Hmm.. Lot of developers use emacs for their day to day programming tasks 
and without emacs support built in , we have not provided them with such 
a basic productivity tool. Still, vim is a good start.

If export control is what stopping , can we make an initial attempt to 
build vim without crypto support. Af course, I don't have all the 
details. I guess, engineers will need to get creative ..
