When you buy a machine with a base OEM Windows 7 Pro on it you can add Software Assurance to it and then then becomes W7 Enterprise. You then have full downgrade rights, reimaging rights, transfer rights etc. for the upgraded license. Cost depends on what sort of agreements you have in place,
