, there should be a crush washer there. Another thing I thought of: If banjo bolts are over torqued, the stretch and is yours is over stretched, that could cause problems. If the holes in the side of the bolts look oval, replace the bolts. I ran into this on 123 240D auto trans oil line

The banjo bolt that threads through the fuel filter housing is very different than the one for a brake line. The bolt is two O-rings, one at the top as a seal to the outside & one further down the shaft to act as a seal between the filtered and non-filtered fuel. There is no crush washer on this

The copper O-ring is for the drain plug. The 2 O-rings in some filters are for the drain plug & oil cooler drain or for 2 different size drain plugs. You do know that your oil cooler also has a drain? There is no crush washer under the bolt that holds up the fuel filter. Thanks, Tom Hargrave www
