Hi Mary and Apple Accessibility,
I agree that there is a bug, but the work-around is easy and one can’t really
say it “breaks” accessibility in any way. I wonder if a sighted user can drag
an app into a folder in the dock when the dock is full. Emphasis here is on
“when the dock is full”

I don’t have iOS 11 so can’t test this, but could you not temporarily move the
folder out of the doc, add your apps and then place it back in the doc?
