I haven't looked at it since I thought someone else was.
I cannot submit it since I'm not an ARC member or licensee anyway.

Hmm I'm not sure, but I thought request-sponsor was for later in
the process like when you're nearly ready to integrate. I haven't
seen arc requests there (but perhaps sponsors have done that in
private exchanges I haven't seen).
