Some app has the queue OPEN_INPUT_EXCLUSIVE. You could try GET_INHIBITING the queue to cause that app to fail on its outstanding GET with WAIT. Of course there is no guarantee that its not in a tight loop and it will just grab the queue again as soon as you GET_ENABLE it. And there is the chance
