I got this mixed up when I had gone through the sponsor-tasks link that you had provided. After re-reading it with ARC process and couple of other mails, your former point seems right. Sponsor comes in during integration. The ARC process says use the ARC number while communicating with the ARC. But the first mail can ask for this ARC number creation I suppose. -Shiv
