If it's hard to convince the neutral safety switch that you are in park, and
then it gets hard to convince the parking pawls that you are in park, then maybe
the bushings are rotted out in the shift linkage and you really aren't in park
when you shove the lever full forward.

I decided to make my own special tool as I have access to a small machine shop
at work. I took a 4" X 6" piece of 3/8" aluminum plate and drilled it to match
the hub bolts then bored out a 2" dia hole in the center of the bolt holes to
accomodate the big crankshaft end bolt and the big sp

If it is a riding mower with the tank under the seat and the engine
up front then you might try just taking the needle out and blowing
air back through the seat to make sure there is no dirt in there.
Also make sure the fuel line is free of dirt and then cut it and put
a small in line filter in
