Today I saw a vertical wall dial with an adjustablegnomon/style that
has a hinge at the point where it connects with the dialplate.

One way that quickly comes to mind would be to go to the home center store
and get a good sized (18-24) paver or other flat hard surface, such as a
stepping stone, etc. You can probably get 24 diameter concrete stepping
stones at a landscape supply place as well.

I would just add to Jim's suggestion a bag of dry sand raked flat
under the paving slab, this will help the paver to bed down properly.
BTW this technique is good enough for using as a footing for building
certain types of frame houses in the UK.
