I guess anti-sieze would be the thing to use when it says to "lubricate"
the bolt.
The 6 bolts that hold the pully and vibration damping disc in place had
anti-sieze on them, is that correct? Again my gut would have been to
use loctite on those.

cheapo ones, I had one that lasted all of 5 minutes once).
That should keep it from being a boot device, but won't fix a virus
or software scramble problem.

I may be a bit out of the norm, but i'd say your old bolt did not
back out, but broke. I would lube with neverseize and put the bolt
in. I have always cranked on them until the engine just starts to
turn, then repeat 3-4 times. I have never had one back out.
