If "CCD means most users will not see it", should libtool be placed in 
/usr/bin
or should we work on a "CCD equivalent" which will be seen?  Particularly,
for `sed -e "s/users/developers/g"`?

If all you have is a hammer, everything looks like a nail.  We need a 
better tool for
CCD-like distribution.  That is not a justification to place something 
CCD-like into
the core distribution.

Sorry nobody liked "/usr/has/bin".  I agree that my half-<something> 
suggestion
was not a good suggestion, but I *really* like the name suggested.  :-)
