Boy I wish someone in the golf industry would change the way we talk about the torsional stiffness of a shaft.  Your customer is right, of course, a shaft no more has 'torque' than a spring has 'force'.  Both have resistance to deformation, in the case of a shaft and its resistance to 'twisting'

For low volume shop you might check Golfsmith. They used to have a very basic torsional resistance measuring tool. Two stands to support the butt and the tip. A locking arm that attached to the tip with a built in degree wheel. A one pound weight that hung on the arm. Not digital. Fairly inexpensiv
