Actually, you need need to propose something to the ARC and have them
review that.  When you have a revised case, please post it to this
mailing list so that it can be reviewed prior to going to the ARC.

Unless there is strong justification for a static library, I would only
deliver a dynamic library under /usr/lib.

That's correct - the CCD packages don't have this as they don't have
any stability levels associated with them.  But all SFW components have
some sort of stability level.
