Desktop pic scrambles

Occasionally on shut down or startup my desktop picture gets scrambled. On the startups the pic is scrambled but I can still see the folders on the desktop. If I open one of them and drag its window around the screen it restores the scrambled pic. Any ideas on what is going on and how to fix it?

There are three "Cache" folders in OSX. Macintosh HD/System/Library/Caches Macintosh HD/Users/*user*/Library/Caches and Macintosh HD/Library/Caches. Move the contents of any of these folders to the trash (no need to empty trash however). All files and folders within the cache folders are saf
