I had another look at your setup - I think the problem is your Content-type in the response. AFAIU, for mod_deflate to kick in, the Content-type has to match one of the content-types in the argument list to directive AddOutputFilterByType. YOu have: AddOutputFilterByType DEFLATE text/html
