I'm also somewhat confused by ffmpeg versions. I'm on ubuntu 16.04.
Having compiled an ffmpeg locally it reports version N-81780-g4a05d2e ,
which bears no relation to 3.1.3. Nor does the standard version
installed which synaptic says is version 7.2.8.6-1.
