I had a similar problem recently and found that only my odd numbered pages
had headrs and footers. I opened the page styles, selected the header (and
then also the footer) tab, clicked the same content left and right, and
voila. Normally I don't have problems with this at all, but this
not tried it on OOo 2.3.x (or any version)
on Windows as of yet.
