I've installed the latest majordomo rpm, and gone through the HOWTO until the
testing section (running wrapper config-test as a normal user). I get an error
"Can't locate majordomo_version.pl in @INC"

The parameter you want is set in your list's config file...look for the
"maxlength = " line, and modify it.

I am not expert on anything actually, but have you tried to send a message
with the command-line
mail -v listemailaddress? Perhaps the output shows you what is wrong.
Have you tried to check /var/log/maillog for any errors?
Have you checked the file permissions?

I run a majordomo server that connects to my ISP four times a day. It
collects mail via SMTP and majordomo processes it and send the message
to the lists.
It has worked without problems from day one; that was about 18 months
ago.
